The MMA motto means you should consider how your actions may affect the Corps of Cadets. The goal is for you to be part of a Cadet Corps that works together to do what is right all the time, even when there is no one looking. It will sometimes take courage to do what is right, but the Cadet leadership and the MMA staff will assist you. MMA is a school with strong military traditions and customs. We use military time for all events and you will learn to use and understand military words. You will begin to see changes in your ability to think clearly and act quickly. This will not happen over a weekend. Rather it will be an ongoing process throughout your time at MMA. Much of you success depends on your attitude and your effort. Please be punctual for each class or event, be respectful, wear your uniform correctly, and follow the instructions of senior Cadets, Cadet Advisors (CA), faculty, and staff.

Section 1 - New Cadet Orientation and Training

1. During the first weeks at MMA, cadets learn about Academy customs and traditions, the honor system, cadet regulations, military drill, and other subjects to help them become successful cadets.

2. Each cadet continues “New Cadet” status until he/she completes all required “New

Cadet Testing,” various written, verbal, and performance examinations. New Cadet Testing is supervised by the Commandant Staff, assisted by various Battalion Staff members.

3. New Cadet Training emphasizes courtesy, self-control, and prompt response to proper authority.

4. MMA’s focus is preparation for college and career. New Cadet Training must not detract from that goal.

5. New Cadets, like all cadets, are to be treated with respect. They are to be addressed as “New Cadet ______.” No derogatory or demeaning forms of address are acceptable.

New Cadets Are Expected To: 1. Address cadet officers and NCOs as “Sir” or “Ma’am,” and other older cadets who are

not officers or NCOs as “Mister” or “Miss” as appropriate.

2. Stand at attention when addressed by Cadet Advisors or Student Leaders or when they enter the cadet’s room.

3. Memorize designated “Cadet Knowledge”.

4. Maintain their rooms in inspection ready standards at all times.

5. Sit at attention in the dining hall and demonstrate proper table manners.

6. Stay out of (do not use/ frequent) cadet company day room/ lounge.

New Cadets Will Not: 1. Take leave or town pass

2. Perform menial or humiliating tasks for other cadets – shining shoes, washing webbing,

cleaning rooms, serve food or drinks, etc.

3. Be required to execute any correctional exercise other than the maximum two-count pushups, 20 arm rotations, or up to three minutes of arm extensions

4. Wear battalion crests, black name tag, cadet epaulets, or cadet leather belt until earned

or awarded

Page 5: CADET HANDBOOK - Massanutten Military Academy

5. Wear make-up or jewelry Section 2 - Administration of the Corps of Cadets

1. MMA uses a military-styled structure and traditions to conduct all aspects of cadet life.

Company formations and dorm duties provide primary contexts in which cadets share responsibilities and develop leadership skills and lasting friendships.

2. The Head of School (HOS) is ultimately responsible for all Academy staff, programs, and

operations.

3. The Commandant Staff is responsible for the supervision and implementation of the reward and disciplinary systems, leadership training, and residential (dorm) life programs. The Commandant, Deputy Commandant, and Supervisory Cadet Advisor (CAS) train and assign the staff of Cadet Advisors (CA) to serve and counselors, mentors and positive role models to cadets campus-wide.

4. The Corps of Cadets is organized as a battalion with five companies (A-E) which are further divided into platoons and squads. Cadets are assigned ranks and duties based on demonstrated leadership, disciplinary, academic, and athletic performance.

5. The Battalion Commander, a Cadet Lieutenant Colonel, is the highest ranking cadet officer. Each company is commanded by a Cadet Captain who is responsible for compliance with regulations and orders; behavior in the dorms, formations, assemblies and mess hall; standards of personal appearance; and training to ensure proper performance of duty. Lieutenants and noncommissioned officers (NCOs) serving as platoon and squad leaders are similarly responsible for their respective units.

6. Cadet leaders may give orders to cadets in their units who are subordinate in military

rank. In common areas, on and off of campus, all cadets are responsible for ensuring that Academy rules and regulations are followed.

