Eligible Countries

Activities must take place in one of the eligible countries covered by this Call. There are three groups of eligible countries:

27 EU Members States of the European Union

Candidate Countries (Croatia and Turkey) and EEA countries (Iceland, Liechtenstein, Norway)

and

Targeted 3rd countries as grouped in the individual geographical and country lots’

Eligible Third Countries

Third-countries as listed in each of the individual geographical and country windows:

- Individual geographical and country windows covered by the group A under section 7.1:

o the Southern and Eastern neighbouring area and Russia, o the Middle East region, o the Central Asian republics.

- Individual geographical and country windows covered by the group B under section 7.2:

o African Caribbean and Pacific Group of States, o Western Balkans region, o Asia region and India, and o Latin America region: Brazil, Chile and Mexico

Eligible types of beneficiary applicants

In order to be eligible for a grant, applicants must meet all of the following four criteria:

• Be a legal person and

• Be a university or higher education institution recognised by the competent authority and holding an Erasmus Charter before the date of publication of the present call

• Be registered in one of the following countries: - 27 EU Members States of the European Union, - candidate countries (Croatia and Turkey) and EEA

countries (Iceland, Liechtenstein, Norway)

• Be directly responsible for the management of the activities with their partners, not acting as an intermediary

Eligibility of the partners and partnerships

Applicants:European HEI (holding an Erasmus Charter) (criteria in section 6.3)

Partners:European : same as eligibility criteria for applicantsThird Countries : recognised HEI from the Third-Countries covered by the geographical lot

Partnership: (general rule)Minimum size: 5 European HEI (holding an Erasmus Charter) + recognised HEIs from each of the Third-Countries covered by the geographical lot Maximum size: 20 eligible partners (incl. the applicant)The same European partnership may submit proposals to a max of 4 lots (separate applications)

AssociatesAny type of organisation in the eligible countries whose involvement can contribute to the implementation of the mobility scheme.

Eligible activities

The project will involve the organisation and implementation of students and academic staff mobility at all levels of Higher Education, the provision of education/training and other services to foreign students and teaching/training and research assignments and other services to academic staff from the country/-ies covered by the project.

The project will be composed of two main parts:

-The partnership activities for the organisation of mobility and the transfer of know-how and best practices (specific rules under section 6.5.1)

-The implementation of individual mobility for students and academic staff (specific rules under section 6.5.2 )

Eligible activities

The project will involve the organisation and implementation of students and academic staff mobility at all levels of Higher Education, the provision of education/training and other services to foreign students and teaching/training and research assignments and other services to academic staff from the country/-ies covered by the project.

•academic recognition

•visibility and communication strategy

•sustainability strategy

•transparent selection mechanisms (cross-cutting principles)

Eligible activities: Organisation of the mobility

quality support measures, for students and academic staff to undertake periods of study/training/teaching/research at partner universities in other participating countries.

Eligible activities: organisation of the mobility

The project proposal will need to explain how it intends to accomplish two important objectives of the programme:

- The enhancement of the international cooperation capacity of universities in Third-country universities through the organisation of exchange schemes of higher education students and academic staff and the transfer of know-how gathered by European universities in the framework of their transnational cooperation activities and the Bologna process.

- Facilitating academic recognition of studying, training, research and teaching periods abroad (minimum requirement for all partners to consider the study period abroad as an integral part of the study programme)

Integration aspects – full academic recognition by the home university for the study period spent in the host university (including examinations or other assessments) :

– diplomas and degree recognition – Credit transfer (ECTS) or other compatible system– Diploma Supplement

• Visibility and communication strategy

• Sustainability strategy

• Transparent selection mechanisms in the selection of both students and academic staff from all three target groups.

Mobility Projects ensuring transparency and equal

treatment (cross-cutting principles):

– Transparent and fair selection mechanisms respecting:

• gender-balance • equal opportunities• the participation of disadvantaged groups (disabled students,

economically disadvantaged students)

– Favour knowledge rather than brain drain

– undergraduate – master– doctorate– post-doctorate – academic staff

Implementation of the individual mobility: target group

– TARGET GROUP 1: Students and academic staff registered in a HEI member of the applicant partnership

• Target Group 1 must represent at least 50% of the total mobility

• Third-Country participants should represent at least 70% of the total mobility flow.

– TARGET GROUP 2: Nationals of an eligible Third-Country, enrolled in (or having obtained a university degree from) a HEI of these countries non-member of the applicant partnership

– TARGET GROUP 3: Nationals of an eligible Third-Country in a particularly vulnerable situation (refugees, asylum seekers, unjustified expulsion/discrimination, indigenous populations )

•The planned duration of a project may not exceed 45 months

•All individual mobility must start at the latest by 1st of April 2009

•List of selected students and academic staff, plus a reserve list, to be provided by 1st December 2008.
