Brock University Campus Security Services (CSS) is committed to providing safe and secure campuses for our Students, Staff, Faculty, and Visitors that are part of our Brock Community.

For the eighth year in a row, the criminal offence report rate declined by approximately 14% from 2016.

There is no doubt this is a result of the dedicated efforts of CSS, all University departments and our community engagement, particularly our partnership with the members of the Niagara Regional Police Service.

In the Fall of 2017, we began to grow our efforts to proactively address service to the off-campus community. We identified areas where our service and the increased visibility of our staff could improve relationships and respond to emerging trends affecting our University community.

CSS embarked on the preparation of Risk Management strategies that would deal with upcoming challenges and emerging trends. This effort included a new Hazard Identification Risk Assessment (HIRA) to be completed and published in Spring 2018. The HIRA involved consultation with internal Brock University departments, external emergency responders, and several municipalities that make up the Region of Niagara.

Additional strategies included harm reduction, education and training to deal with upcoming Cannabis legislation and the Opioid crisis facing the country.

Each year, internally, much effort is placed in the continuous improvement of our technology efforts which enhances enforcement in areas of concern and improves our Emergency Preparedness at Brock University.

A special highlight for the University and Campus Security Services was being the host venue for the Special Olympics Ontario School Championship Games in June 2017. Fundraising and involvement in these events remain close to the heart of our Brock University CSS Staff.

Each year brings new challenges to Campus Security Services, all our staff are committed to the continuous improvement of the “Brock University Experience” and Success.

Brock University Campus Security Services is a Special Constable Service with authority on all Brock University properties.

The service is considered a hybrid service consisting of 13 full-time Brock members with Special Constable status and 21 contract Security Guards. We are also supported by a full-time Administrative Assistant and part-time Security Assistant. This compliment of staff covers both St. Catharines and Hamilton campuses along with the Marilyn I. Walker School of Fine and Performing Arts in downtown St. Catharines. We are open and responding 24 hours a day, 365 days a year. Our Central Communications and Monitoring Centre is also staffed with four Dispatchers who monitor and record all our campuses, answer all calls and emergency phones, and dispatch our officers.

Our Special Constable status is granted by the Ministry of Community Safety and Correctional Services and governed by a protocol between Brock University and the Regional Municipality of Niagara Police Services Board. The agreement specifies policies and procedures guiding the Brock Campus Security Service, including authorities and jurisdiction.

Campus Security Services is also responsible for oversight of Emergency Management and Preparedness at Brock University. Because of this, we have an Emergency Preparedness and Life Safety Manager who oversees this area and also manages the Central Communications and Monitoring Centre.

Brock University’s Annual Wellness Day ‘Try-A-Tri’ triathlon took place on June 15, 2017.

The athletes swam 100 metres in the Eleanor Misener Aquatic Centre Olympic size pool; transitioned to their mountain or road bike and cycled 4 loops of a 3km circuit around Brock University’s main campus before finishing with a 3km run. Special thanks to Campus Security staff who ensured the athletes safety with traffic control on the roads and main entrance and exit ways of the campus.

Trophies were handed out to the winners:

Top male for 100m swim/12km cycle/3km run: Brady Sauer, Facilities Management

Top female for 100m swim/12km cycle/3km run: Kirsten Bott, Alumni Student

All athletes completed the course in less than one hour – a testament to their training and athletic capabilities. Well done to all!

On Sunday, Sept. 10, 2017, members of the Brock Cyclones rode 50-100kms around the Niagara region.

On Sunday, September 10, 2017, Brock Campus Security Senior Platoon Supervisor and Team Captain Karl Thorp along with other members of Brock University and Brock Cyclones rode 50-100kms around the Niagara Region raising money for the Walker Family Cancer Centre. This cancer centre enables cancer patients to receive world class care and treatments, utilizing state of the art equipment.

The Brock Cyclones raised close to $12,000 for this ride which ranked them the 6th overall for team donations. The Big Move Cancer Ride has raised over 3.4 million dollars since its inaugural ride in 2009. Thank you to all the Brock University and Brock Cyclone team members and the generous people that sponsor them.

The Niagara Regional Police Services and Brock University were designated hosts for the 2017 Special Olympics Ontario School Championship from June 12 - 14, 2017.

Brock University was home to the athlete’s village and sporting venue to host over 800 high school athletes, coaches, officials and Special Olympics Ontario staff. It is a first, that athletes from other provinces and New York State took part in the Ontario event. Niagara Regional Police Services and

Brock University Campus Security Services provided venue and residence security for the entire event.

On the final day of the event, athletes had the opportunity to spend

the morning in Niagara Falls on Clifton Hill visiting attractions. The event culminated in a spectacular photo opportunity at the brink of the Horseshoe Falls and Canada 150 sign.

The 2017 Jail and Bail in support of Big Brothers and Sisters of St. Catharines-Thorold and District

Rick Fraser was fortunate enough to be nominated by Chris Critelli of Brock Sports for the 2017 Jail and Bail in support of Big Brothers and Big Sisters of St. Catharines-Thorold and District. Rick was nominated for “Being too Nice” and on Wednesday, September 27th, Rick was arrested by Niagara Regional Police Chief, Bryan MacCulloch, Inspector Marco Giannico, and CEO of Big Brothers Big Sisters, Dale Davis. Rick was handcuffed, read his rights, hustled into a waiting paddy wagon, and whisked away to the on-site jail located at Market Square in downtown St. Catharines; there he stood before a Justice of the Peace (JP) to answer to his charge.

Participants are required to raise a minimum amount of $300.00 bail which Rick had done

prior to being taken downtown. His bail however, was doubled to $600.00 for being a “jokester” as the JP put it while he was in front of him answering for his charge. He then spent the next three hours in a cell with other participants campaigning for additional support to make bail.

