TheCamelliaPrecinctisoneofthemostimportantemploymentlandprecinctsinmetropolitanSydney,withgreatstrategicvalueintermsofitssize,location,activityandopportunitiesforfuturedevelopment.

TheNSWGovernment’s‘DraftMetropolitanStrategyforSydneyto2031’recognisesthatParramattaisexpectedtogrowbeyonditsownCBDboundariesintosurroundingprecinctsincludingCamellia,andthatconnectingandinvestingintheregion’snetworkofemploymenthubsisapriorityformetropolitanSydney.

TheCamelliaPrecincthasalongindustrialheritageandishometoanumberofsignificantbusinesses,providingemploymentacrossarangeofindustries.However,theareaisinurgentneedofrenewaltosupporttherapidgrowthofParramattaexpectedoverthenext20years.

PreparationofalongtermvisionfortheCamelliaPrecinctiscriticaltoensureitsongoinggrowthandprosperity.CouncilisseekingfeedbackfrominterestedstakeholdersontheideasputforwardinthisDiscussionPaper,soastoinformthepreparationofthelongtermvisionfortheprecinct.Theintentisthatthevisionwillguidefurtherinvestigationsandstudiesandalsoinformfuturezoningchangesintheprecinct.

THE CAMELLIA PRECINCT

ForthepurposesofthisDiscussionPaper,theCamelliaPrecinctisdefinedastheareaboundbyParramattaRivertothenorth,DuckRivertotheeast,theM4MotorwaytothesouthandJamesRuseDrivetothewest.ItismadeupofthesuburbofCamelliaandpartsofRosehillandClyde.

Theprecincthasanareaofapproximately321haandissituated1.5kmeastoftheParramattaCBD.TheCarlingfordRailwayLinepassesthroughtheprecinctonthewesternsideandthereisalsoaheliportsituatedinthesouth-westerncorner.Theprecinctischaracterisedbypredominantlyindustrialuses,includingShell’sfuelimportterminal(formerlyarefinery).

Inaddition,therearealsosignificantrecreationalusesintheprecinct,includingtheRosehillRacecourseandtheSydneySpeedway/GranvilleShowground.

TheprecinctispredominantlyzonedIN3(HeavyIndustrial)andRE2(PrivateRecreation),butalsoincludessmallsectionswhicharezonedB5(BusinessDevelopment)andIN1(GeneralIndustrial)undertheprovisionsoftheParramattaLocalEnvironmentalPlan2011.

LocatedintheheartofmetropolitanSydneyanddirectlyadjacenttotheParramattaCBD,theCamelliaPrecinctiswellpositionedtoprovidejobsandservicestosupportgreaterWesternSydney’srapidlygrowingpopulation.

PROXIMITY TO KEY TRANSPORT ROUTES

LocatedadjacenttotheM4andJamesRuseDrive,theprecinctprovidesscopeforimprovedconnectionstokeytransportroutesincludingtheproposedWestConnexmotorway,RegionalRingRoadandWesternSydneyLightRail.Further,theprecinctisservicedbytheCarlingfordRailwayLineincludingRosehillandCamelliastations,whichcouldbebetterutilisedthroughimprovedlanduseintegration.Theprecinctalsofeaturesaccesstoanindustrialfreightrailwayline,whichiscurrentlynotbeingused.

AVAILABLE LAND

Significantopportunitiesexistforredevelopmentandrenewalwithanumberofsitesconsideringchangestotheircurrentlanduse.Thelargelotsintheprecinctalsoprovidesignificantopportunitiesforindustrialdevelopmentoflargefloor-platefacilities,withouttheneedforamalgamation.ThereconfigurationofShell’srefinerytoafuelimportterminalwillallowforthedivestmentofasignificantamountofsurpluslandfornewindustrialdevelopment,whichwillrevitalisetheprecinct.

LocatedadjacenttootherkeyemploymentlandsatRydalmere,SilverwaterandAuburn,theprecinctisstrategicallypositionedtogrowexistingandnewhightechnologyindustryclustersandsupportresourcesharing.GiventhesignificantandcontinuedoperationofShell’sfuelimportterminalintheprecinct,thereistheopportunityforclusteringofassociatedindustries.

INNOVATION PRECINCT

Co-locationwiththeUniversityofWesternSydneyprovidesscopeforincreasingresearchanddevelopmentactivitiesandcreatinganinnovation“hub”.Thereisthepotentialforthisinnovation“hub”tobeassociatedwithalternativetransportfuelsrefining,advancedbiofuelsandresearchanddistributiongiventheongoingpresenceofShell’sfuelimportterminalintheprecinct

PIPELINE INFRASTRUCTURE

TheCamelliaPrecinctiscurrentlyconnectedtoStateandregionallysignificantpipelinesforthetransferoffuelandrecycledwater.Theexistingfuelpipelineinfrastructureconnectsthefuelimportterminaltoimportantpetroleumsuppliersandcustomers,includingPortBotany,SydneyAirportandtheHunterRegion.Thereistheopportunityforotherpartiestoconnecttothissignificantpipelineinfrastructure,whichisconsideredtobeamajorassetfortheprecinct.