Army JROTC The Army JROTC Senior Army Instructor (SAI) is responsible for the Cadet Corps’ military training. The SAI has additional Army Instructor(s) (IA) to conduct classroom and field exercise military training. The JROTC Staff work with the Commandant Staff to help maintain military standards and good order and discipline in all aspects of cadet life. All MMA Cadets wear a military uniform, but the JROTC program is for 9th through 12th grades.

Section 3 - Leadership and Responsibility

You will learn the meaning of LEADERSHIP and RESPONSIBILITY. These valuable lessons are taught using proven methods and historic quotes by senior military officers such as Major General John M. Schofield during his address to the West Point Corps of Cadets in 1879.

SCHOFIELD’S DEFINITION OF DISCIPLINE

The discipline which makes the soldiers of a free country reliable in battle is not to be gained by harsh or tyrannical treatment. On the contrary, such treatment is far more likely to destroy than to make an army. It is possible to impart instruction and to give commands in such a manner and such a tone of voice to inspire in the soldier no feeling but an intense desire to obey, while the opposite manner and tone of voice cannot fail to excite strong resentment and a desire to disobey. The one mode or the other of dealing with subordinates springs from a corresponding spirit in the breast of the commander. He who feels the respect which is due to others cannot fail to inspire in them regard for himself, while he who feels, and hence manifests, disrespect toward others, especially his inferiors, cannot fail to inspire hatred against himself.

Major General John M. Schofield

Address to the United States Corps of Cadets

General Schofield knew that his rank gave him the right to give orders to junior officers and subordinates, but there was no need to be harsh, disrespectful, or abusive to get a good soldier to follow orders. A good cadet, like a good soldier, follows orders willingly because he/she knows and trusts the superior officers. The Cadet Leaders, senior military officers, and MMA Staff will treat you with respect and issue orders that are consistent, fair, and reasonable.

Section 4 - Cadet Chain of Command 1. Cadet leaders are responsible for their assigned duties and for training, motivating, and

supervising their direct subordinates. Below is the Cadet Chain of Command. Leader Subordinates he/she directly supervises Battalion Commander (BC)

Executive Officer (XO) Company Commanders

Platoon Leaders (PL) Squad Leaders (SL)

2. Cadets must follow orders from leaders in their chain of command. The chain of command from bottom to top is Squad Leader, Platoon Leader, Company Commander, and Battalion Commander.

Section 6 - Responsibilities of Officers and Noncommissioned Officers (NCOs)

1. Cadet Officers’ and NCOs’ duties and responsibilities are detailed in Cadet Leader Guide.

2. No cadet private, regardless of grade level, has authority to give orders to any cadet, except within the scope of authority when assigned as a guard or Charge of Quarters.

3. All cadets must obey and respect the Charge of Quarters acting in the performance of

his/her duty.

4. Only the Company 1SG, XO, or Commander are authorized to give orders to the Charge of Quarters.

Section 7 - Rank and Promotions

1. Attaining rank in the Cadet Corps is an honor, a significant responsibility, and an opportunity to serve others through a position of authority. Cadet leaders must set high standards of conduct and integrity. They must understand the underlying reasons for specific rules and regulations, the procedures’ purposes. In this manner, they learn to

Page 8: CADET HANDBOOK - Massanutten Military Academy

8

Massanutten Military Academy Cadet Handbook 2013 - 2014

lead—to adapt effectively to people and circumstances as they fulfill duties, model excellence, support fellow cadets, and build teamwork.

2. The Promotion System is designed to develop all cadets into leaders. Cadets are promoted to higher positions of rank and responsibility based on their performance in all areas of cadet life – duty assignments, dormitory, JROTC classes, athletics, promotion board appearances, and service to MMA. Leaders must be in good academic standing. Records of achievement from previous schools can also be considered.

3. Candidates appear before a promotion board comprised of the Commandant, the Dean

of Academics, and other school leaders. The cadet chain of command submits recommendations for promotion through the Commandant.

4. Rank is earned based on demonstrated maturity, discipline, leadership ability, and potential for advancement. Once awarded rank, the cadet retains that rank unless demoted for cause. The Head of School alone may award or remove rank.

5. Middle School cadets may be promoted to the rank of Private Second Class, Private First Class, and Corporal. Rank may be carried forward to upper school.

