Background on the Blueprint
• As a response to the need to improve and redesign the CCS program, DHCS is launching a stakeholder-based process to inform the CCS program redesign
• DHCS has partnered with the following organizations to inform and facilitate the process: – UCL!’s Center for Health Policy Research
– UCL!’s Center for Healthier Children, Families and Communities
– Stanford Center for Policy, Outcomes, and Prevention
– Harbage Consulting
– The Lucile Packard Foundation for Children's Health

Goals of the Stakeholder Process
Key Goals:
1. Improve care and outcomes for CYSHCN by ensuring that they receive coordinated care and
2. Identify indicators that will measure quality in order to improve care for these children and their families.

Guiding Principles
1. Maintain high standards for CCS providers, including paneling providers and sustaining regional provider networks.
2. Ensure continued viability of CCS program.
3. Consider simplification of the existing funding structure.
4. Provide consumer protections for CCS clients and families currently unavailable in the fee-for-service environment.
5. Improve and facilitate care coordination.
6. Utilize comprehensive patient-centered care, with an emphasis on family-centered care, including behavioral health and wraparound services.
7. Look for context-specific solutions that work in different localities and populations.

RSAB Expectations and Commitment
• Engaging in the Redesign Stakeholder Advisory Board (RSAB) – Provide guidance to DHCS and the UCLA team
– Work collaboratively to identify problems and concerns, as well as potential solutions and alternatives
• RSAB member commitment – Consistently Participate
– Contribute knowledge and expertise
– Recognize diversity in background, opinions, and goals
– Balance interests to improve the CCS system
– Recognize need for adaptation to changing epidemiology, organization and financing of health services

DHCS and RSAB Activities • Develop a Roadmap for CCS
• Develop recommendations for CCS Redesign, including engagement strategies for regional programs
• Ensure accountability
• Weigh technical research and evidence, goals of stakeholders, needs of children, and state priorities in determining implementation plan and recommendations – Leverage support from guest experts and technical workgroup
analyses
• DHCS will make decisions in conversation with the RSAB and clearly communicate the decision-making rationale to stakeholders and the public
