Keynote Speaker Bill Roth
Bill Roth is a clean tech pioneer who led the team that launched the first hydrogen fueled Prius.He also led the team that developed one of our nation’s first utility scale, non-thermal solar power plants. Bill is a featured contributor to Triple Pundit and Latin Business Today on topics tied to how technology is reshaping our country, communities, businesses, environment and lives. For his CalACT presentation, he has drawn from his national business network to conduct original research with technologists, vehicle manufacturers like Ford and General Motors and with mobility as a service companies. Bill is a professional economist. During his business career, he served as a senior officer for PG&E, Texaco Ovonics and Cleantech America. He has also served as board chairperson for numerous civic and charitable organizations. He and his wife live in San Diego and their two millennial generation children live in the San Francisco Bay Area where they work in technology and finance.

10:00 a.m. Preparing Your TAM Plan This session will focus on understanding the FTA requirements for State of Good
Repair through proper Transit Asset Management (TAM) planning. You will learn
about the impacts TAM has on various areas of your transit system including
maintenance, procurement, and finance. By developing strong maintenance
plans, performance measures and planning tools your system will reduce vehicle
downtime, increase productivity and lower costs. The session will help you
organize, develop and implement a Transit Asset Management Plan meeting
FTA requirements while also improving your service delivery

1:00 p.m. OMB’s Super Circular: What This New Guidance Means for FTA
Grantees The Office of Management and Budget (OMB) released new guidance on
Administrative Requirements, Cost Principles, and Audit Requirements for
Federal Awards, a/k/a “Super Circular” in December 2013. This guidance has
substantial impact on all Federal grant recipients, including entities that receive
Section 5311 and Section 5310 financial assistance. As we await specific
guidance from FTA on these new requirements, this session will provide insight
into how they impact grantees. This session will provide detailed information on
how the new rules change existing FTA guidance in multiple areas, including
internal controls, conflicts of interest, cost documentation, cost and price
analysis, purchasing, indirect costs, and audit.

This compliance review/training session will cover the requirements that
must be followed in order to be compliant with the USDOT-FTA drug and
alcohol regulations. Topic areas that will be covered include: policy
development and compliance; testing categories; testing procedures;
vendor oversight; employee/supervisor training; and record keeping
among others. The transit system representatives who attend will also
receive individualized oversight of their unique procedures and drug &
alcohol testing records.
Prior to the session, each attendee must complete the "Desk Survey". The
attendee must bring this completed Desk Survey with them to the review
session. The data and information from this Desk Survey will be utilized
during the session to review the individual testing requirements of each
transit agency.

feedback, and collaboration. We can increase engagement (and retention) with

The Future is Now: “Booking Paratransit Trips Online”

During this presentation, speakers will share the comprehensive process designed to
implement the new OCACCESS Online service. In order for the Orange County
Transportation Authority ADA Paratransit to offer web based trip reservations and
payment we have developed a new tool for booking trips: OCACCESS Online. The
system is in its final testing phase. Currently, we have more than 500 unique users and
14,000 trips have been booked and completed. Customers that have used the new
system say it is easy, convenient, and saves time once you learn how to use it. This
new online system gives our customers another option to book or cancel their ACCESS
rides from anywhere using their computer, smartphone, or tablet.
This innovative presentation will benefit all paratransit providers and their users.

Opening the Door to Multimodal Applications and Interoperable Data

GTFS has enabled interoperability between agencies and trip planning applications. But
what about all the other technology that transit providers utilize — signage, real-time,
scheduling, passenger counting, etc.? This describes how to break technology systems
into modular components in order to procure best of breed systems, and connect
systems from different vendors together.
Greater sophistication and interoperability of multimodal transit data can create
increased ridership for transit agencies and better planning tools. Improvements in
multimodal transit data can also enable greater collaboration between the public and
private sectors.
This session brings together various vendors to explore how to create a modular and
interoperable "transit stack" where various systems work together as an integrated
whole. The panel also includes planners who use data from onboard and other systems
to make better decisions.
The session will cover: How to diagram IT architecture and identify the data formats and requirements to
connect various systems together How trip planning, real-time information, signage, and fare systems can and
should work together, both from the agency perspective and rider perspective. What planners need to use data used in trip planners, historical real-time data,
and fare systems to support informed decisions.

Embracing Your Title VI Program

This interactive workshop will be useful for transit providers (or human service agencies
providing specialized transit programs) in developing or updating their agency’s Title VI Program
and in implementing their program. Beyond describing federal requirements and how to meet
them, this workshop will provide tools to assist in ensuring your Title VI Program becomes a part
of your agency’s routine operations. We will examine particular issues in depth, such as the
Equity Analysis for fare or service changes and limited English proficient population outreach.