6. Officer/NCO rank criteria: Meets all academic and behavior standards as established by

the Commandant, the Dean of Academics, and the Head of School.

7. Cadets transferring from other military schools or recognized military training programs may be considered for promotion after completing New Cadet Training and other requirements.

Section 8 - Reduction in Rank

1. A cadet may be reduced in rank for cause as recommended by the Commandant, and/or the Dean of Academics through review procedures approved by the Head of School. In general, rank reduction results from excess demerits or tours, neglect of duty, inefficient or ineffective performance of duties, failure or unwillingness to lead subordinates properly, or unacceptable academic performance.

Section 9 - Cadre Training

1. During the Summer Leadership Program, cadets selected for rank for the upcoming school year may return to MMA for Cadre Training, during which they prepare for duties required of their prospective ranks and positions. Rank assignments are confirmed or altered based upon cadet performance during Cadre Training.

2. Topics addressed during Cadre Training:

a. Rank position duties and responsibilities b. Drill and Ceremonies c. Cadet Handbook d. Honor Code e. Personal and subordinate leadership development

Section 10 - Day (Student) Cadets

1. Day cadets, as integral members of the Corps, participate in all cadet activities during the school day and in all special – drills, parades, sports, assemblies, tours, and community service.

2. Day cadets receive company assignments, and will have a designated dormitory room(s)

for changing into their athletic gear that they must maintain.

3. Day cadets must sign in with the Commandant’s Office by 0745 hours on weekdays. They must remain on campus until all duties are completed. They sign out as above each evening.

4. Day cadets whose parents wish for them to drive to school each day must receive the

authorization to do so from the Commandant and Head of School. The privilege will be revoked for violation of any of the following rules:

a. Vehicle keys must be turned in and picked up at the Commandant’s office daily. b. Cars will be parked in the north parking lot (below the Infirmary). c. Day cadets may not drive around on campus – they must enter and exit directly. d. Day cadets may never allow other cadets to enter their vehicles.

5. Unless required to remain on campus after 1730 for athletic contests or other approved

school-sponsored activities, day cadets are expected to depart the campus before Mess III.

6. Day cadets who return to campus must sign in/out and must comply with all uniform requirements and cadet regulations.

7. Day cadets will not remain on campus for Mess III or overnight without approval from the

Commandant.

Section 11 – MMA Leadership Development Program The MMA Leadership Development Program is comprehensive including the following: 1. JROTC Leadership Training 2. Heroic Imagination Project (HIP) 3. MMA Personal Development Program 4. MMA Mentoring Program Cadet Officers and NCOs are expected to respond to rule violations or misconduct with on-the-spot corrections, approved remedial training, or issuance of a Conduct Report to the company Cadet Advisor (CA).

WORTH’S BATTALION ORDERS But an officer on duty knows no one -- to be partial is to dishonor both himself and the object of his ill-advised favor. What will be thought of him who exacts of his friends that which disgraces him? Look at him who winks at and overlooks offenses in one, which he causes to be punished in another, and contrast him with the inflexible soldier who does his duty faithfully, notwithstanding it occasionally wars with his private feelings. The conduct of one will be venerated and emulated, the other detested as a satire upon soldiership and honor.

Brevet Major William Jenkins Worth The Latin “root” of the word “discipline” is “to teach” with “Discipulus” being a pupil or

disciple. The MMA Mentoring/Disciplinary Program embraces the true meaning of

“discipline” in all matters of cadet behavior.

We believe that the consequences of one’s actions should be directly tied to the nature and

intent of the act with equal consideration to the individual involved. Another way of saying

this is that the punishment must not only fit the crime, but it must also fit the person.

MMA and many other boarding schools have historically operated within a rigid disciplinary

system, where specific offenses were itemized along with a prescription of consequences,

usually in the form of demerits, tours, and/or restrictions.

MMA’s mentoring and disciplinary system is closely aligned with the Heroic Imagination

Project (HIP) and other component programs to form our overall MMA Leadership Program.

