kicks in for properties between
$500,000 and $1 million.
Federal Finance Minister Bill
Morneau in December announced
changes to the rules for government-
backed mortgage insurance, intended
to contain risks in the housing market,
reduce taxpayer exposure and
support long-term stability.
E� ective Feb. 15, the minimum
down payment for new insured
mortgages will increase from fi ve
to 10 per cent for the portion of
the house price above $500,000.
The fi ve-per-cent minimum down
payment for properties up to
$500,000 remains unchanged.
What does this mean for fi rst-time
homebuyers?
Buying a house for less than $500,000?
» The new down payment
requirement will not a� ect you
Buying for between $500,000 and $1 million? You have four choices:
» Buy before Feb. 15 to avoid the new
requirement, to still be able to put
down fi ve per cent
» Delay your purchase until you’ve
saved the additional funds for the
new, higher down payment
» Somehow come up with the
additional funds now, say, with help
of the Bank of Mom and Dad, or
» Buy a home that is priced at less
than $500,000. Depending on the
market you’re in, that could mean
you’d then be looking at condo,
instead of a lowrise home
For example, if you’re buying a
property for $800,000, you would
need to make a down payment of
fi ve per cent on the fi rst $500,000

($25,000) and 10 per cent on the
remaining $300,000 ($30,000). This
would be equal to a total down
payment of $55,000, or 6.9 per cent
of the total purchase price, or an
increase of $15,000.
Buying for more than $1 million?
» The changes will not a� ect you.

per cent, before or after the change
in regulations on Feb. 15
Regional markets to be impacted
While the new down payment
requirement was intended primarily to
slow the housing markets in Toronto
and Vancouver – where average
home prices are $630,876 and
$947,334, respectively – the impact

Tal says Calgary will be hit hardest,
due to the large share of high-ratio
mortgages. In this city, the new
measures are estimated to impact
about 10 per cent of new sales, while
in Toronto the fi gure is fi ve per cent;
in Vancouver, just 2.5 per cent.
Spike in homebuying activity
Toronto-based Mortgage broker and
wealth planner Calum Ross expects
the new rules to cause a spike in
activity before the deadline.
“Unexpected changes to the market
that make access to capital more
di¢ cult historically have had a signifi cant
short-term impact, followed by an
adjustment,” he told New Home Guide.
Expect market activity to go
up substantially on homes priced
between $500,000 and $1 million
through until the deadline.

experiencing a cooling are expected to be among
the cities hardest hit by the federal government’s new
minimum down payment requirement.
Finance Minister Bill Morneau on Dec. 11 announced
changes to the rules for government-backed mortgage
insurance, intended to contain risks in the housing market,
reduce taxpayer exposure and support long-term stability.
E� ective Feb. 15, 2016, the minimum down payment for
new insured mortgages will increase from fi ve per cent
to 10 per cent for the portion of the house price above
$500,000. The fi ve-per-cent minimum down payment
for properties up to $500,000 remains unchanged.
The move represents a graduated approach to
increasing the down payment requirement proportionally
to the cost of a home. Canadians who already hold
mortgages will not be a� ected by this announcement.
“The actions taken prudently address emerging
vulnerabilities in certain housing markets, while not
overburdening other regions,” Morneau says.
“This measure will increase homeowner equity, which
plays a key role in maintaining a stable and secure housing
market and economy over the long term,” he adds.
For those in Calgary and Edmonton, the move could
have the unintended consequences of imparting additional
cooling on already chilly markets.
CIBC Deputy Chief Economist Benjamin Tal says the
largest impact will be felt in Calgary, due to the large share
of high-ratio mortgages. In this city, the new measures are
estimated to impact about 10 per cent of new sales, while
in Toronto the fi gure is fi ve per cent; in Vancouver, just
2.5 per cent.

