Campbell Rivers city council offi-cially took office Tuesday night at a swearing in ceremony at the Com-munity Centre.

New mayor Andy Adams and councillors Michele Babchuk, Charlie Cornfield, Colleen Evans and Marlene Wright, along with returning councillors Ron Kerr and Larry Samson, took over the reins of the city in front of family and friends and a large crowd of com-munity spectators.

City Clerk Peter Wipper explained the importance of the evening to a nearly-full Commu-nity Centre gymnasium.

Even though council has been elected, they are not permitted to take office until they swear their Oaths of Office and Allegiance, Wipper said. This is important because it sets out councils moral and legal responsibilities. Coun-cil will swear and sign their oaths before a judge.

Returning to do those honours was the Hon. Judge Brian Saun-derson, who received the Oaths of Office and Allegiance first from each councillor and, lastly, from Mayor Andy Adams.

Following the swearing in of council, outgoing Mayor Walter Jakeway presented the Chain of Office, which is worn around the mayors neck, to Mayor Adams.

Adams then presented Jakeway and outgoing councillors Claire Moglove and Mary Storry each with a small gift on behalf of coun-cil and the city for their years of

    service.Adams also personally addressed

each outgoing council member, including Ryan Mennie who was unable to attend Tuesdays cer-emony.

To Walter (Jakeway) I extend best wishes to you and Eunice for good health as you move forward in your next adventure, Adams said. Coun. Ryan Mennie thank

you for stepping up to represent families. As you have moved on in the best interests of your own family (moving to Alberta), please accept my appreciation for your six years of service on council and much success, health and happiness for you and your family.

Adams then recognized Moglove and Storry, who spent six and nine years on council respectively.

Coun. Moglove your dedica-tion, experience and knowledge will be missed. In your six years on council you worked tirelessly on behalf of our community to ensure that the hospital under construction today was a reality. You have represented our city both regionally on the Executive of the Association of Vancouver Island

Gravel Dan has been apprehended.Between Nov. 23 and Dec. 3, a man

calling himself John, Johns Drive-ways or Gravel Dan was going door to door soliciting business to either resurface driveways or bring a load of gravel to driveways and appeared to be targeting seniors, Cpl. Poppy Hallam of the RCMP said. He was described as Caucasian, approxi-mately six feet tall with short grey-ing blonde hair, sometimes wearing a beige jacket.

A media release was sent out warning the public about this male, and the Campbell River RCMP received many tips and were able to locate him on Galerno Road, near Francis Street. A 50-year-old Camp-bell River man was arrested without incident for fraud and failure to comply with a probation order. He was due to make a court appearance yesterday.

At least three people paid this male cash to complete jobs which he never returned to do and there may be more people out there. The Campbell River RCMP are asking the public to call if they had con-tact with this male and have not yet spoken with police about it. He will be facing several fraud charges and several probation charges.

There will be a num-ber of changes.

That was the message Mayor Andy Adams had for the community dur-ing his inaugural address Tuesday night at the Community Centre.

Adams pledged to turn councils attention back

to the forest industry, bank on the successes of the aquaculture industry, and deal with homeless-ness and other social issues.

He also promised to keep the taxpayers best interests in mind when it comes to spending.

No one likes tax increases and I acknowl-edge the burden that

the taxpayers have had to endure, Adams said. The message from vot-ers was loud and clear that taxes are a major issue. It is the responsi-bility of this council to heed that message and be fiscally prudent as we move forward.

There will be many requests for enhanced services, funding for

more programs and more facilities, but we need to remember what the community has gone through and focus on finding both efficien-cies within city opera-tions, and new revenues, before entertaining ini-tiatives that will impact taxation.

Adams noted that it will be a busy few months for council, which does not have a lot of time to get its feet wet before financial planning for 2015 will have to get underway.

He said his hope is, in subsequent years, to begin budget meetings in December so that city staff and council know early on in the year what they have to work with.

    But the first change to

take effect will be how and when council meets.

Adams said that start-ing in 2015, council meetings will be moved from Tuesday to Monday nights.

