The average number of copies sold per publishing day (traditionalmethod) and

The total number of copies sold per week or customer cycle (neo-traditional method).

2006 TOTAL PAID Circulation Data

The daily paid circulation in 2006 stands at 4,753,070 copies on an average publishing day, and31,075,551 copies in a week. Average daily and weekly circulation levels declined by –1% in 2006,after a –2.3% decline in 2005.

There are still 100 English and French language paid daily newspapers in Canada, the same as in 2005,but one less than in 2004. In April 2005, two dailies, The Port Hope Evening Guide and the CobourgDaily Star, reduced their publishing frequency to a five-day from a six-day cycle. One newspaper, LeSoleil in Quebec City, changed its format in the spring of 2006 from a broadsheet to a tabloid.

Not covered in this report, because they are for the most part not paid for, are the free dailynewspapers distributed in Canada. Five ownership groups publish over 25 free dailies in Canada.Quebecor publishes ‘24 Hours’ in Toronto, Montreal, Ottawa and Vancouver. Transcontinental andTorstar have a joint stake with Sweden’s Metro International SA to publish ‘Metro’ in Montreal. Torstarand Metro International SA jointly publish ‘Metro’ in Toronto, while Metro International SA, CanWest andTorstar jointly publish publications in Vancouver and Ottawa. Black Press currently publishes 18 freedailies in various regions across B.C., up from 17 last year. “The Valley Today” was launched inSeptember 2006 in the Annapolis Valley region of Nova Scotia.

CIRCULATION BY REGION

Quebec was the only province to register any gains (+0.6%) in 2006, after posting a –1% decline in anaverage publishing day in 2005. All other regions registered losses this year. B.C./Yukon declined themost, down by –2.7%. The Atlantic and Prairie Provinces each lost –1.5%. Ontario slipped by –1%.

The 41 Ontario daily papers represent a 45.6 % share of total daily newspaper circulation in Canada.The 11 Quebec dailies make up another 20.6 % of the total daily circulation level, the 2nd largest sharein Canada.

CIRCULATION BY LANGUAGE

The 89 English-language dailies declined by –1.4% on an average day and by –1.5% in an average weekin 2006. (These dailies slipped by –2.7% in 2005.)

The 11 French-language dailies, which account for a little over 10% of the total number of dailies,continue to deliver an impressive 19% of the total weekly or average-daily circulation levels. The French-language dailies posted circulation increase in 2006, up by +0.7% in an average day, after registering a–0.9% decline in 2005.

CIRCULATION BY FORMAT

The broadsheet dailies, which comprise almost three-quarters of the total circulated daily and weeklycopies, dipped by –3.4% in an average day and by –3.7% in an average week this year. Most of thisloss can be attributed to the conversion of a broadsheet daily, Le Soleil, in Quebec City, to a tabloidformat in the spring of 2006.

The tabloid-dailies, which now account for 18% of the total number of newspapers, represent about24.5% of the total weekly paid circulation in Canada, up from 22.4% in 2005. The tabloid dailiesrecorded circulation increases of +6.5% on an average day, and +6.7% in an average week.

There are currently 82 broadsheet and 18 tabloid dailies in Canada.

CIRCULATION BY CIRCULATION GROUP

This comparison is based on the 10 groups ranked by descending order of circulation. There are 10dailies in each group.

Average daily circulation declines were realized across all of the 10 groups. The smallest group ofdailies, by circulation size, registered the highest percentage decline, down by –-4.3% in an averageday, representing –1,136 average daily copies. The largest group of dailies declined by –0.6%, but thisrepresented a loss of –13,883 average copies a day. The largest group of 10 dailies represents 49%of the total and weekly circulations.

CIRCULATION IN COMPETITIVE MARKETS

A competitive market, in this report, is one in which two or more daily newspapers are published. Whilecompetition exists in other markets through spill from newspapers from outside the market, thesefigures are not available using the ABC 6-month Fas-Fax. There are currently 10 competitive dailynewspaper markets in Canada, the same as in the last 4 years, but down from 11 competitive marketsin 2001.

