2 About Andhra Pradesh MedTech Zone (AMTZ)
AMTZ is a wholly owned enterprise of Andhra Pradesh Government and is Asia’s first
dedicated Medical Devices Manufacturing Park. The industrial park is spread over 270 acres
and situated at Nadupuru village area of Visakhapatnam. AMTZ aspires to put India on the
global map of high end medical equipment production and make health care products
affordable and accessible.
2.1 About Indian Biomedical Skill Consortium (IBSC)
Indian Biomedical Skill Consortium (IBSC) (hereinafter referred to as Consortium) was
conceived through joint efforts of the AMTZ, Quality Council of India (QCI) and Association
of Indian Manufactures of Medical Devices (AIMED) and came into existence on 16th February
2018, to address the gap existing in the system relating to grading and certifying the
professional manpower in the healthcare sector w.r.t biomedical engineering skills.
The Consortium proposes to develop an equivalence system of value-based assessment
covering educational training, work experience and competency of biomedical engineering
skills. The objective of the Consortium is to introduce a certification system for Indian
Biomedical Engineers based on their Experience, Competency and Qualifications. This
certification system would facilitate the Biomedical skill pool in the country, inter – alia, to
gain formal recognition and acceptance of their experience knowledge in other countries.
Quality Council of India would do the certification in consonance with other knowledge,
academic and technical partners.
This bid document is the first step towards creating an Online Assessment to Biomedical
Engineers for certifying their competency skills.
3 Request for Proposal
Tenders are invited from eligible, reputed and qualified IT Firms with sound technical and
financial capabilities for implementation and maintenance of Computer Based System for
IBSC examination for AMTZ as detailed out in the Scope of Work of this tender Document.

This invitation to bid is open to all Bidders meeting the pre-qualification criteria as detailed in
this tender Document.
3.1 Brief Background about the assessment (Certification
for Biomedical Engineers)
Certification system for Biomedical Engineers is being introduced in the country for the first
time at the initiative of IBSC. Such Certified Biomedical Engineers gain preference in
practicing the profession in Biomedical field. Once there is Mutual recognition by International
Biomedical Associations / Societies, the certified Biomedical Engineers (CBME) coming out
through this system would have equivalence certification to work in abroad. Initially, more
than 2 lakhs Biomedical Engineers from India are expected to be benefited by this proposal
and 6,500 or more fresh graduates are expected to use this platform every year. Those who
graduated from non-biomedical engineering background and working in Biomedical
Engineering field would be eligible for this certification. The Consortium is planning to
conduct continuous assessment for Biomedical Engineers across India and is putting in place a
secure and robust solution for CBT mode assessment process for candidate’s registration &
assessment. Services of an expert agency is being hired for implementation and operational
management for at least 3 years.
4 SCOPE OF WORKS
The assessment partner and IBSC will be required to work together to conduct the Online
examination. The assessment partner shall provide the technology and the operational solutions
for the conduct of the online examination. The IBSC will provide the question papers which is
set for each of the examination. The system of examination would be a continuous process
where candidates can apply for interested modules and appear for the relevant examination.
The test dates shall be decided by IBSC.
The selected agency shall be responsible for end-to-end examination management and
undertake outlined in section 3 of this document. While care has been taken to ensure all desired
parameters for conducting examination is indicated in the document, any aspect which is
incidental to conducting such assessments / examinations shall be deemed to be covered as part
of the scope outlined.