We believe that making good choices begins with understanding the possible outcomes of

choices. The matrix above is intended as a visual explanation of how behavior is managed

and dealt with at MMA. Our primary goal is to educate and mentor individuals toward good

choices and self-management. A more complete explanation of these efforts can be found

within our formal mentoring document. This specific document is intended to create a clear

understanding of how infractions will be dealt with.

Page 12: CADET HANDBOOK - Massanutten Military Academy

12

Massanutten Military Academy Cadet Handbook 2013 - 2014

The horizontal axis is a “frequency” indicator. The vertical axis is a “severity” indicator. In this

manner we can plot behavior and adjust our efforts accordingly. Should either the frequency

or severity of an infraction fall into the remote parameters of the matrix, a suspension,

dismissal, or involvement with law enforcement may result.

Orientation, Teaching, and Coaching – This primarily targets first-year cadets. The

intention is to teach, not only the “what” but the “why”.

Mentoring, Guiding, Counseling - Mentoring and Guiding would generally be conducted

by both cadet leaders and adults. Counseling would be conducted by adults and may

include a formal appearance before our Disciplinary Review Board.

Suspension – Repeated acts of disrespect to others and/or non-compliance with MMA rules

and regulations may result in suspension.

Dismissal – Any action that endangers or intentionally harms individuals on campus. This

includes bringing drugs, drug paraphernalia, alcohol, and/or weapons onto campus. This

also includes acts of bullying, intimidation, or violence against anyone on campus. This may

also include continuing failure to comply with MMA rules and regulations, and violations of

the Cadet Honor Code.

Law Enforcement Authorities – Any action that is believed to be in violation of Federal or

State Law may be reported to law enforcement authorities. This may include actions relating

to sexual misconduct, drugs, weapons, acts of violence, or conspiracies to commit crimes.

Section 12 - Cadet Conduct Reports

1. The Conduct Report is designed to document information about cadets’ behavior. This

form is used to recognize outstanding and noteworthy behavior as well as misconduct.

2. When possible, minor infractions and incidents should be handled on-the-spot, without

unnecessary confrontation or emotional escalation.

3. Faculty members are encouraged to manage behavior within the classroom in

accordance with MMA culture and guidelines. Where necessary, teachers may involve

both the Academic Dean and the Commandant by means of a CCR and/or Incident

Report.

4. Incidents outside the academic building and dormitories go directly to the Commandant.

Page 13: CADET HANDBOOK - Massanutten Military Academy

13

Massanutten Military Academy Cadet Handbook 2013 - 2014

5. Cadet Leaders may write Conduct Reports to submit to the Commandant’s office.

6. Faculty and Staff may submit Conduct Reports to the Commandant involving any cadet.

7. Cadet Officers and NCOs are authorized to write Conduct Reports only for cadet

subordinates in their own chain of command, but a Company Commander may write a

report on any cadet. The Battalion Commander, BXO, and CSM, as well as the Officer

and Sergeant of the Guard, may also write a report on any cadet throughout the

battalion.

8. Cadets of lower rank may bring the attention of misconduct of any cadet to a senior

officer or NCO regardless of rank.

9. Cadet leaders must submit their Conduct Reports to the company’s highest ranking

officer before evening accountability (approximately 2030). The ranking officer reviews

the reports with the Cadet Advisor.

10. The Cadet Advisor will enter all conduct reports directly into our electronic recordkeeping

system. Reports will be sent to the Commandant’s Office on a monthly basis.

11. The Commandant Staff will maintain accurate records regarding the merit awards,

demerits, and appropriate corrective measures for each cadet.

Section 13 - Incident Reports 1. An incident report will be completed for all matters relating to the following:

a. Theft

b. Damage to MMA property

c. Bullying/Violence

d. Any matter deemed to be detrimental to our mission

Section 14 - Consequences for Misconduct 1. Cadet misconduct, regulation infractions, or significantly poor performance of duties

result in corrective measures, such as the following: a. On-the-spot corrections b. Verbal or written counseling c. Approved remedial training d. Campus service e. Campus or room restriction f. On or off-campus suspension

Frequent infractions and/or serious infractions may lead to dismissal from MMA.

2. Consequences for a single infraction or for an accumulation of demerits are at the

discretion of the Cadet Advisor, under the direction of the Commandant. Consequences

are intended to encourage improvement in attitude and behavior. They must fit the

situation and circumstances, and not be excessive. The cadet’s well-being remains

foremost in determining and carrying out behavioral consequences.

