Developing a Successful Estate PlanBy Steve Siskin

Estate planning means much more than simply drawing up a will. It means establishing an integrated plan designed to safeguard your estate, future generations and those you love. It also means knowing your assets will be properly managed and your legacy preserved.

An effective estate plan should be comprehensive, so it’s important to consider your overall financial objectives and develop your plan with professional assistance. These professionals, at a minimum, should consist of an estate planning attorney and a financial advisor and may also involve others such as your CPA or an appraiser. Most important, don’t put off estate planning. It is never too early to start a plan that is designed to preserve, protect and transfer wealth to those individuals and organizations you care about most.

The following points provide more insight into estate planning strategies and how to help ensure that you create and maintain a successful plan.

An effective estate plan should be

comprehensive, so it’s important to consider your overall financial objectives and develop your plan with professional assistance.

You have worked long and hard to build your estate. To ensure that your wishes will be carried out, your wealth protected, and your legacy preserved, there are five key elements to a successful estate plan, including

Take the first step: Commit to creating an estate plan

Take the second step: Complete all components of your estate plan

Take the third step: Appoint an appropriate fiduciary to oversee your plan.

Take thefourth step: Update your plan regularly, especially when life, taxes and other events.

Take the fifth step: Commu-nicate the plan with appropriate parties.

Complete all components of your estate plan.

It is never too early to begin planning because there are plenty

By Tim Gaspar Insurance is not exactly

known as the most volatile of businesses.

Since we opened our doors in 2008, the homeowners insurance market has been pretty consistent; the cost to replace homes goes up about 4% per year and homeowners insurance pricing goes up right along with it.

What is happening right now though, within the San Fernando Valley, Ventura County and Malibu, is totally unprecedented. The cost of just the Woolsey Fire to insurers is a whopping $2,500,000,000. That’s billion! With a B, like Cardi B!

I’m sure you are thinking, “Sure, but insurance companies collect lots of money and that’s what insurance is for.” Well, that’s true, but not nearly enough money has been collected to pay these losses.

In the case of AIG Private Client Group for instance, their loss ratio is a whopping 900%;that means for every dollar in premium they collect they paid out $9. Even without using the unusually small calculator on your iWatch you can figure out that’s not sustainable.

Part of the reason is the cost to replace homes has far exceeded what was originally calculated. Many homes are actually costing two to three times original replacement cost estimates to rebuild because of a surge in materials prices and lack of skilled contractors. Rebuilding and debris removal permits in these fire areas can take months to approve, even with recent improvements to streamline the process, which drives up claims cost further as people need to

Is My Home Insurer Going to Renew - or Cancel - My Insurance?rent temporary homes longer. Even in cases where homes didn’t burn down the cost of cleaning up smoke damage can easily run $10k to $30k per home.

So what does this mean for you and your home insurance? Well, if you live in Ventura, Malibu, Bell Canyon, etc., it could mean a lot. In the most extreme cases we have seen some premiums for high-risk homes go up by as much as five times. Every situation is different but if your neighborhood experienced fire or smoke damage be prepared for either a “non renewal” or a significant price increase.

The best thing to do is to contact your insurance agent to talk about your renewal as soon as possible while there is still time to approach as many carriers as possible. Remember, increasing your deductible can save you quite a bit, even if you just do it

temporarily.So when will things calm

down? Well, they might not. All those rains created some beautiful flowers and greenery, but those plants will be dry by summer time and will serve as fuel for the next fire. Yes, I’m very popular at parties.

English ChannelBy Rodger Sterling

English Channel offers the best of the late editor Rodger Sterling’s columns that ran continuously in local papers

since 1968.

• During a visit to the Woodland Hills Post Office to get another roll of stamps, I overheard a lady ask, “May I please have some pretty ones?” The clerk reached into the drawer, took out 10 stamps imprinted with the American flag, and slid them across the counter. “You can’t get any prettier than that,” he said. I wish I would have gotten the guy’s name for editorial applause herein.

• Ralph and Bob were in the locker room of the country club lamenting the disappearance of their friend, the Professor. “I always admired him because he was such a profound thinker,” said Bob. “That’s true,” replied Ralph. “Last time I saw him he was swimming in the lake and suddenly called out ‘I’m thinking! I’m thinking!’” “You dummy,” roared Bob, “Didn’t you know the Professor lisped?”