The selected agency shall have to take necessary responsibility of ensuring adequate
precautions to safe-guard the system data from all vulnerabilities/threats and maintain
confidentiality/ secrecy of all information related to participants, process and data generated
during all the three phases i.e. pre-examination, conducting examination and post-examination.
The selected agency shall notify a project manager for this assignment, who would be
responsible for communicating the progress of work on the assessment, on end-to-end mode.
4.1 Examination model:

4.2 Pre-Examination Phase
Online Registration of Candidates
i. Design, configuration, customization and positioning of online application on given
website to enable online registration of candidates/applicants.
ii. The Portal to maintain profile of all the candidates in comprehensive manner.
iii. Configuration of system validations and facility to capture applicant data through
online payment.
iv. Integration of candidate registration module with bank and application to enable receipt
of examination fee.
v. Generation of fee receipt (in pdf) and filled up application form.
vi. Receiving applicants online and uploading scan copy of candidate’s photo, signature,
fee receipt, etc.
vii. Provision for upgradation of application status based on receiving completed
applications, successful fee receipt, etc. from candidates.
viii. Disable application form after expiry of scheduled application submission date, or as
instructed by the Consortium, based on requirements.

ix. System generated “Candidate Registration Report” detailing registration, fee
confirmation details for the online assessment examination etc, as required by the
Consortium.
x. Any other requirement as would be detailed during design phase.
4.2.1 Test Center Management and examination schedule –
Responsibility of the Agency
i. Provide details of Test Centers pan India
ii. Test centres / venues to be easily accessible to the candidates and well connected to
public transport. As far as possible it should be in a centrally located within the City
limits.
iii. Arrangement and preparation of test-centers as per the requirement of the assessment
10 days prior to the scheduled date of the assessment.
iv. Availability of sufficient number of test-centers across India to ensure conduct of
assessment for all applied candidates.
v. Printing and display of instructions for candidates at each test centers at prominent
places.
vi. The arrangement in the examination hall in such a manner there is sufficient space for
conducting online tests like distance between two candidates taking the assessment
should be at lest 2 feet (front and both sides) wooden / hard board / any other stiff non-
transparent material partitions to be installed on three sides of candidate in such a way
that one candidate cannot see other candidate’s computer etc,
vii. Ensuring provision for sufficient number of additional nodes that can be used for
exigencies.
viii. Ensuring provision of at least 1 additional Network / LAN switch at each Test Center.
ix. Arrangement of necessary power backup through Uninterrupted Power Supply (UPS) /
Diesel Generator set in each Test Center.
x. Ensure suitable drinking water and separate rest room facilities for both Boys and Girls,
at each Test Centers.
xi. Deployment of minimum number of Technical Resources to administer servers,
hardware devices, networking and facility management at each of the test-center as
indicated below:

a. One IT Technical Administrator per 30 exam computers
b. One IT Technical Manager per 100 exam computers.
c. One Invigilator per 30 candidates.
xii. Deployment of administrative manpower resources like Assessment Supervisors,
Invigilators, Security, attender and other supporting staff at each Test Center to ensure
successful completion of the examination. Consortium on its own discretion may
deploy one Observer/ Flying squad team at selected test centers to oversee overall
examination process.
xiii. Thorough checking of all nodes, network equipments, electrifications, CCTV Cameras
and other active / passive devices as per the test-center worthiness assessment plan at
each test center location at least five (5) days prior to the schedule date of assessment.
xiv. Any other requirement as would be detailed during design phase.
4.2.2 Admit Card Generation
i. Randomization of candidate data and randomized generation of examination roll
number, as per the direction of Consortium.
ii. Allocation of Candidates in various Test Centers in system based on pre-defined
parameters as per candidates first choice, availability, automatic allocation of second /
third choice to candidate as per application.
iii. System generated Admit Cards with photo, which candidates can download and print.
iv. System generated “Exam-Roll List” detailing Test Center-wise allocation of the
Candidates.
v. Facility to send PDF / non-editable version of the Admit Card to the candidates
(containing Registration no., Roll No. and other details as required by the Consortium)
through email / WhatsApp/ mobile phone.
vi. Ensuring intimation of exam center details (like No. /Date /Location /Time /Address
/Instructions etc.) to candidates registered email ID 15 days prior to the scheduled date
of assessment.