Four out of the 10 competitive markets registered increases in 2006, up from 3 markets in 2005.Sherbrooke gained the most again, in terms of percentage increase, rising by +2.4%, after a +1.6%gain in 2005. Sherbrooke gained 908 paid copies on an average day, and 5,385 in an average week.Quebec gained +0.7%, representing 1,257 average daily and 8,798 average weekly paid copies.Montreal dailies increased by +0.4%, represented by 2,355 average daily and 15,205 average weeklypaid copies. Calgary’s market grew by +0.1%, after gaining +1.4% in 2005.

Vancouver and Winnipeg declined the most in 2006, down by –3.4% and –2.1% respectively in anaverage day and week.

The highly competitive Toronto market showed virtually no change in 2006, after registering the mostlosses in 2005 (-4.2%). The 4 measured dailies in Toronto even posted a gain of 1,924 paid copies inan average week, after losing about 359,000 last year.

NEWSPAPER OWNERSHIP OVERVIEW

Early in 2006, Glacier Ventures International Inc. (Glacier Canadian Newspapers) purchased the 10 dailynewspapers that were owned by Hollinger CNLP. In September 2006, Horizon Operations Ltd. changedits ownership structure. Formerly owned by Horizon, the Medicine Hat News and the Lethbridge Heraldnow are owned by the Alta Newspaper Group LP. Glacier then agreed to place the Sherbrooke Recordinto the Alta Newspaper Group partnership for a 50% stake in the Alberta entity. The Penticton Herald,The Daily Courier in Kelowna and The Chronicle-Journal in Thunder Bay were rolled into a new entity,Continental Newspapers Canada Ltd.

There are now 14 ownership groups in Canada and 4 independent daily newspapers. CanWestMediaWorks Publications daily newspapers continue to have the most circulation, with 13 dailiesdelivering 8.7 million paid copies weekly, and a 28% share of total paid Canadian circulation.

The 2nd largest owner of dailies, in terms of total paid circulation, is Quebecor/SunMedia, with 17papers, 6.5 million weekly copies, and a 21% share.

Osprey Media owns the most number of dailies, totaling 21 papers, which delivers 1.8 million paidcopies per week, a 5.7% share.

TECHNICAL NOTES

Definition of “Daily Newspaper”: A daily newspaper for the purposes of this report is a paid publicationcontaining general news, published five or more times per week in either of Canada’s official languages.

Sources of Data: The data used in this report are based on the ABC Fas-Fax and CCAB6-month Publishers Statements, ending March 2006. Data for dailies not submitting for this period arecollected from Canadian Advertising Rates & Data (CARD), August 2005; or as provided to CNA upon inquiry.

Calculation of Circulation Data: Circulation data as published by ABC is quite adequate to describe thecirculation of an individual daily. However, in order to establish meaningful industry-wide data, it is necessaryto make further calculations based on the ABC figures.

This necessity is based on the fact that there is no single publication schedule that applies across theindustry. Some newspapers publish five days a week; some six; some seven. Some dailies publish onSaturday, but do not publish on Sunday, and others, vice versa. Two dailies do not publish on Monday. Forsome newspapers, the Friday edition has the highest circulation of the week; for many newspapers Saturdayis the strongest; and others have a peak in circulation on Sunday.

Two methods of calculating circulation data are used in this report. Each has its advocates. Sincethey are calculated using the same basic information, they have been names “Traditional” and “Neo-Traditional”.

Traditional Method. This method takes the sum of the copies sold by each newspaper in oneweek, and then divides that sum by the number of days that the newspaper publishes in that week.These averages are then totaled for all Canadian dailies. The result is the average number ofcopies sold per publishing day.

Neo-Traditional Method. This method takes the sum of the copies sold by each newspaper in oneweek, and then simply totals these sums for all Canadian dailies. The result is the total number ofcopies sold per week (or per consumer purchase cycle).
