On the 26 January, kindly sponsored by Benest & Syvret, avery successful annual debate was held where anaudience of over 60 people had a lively debate about theproposed introduction of CIL’s. The general concensuswas that this proposal needs to be looked at in more depthand the Council will be continuing discussionswith government on this matter.

variety of events are planned for the weekincluding the careers skills show and the 2016Awards on Saturday 15 October. A fullprogramme of events will be issued in due course.
Health & Safety – chaired by Nigel BlandinThe sub-committee has been working closely with theJersey Safety Council with regards to the Passport to

due course.
The sub-committee has produced a Health & SafetyBooklet that is hoped will be a useful reference point for
workers whilst on site and is printed on a substantialmaterial that it should survive all weathers! Copies willbe issued to members shortly and further copies can be
obtained by contacting Nigel Blandin [email protected].
Policy – chaired by Michael CotillardThe sub-committee are currently concentrating on CILproposals that were discussed at the annual debate andmembers of this sub-committee will be meeting withgovernment representatives in due course. These proposals are effectively a revision of the H3policy, aimed at extracting a stealth tax from theconstruction industry. Whilst Government constantlyinsist that their plans are aimed at reducing land valuestheir actual policy is the complete reverse in that onlybrown field sites within the Island Plan are earmarked forre-development and obviously these sites have anexisting value which we cannot see de-valuing due totheir scarcity. In addition, the Policy Review Committee will soon beundertaking an examination of the new appeals system
