Pursuant to section 213 of the Canadian Energy Regulator Act, NGTL applies for partial LTO for the Nordegg C6 Compressor Station Unit Addition (Nordegg CS) portion of the Project following completion of the Nordegg CS hydrotest program.

This application includes the following: • High pressure gas piping installed to date including recycle valve, unit valves and relief

valves • Gas vents and hydrocarbon drains • Fuel gas piping

NGTL anticipates filing the final LTO for the balance of the Nordegg CS prior to the end of June 2021.

In it’s Project update filed on August 7, 2020,1 NGTL requested exemption from the requirements of sections 180(1)(b) and 213(1) of the Canadian Energy Regulator Act (CER Act) to obtain leave to open (LTO) from the CER prior to installing tie-in assemblies, utility gas system and auxiliary systems. NGTL’s request for exemption from LTO for the above-mentioned components was approved by the CER. As committed to in NGTL’s exemption request, NGTL provides a copy of the hydrotest information to the CER (Appendix A).

The documents to support this LTO were prepared in accordance with Guide T of the Filing Manual (see Table 1). The supporting documents, contained in Tab A through Tab C, as

NGTL confirms that all pressure tests for this LTO Application were conducted in accordance with Canadian Standards Association Z662-19: Oil and Gas Pipeline Systems (CSA Z662).

No modifications were made to the assembly and/or single item after testing was completed.