This will enable mem-bers of the media to be able to report on the decisions of council in a more timely manner this is the first step in improving communica-tion with the media and the public, Adams said. In-camera meetings will be conducted prior to open council meet-ings where possible so that in-camera informa-tion may rise and report and be open to the public without delay.

Adams said he is look-ing forward to mov-ing ahead with the new

council that was chosen by the voters.

During the campaign I asked for your support to elect the best possible candidates for council, that represent a balanced cross section of expe-rience, ideologies and perspectives a united counci l that works together, represents our community, respects our quality of life and is aggressive in setting a course of financial sus-tainability, Adams said. I believe the group here with me tonight will do exactly that.

Adam said with the birth of a new council comes an opportunity for healing, change, and a change in attitude.

Now is the time to re-build our revenues,

control expenses, pro-vide conservative invest-ment in our community and infrastructure while ensuring that taxes are stable and competitive. Now is also the time to re-build the respect and confidence in City Hall, city management and staff, as well as the mayor and council, Adams said. During the campaign my wife and I received a tremendous amount of support but unfortunately, we were also subject to some very rude, insulting, defama-tory and false comments and innuendo. This will not be tolerated by any member of council or staff.

While we all have our ideas, opinions and beliefs, please be mind-ful that we should treat each other in a manner that we ourselves wish to be treated.

Campbell River is an incredible community. Lets stay positive and respectful of each other.

For more on some of the initiatives that Adams put forward in his speech at Tuesdays inaugural council meet-ing, see upcoming edi-tions of the Mirror.

Anyone with a television in their home was likely bombarded with Black Friday information.

Whether it was commercials announcing amazing deals on the day following the US Thanksgiving holiday, or news reports on the crazy shopping sprees, stampedes and altercations that occur across North America, Black

Friday always seems to capture the consumer spotlight.

Its really such a shame. While everyone enjoys a deal now and then, Black

Friday, much like Boxing Day, has become a symbol of greed.

And shoppers being pushed, shoved, and trampled in the rush to spend arent the only ones hurt by these kind of events.

As millions of Canadians headed across the border, local, community businesses were also dealt a financial blow.

Dollars spent across the line is money taken out of our communities. Local shops and services be it a specialty store, restaurant, or others lose a ton of business during these US shopping frenzies.

Supporting your local business is more than just a concept. It actually helps make the local economy, and therefore the community, stronger.

Of course all business is out to make a profit, but spending money locally is one small way to ensure your community continues to thrive.

Black Friday has become a symbol of greedOur ViewOur View

The least you can do is be more than a bystander

We say: Our local businesses should not be neglected

I sat down for a chat recently with Glo-ria Jackson, Coordinator of Community Based Victim Services with the Camp-bell River Family Services Society to talk about domestic abuse and gender-based violence.

Fun topic to spend an afternoon think-ing about, right?

Well, as much as I enjoy telling feel-good stories of non-profits helping edu-cate school kids, realtors painting the downtown businesses windows for the holidays and taking photos of trucks all decked out in Christmas lights, I think its important to sometimes force your-self to think about the unpleasant things in this world, because thats the only way well make it a better place.

Im working on at least one follow-up

article to the piece in this past Wednes-days paper, which was entitled, Camp-bell River no stranger to domestic vio-lence, where I will explore a few more aspects of the topic, but for now Im just going to tell a quick story.

About 15 years ago, I was leaving a New Years Eve party on Alder Street shortly after midnight. Id had a few beverages, but no one would say I was intoxicated in any sense of the word. I was going to walk home when I was stopped in my tracks before I got two houses away from the gathering.

The scream was faint from the side-walk, but there was a power to it that is hard to explain if you havent heard it.

It was terror. I walked up to the front door of the

house. There were whimpers of no and stop and a sound I hadnt heard since my last hockey fight the unmistakable sound of fist on face. Then a body hit-ting a wall.

I went back next door to the party to get backup. This would simply not do.

We broke through the front door of the house, ran up the stairs and into the bedroom the screams were coming from. We pulled him off her as she cowered in the corner trying to protect her head and face. A good sized chunk of her hair was still in his closed fist as we brought him to the living room.

The girls stayed with her in the bed-room to comfort her while the boys kept him on the couch and waited for the police.