4.2.3 Centralized Help desk support services
i. Set-up centralized help desk (both Hindi and English) 10 days prior to the scheduled
date of examination with minimum 2 executives required for help desk. Help desk to
be active for 12 hours (08:00 AM to 08:00 PM) till next date of assessment.
ii. To provide support to the candidates and guide them in taking print out of the Admit
Cards, other Assessment / Test center related queries etc.
iii. Escalate / intimate Consortium, whenever any candidate reports non-receipt of Admit
Card / incomplete information provided to the candidate etc. (if required).
iv. System generated SMS/mail reminders to selected candidates prior to exam date.
4.2.4 Confidential Examination Control Unit (ECU)
i. Deployment of sufficient number of Technical Experts at the designated confidential
Examination Control Unit to be in their premises to facilitate question paper uploading
configuration in system, test server set-up console monitoring etc. {Necessary IT
infrastructure to be provided by the agency}.
ii. Configuration and readiness of the Server at ECU to ensure smooth conduct of the
entire examination process including encryption of question papers, uploading of
question papers, result processing etc.
iii. Set-up Assessment console at ECU for monitoring the entire examination from ECU
by the confidential team deployed by the commission.
4.3 Conducting Examination Phase
i. Final inspection / testing of the Servers installed at all test centers and connectivity at
least 1 hour prior to the commencement of assessment.
ii. Ensure availability of the attendance sheet in all the Test Centers along with the list of
candidates who would undertake assessment in the designated Test Center.
iii. Candidate identification, Admission card authenticity check and verification of
candidates with biometric (digital photo and biometric fingerprint) at the Test Center
entrance gate at least 60 minutes prior to the commencement of assessment.
iv. Allocation of seats and allotment of terminals (Desktop) to all eligible candidates
should be completed at least 15 minutes prior to the commencement of assessment.

v. Sufficient time of 15 - 20 minutes be allotted before the exam for providing orientation
to the candidates on the structure of the exam, time limits and guidelines for answering
the question papers.
vi. Computer based exam software should to support standard features such as display of
details of candidates, detailed instruction upon login, start and closure of examination
at scheduled time, time left, flag questions for review, marking/unmarking of question,
display of status of questions with different color and symbols, provision for
enlargement of font, navigation to unanswered questions and prompt for submission.
vii. Assigning login credentials to the candidates to undertake the test.
viii. Circulate attendance sheet in all the Test Centers and take signature of all the candidates
on the attendance sheet during conducting the examination. The agency shall submit
the signed attendance sheet countersigned by the invigilator.
ix. Provision to allot new Desktop/Terminal to candidate in case of failure of any Node
and assist them to undertake the examination with minimum delay.
x. CCTV camera recoding during entire assessment process at Test Centers installed in
such a manner that it covers faces of all candidates with continuous recording
throughout the assessment process which is to be handed over to the Consortium after
completion of examination.
4.3.1 Test Delivery and Monitoring:
i. Assessment delivery over the intranet at a Test Center and access to candidates of the
test through a computer. The delivery should only be on distributed model (i.e. though
local intranet-based servers) and centralized internet delivery model will not be
accepted.
ii. Ensure readiness of the server available both at Test Center and Examination Control
Unit (ECU) along with available of the required internet bandwidth / connectivity and
necessary power backup at test centers to ensure smooth conduct of the entire
examination process.
iii. Application shall provide secured access to the participants / candidates based to
provided login ID / Password to allow the candidates to login to the application and
undertake the online assessment exam.