CHALLENGES

TRANSPORT AND ACCESS

Roadaccessisviatwocongestedmainentry/exitpointsatGrandAve(joiningJamesRuseDrive)andWentworthStreet(joiningParramattaRoad).Bothaccessintersectionsarealreadyatcapacityandvehiclescanexperiencelongwaitingperiodstoexittheprecinctduringpeaktimes.AlackofpublictransportoptionsincreasespressureonroadsandnodirectlinkexiststotheneighbouringindustrialareaofSilverwater(separatedbyDuckRiver).

CONTAMINATION

Thelongindustrialuseoftheprecinctandpoorhistoricmanagementpracticeshaveresultedinmuchofitbeingcontaminated.Substantialfillingoftheareaisbelievedtohaveoccurredbutislargelyundocumented,howeverfillisknowntoincludeasbestoswastesandchromeoreprocessingresidues.

FLOODING

TheprecinctisimpactedbyfloodingfrombothDuckandParramattaRivers.Muchoftheprecinctissubjecttothe1in20and1in100yearfloods,whichhasspecificimplicationsforpermittedlanduses,buildinglocation,designandconstruction.Existingroadaccesspointsareimpactedbyfloodingaslowasthe1in20yearfloodlevel,obstructingemergencyevacuationroutes.

LAND USE AND OWNERSHIP

Therearecurrentlymorethan100individuallandownerswithintheprecinct,withthesouthernpartbeinghighlyfragmented.Discussionswithstakeholdersin2013indicatethatthemajorityofbusinessesintendtostayatpresent,limitingwidespreadchangeofuseintheshorttomediumterm.Conflictsbetweendifferentlandusesinthefutureneedtobemanaged.

FORMER REFINERY

InOctober2012,Shell,whoareoneoftheprimaryoccupantsintheprecinct,changedtheiroperationsfromarefinerytoafuelimportterminal.Thischangehasgreatlyreducedtheamountoflandtheyneedfortheirfuturebusiness.Whilstontheonehandthisisanopportunity,inthatasignificantquantumofpreviouslyunavailableindustriallandwillnowbereleasedtothemarketfornewindustrialdevelopment,ontheotherhanditisaconstraintinthattheoperationofthefuelimportterminalhasveryspecificandsignificantlandrequirementsduetothelocationofexistingpipeandtankinfrastructure.Thiswillultimatelyaffectoverallprecinctlayout,thenewroadnetworkandalsofuturelanduses.

OPPORTUNITIES

IMPROVED ROAD ACCESS

AseriesofintersectionupgradesalongtheM4,JamesRuseDriveandCumberlandHighwayareproposedaspartoftheWesternSydneyRegionalRingRoad.Anewroadconnectiontotheeastoftheprecinct(i.e.bridge)couldconnectitwithkeyemploymentlandsinSilverwaterandOlympicParkandreducetrafficimpactsonexistingroads.AnearlyproposedactionistomodelupgradedandpotentialnewaccesspointsandbenefitsthroughaTransport,TrafficandAccessStudy.

WESTERN SYDNEY LIGHT RAIL

TheWesternSydneyLightRailnetworkwillconnecttheCamelliaPrecincttotheParramattaCBD,aswellasMacquarieParkandOlympicPark.Thiswilladdressthelackofpublictransportlinksacrosstheregionandconnectresidentialareaswithjobs,educationandrecreation.Theprecinctalsohasthecapacitytoprovideessentialdepotfacilitiesfortheproposedlightrailnetwork.

REMEDIATION OF LAND

Anychangestoamoresensitivelandusewilltriggertheneedforremediation.Thelevelofremediationappliedandassociatedcostisdirectlyrelatedtothefinallanduseoutcome.Anumberofexistingbusinesseshavemadealongtermcommitmentandsignificantfinancialinvestmentintoremediationofcontaminantsontheirsites.Clean-uptechnologiesarelikelytoimproveovertimebothintermsofcostandeffectiveness.

DIVERSITY OF LAND USES

Theprecincthastheabilitytosupportarangeoflanduseswiththerightplanningcontrols.Traditionalheavyindustriescanexistwithamixoflighterindustries,recreationalandresidentialusesprovidedthatanyfuturesensitivelandusesinthenorth-westoftheprecinctareprotectedbyasuitable

“bufferzone”fromindustrialusesintheeastandsouth.

INNOVATIVE INDUSTRIES AND INFRASTRUCTURE

Theprecinctiswellpositionedtosupportatransitionfromtraditionalheavyindustriestoaninnovativecleantechnologiesbusinesshub,buildingonanumberofexistingenterpriseswithintheprecinctandcreatingpotentiallinkstoresearchanddevelopmentopportunitieswithinuniversities.TheCamelliaPrecinctisalsohometotwokeypiecesofregionalinfrastructure,beingtheRosehillRecycledWaterSchemeandahighpressurefueldistributionpipeline.

