Shadow Beyond A diverse group discussion over period of time at various forums of communities; CBB members have observed noticeable high desire amongst New Canadians in particular and otherwise in general to help those love ones left behind in their native societies. They love and with open arms embarrassed the Canadian life style and have strong desire to change the poor living conditions in their native communities. The reason being now they have lived, exposed and experienced the taste of an open society, where law and ethics play a vital role in healthy and peaceful living amongst comity of Nations. They feel, understood and experienced the difference in human dignity in their new country and their native society, which they left behind due to primitive, unjust, un-ethical and Stone Age social barriers. It is human instinct, one cannot completely disconnect or disassociate from their loved ones forever. A strong desire always exists to bring in as much relations in Canada as possible. This is not possible as it will create chaos and adversely affect the health of Canadian society, which already is at a critical juncture of balance. The group further had opportunity to explore the mechanics by looking at the United Nations, World Bank, African and Asian Development Banks of the past project. The delivery attained only 60% results of the desired projected targets. There are many reasons and multiple factors in not achieving 100% results in those communities. The few indicative considerations are corruption, lack of knowledge, different social and cultural practices, religion, literacy, education and know-how are few pointed out. Our analysis and in general understanding to these factors are but not enough as these are the common practices in human society worldwide. It only varies in degree. We feel that in the technologically and educationally advanced communities these practices were not common or comparatively less prevalent than the lag behind communities. But human instincts are same irrespective of color, cast or creed. When opportunity is on the door nobody wants to miss it. Less fortunate does not have such opportunities to play clean and their less fortunate practices are amplified in media and labeled. Moreover, they do what is available in their playing fields. So the argument seems not very valid or convincing. The group further investigated and found a reason worth examining. It was noticed that all above mentioned institutions like World Bank and others while initiating a program in the under privileged communities detail managers highly skilled and knowledgeable, but ignore the fact that they are not ideal professionals to understand the cultural, ethical, religious and social environmental instincts of that particularly community. This is one of the main reasons mostly projects are delayed, while these professionals try to understand the cultural practices and ethical framework to operate. When they are about to start understanding these things then another struggle confronted them to choose between their staff and collaborators who were misleading on their wimps to keep the project lingering to ensure their job and interest benefits. Further loosing time, money and resources of the project. The group has a very strong belief and desire to change this situation so that projects can be completed on time to make it more effective and visible of Canadian impact. That why we have Object Argument to make it a win-win situation for every stakeholder at all levels.

Why “Shadow Beyond”? During the process of discussion and interviews it further revealed two very important factors, which is a strong argument enough to justify this question “Why Shadow Beyond?” It is an undeniable fact whether some like it or not that millions of dollars every single month are flying out of Canada in support for love ones left behind by new Canadians. Moneychangers and Banks record in advently reported on and off through their reports, beside the other un-accounted methods for dollars transfers. Secondly, for example take Pakistani-Canadian community living in GTA. The states Canada estimate 100,000 heads owns first mortgage and 20% own two mortgages. 10 – 15 % of this population segment can afford 2nd mortgage in their native society. This comes out to be 10,000 to 15,000 families can afford which is enough justification to seriously dig deep into this proposal. The Mortgage Corporation may justify demography of households, Real Estate Brokers, Mortgage Brokers; financial institutions have a significant role to provide valuable data in this respect to look at the bigger picture. (Figures are not accurate, randomly taken for example from Free Media).

The housing industry and construction association have bigger role to play in exporting technology, know-how and materials; besides challenging our research institutions to join hand in exploring new diverse research opportunities in the unknown or virgin environment of Africa, Asia, Eastern Europe and South America. Just sit back and visualize the potential opportunities for Canadian and partners at home and abroad. This will unfold many economic opportunities parallel to infrastructure development and set a precedence to get out of the economic down turn looming over our economic engine due inappropriate mismanagement of our Europe or United States partners. Canadian will be better off and at peace due to coherent partnership of Canadians within their native communities. To further examine the viability of this concept idea, we intent to partner with Civil Engineering Department of the Ryerson University and Statistic Canada to further research and explore this idea and provide us with short feasibility report utilizing their expert resource.