I dont know where they are now. I hope they both got the help they needed.

I do know that I dont regret a single thing I did that night except maybe that I lingered at the door considering what to do for a minute before going back to the party for help.

Im certainly glad I left the party when I did and was able to intervene in this degeneracy.

Let me be clear: Im not advocating home invasion.

Im saying that the least you can do is tell your buddy that his joke about beat-ing his girlfriend if she doesnt have din-ner ready when he gets home from work isnt funny.

Be more than a bystander.Lets change the world.

I recently rescued a small dog from Victoria that was very anxious and not socialized to be with other dogs.

Since then, I have invested much time and money to see that he is trained to get along with others.

Needless to say, he is always leashed and is getting better at sitting and staying down when other dogs pass.

Where it gets stressful for both of us, however, is when thoughtless dog owners feel it is okay to allow their dog off-leash and run free in the neighbourhood I walk in.

Tonight my dog and I were approached by an uncontrolled and unsupervised large dog as it ran towards us.

All I could do was pick up my dog while I watched the owner working on his car oblivious of the scene.

Two blocks later, nearing my house, another thoughtless woman, allowing her two large dogs to wander unleashed outside her house, watched as one bounded towards my dog and I.

Again, I had to pick him up and yell, scream, and swing at the dog in front of us, while the woman slowly made her way to us (due to the fact this dog wasnt trained to recall). With-out a word to me, she gathered her dog and walked away.

No, wait, she did have a few words for mebut they were far from apologetic.

This was just tonight. I have weekly, if not dai ly, exp er iences similar to these and Im getting very frus-trated.

I understand the desire to have your dog off leash, but if you cannot control him (i.e. have 100% recall - that means your dog comes when you call him every time), do not allow him to wander the streetsplease!

Not only is it not safe

for others, but it is not safe for your dog.

There are people (and other dogs) who do not appreciate hav-ing a strange, large dog in their face and I dont give a crap if hes friendly (as Im always reassured of when this happens).

For all the dog own-ers reading this that feel you arent hurting anyone allowing your large, yet friendly, dog bound uncontrolled

towards people walk-ing by, think of those that are frightened by dogs.

Think of the young children that may not know how to protect themselves from your dog.

Why should this be a threat while they walk through their neigh-bourhoods?

Campbell Rivers new mayor will work with Rivercorp in a review of the organization.

Mayor Andy Adams said he will liaise with the board as it conducts an internal review of its priorities and ways to revitalize economic development activities.

I will take on the task of working with the Riv-ercorp Board in looking at options for organiza-tional structure and how to align their initiatives with councils Strategic Plan, Adams said dur-ing a speech at councils inaugural meeting Tues-day evening at the Com-munity Centre.

    T h e re v i e w w a s announced by River-corp Monday at the same time the eco-

nomic development arm revealed that its board of directors has decided to move forward without chief executive officer Vic Goodman.

Goodman, who had been with the organiza-tion since 2011, and the board came to an agree-ment to change leader-ship in late November.

Rivercorp vice-chair-man Bruce Woytuik has said Rivercorp has no immediate plans to fill Goodmans position and will first complete the internal review before deciding on how best to move forward.

Adams said Tuesday that no matter what the end result, the city needs to do better.

Economic develop-ment will need to be more focused, results orientated, and account-able, Adams said. I

look forward to sitting down with the Rivercorp board and collectively set a new direction.

But while the future may be uncertain for Rivercorp, other pro-motional organizations do hold some promise.

We are fortunate to have some excel-lent work being done at the Visitor Informa-tion Centre, InFilm, the Creative Industries, and Tourism (Camp-

bell River and Region), Adams said.

But there is more we can do with tourism to promote Campbell River.

Rivercorp is responsi-ble for economic devel-opment, including Tour-ism Campbell River and Region, and the Camp-bell River Visitor Centre.

Rivercorp is located inside the Enterprise Centre which is across the street from City Hall.

  • On thisSaturday Dec. 6 the 8 p.m. the Quadra Island Legion will be celebrating 50 years of Motown as well as local Realtor Heidi Ridgways 50th Birthday!

