Call for Good Practices on People with Disabilities in In-clusive Disaster Risk Management

Background

More than one billion people in the world, about 15% of the world population, live with some form of disability (World Report on Disability, WHO 2011). Although Article 11 of the Convention on the Rights of Persons with Disabilities, adopted by the United Nations in 2006, seeks “to ensure the protection and safety of persons with disabilities in situations of risk, including situations of armed conflict, humanitarian emergencies and the occurrence of natural disasters”, a global survey launched by UNISDR in 2013 on people with disabilities, revealed that a disproportionate number of these people suffer the impact of and die in disasters and emergencies because their needs are often overlooked in risk management planning processes.

The Sendai Framework for Disaster Risk Reduction 2015-2030, adopted by UN Member States on 18 March this year in Sendai, Japan, recognizes the important role of people with disabilities in inclusive risk management, as well as in disaster risk assessment and the design and implementation of policies, plans and regulations.

Valuable policies and initiatives for the inclusion of persons with disabilities in risk management exist in Latin America and the Caribbean, but many of these are specific and sometimes remain unacknowledged beyond their scope of implementa-tion. In line with disaster risk reduction as an inherent component of sustainable development and based on the principles of human rights, disseminating and sharing these policies, standards and practices is crucial to influence at all levels in all sectors decision-making.

Therefore, the UN Office for Disaster Risk Reduction (UNISDR), the Technical Secretariat for the Inclusive Management of Disabilities (SETEDIS) of the Vice-Presidency of the Republic of Ecuador and Inclusiva (NGO) are calling for organizations, agencies and individuals to join a Regional Network of Inclusive Management for Disaster Risk Reduction with a Focus on People with Disabilities in Latin America and the Caribbean.

In this context, we invite representatives from both the public and private arena, civil society, academia and research cen-tres to participate in this call for “good practices and experiences on inclusive management for disaster risk reduction with a focus on people with disabilities.”

Experiences that meet the selection criteria will be included in a catalogue of good practices, in order to publicize some of the initiatives implemented in Latin America and the Caribbean, focusing on inclusive risk management with a focus on disability.

A maximum of three experiences will be selected to present their experiences in a regional high-level meeting on inclusive risk management to be held in October in Ecuador as well as in regional meetings in the Caribbean in 2015 and 2016.

The selection will be based on the following criteria:

• Thematic relevance,• General approach,• Relevance,• Replicability, and Sustainability.

Who is eligible?

We invite all people and representatives both from the public and private arena, civil society, academia and research cen-tres to participate in this call for “good practices and experiences on inclusive management for disaster risk reduction with a focus on people with disabilities.”

The submission of experiencesProposals must be sent in Word format, Arial font size 11 and a maximum of 2 pages. Contact information should include: name(s) and surname(s) of the contact person; name of the person that, if selected, will present the experience at the high-level regional meeting in Ecuador in October 2015; the name of the organization, agency, community or initiative the person represents; contact mail and telephone number; and country, city or town of residence.

Each submission must include the following:

Title of experience

Country or region of experience

Name of institution, agency, community or initiative submitting the experience

Other institutions, agencies and communities related to the experience

Name and title of the contact person - Name(s), surname(s)

Phone(s) - including country code

Email address

The summary of the good practice should address its impact in terms of inclusion of disabled people for disaster risk re-duction.

Submission form:

• Background (What identified need does it address? Who started and developed the activities/actions of the best practice and what changes or impacts are sought?)

• Description (What was done? What strategies were used? How the initiative has been unique and/or innovative?)• Implementation (How it was carried out? By/With whom? ¿Ratio of participants by sex and age?)• Impact and means of verification (What were the results? What was the impact of the initiative and how long did

it took to achieve it?)• Why it is considered a good practice (What were the key factors for success and who benefited from this practice?

Explain where and how it was replicated, if so, and how it is being supported).
