Reporting EL Services on a Course

Services are generally reported based on what services a teacher is authorized to provide per his or her credential

• This simplifies reporting for the LEA and provides general data on services being provided. CALPADS was not designed to capture that each student actually received a specific service.

If ELAS code being submitted equals ELAS code in ODS, then English Language Acquisition Status (ELAS) Start Dates must match.

The ELAS Start Date must fall within the student’s Enrollment Start and End Dates at that school.

• Based on EL program business rules, CALPADS makes sure that when an LEA is submitting an ELAS for a student, that the status is valid, based on information already in the system for that student. If not, they receive a FATAL error.

Things you should know…

• Some historical ELAS data exist in CALPADS that may be inaccurate.

• Current system logic may prevent fixing the inaccurate data

• The ELAS data are not currently compared to the student’s CELDT score or proficiency level

Common Questions• If a parent fills out the HLS incorrectly, can the HLS be

changed?– YES, the answers to the HLS can be changed;

however, if the student was tested with the CELDT, the student’s ELAS and Primary Language in CALPADS cannot be changed

• If a student is tested with the CELDT in error, and actually is an English only student, can the student’s ELAS and Primary Language be changed?– NO, once a student is tested with the CELDT, their

status, if EL, cannot be changed until the student is reclassified (RFEP). If the student’s status is IFEP, the student’s status can never change.

Common Questions• If a student is given the initial CELDT by one district that

results in one ELAS, and then later the initial CELDT is given by a different district resulting in a different ELAS, which ELAS is correct?– According to CELDT regulations, the initial CELDT can

only be administered ONCE, therefore, the result of any subsequent administrations of the initial CELDT would be invalid.

• A student was tested with the CELDT at one district and was determined to be EL, then transfers to another district and fills out the HLS with English only. Consequently the district submits a status of English Only (EO) to CALPADS. Can the district do this?– Currently the system DOES allow changes from EL to EO

but ONLY if the EL status is an ERROR. In this scenario, the new district should REMOVE the EO record because an EL student can never be EO. The only valid subsequent status is RFEP. 24

Common Questions• A student took the CELDT and was determined to be

IFEP. The parent now wants the IFEP status changed to EO and the Primary Language changed to English. Is this allowable?– NO. Once a student has been tested with the

CELDT, they can NEVER be EO.• In which courses should English learners be provided

English learner services?– English learners MUST be provided services to

develop English proficiency and have equitable access to instruction, curriculum, and materials in all core academic courses and in other courses to reach their academic achievement goals.