Getting the Most Out of Your Pre & Post Delivery Audit Requirements

The Federal Transit Association (FTA) requires that transit agencies using FTA funding
to purchase transit vehicles conduct a pre-award and post-delivery audit. A brief
discussion on the pre-award requirements with the session focusing on the post-
delivery requirement including your vehicle purchases from the MBTA/CALACT
Purchasing Cooperative. What is required and the resources available to you to
complete the audit, including the final inspection of the bus and the records you will
need to keep in house.

How Do We Include TNC’s & Live Within the Regulations

This session will cover a model where you can leverage the inclusion of Uber/LYFT,
without getting in trouble with the FTA or State. This involved giving out debit cards that
the passenger can choose how to use them, so he is not directing the method. MBTA
has done something similar as well. Broward County has worked through many of the
issues, and can share a presentation on providing services with TNC’s. . You will also
hear about other TNC projects in the U.S.

The Future of Intercity Bus Services in California Monument Peak-4/25 at 4:30 p.m.
The University of the Pacific and Caltrans is conducting a study on the Intercity Bus
services and routes in California. UOP UOP has drafted an initial issues document
from its review of the dozen priority rural counties and is now working on drafting a
similar document for the statewide and federal policies and plans. These two areas of
work are closely coordinated and identifying priority issues that will need to be
addressed in the updated State CIBS plan.
Our team has completed a draft summary document outlining the central components
of 5311(f) funding for eight states: Colorado, Mississippi, North Dakota, Oregon,
Pennsylvania, Tennessee, Washington and Wyoming. Using those states as guides,
our team is currently developing initial draft funding evaluation criteria to guide
development of future 5311(f) funding metrics in California. We hope you attend the
session to review the draft plan and provide comments on the plan.

Stopping Human Trafficking on Your Buses

Human Trafficking is a billion dollar industry involving multiple layers of criminal activity
and the loss of innocence for thousands of people in the United States each year.
California ranks in the top four states for human trafficking activity. Most people do not
understand the complexity or how rampant the problem is and that public transportation
resources are being used daily to carry out these crimes against human beings.
This session will explain what comprises human trafficking and how leaders in public
transportation are addressing this growing epidemic with safe solutions, training,
advertising and social media.

When Procurements Go “South”. How to Prevent or Recover from
Procurements Problems

not operate quite as smoothly as we present in conference workshops: other priorities
get in the way, review processes take longer than anticipated, approvals are delayed.

how you can avoid or resolve them to reach a successful contract award.

Shared Use Mobility Programs

Several forms of shared-use mobility programs will be discussed in this CalACT session and have been briefly defined below. Carsharing allows people to rent cars on a short-term (hourly or daily), as-needed basis, paying only for the time they use the car and the mileage they drive. The operators of the car-sharing program provide vehicle maintenance, repair, and insurance.
Shared-use vehicles allow individuals to gain the benefits of using a private car without the costs and responsibilities of owning a car. Members of a shared-use vehicle or car sharing program pick-up and return vehicles at shared use lots that are scattered throughout a particular region or concentrated at a transit station, activity or employment center. Typically, a member makes a reservation in advance, lets him or herself into the vehicle with a personal card or key, and drives away. When the person is done using the car, she returns the car to its home parking space, locks it, and leaves it for the next car sharer.
This particular CalACT session will be examining the various way, which these mobility
options can be incorporated by public transit agencies and city run transportation
programs to the benefit of their passengers and constituents. As the diversity of the
speaking panel below suggests, this session will be examining the deployment of car
sharing programs and other shared use mobility options with a kaleidoscopic lens and a
plurality of perspectives. During this session, the panelists will be discussing the
various forms of shared-use mobility and the methodologies and stratagems that have
guided the deployment of these kinds of programs to provide transportation options for
seniors, individuals with disabilities, and individuals who are economically insolvent.
The last demographic mentioned will be of special interest during this session.

Transit & The Future of Autonomous Vehicles

technology offers an innovative new approach to helping travelers get to transit stations,

Designing Customer-focused Coordinated Demand Response Transportation Services in San Luis Obispo County Alpine Ballroom a--4/26 at 11:15 a.m.
In 2015, Ride-On Transportation (Ride-On) and San Luis Obispo Regional Transit Authority
(RTA) were awarded a Federal Transit Administration (FTA) Mobility Services for All Americans
(MSAA) research grant to design a replicable and scalable Transportation Management
Coordination Center (TMCC). Through the use of technology and partnerships with multiple
stakeholders, the TMCC’s focus is to provide customers with access to real-time information
and services through the coordination of the community’s demand response transportation
providers. To learn more, attend this session to better understand the MSAA process to date,
current coordination efforts, and to share any experience with the SLO County MSAA team.