One of the key objectives of this proposal is to subsenciate with the study augment conducted by Statistics Canada in their research titled as … “Micro data User Guide - Longitudinal Survey of Immigrants to Canada Wave 3”. Especially its contents referred in the Introduction, Background and Objective of this research study. A remarkable work by statistic Canada has very scientifically elaborated the modeling to understand the barriers in integration of new Canadians in Canadian society. This study by it self provided justification and the need for OUT-OF-BOX thinking to find a viable innovative solution to minimize the effects if at all cannot be 100% eliminated. Details of the above report may be seen at http://www.statcan.gc.ca/imdb-bmdi/document/4422_D1_T1_V3-eng.pdf This reflects Canada Beyond Borders thinking; what we understood that Canada is not a geographic entity, it’s a philosophy. That’s why we say “Philosophy Beyond Geography”. We Canadians say it to the world with pride and dignity. CBB has this embedded innovative approach in finding solution to critical issues confronting Canada. CBB’s approach reflects in the proposal to create a pre screening platform to filter and provide opportunity to new immigrants to quickly use and understand to Canadian practices in their local environment while living at Shadow Beyond (Canadian Style township of Canadians in their native community); which would prove to be a training ground and a resource to minimize integration time in Canadian society. Once the habitats of Shadow Beyond - decided to migrate to Canada competing requirement of CIC. In turn it will save taxpayer Canadian dollars and resources. Here it would not be out of place to mention that we have no hesitation to partnering and work with CIC and HRDC Ministries to incorporate there concern if any and make this program transparent to work for Canada. CBB seeks partnership with The Mortgage Corporation of Canada, Financial Institutions, Housing Industry, Construction Industry, Real Estate Federation, The Export Corporation of Canadians and diverse multicultural Communities. We assume that each community participation will strength and will protect interest of community as stakeholder of this program.

CBB Intent for Partnership and Collaboration: CBB intent to seek partnership with the following organizations and agencies is based upon conviction that these institutions have the expertise and forward-looking vision for Canada. They are the one have an Eagles eye on Canadian Economy and understand the safe guard needed to keep the engine running smoothly. Here we need it necessary to very loudly clarify that we at any point not suggesting creating new rules of game and procedures to the current regulations and practices of any institution referred in here. We are only requesting, it’s worth to look into this philosophy of ours and moderately add or modify procedures to accommodate this concept for broader and long-term benefit for Canada and Canadians to augment economic situation.

1. The Mortgage Corporation of Canada 2. Financial Institutions – Banks and Landing sector 3. Housing Industry 4. Construction Industry 5. Real Estate Federation 6. The Export Corporation of Canada 7. Canadian Multicultural Communities 8. Educational and Research Institutions

Each institution has a role to play and contribute meaningfully to benefit and safe guard its interest at not significant cost. It is merely and conceptual connection to integrate with the already existing rules of the game. We are aware that most of the above institutions have already overseas operations and business connection but with different perspective. They understand the practices and safe guarding their interest. However, the uniqueness of this CBB proposal has multiple dimensions to benefit with the lowest ever risk factors.

The key considerations are:

Canadian institutions would be dealing with the Canadians Dealing with their already established overseas counterparts Risk of investment is equally shared by the Canadians Tax payers dollars flying out will be injected back into economy Create opportunities for institution within and beyond Canada

deserving prospective Canadian left out. Take a minute relax and think about these famous words:

World communities are in Canada and now in 15 – 20 years Canada has no Borders its everywhere wherever you go. Definition of Shadow Beyond: To mock or replicate any Canadian small township - Civic Charter (rules and regulation of Municipality) on any piece of land for the community willing to change their life style in line with the Canadian Charter of Rights supported by their Canadian relations. The Canadian International School (CIS) and Children Rehab Center (CRC) are the prime project for this land acquisition. The Kalri Lake is behind about 25 kilometers on the southeastern side. On the farther side of

the Lake government has announced development of Banazir Bhutto City about 10 KM further down southeast known as Jerruck. The Kalri Lake is connected via Thano Bulo Khan Road to M9 Motorway. Goggle Map http://www.findpk.com/SV/ The Kalri Lake development project was initiated some time in 2007 with the assistance of United Nations preservation efforts. Khirthar National Park is on the western side of Nooriabad about 30 Kms. It is also the Kohistan Wildlife Sanctuary another project of WWF. The nearby small town on the Western side is Thano Bulo Khan the only place in Sindh province have snow fall during winters, just to give you variation in climate. All above factors suggest potential growth and development of the area around the proposed acquisition of land. The CIS-CRC development will augment and compensate CTA project in many ways. The Professional certifications program of the CIS will be extremely successful and profitable to assist trade and skill development training for the Nooriabad industrial Estate. Further more Karachi, Korangi, Landhi, Hyderabad, Bholari, Steel Mills, Kotri industrial sites, and Lake, National Park is within a radius of 75 kms. Further more the trend in Pakistan is started holding ground. With every day Pakistanis returning from abroad on transfer of residence prefer to live in out skirts of cities. Due big cities are over crowded, heavily over populated put extra ordinary constrain on the civic service system. They are almost at a brink of collapse. Who will Develop Canadian Township Abroad? Maymar Housing Service is a well renowned developer with good standing and trusts worthy organization in Pakistan. They have shown interest to further explore the possibilities for this project and open to partner with Canadian developer. Their creditional details at website http://maymar.com.pk/index.php Will consult Canadian developers Association to get best. CBB will appreciate critique and your thoughtful advice. Thank you.