iv. Application shall have the provision to display same question in jumbling manner to
various candidates with various options configured for the questions (question and
option choice to be jumbled ensuring that no two candidates are having same question
and option choice at a given time).
v. Application shall have the facility for navigation between various questions, ability to
navigate to another module before completing a selected module.
vi. Application shall have secured storage for answers to questions by candidate.
vii. Application shall have the facility to generate monitoring log / system click by click
audit trail on the server for every candidate with his / her IP and complete traceability
of any single candidate’s node.
viii. The online assessment exam shall stop automatically after expiry of the scheduled
examination duration.
ix. Restart / resume of Test (in case of node / power / network / application failure etc.)
x. In case of computer machine, power or network failure, software shall be able to
retrieve candidates attempted question and its response entered by the candidate fully
along with creating of incident report and system audit trail (downtime details,
additional time taken by the candidate etc.)
xi. Ability to extend the IT solution to any other partner assessment center.
xii. All assessment centers shall later need to be certified by QCI which would be in scope
of the bidder.
4.4 Post Examination Phase
i. The candidate’s responses, biometric, photograph, audit trails should be uploaded
automatically from the local server to the selected bidder’s data center in a secured
manner. There should not be any traces of any data pertaining to candidate whatsoever
post uploads left on the exam server.
ii. Hand over to the Consortium of video recording of entire exam process within 48 hrs.
of completion of assessment and keep a back-up copy of the same so as to provide
information as & when required by Consortium.
iii. The selected bidder shall provide documented inputs and support for handling

5 Eligibility criteria / Prerequisite
Interested private parties who want to become “Assessment partners” are having experience in
the following areas are invited to submit their proposals.

i. The bidder should be a body corporate (minimum 5 years old) registered with
applicable law in India and the registered agency should be operating in India for a
minimum of three years with an objective of offering relevant IT Solutions and Services
that are the subject matter of this tender.
ii. The bidder must have all the necessary components and dependency of source code of
Computer Base Examination System in place so that any change required in any of the
components of the software can be undertaken by their-in-home technical team.
Required skill should be made available to make necessary configuration changes.
iii. The bidder should have its own technical employees to oversee the conduct of
examination, deployment of software, maintenance of software, networking and data
security.
iv. The bidder shall provide the examination delivery software.
v. The bidder must have successfully executed 3 similar project(s) in all India basis, out
of which at least one project should be Conduct of Computer Based Examination in 25
or more cities with capability of 60000 or more candidates in single day for reputed
recruitment organization. The documentary evidence in form of work order/contract
and performance report must be enclosed on the client’s letterhead.
vi. The bidder should have provisions of 256 bytes encryption for data transfer and the
system to decrypt the data at examination center.
vii. By forming joint venture or consortium with their partner, partnership with multiple
associates is not allowed for bidding.
viii. The bidder should not be blacklisted / debarred from participating in the
government tenders / EOIs by any Central / State Government / PSUs or any other
Government or Private Organizations in India.
ix. The bidder should be a profit-making entity all taxes paid, for preceding financial three
years. The balance sheet/audited report for the last three financial years should be
submitted (2015-16, 2016-17, 2017 -18).
5.1 Technical Criteria
i. The bidder i.e. agency should have at least 5 (five) years of experience in conducting
compute-based test across India for Central / State Govt., PSU’s / Board / Private
Institution etc.,

ii. The bidder must have completed 10 (ten) projects in conduct of end to end process of
CBT with capacity of assessing at least 25000 candidates in a single shift in last 5 (five)
years.
iii. The bidder should have all relevant facilities and logistics available to execute the work.
iv. The bidder must be an entity registered under applicable law. Registration certificate
should be furnished as documentary proof.
v. The bidder must be registered under GST
vi. The bidder should have PAN.
vii. The entity should be a profit-making entity in at least 3 financial years. As documentary
proof, Audited Balance Sheet & Profit & Loss A/c is to be submitted.
The applicant should submit documentary evidence of relevant experience as cited above with
the details of each project including project wise name and contact details of the customers.
5.2 Financial Proposal Evaluation
The commercial proposal should give the details of the charges per registered candidate per
module. The charges per registered candidate should provide a clear break-up in the following
categories:
Category (A): Providing IT infra structure i.e. test engine AND Assessment Centers which
includes,
i) Development of Test Software for Online Examination
ii) Expenses related to hiring the infrastructure support at the college
iii) Arrangements at the Test Centers as mentioned in Section 3.2.1
iv) Deployment of the Company Personnel, i.e., the Test Administrators and Company
Representatives at the Test centers and the technical personal at the Examination Control Unit.
v) Administration of Test,
vi) Other incidental expenses

Category (B): Providing IT infra structure i.e. test engine which includes,
i) Development of Test Software for Online Examination
ii) Other incidental expenses
The financial proposals would be assessed against the evaluation criteria set by AMTZ. The
lowest value of 50 % equivalence percentage of category A & B is valued to highest score.