CONTINUED CONCERNS OVER low
oil prices, job losses and economic
uncertainty were factors contributing
to about a $3.5 billion drop in total
sales volume and a more than 25 per
cent decline in sales in Calgary’s real
estate market in 2015 compared to
the previous year.
According to figures released by the
Calgary Real Estate Board (CREB), total
volume of sales fell 28.2 per cent from
approximately $12.3 billion in 2014 to
approximately $8.8 billion in 2015, while
sales dropped 26.3 per cent from 25,543
in 2014 to 18,830 in 2015.
“The decrease is totally related
to what’s happening in the energy
sector,” says CREB President Corinne
Lyall. “As a consequence there was
less immigration, less jobs and a dip in
consumer confidence; a lot of people
aren’t making any decisions (on house
purchases) because of concerns with
the energy sector.”
For the month of December, total
sales in the city of Calgary were 878,
an 18.2 per cent drop from the 1,073
recorded in December 2014.
The detached (single-family) market
sales in December were 533, down
11.75 per cent from December 2014’s
604, and a 33.3 per cent drop from
November’s 799.
Attached (condo townhouse) sales
were 194 in December, a 21.46 per
cent decline from 247 in December
2014, and down 27.9 per cent from
November’s 269, while (condo)
apartment sales were 151 in December,
a decrease of 31.98 per cent from
December 2014’s 222, and down 22.6
per cent from November’s 195.
“December sales activity was slow
partly because of the holiday season,
but the economy played a major factor,
and not as many people took their
homes off the market, pushing up the
overall inventory,” Lyall says.
“It’s difficult to compare markets year-
to-year because we are so resource
based, but when you look at the five
to 10 year averages for inventory levels
we’re definitely creeping up to what we
saw in 2008,” she adds.

Lyall notes that overall inventory is up
in every market segment compared to
last year, pushing the months’ supply in
December up to where it’s 7.42 months
for the apartment sector, up 93 per cent
over the 3.84 in December 2014; 5.56
for the attached market, up 85.5 per
cent from December 2014’s 3.0; and at
4.01 for the detached market, a 35.3 per
cent rise from December 2014’s 2.97.
“We’re really still pretty segmented
in the markets with the higher priced
homes and condos being most
affected,” she adds. “We’re still balanced
in the detached market, but as we creep
above the four months’ supply we’ll
shift to more of a buyers’ market, which
we’re seeing in the condo markets.
Despite the sluggish sales and
growing inventory there has only been
a slight downward pressure on the
overall benchmark price. The combined
benchmark price was $448,800 in
December, down just 2.3 per cent from
the $459,500 in December 2014.
“A lot of people have been waiting for
prices to fall, but there was a gradual
increase in prices in 2013 to 2014, so the
shift from 2014 to 2015 has also been
gradual,” Lyall says. “We’re not seeing a
huge shift in prices.”
The largest drop in the benchmark
price in December was in the
apartment market, recording $285,500
down 4.96 per cent from December
2014’s $300,400.
The attached homes benchmark
price was $351,400 in December
down 1.35 per cent from December
2014’s $356,200, while the detached
benchmark price was $508,700 in
December down 1.91 per cent from
December 2014’s $518,600.

Federal Finance Minister Bill
Morneau in December announced
changes to the rules for government-
backed mortgage insurance, intended
to contain risks in the housing market,
reduce taxpayer exposure and
support long-term stability.
E� ective Feb. 15, the minimum
down payment for new insured
mortgages will increase from fi ve
to 10 per cent for the portion of
the house price above $500,000.
The fi ve-per-cent minimum down
payment for properties up to
$500,000 remains unchanged.
What does this mean for fi rst-time
homebuyers?
Buying a house for less than $500,000?
» The new down payment
requirement will not a� ect you
Buying for between $500,000 and $1 million? You have four choices:
» Buy before Feb. 15 to avoid the new
requirement, to still be able to put
down fi ve per cent
» Delay your purchase until you’ve
saved the additional funds for the
new, higher down payment
» Somehow come up with the
additional funds now, say, with help
of the Bank of Mom and Dad, or
» Buy a home that is priced at less
than $500,000. Depending on the
market you’re in, that could mean
you’d then be looking at condo,
instead of a lowrise home
For example, if you’re buying a
property for $800,000, you would
need to make a down payment of
fi ve per cent on the fi rst $500,000

Tal says Calgary will be hit hardest,
due to the large share of high-ratio
mortgages. In this city, the new
measures are estimated to impact
about 10 per cent of new sales, while
in Toronto the fi gure is fi ve per cent;
in Vancouver, just 2.5 per cent.
Spike in homebuying activity
Toronto-based Mortgage broker and
wealth planner Calum Ross expects
the new rules to cause a spike in
activity before the deadline.
“Unexpected changes to the market
that make access to capital more
di¢ cult historically have had a signifi cant
short-term impact, followed by an
adjustment,” he told New Home Guide.