• Attorney Dave Smith checks in with this yuk-yuk. What happened when Jack was jilted by a street cleaner’s daughter. Why, he was going to sewer.

• Thought for today: When you’re in too much of a rush, you’re liable to pass more than you catch up with.

• Mike Contino told this one years ago. The little boy was approached by an elderly man saying if the boy continued eating candy he wouldn’t live to be 80 like the old man. To which the boy replied, “My grandfather is 91 and he got that way eating candy and minding his own business.”

• Definition of atheism: A non-prophet organization.

Word on the Street----------------------------------------------------From Kathleen Sterling

Be careful what you wish for!

Opponents at the Promenade 2035 Plan decried the proposed stadium part of the development. But the most salient question of the day came from a resident who asked, “What could be the alternative?”

If the Promenade 2035 plan was not in place, or Westfield had sold the parcel, who knows what would go in. Another block of apartments? Solid high rises with no public green space? A private corporate headquarters? Truth is, Westfield builds quality.

And we have to let them.My best example of this

is that after all the drama and fuss about The Village from homeowner president Gordon Murley, after all his objections to Costco, I caught a picture of him eating a hot dog at their opening.

Not that Gordon didn’t contribute some good ideas to the project - and similarly a series of hearings and meetings has been held in the community by Westfield to get residents’ input.

Multitudinous apartment complexes aside, we have been blessed in Warner Center with good, forward-thinking

development partners. Norm Kravetz, the developer of Trillium, was at the Westfield hearing. His was another project that faced tremendous opposition before it was built.

But we can’t reminisce about the past, and remember the good old days when Warner Center was ranchland with no traffic.

Reality is we have to face the future, and the future needs of a growing suburban-urban community. The Promenade as it once existed is no longer. There is no more Robinson’s, no more Saks Fifth Avenue, no more Bullock’s Wilshire. Ruby’s closed long before the mall did.

Times change, retailers change, and needs change.

What Warner Center needs now, and in the future, are complexes that address changing work habits - creative work space, live-work space, less dependence on cars and more amenities close to home.

The new Promenade will provide all that for its residents and tenants. It will also provide open space, new restaurants and retailers, and yes, an arena for either sporting events or concerts. That is something that has been

discussed as a possibility for the area long before Westfield bought the Promenade. I can think of at least two promoters who came up with plans for a stadium or concert venue in the last 20 years.

Westfield seemed to address most of the concerns - traffic patterns, safety, noise.

The ones they didn’t address - affordable housing, more schools, a Warner Center police station, are all larger concerns that need to be addressed by many entities. They are not specifically Westfield’s issues, though their development will impact those needs.

Something has to be built on that site. I’d rather Westfield do it, and bring some excitement and community engagement to the area - as they did with the Topanga remodel and The Village.

The Charles Stewart Howard Playhouse of Woodland Hills presents “Working the Musical,” based on the best-selling 1974 Studs Terkel book Working: People Talk About What They Do All Day and How They Feel About What They Do.

“Working” paints a vivid portrait of the men and women that the world so often takes for granted: the schoolteacher, the phone operator, the waitress, the millworker, the mason and the housewife, just to name a few. Nominated for six Tony Awards, this classic has been updated for a modern age, featuring new songs by Tony Award-winning Lin-Manuel Miranda, as well as favorites by Stephen Schwartz, Craig Carnelia and James Taylor.

Directed by the CSHP’s Artistic Director, Marshelle Giggles-Mills, this production boasts a talented cast of actors and singers including Amanda Perry, Aris Kakkis, Carlos Gomez Jr., David Beraru, Dena Navarroli, Devin Johnson, Enrique Quintero, Giane Morris, Hedley VanKuch, James Schueller, Lynette Smith, Mackayla Hill and Quinlynn Mainwaring. Larry Collica returns as Musical Director for his seventh production with the CSH Playhouse. Suzanne Ryan, the CSHP’s founder, once again serves as the show’s producer.

