San Mateo: Former manager accused of embezzling $2.8 millionfrom home owners group

SAN MATEO The former manager of a large condominium associationsuspected of embezzling about $2.8 million from the group was arrestedand formally charged with multiple felonies, according to the San Mateo
County District Attorney's Office.
Susan Lambert, 64, was arrested Wednesday following a lengthyinvestigation that began after she was terminated from the WoodlakeHomeowners Association late in 2013, according to prosecutors. Lambert,who pleaded not guilty to all charges during her first court appearanceWednesday, is next scheduled to appear in court on Oct. 20 for apreliminary hearing...Continued.

Duncan Sprague died peacefully on the morning ofSeptember 23, 2015, at the age of 87. Duncan lost hisbout with Alzheimer's which took his mobility,strength, humor and finally his mind but not his love ofhis wife of 62 years, Ann.
Duncan was born the fourth of five children on January 5, 1928, in SanBernardino, CA. He lived and was raised by his maternal grandmother upuntil high school. He served in the Navy during World War II and later inNavel Intelligence. After the Navy, he attended University of Redlandswhere he graduated with a Masters. He also met his future wife, AnnWorley, whom he married on August 15, 1953. After their honeymoon atTamarack, they moved to Monterey, CA where he was employed byMonterey Peninsula College as Director of Student Activities. He alsotaught public speaking and presentation at the Naval Post GraduateSchool.
During the summers, Duncan would go to school at UOP obtaining aDoctorate in Education. Duncan moved with his family to Lodi in 1966taking a job as Executive Director of the California Teachers Association(CTA). He worked for CTA not only as an Executive Director but as anadvocate for special education. He worked with Congress to help writethe national legislation for the education of special needs children. InCalifornia he spoke as CTA's expert on special education at the StateLegislature. After CTA, Duncan started Sprague Associates writing anewsletter and resource book on special education. His business thrivedfor many years until the Internet took off and this information could beobtained more easily. He retired from Sprague Associated and became acommercial real estate agent first with Moss and Craig, and thenPrudential Aladdin Real Estate.
Duncan retired permanently when his wife retired from the San JoaquinCounty Office of Education. They enjoyed traveling including cruises inEurope, through the Panama Canal, Mexico, and the Caribbean. Theyalso explored Alaska on a paddle wheeler, Hawaii and many other areasin the United States. They enjoyed going out to lunch every day atseveral of the local restaurants where Duncan would tell the latest storiesand jokes he heard.
Duncan is survived by his wife, Ann; daughter, Liz Franco; son, JohnSprague from Washington DC; granddaughter, Landriel Trotter; greatgrandsons, Jordan Trotter, 16, and Calvin Trotter, 13; and many wonderfulfriends.
A Celebration of Life will be held at Bear Creek Community Church on
October 5, 2015 at 1:00 pm. In lieu of flowers, donations can be made tothe Alzheimer's Society.

Here's the latest from Sacramento:
As we expected, Governor Brown has signedAB 349 into law and it has already takeneffect. It promotes installation of artificial turfand prohibits associations form requiring its
removal once the declared drought ends.
By a show of hands how many of you are in favor of artificial turf overdrought resistant shrubs and vegetation?
AB 786 also deals with artificial turf and after being reworded by CLACand legislative staff four times in the last days of session, it preserves theright of associations to enforce watering rules against members who failto water even though they use a recycled irrigation watersource ....Continued.
