It appears to be to the ~dv~ntage of both the State and the Navy tp exchange lands so that the Gunnery Ranges can be consolidated in Federal ownership, and the State can acquire land of equ~l value that is a~cessible, has utility, and hat potential to appreciate in order to enhance the school ~and asset.

The Environmental Setting

The Chocolate Mountains A~riat Gunnery Range includes an area -~pproxin1ately 50 mile~ long anq 15 miles w.ide., totaling over 400,000 acres. iq Impe~ial County. It lies between the Salton ~ea on the wes!: and the Golorad·o Riy~r on the east. The main topographi¢ features are t~e b~rreh, rugg~d Chocolate Mountain·s 3rto the associated alluvial slopes to the east and west.

The Mojave "B" Ranges ar~ ass·ociated with the Randsburg Wash Te~t Facility and total approxima~~~Y 315,000 acres in northwestern San Bernardino County, 25 n:iiles east og Ridgecrest and 30 miles north ot Barstow. The setting is typical high desert mountains and dry alluvial valleys •

Both the Chocolate Mountains and Mojave "B" ,Ranges have been used for weapo~s testing and military training pµ~poses for over 37 years. There are nb plans to terminate, these uses in the foreseeable future. Environmental Assessments for continued weapons testing and training have been prepared and submitted to the UnitE'd States Bureau of Land Manage­ment as required by Pµblic Law 94_5·79 (-Federal Land Policy and Management Act of 1976 -- BLM No. CA 978). A finding of no significant impact for :continued U$e at the Mojave "B" Ranges was published iri the Federal Register ~n October 29, 1979. Studie$ to supplement the Environmental Assessment for Chocolate Mountains are currently under way; however, it is not anticipated that there will be any curtailment of the Navy's exclusive use of the area.

The State school lands scattered within the ranges are predominantly full 640-acre sections. There was no know~ use or occupancy of any of the State lands prior to military and naval occupancy beginning in World War II, There are no knr~n springs or water holes qn any of these parcels, and although mineral and cultural resources are believed to exist in the general area, no specific values have been identified as occurring on the State-owned tracts. National security and safety precautions have prevented detailed on-the-ground examination of the State lands •

An ~~ittpl Study was circulated, but no adverse comment~ were rec~ived concerning the proposed land exchange. The circulation of the Inittal Study w~s ~lso inte~ded to satisfy the requirements of PRC 6373 as· to a General Plan of use prior to disposition of lands. None of the State lands to be convey~d have been nominated as possessing significant environmental valu~s as provided for in P.R.C. Section 6370. A Negative Declaration (SCH Number 80080612) was circula~ed and no adverse comments were received.

The Navy land that the State would acq1.1i:re in exchange is a portion of a 64~-acre tract that hpuses the Coron, Laboratories of the Nava1 Weapons Cent~r. The Navy ha~ offered a 65.5-acre unimproved oortion of the tract whi:ch -t.s loGat.e~i' at Norco, Riv~rside county, ab_out 45 mile~ east of Los Angeles, just north of Corona.

The exch~nge parcel is in ·the west-central area of the City of Nor~9. Th~~ is a :fairly ·new City,. having be.~ri incor­porated in 1964. Th~ area within the gt.ty ha~ been sub~tant­ially dev~loped as ~ suburban c9mm~p.i~y composed of ,small acreage ·ra:pchet tes ~ ;jtnce i:-ncorporatiop., several subdivisions, typically comprising 20,000-sqµare-foot lots, have been developed to the south and wes[t of the exchange parcel. Highest and best use for appra',i.sal purposes is considered to be an extension of similar single-family development into the exchange parcel. The· parcel is level to gently sloping, and future access could b~ developed via an extension of Western Avenue and ·a lateral connection· to Mountain Avenue.

Four Federal condemn~tidn actions have been filed which include 1,120 acres of lands in which the State nas retained a 1/16 mineral interest in the Chocolate Mountains (US v. 13,812.13 acres, Civil No. 79-0245-N-MF-026; US v:-.8,476.60 acres, Civil No. 79-0924-N-MF-027; US v. 13,874.~ acres, Civil No. 79-0952-N-MF-028 and US v:-15,457.:91 acres, Ctvll No. 80-0885-N-MF-029). An additIOnal condemnation action is expected to be filed prior to September 30, 1980, covering the State's 14,915.4 acres of fee owned lands if the proposed Exchange Agreewent is not consummated.