Page 15: CADET HANDBOOK - Massanutten Military Academy

15

Massanutten Military Academy Cadet Handbook 2013 - 2014

3. When a cadet accumulates excessive demerits, the Commandant or Deputy

Commandant will review the matter for consideration of additional remedial action. Cadet

Officers with excessive demerits may be subject to reduction in rank.

4. A further accumulation of excessive demerits warrants the cadet’s appearance before a

Disciplinary Board assigned by the Head of School. Based on the Board’s

recommendation, the cadet’s enrollment may be suspended or terminated by the Head

of School.

Section 15 - Types of Infractions Warranting On-the-Spot Corrections, Demerits, or other Consequences The following list of misconduct result in disciplinary consequences at the discretion of the Cadet Advisor and Commandant. The list is not all-inclusive. Any behavior that is inappropriate, disrespectful, or in violation of regulations set forth anywhere in this handbook or as explained to cadets by Faculty and Staff may also result in disciplinary consequences. Section 17 - Administrative Review of Cadet Misconduct The Commandant is responsible for ensuring that cadet misconduct and violations of regulations are resolved properly, that consequences and counseling occur in appropriate proportions and in a timely manner. When serious misconduct has occurred, or when a cadet’s poor performance or attitude has raised doubts about his/her ability or willingness to succeed at MMA, the Commandant reports the matter to the Head of School. The Head of School determines whether a hearing or other review board procedure is warranted, and if so, which Faculty and Staff members will participate. Section 18 - Rewards and Recognition – Encouraging Excellence Meritorious performance can result in the awarding of merits (below), JROTC Awards, certificates, promotion to higher positions of responsibility, medals or ribbons, and verbal or written commendations. Section 19 - The Merit System 1. The Merit System is designed to recognize and reward cadets for outstanding

performance of duties (in the classroom, in the dormitories, in the Companies, during sports, military events, music events, and/or other community activities), for extra effort, and for unsolicited good deeds or assistance to others (Good Samaritan Merits).

2. Faculty and Staff members recommend cadets for merits by submitting Conduct Reports to the Commandant. Cadet Officers may recommend merits by reporting to the Company Cadet Advisor.

3. Merits can be accumulated for awards and privileges as approved by the Head of

School.

4. The following is a sample list of conduct and performance warranting an award or merits, based on spirit, effort, and performance: a. academic performance b. athletic performance c. progress within leadership development program d. performance of duties e. citizenship (personal responsibility and aid to others)

Section 20 - Basic Rules of Conduct 1. Cadets will conduct themselves as ladies and gentlemen. They treat others with

courtesy and respect. Cadet leaders will be fair and consistent with subordinates. They will fulfill duties and responsibilities according to the Cadet Handbook and specific instructions.

Page 18: CADET HANDBOOK - Massanutten Military Academy

18

Massanutten Military Academy Cadet Handbook 2013 - 2014

Section 21 - Honor Code "A Cadet will act honorably at all times. A Cadet will not lie, cheat, or steal, nor tolerate dishonorable conduct by fellow cadets."

Consider these questions when deciding whether or not an action would be dishonorable. 1. Does the action attempt to deceive or allow someone to be deceived? 2. Is someone gaining an unfair advantage? 3. Would I feel treated unfairly if the action were directed at me? Answering yes to #1 or #2, or no to #3, indicates a dishonorable intent.

Section 22 - Cadet Dormitory Rooms For many of you, living in dormitory rooms with another person is a new experience. Don’t be concerned. We provide a clean, safe, room with furniture for sleeping, studying, and storing your military uniforms and authorized items. Daily inspections are conducted to ensure the rooms, hallways, and bathrooms are safe and clean. 1. The Commandant and the Senior Army Instructor (SAI), determine the layout for all

items authorized in cadet rooms. The layout is the same throughout the dormitories and applies to all cadets, regardless of rank. Any deviation from this prescribed layout must be approved by the Commandant.

2. Cadet rooms are subject to inspection at all times and should be kept in an inspection ready status.