She grew up to the sounds of Motown and has danced all her life. She is currently choreo-graphing a childrens play on Quadra.

So for the big 50, shesearched the Island for a band to bring the Funk to the dance floor. She scored big when she discovered Luv Train.

DJ NoEgo will also be spinning some reg-gae and dance classics to keep the dance floor hopping. There will be prizes for best Motown costume.

So think 1960-1970s styles but feel free to come as you are.

Tickets are $10 in advance and $15 at the door. Tickets avail-able at the Music Plant in Campbell River and Inspirations on Quadra or Call Heidi 250 -202-2217 for more info or to volunteer.

Luv Train comes in like a runaway train serving up high energy blues as well as R&B and Motown sounds of the 60s. A highly entertaining style , gutsy vocals , brilliant har-monies with Grooves 2 Good 2 Loose.

The southern Van-couver Island band was formed in 2008 by Larry and Virginia Blatchford, when they met Ryk Ryce at One Human Family Gospel Choir.

Ryce was recovering from a deadly bout of spinal meningitis and Blatchford was suffering

with Kidney failure.Knowing music is a

healer, they decided to play all the songs they had always loved.

Currently they are one of few bands cho-sen to host the legend-ary Sunday Blues Jam at

the Queens in Nanaimo. They have participated

in many festival, con-certs ,and special events over the years bringing fun, polished music to an enthusiastic audience and dance floor. www.luvtrain.ca

  • As United Way work-place giving campaigns are in full swing, the organization is already busy preparing for its next application process for funding for local pro-grams.

    At this time, United

Way is accepting let-ters of intent from local charities for programs that have not received funding from it in the past.

United Way would like all agencies to note that a new process is in

place for requests for programs that have not been funded by United Way in the past. Agen-cies are invited to submit a letter of intent before submitting a full applica-tion. Letters of intent will be accepted up to Jan. 14. Further information about this process and the content for the letter of intent can be found on the United Way website at uwcnvi.ca/Resources.

Training for the full grant application pro-cess for all requests for funding will take place in February 2015.

Workplace giving campaigns at local busi-nesses are an integral part of the United Way campaign that must raise over $1 million in the Central and North Island this year to pro-vide urgently needed programs for thousands of local children, teens, seniors, families and adults. This year, United Way invested in eight life-changing programs that give hope to 1,870 people in Campbell River.

All of the money raised by generous local businesses and employ-ees in Campbell River is used for programs to help people in Camp-bell River, confirmed Signy Madden, Execu-tive Director of United Way Central and North-ern Vancouver Island. When you donate money to the United Way Community Fund, you are directly helping people in your commu-nity - your neighbours, co-workers, friends and even your family.

Many local busi-nesses are participat-ing in this years United Way employee giving campaign, including London Drugs, Timber-West, ABC Recycling, Coastal Community Credit Union, TD Can-ada Trust, Royal Bank, Scotiabank, CIBC and BMO.

Hundreds of thousands of dollars are still needed to reach the target of just over $1 million. Individ-uals and businesses who would like to donate can do so on the United Way website at uwcnvi.ca.

Since 1958, United Way Central and North-ern Vancouver Island (UWCNVI) has been mobilizing collective action to strengthen our communitys social support network so that every person has access to the help they need during a crisis and for the long term. Thanks to the hard work and gen-erosity of thousands of community heroes, this year UWCNVI invested in eight life-changing programs that give hope to 1,870 people in Camp-bell River.

Cabernet Franc adds spice, with a peppery nose and red fruit undertones. Merlot rounds things out with an approachable plum and cherry characteristics and a softer rounder body. Together they create a harmonious blend.

    MIKE DAVIESCAMPBELL RIVER MIRROR

The $25 to $30 per day that it costs to heat the cold weather shel-ter downtown beside the Fire Hall has been taken care of for the year, thanks to a $3,600 donation from the Kinsmen.

Itll cover the biggest portion for the year, anyway, said Pastor Art van Holst of Radi-ant Life Community Church. Weve had some other groups give us some money towards it, he said, so they

should be just about set for the year in terms of the diesel that powers the heaters for the shel-ter.