Brock’s Emergency Management Plan (EMP) establishes an organizational structure and an operational framework for managing emergency response and recovery on campus.

It assigns the roles and responsibilities for the implementation of the plan during an emergency and adheres to the Incident Management System (IMS), which aligns with regional emergency management, emergency services and Emergency Management Ontario.

The annual emergency exercise in 2017, named “Big Flakey”, was a weather specific incident, developed in conjunction with Environment Canada. The Niagara Region is enjoying a warm October, while much of Canada to the north and west are hitting record cold temperatures for October and our neighbours to the south are experiencing lots of rain; the remnants of storms out of Texas and Colorado coming through the US Midwest.

However, no impact on the Region or Brock were anticipated.

Unexpectedly, temperatures start to drop and the cold front to the north and the precipitation to the south meet, resulting in snow that starts to accumulate significantly.

There are multiple motor vehicle accidents, power outages, and caring for the needs of Students, Staff, Faculty, along with vulnerable members of our community, Niagara Regional Police are recommending no unnecessary driving.

This people focused exercise forced the Emergency Management Group to prioritize “life safety” based on the limitation on available heat, power, water and infrastructure; ultimately, finding the balance between human recovery & business recovery was critical and eventually achieved.

Gail Elliott,Administrative AssistantWhen someone walked into the Campus Security Services office, it was her smiling face who greeted them. If they called the office, it was her calming voice they heard on the phone. After 14 years of service as Administrative Assistant, Gail Elliott retired at the end of December 2017. As the office’s first point of contact, it was important to Gail that she provide the best service as she had done since she came to Brock University in 1999.

Karl Thorp,Health, Safety and Wellness ChampionSenior Platoon Supervisor, Karl Thorp is named the inaugural winner of the Health, Safety and Wellness Champion award for 2016-17. He is recognized and awarded on June 15th, 2017 by the Director of Health, Safety and Wellness. The contributions Karl has made include championing and advocating for women’s self defence training and completion of instructor training and advocating for healthy living and keeping fit.

Colin Bouwers,Recruited to Hamilton Police ServicesColin started at Campus Security Services as a private security guard shortly after graduating from Brock University in 2015. He successfully completed a collaborative program earning his degree in Sociology: Policing and Criminal Justice (Honours) and diploma in Police Foundations, Accelerated Program, from Niagara College. Colin was an outstanding security guard, a community volunteer for special needs camps and was also a Niagara Regional Police Auxiliary Officer. Colin has since joined the Hamilton Police Services as a Police Constable. Congratulations!

Campus Security Services (CSS) has been in operation at the Marilyn I. Walker School of Fine and Performing Arts (MWS) since May 2015. Our teams is a 24/7 operation with eight security guards and one supervisor.

We investigate and respond to all incidents and emergencies with the support of the Niagara Regional Police (NRP) and the main campus security team. We are responsible for the safety and security of MWS and our satellite property Rodman Hall.

CSS continues to be very active in the downtown community. In an effort to deter crime, CSS reports all suspicious activity/persons to the NRP. With increased visibility, surveillance and consistent reporting, we prevent criminal activity from encroaching on our property.

Campus Security Services is accountable to the Regional Municipality of Niagara Police Services Board for all actions taken in relation to the exercise of the powers granted to the University Special Constables under the Police Services Act of Ontario.

As a requirement of that accountability, the agreement between the University and the Board sets out that the University will provide an Annual Report with statistical and evaluative information including, amongst other requirements, enforcement activity.

Service calls do not always require a report, the total calls for service for the 2017 calendar year was 8141, down from 8829 in 2016. Below is a breakdown of the reports created in 2017 for various offences.

Campus Security regularly uses Twitter, Facebook and the Brock Safety App to reach a combined total of over 10,000 subscribers and followers to provide the most recent, important and educational safety information. In March 2015, The Ontario Government released the report, It’s Never Okay: An action plan to stop sexual violence and harassment.

Brock University Campus Security Supervisor Karl Thorp investigated ways we could be proactive and get behind this plan. While there are numerous self-defence courses being taught, RAD was found to be the only program ever endorsed by (IACLEA) International Association of Campus Law Enforcement Administrators. RAD is currently taught in 17 universities, colleges and police services throughout Ontario.

There has been no shortage of school spirit on campus during Orientation Week, as thousands of students settle into their new home away from home at Brock. This year’s theme was “Brockchella” and continued throughout the week, filled with safe and inclusive alcohol-free events, aimed to help first-year students familiarize themselves with their new home through fun, engaging and educational programming. Event passes sold out for the first time in three years for 2017, events included a paint party, vendor fair and tower party to name a few.

Campus Security Services provided additional services during Orientation Week, increased patrols and additional guards on duty. There is an open dialogue between our office and the Niagara Regional Police to help students be safe and aware of their surroundings during Orientation. It is a time to let loose and have fun and to know how to do these

things within the law and mitigate any negative impact it could have on our community.

We also tackle fire prevention and education with a live burn; talking about fire prevention doesn’t burn the message into a student’s consciousness the way seeing the intensity of a blaze does. “We build the burn cell to look like a student’s room with a desk, bed and even poster,” said Rick Fraser, Manager of Emergency Management and Life Safety. “They stand far enough away that they are safe, but it’s close enough that they can feel the heat.” As part of the live burn event, students will learn about how to get out of a burning room as safely as possible. Last year’s live burn took less than four minutes to become fully involved. “You could not survive in it, said Rick Fraser. The message to students is simple – if fire breaks out, you get out.”

The paint party was a success and it left no person untouched. Rick Fraser, Emergency Management Manager and Catharine Pelletier, Senior Administrative Supervisor patrol the area and are caught in the crossfire.