Gets “Working” on Stage

By Theda ReichmanAward winning actor/

director Clint Eastwood first entered the scene on May 31,1930 in California. He’s still going strong and at age 88 he completed his 90th film “The Mule” now available on DVD and Blu-ray.

This past weekend I spent a lot of time with Clint. First I watched him in “The Mule” on DVD in order to review it for this week’s column. On the following day I saw him in “El Torino” on TV. Both films were written by Nick Schenk and in each case Eastwood plays a feisty, rather cantankerous old man who has problems connecting with his family.

“The Mule” is based on an actual drug runner, Leo Sharp, whose story was first told by Sam Dolnick in the New York Times. In the film Sharp’s name has been changed to Earl Stone.

Clint Eastwood stars in “The Mule,” now on DVD.

Fun and Friendship on the Fairway at Calabasas Country Club

Calabasas Country Club’s women’s golf team.

One’s a former LAPD Captain. One is a hairstylist. One’s a former recreation director. And one’s legally blind.

What do they have in common? They’re all women golfers at Calabasas Country Club, gearing up for the club’s “Lady Calabash” tournament on June 4, 5 and 6.

One third of the club’s members are women, and the golf team plays other clubs at home in Calabasas and on other courses. This year, they’ve won every match.

Co-captain Sharon Carr says they love it because it’s great exercise, fun and social. The women play together three to four days a week, on what they call “the best private course in the valley,” designed by Trent Jones Sr.

Teammates Sharyn Buck and Julie Milton agree. Milton told Valley News Group, “It enriches our lives so much. We’ve got great camaraderie and lots of laughs on the course.”

Buck says they all took up golf for different reasons. Carr says she got tired of bowling. Buck met her husband who played

golf, and Milton played once with a friend and was hooked.

“It’s a great sport and great exercise,” said Buck. “The

three of us actually walk the

course and carry our clubs

during the four-hour

round.”Milton

laughed, “Then we hang out

afterwards and talk

golf during happy hour.”

T h e teammates said they w e r e looking for other players and teams for the Lady Calabash tournament, but also for other women golfers to join them at the club.

“We do a lot to encourage women players - we want more women to join us,” said Carr.

To that end, the club offers a Ladies Mixer for female members and their spouses, where they’re invited to learn about “Ladies on

the Link.” “We have great instructors,”

added Buck, “and the golf lessons are fun and good.”

Every Tuesday morning is Ladies Day, where women have the course to themselves. (Men have it exclusively on

Wednesday morning). Other times all members are welcome.

There is a members’ tournament for new members,

because, Carr says, “It’s not an easy course.”

But entirely manage-able, as evidenced by Diane Donile, the blind player, and 92-year-old Betty Cusick, who play every Tuesday. “They’re an

inspiration to us all,” said Milton. Many of the women just

don’t play golf for exercise, but use the club’s fitness center as well. They also take outings together to other courses like Ojai Valley Inn - or even Hawaii. “We play...and we play,” said Carr.

Currently Buck is the Club Champion, with six hole-in-ones to her name. She too, however, wants new members to come join them.

The Lady Calabash tournament is a great chance for other female golfers to play the course and see what the club is all about.

The entry fee of $200 per person includes a tee prize gift bag valued at over $100, a $125 per player shopping spree at the concept store with vendors including Nike, Callaway and G/Fore, a fun nine-hole optional golf event on June 4 that includes appetizers and cocktails, food and beverages through the event, a putting and chipping contest, horse race elimination event, para-mutual betting, and a hole-in-one chance to win a new car.

You don’t have to be a member to enter, but do have to have a handicap.

ByJaney M. RifkinAs we go to press, thousands

of students from Los Angeles area colleges have been ordered quarantined at their homes and suspect areas now in schools and business places have been closed to the public due to contamination.

L.A County health officials have stressed the message that if you, adult or child, have not been vaccinated to protect from catching the highly contagious disease of measles - there is a 90% chance

you will come down with the dangerous illness once you are exposed to it.