We like to be a part of the community, and put our efforts towards bettering it, said Gus Murray of the Kins-men. There needs to be somewhere for these people to stay, so this is really a worthy proj-ect, Murray said. Last year was the first year (for the shelter) and there were absolutely no deaths on the street. That is awesome. Were

glad to be a part of it.In addition to being

a warm place to sleep, Radiant Life Church

also serves breakfast every morning and din-

ner every evening at the site, so people dont do

go bed hungry and start the next day right.

One of Camp-bell Rivers long-standing Christmas traditions is back for its 33rd year this December.

The annual Christmas Light Tour, which is open to the entire com-munity free of charge, takes place on Sunday, Dec. 14.

The event, which is a partnership between the Willow Point Lions Club and Campbell River Transit, takes Campbell Riverites via city bus by the biggest and brightest Christmas light displays the com-munity has to offer.

Tom McKenzie of the Lions Club said last year the event was so popular that 11 buses were filled and 13 cars followed behind.

The event has come a long way since its hum-ble beginnings in 1982.

The local transit man-ager at the time, John Leavitt, had just arrived from the Lower Main-land where the public transportation system partnered with BC Fer-ries to help seniors and disabled persons who couldnt get around on their own, to look at the lights.

McKenzie said people would hop on the ferry and there were buses waiting on each side, one to take people around Nanaimo and one that drove around Horseshoe Bay.

Leavitt found the event to be so successful that he figured he would give it a try in Campbell River. In the beginning the tour was exclusive to people with disabilities and seniors and in those first years, transit was putting three or four buses on the road a far cry from last years count of 11 city buses.

    Since then, the event

has evolved and grown to include the entire community.

McKenzie said the tour is popular with the community because it saves people time and gas money.

People dont have to go and search for the best lights themselves, McKenzie said, because weve already done that.

The Christmas Light Tour departs from the Sportsplex at 7 p.m. and takes about 45 minutes to an hour.

Following the tour, everyone is invited back to the Sportsplex for coffee and refreshments starting at 8 p.m.

While the event is free of charge, the Lions are encouraging everyone to bring a non-perish-able food item for the food bank.

For more information about the Christmas Light Tour, call Camp-bell River Transit at 250-287-7433.

    MANAGING YOUR MONEY

    Unwrap your Christmas budget

The rst gift you unwrap this Christmas season is one you should give yourself a realistic Christmas budget that will keep you from overspending and getting hit with an avalanche of hard-to-pay bills long after the spirit of the season has worn off and scal realities have returned. So, here are a few shopping a budgeting tips to help you enjoy the season and the debt-free months that follow.

Reduce Christmas costs by stretching your budget

Spend smart Make a list that matches your budget and stick to it. For next year, start early and shop through the year when its easier to make the most budget-conscious decisions. Be crafty Give from the heart gifts like scrapbooks, recipe books or photo albums. Use newspapers or cheaper brown paper instead of expensive wrapping paper and string or yarn instead of ribbon. Reuse wrapping paper and gift bags from gifts given to you. Seek out discounts Look for money-off gift

options from WagJag, Groupon and other coupon discounters. And dont forget to check out discounted merchandise and limited time offers at your retailers of choice. Combine to save Instead of buying individual presents for everyone in your family, get one present they can use together. Or join with another family member to purchase combined gifts.

Limit after-Christmas costs by using credit wisely

Heres the real cost of a $200 gift when you pay for it with a credit card instead of cash: If the annual interest rate on your credit card is 22% and you make the minimum payment of $10 each month, it will take you 26 months to pay off the debt and your total cost will be $251.43.* Thats why you should:

Avoid impulse buys and credit card use Dont take cash advances on your credit card because youll be charged interest from the day you take the advance until the day you pay off the entire amount. If you are

using your cards pay them off fast and try to use cards that offer reward points that can reduce the cost of gift purchases.

Make payments as soon as you can Interest is charged daily so reduce your costs by paying promptly and always try to pay more than the minimum amount owing. If your balance is growing, stop using your credit card until you get that balance under control.

Its time to unwrap your personal Christmas budget combined with the right long-term nancial plan. Talk to your professional advisor to nd out how you can unwrap the precious gift of debt freedom and nancial security.