ENHANCED PUBLIC DOMAIN AND PEDESTRIAN CONNECTIONS

GrandAvenuehasthepotentialtobetransformedintoadistinctiveentryboulevard.Theexistingwideroadreservepresentsopportunitiesforinnovativeandsustainableurbandesigninitiatives,whichwillcreateauniqueandattractiveentrytotheCamelliaPrecinct.Therearenumerousopportunitiesforpublicdomainimprovements,includingthecontinuationoftheParramattariversidewalkthroughtoSilverwater,andimprovedpublicopenspacesandforeshoreconnectionsthatwillprovideamenityforresidents,employeesandvisitors.

PARTNERSHIPS

CollaborationbetweenstakeholdersandpotentialpartnershipopportunitieswiththeUniversityofWesternSydneycouldadvanceapositivevisionandlongtermstrategyfortheprecinct.ApartnershipapproachwouldstrengthenthepositioningofCamelliaandprovideavoiceforlobbyingStateandFederalGovernment.OtherorganisationssuchasCSIROandUNSWhaveexpertiseinsomeoftheindustriespresentonsite,andmayalsobeinterestedinapartnership

NATURAL VALUE

TheCamelliaPrecinctissurroundedbysubstantialareasofnaturalvalue.TheParramattaandDuckRiversboundthenorthern,southernandeasternpartsoftheprecinct,offeringattractiveviewsandrecreationalopportunitiesalongthesewaterwaysandinthesurroundingenvironments.Futureopportunitiestoremediateandregeneratethesenaturalareasandimproveaccesstothisareawillcreateahighlyattractivebusinessenvironmentandnewopenspaceareas.Thewetlandonthenorth-eastcornerprovideshabitatforsomeendangeredspecies.

ROSEHILL RACECOURSE AS A NATURAL BUFFER

AsignificantsectionofthewesternpartoftheprecinctistheexistingRosehillRacecourse.Givenitssize,theracecoursealreadyprovidesanaturalbufferbetweenindustrialusesintheeasternpartoftheprecinctwithresidentialusesonthewesternsideofJamesRuseDrive.ThisnaturalbufferpresentsanopportunitytoprovideincreasedresidentialusesalongJamesRuseDrivethatcouldbeadequatelyseparatedfromindustrialusesintheeast.

EMPLOYMENT

AnotableexclusionfromtheabovetableisShell,whohasbeenoneoftheprimaryoccupantsintheprecinctfordecades.Whenoperatingasarefinery,Shellhad490employeesworkingintheprecinct.However,thereconfigurationoftherefinerytoafuelimportterminalwillnowonlyrequire60employees.

Notwithstandingthis,divestmentofsurplusindustriallandfromShell’sholdingsandsubsequentindustrialredevelopmentwillgenerate1,600new,directemploymentpositions.Thiswillleadtoanetbenefitof1,170directemployeesfortheprecinctinthelongtermfromthissite.

CurrentlytheB5(BusinessDevelopment)andIN1(GeneralIndustrial)zoneswithintheprecinctareproducingthehighestemploymentdensities,ataround40jobs/ha,asshowninthetablebelow.Potentialzoningchangesshouldbeinvestigatedtoencouragenewemploymentopportunitiesintheprecinct.However,anychangesneedtoconsidertheongoingoperationofheavyindustrialusesintheprecinctandtheneedforanynewusestobecomplimentary.

Inadditiontotheabove,CouncilshouldcontinuetopursueitsWesternSydneyLightRailProposal,whichwouldprovideimprovedaccessinthenorth-westerncorneroftheprecinct,andbetterconnecttheCamelliaPrecinctwiththeParramattaCBD.

DRAFT GUIDING PRINCIPLES

ONEAllowforsomemixedusedevelopment,includingresidential,inthenorth-westernpartoftheprecinctfrontingJamesRuseDriveandadjacenttotheCarlingfordRailwayline.

TWO FacilitatearenewedentertainmentprecinctatRosehillRacecourse,anduseitasabufferbetweentheresidentialandindustrialpartsoftheprecinct.

THREE Retainthemajorityoftheprecinctinthesouthernandeasternpartsforindustrialdevelopment,butfacilitateitstransitiontomorecontemporaryindustries,includingwarehousingandlogistics,andalsohightechandecoindustries,soastogeneratemorejobs.

FOUR Provideadynamic,business-orientedlandusetransitionzoneinthenorthernpartoftheprecinctonGrandAvenueadjacenttoParramattaRiver,allowingforasmoothtransitionbetweenthemixeduseprecincttothewestandindustrialprecincttotheeast.

FIVE ProvidefornewtrafficaccesspointsintheeasternpartoftheprecinctoverDuckRiverandalsointhesouthernpartconnectingtotheM4,soastoallowforimprovedaccesstotheindustrialzoneandminimiseanylanduseconflictswithindustrialtrafficneedingtopassthroughanynewresidentialdevelopmentinthewest.

SIX ImprovetheviabilityofexistingpublictransportoptionsintheprecinctbyfocussinganynewresidentialdevelopmentintensificationaroundtheexistingrailstationsatRosehillandCamelliaandalsoprovidingforanewCamelliaferrywharfontheParramattaRiverinthenorth-westernpartoftheprecinct.