“Measles is probably the most contagious disease on the planet,” according to the U.S. Centers for Disease Control and Prevention. Now attention has centered on schools, colleges and universities in the greater Los Angeles areas as breeding grounds for contagion, but young adults in California are less likely to be vaccinated than other age groups. Not only is it likely that students living on campus may be quarantined in crowded classrooms and dormitories - which are breeding grounds for contagion - but there is another factor plaguing the schools, especially in California.

People who are now in their early 20’s are classified as part of the Wakefield generation, because they were infants in 1998 when British scientist Andrew Wakefield published a now-discredited paper claiming that vaccines cause autism. Many parents chose to opt out of the vaccination process and as the years progressed,

Health & Wellness Update

Measles Outbreak TargetsCollege-Age Students

more and more people, fearful of the Wakefield theory (although it had been discredited), found methods such as religious beliefs and personal choice and seek out doctors who would provide their signature for approval to allow children to be excluded from the mass vaccine - thus those children are not only susceptible to measles themselves, but can contaminate an entire gathering or area-wide classroom.

Nationwide, an estimated 626 people have come down with measles, and that number has the potential of exploding during such a mass outbreak. That number alone is the second highest number of cases reported since the disease was declared eliminated in the country in 2000, according to the U.S. Centers for Disease and Prevention.

At California universities in the past decade, there have been outbreaks of mumps, meningitis and norovirus. Measles can be extremely dangerous and can be deadly. As with our policy, which is comparable with many other countries, the approach has been to require vaccinations for school. In 2015, the UC system approved a regulation requiring that students be fully vaccinated before enrolling at any campus. However, fewer people are being vaccinated across the U.S.

Dignity Health – Northridge Hospital Medical Center (NHMC) has been recognized by Practice Greenhealth, the nation’s leading organization dedicated to environmental sustainability in health care. NHMC was awarded the Partner for Change Award, which recognizes health care facilities that have implemented a significant number of environmental programs, and continuously improved and expanded upon these programs on the path to sustainability.

Such programs work to eliminate mercury, reduce and recycle waste, source products sustainably, among other efforts. Winning facilities must demonstrate that they are recycling at least 15% of their total waste, have reduced regulated medical waste, are on track to eliminate mercury, and have developed successful sustainability programs in many

areas.“The ecology programs at

Northridge Hospital have been dedicated to environmental stewardship for the past 10 years, as an integral part of the care of our patients and the communities we serve,” says Eduardo Saucedo, NHMC Safety Officer. “Our hospital’s recycling program and our commitment to being an environmentally conscious facility allow us to be a part of the wellness journey that our patients are on, inside and outside of our walls.”

Dignity Health has been focused on sustainability for more than 20 years and is recognized for its efforts to reduce waste and implement pollution prevention programs.

Sue Somberg

Savvy Seniors Co-Founder Passes

Calabasas Savvy Seniors program co-founder Sue Somberg passed away last month after a long illness.

An avid gardener, her obituary said she was, “far more than a gardener of plants. Somberg was a horticulturist of young minds, spending over 35 years in the classroom of second graders, planting, cultivating and tending to these fledgling youth. And for the last decade plus, Sue was landscaper and caretaker of the Calabasas senior center, once an early dream which became Savvy Seniors and then five years ago the completed building to house her inspired, hard-wrought reality.”

Loving Support for Loving Home Hospice

Over 50,000 children die each year in the United States alone. Today, less than one percent of children needing hospice care in the United States receive it.

Loving Home Hospice For Children provides services to families who reside in Los Angeles and Ventura counties. The non-profit organization provides hospice and palliative care through loving support to the residents under the age of 21 and their families during their difficult life challenges. They provide inpatient and home care through a team coordinated by qualified physicians and registered nurses. Nursing care is provided 24 hours a day, seven days a week. Along with spiritual leaders and trained volunteers, this team provides medical, psychological, social, and spiritual care as its core services. The goal is to enable the residents and their families to focus on the joys of their life experiences and the continuity of family life to come.

include the West Valley Warner Center Chamber of Commerce, United Chambers, The Valley Economic Allowance, VICA, Canoga Park Neighborhood Council, Abundant Housing LA, Valley Cultural Center and the Warner Center Association.

Representatives of many of these organizations spoke to the Planning Department panel, calling Westfield a “great community partner.”