The bidder with the highest score would be awarded the tender subject to other terms and
conditions of Tender.
6 Guidelines to Bidders
i. The bidder shall enclose a covering letter on letter head while sending the tender
document.
ii. The interested bidder shall send in a sealed envelope clearly super scribing the envelop
“Tender for Computer Base Test (CBT) Assessment Partner”.
iii. Bidder must full fill all the sections in the checklist.
iv. The bidder MUST have an representative office in INDIA for coordination purpose.
v. The tender received within the due date will be evaluated strictly as per laid down
criteria. Therefore, before sending the tender the bidder must satisfy that they fulfill all

the eligibility criteria. The related proof of experience, details of office must be
enclosed / detailed out for evaluating the tender.
vi. AMTZ reserves the right to examine / verify the supportive documents / reports
furnished by the agency.
vii. In case desired documents / proofs are not enclosed, the tender shall be rejected and
any clarifications or information sent subsequently will not be entertained.
viii. The information exchanged between the bidders and AMTZ as part of this tender shall
be confidential and shall not be disclosed without the prior written consent of the
AMTZ.
ix. AMTZ will have the right to reject any or all tenders received in response to this
invitation or cancel the bid process at any stage and its decision in this regard shall be
final and binding.
x. AMTZ shall shortlist the bidders based on the requirements and the responses
submitted. AMTZ reserves the right to call only short-listed bidders for a technical
presentation / demo before Committee. The decision taken by the committee in this
regard would be final and binding on all the agencies submitting tender.
xi. AMTZ would constitute an evaluation committee that will evaluate the responses in
detail in order to determine whether they are substantially responsive to the
requirements sent forth in the tender. The decision taken by the committee in this regard
is final and binding on all the bidders of tender.
xii. The bidders are requested to raise their quires, if any, by email at [email protected] with
subject “Tender for Online Assessment Partner”.
xiii. Notwithstanding anything contained herein above, in case of any dispute, claim and
legal action arising out of this Tender, the agencies shall be subject to the jurisdiction
of courts at Visakhapatnam, Andhra Pradesh State, India only.
7 Submission of Proposal
7.1 Technical Bid
Agencies qualifying as per the criterial mentioned above and who are interested in assessment
partner may submit their response to this tender with covering letter, organization details, self-
declaration and check list as per formats given in annexure -A, B, C, & E respectively. Demand

Draft of any bank for the value of Rs. 10000/- drawn in the favour of “Andhra Pradesh
MedTech Zone Limited” payable at Visakhapatnam to be attached. The tender shall be
submitted in a sealed envelope super-scribing “Tender for Computer Base Test (CBT) -
Assessment Partner – Technical criteria”.
7.2 Financial Bid
Tender for Financial bid as per annexure D shall be separately given in sealed envelope super-
scribe “Tender for Computer Base Test (CBT) – Assessment Partner – Financial Bid”.
7.3 Delivery of Bid Documents
Both the sealed envelopes referred to 7.1 and 7.2 above shall be enclosed in another larger
envelope super-scribe “Tender for Computer Base Test (CBT) – Assessment Partner” and
send by post or delivered by hand so as to reach AMTZ on or before 2nd May 2018 up to 02:00
PM. Tenders received after the last date / time shall not be considered and no further action
will be taken on such tenders. No request for accepting tender after the due date expiry will be
entertained for any reason whatsoever.