Major concerns expressed by opponents to the project included the size and intended use of the arena and its incumbent noise, traffic and parking issues.

Woodland Hills Homeowners Organization president John Walker said that the stadium was “out of scale – taking one third of the project.” Because the stadium use has not yet been determined – sports arena or concert venue – he said it would be “hard to judge the impact.”

Another WHHO concern was the phasing of the project. Walker said the build-out in different phases would allow a developer to build only the profitable residential units without holding to the commitment to build the commercial portion of the project. He asks that the proposal be sent back to the Planning Commission.

Woodland Hills Warner Center Neighborhood Council president Joyce Fletcher also questioned the phasing issues and

its ultimate result. Community residents’

concerns concentrated on noise, traffic, neighborhood parking and increased crime.

Salient points raised from

community members said that with the increase in population and density Warner Center needed its own police station and more schools. The lack of affordable housing was also raised as the 1,400 residential units at Promenade 2035 will be market rate.

Other minor suggestions included saving the bells from the old Robinson’s (later Macy’s),

keeping the trees on site and allowing local schools and clubs use of Promenade Square.

Several organizations asked to be included as users of the site, including the San Fernando Valley Fair, Museum of the San Fernando Valley, and the West Valley Boys & Girls Club.

Some less convincing arguments including returning the parcel to space research a la the old Rocketdyne property, asking that no helicopters or boxing be allowed on site, and that the homeless be given places to live.

Associate Zoning Administrator and Manager of Major Project Section for the Planning Department Charles Rausch, wrapped up the hearing after Westfield addressed some of the issues, saying he wanted a definite plan regarding parking at the stadium and assurance it would not impact adjacent neighborhoods.

He also expressed concerns about the phasing issues, and said he too would address it by requiring the commercial portion of Phase 1 to be built before development of Phase II.

Westfield executives seemed pleased with the hearing, which drew a smaller crowd and fewer opponents than expected.

Green said that Promenade 2035 is Westfield’s future – a green, transit-oriented future where valley residents can stay local and get everything they need right here. “We have a history of working with the community and are going to deliver 100%.”

for a run. He’s given a medium sized cloth bag which is placed in the trunk of his truck. He is told not to open the bag. Upon arrival at the drop off location he should park and leave the keys in his unlocked vehicle. The next day he will find his payment. True to their word he finds an envelope filled with a substantial amount of cash.

He was hired by the drug cartel because they felt no one would suspect an old white guy of running drugs. They were right and all goes well and according to plan. After his first delivery Earl has enough money to pay off his debts, buy a new truck and pay for Ginny’s wedding.

This gesture doesn’t repair the rupture in his relationship with his only child, Iris ( played by Eastwood’s actual daughter Alison.) It does go slightly better with his ex-wife Mary (Dianne Wiest) who still seems to care about him despite their past.

Earl continues working for the drug cartel headed by an amiable Andy Garcia (“Ocean’s Eleven,” “The Godfather Part III”). He’s happy to earn all the extra cash, which he often uses to help others like his granddaughter and the local VFW community center which is in need of $25,000 in order to stay open.

Earl is pleased with this new found opportunity and the cartel is equally happy with his ability to go unnoticed. Soon he is asked to carry out more extensive deliveries.

It’s fun to watch Clint carry out his duties. He obviously enjoys the job and the money and cheerfully sings along with his radio as he drives to his drop off destinations.

Thanks to an informer DEA agents Colin Bates (Bradley Cooper) and Laurence Fishburne successfully crack down on many drug smugglers. However the informant is unable to identify the most successful mule, due to a code name given to Earl by the cartel.

At one point in the story an innocent Latino man in a black truck is pulled over by DEA agents who suspect he may be the elusive mule with the code name “Tata.” This is why Earl was hired in the first place. Who would suspect an 80-year-old white man to be a cartel mule?

“The Mule,” from Warner Bros., has a running time of 116 minutes. Rated R for language throughout and brief sexuality and nudity.

The DVD and Blu-ray version of “The Mule” have a featurette entitled “Nobody Runs Forever: The Making of The Mule.” The Blu-ray Combo Pack also has a feature entitled Toby Keith “Don’t Let the Old Man In” Music Video.
