PROJECT DESCRIPTION

1.0 SITE

The project site is located southwest of the intersection of 8th Street and ‘R’ Street in Sacramento California.

2.0 SITE SURVEY

A site survey prepared by Warren Engineers shall be used to document the existing site conditions related to the project

3.0 UTILITY SURVEY

4.0 A utility survey prepared by Warren Engineers shall be used to document utilities above and below grade as obtained from available as-built plans and surface features located. Underground locating of utilities is not included.

5.0 SOILS INVESTIGATION

A Geotechnical Report, to establish design criteria for excavations, retaining walls, foundations, waterproofing, slab on grade and subsurface drainage, has not yet been prepared.

6.0 BUILDING CODE

The 2016 California Building Code, including the California Mechanical, Plumbing, Electric, and Fire codes and the applicable local codes and ordinances of the State of California and the City of Sacramento shall be adhered to for design and construction of the parking structure.

7.0 USE

The Parking Structure shall be primarily for daily employee parking for the nearby State office buildings as well as after-hours and weekend use for neighboring retail uses.

8.0 DEMOLITION

A. Perform all site clearing and demolition of existing paving so that the site is acceptable to begin grading and excavation work.

B. Thoroughly investigate the project site, drawings, and available documents to become familiar with all conditions affecting work. Note that there are areas at which the demolition is adjacent to construction/paving that is to remain.

C. Remove, cap, relocate, and/or abandon all underground utilities as shown in the contract documents.

9.0 STRUCTURE

The structure shall consist of two bays with an at-grade level plus five levels of above grade parking (6 levels total).

The approximate floor area of the structure will be 250,000 square feet, which will accommodate approximately 800 cars on six levels. The minimum vertical dimension from the underside of any structural element to the finished floor below shall be 7’-0” on the typical floor and 8-feet-2-inches on the ground ‘accessible’ parking level. The project will also provide approximately 12,000 square feet of “cold shell” retail lease space along the ‘R’ Street frontage.

10.0 STRUCTURE DESIGN CRITERIA

Reinforced and post-tension concrete construction shall be utilized. The lateral load-resisting system will be provided by reinforced, cast-in-place moment frames in the north south direction and concrete shear wall in the east west direction. The foundation for the project will be conventional spread foundations bearing on an improved soil rammed aggregate piers (geo-pier), to be verified upon receipt of geotechnical report. The structural design criteria shall conform to the following requirements:

Automobile wheel load: 3,000 lbs/wheelUniform live load: 40-lbs/sq. ft. (non-reducible)Vehicle barrier load: 6,000 lbs.Stairs and exit ways: 100 psf

Concrete:A. Foundations: conventional spread foundations bearing on an improved soil rammed

Post-Tensioned Concrete:Concrete for post-tensioned beams and slabs shall attain a minimum of 3000 psi within 72 hours of placement.

Post-tensioning steel shall be a mono-strand, encapsulated anchor corrosion protected system.

Masonry:

All masonry shall be grout filled concrete masonry units (CMU) including architectural (e.g., split-faced, colored) CMU with appropriate reinforcing as designed by the structural engineer. Masonry sealer shall be applied.

Provide damp-proofing or waterproofing behind back-filled walls and under slab-on-grade at retail areas as- recommended by Industry standards.

11.0 PARKING GEOMETRICS

All parking spaces shall be accessible for self-parking without the necessity to move any vehicle.

12.0 TRAFFIC FLOW

The primary vertical traffic system shall be a single-threaded helix. The ramp shall be a maximum of 6 percent grade, and all drive aisles shall be 24-feet wide minimum with two-way direction and 90-degree parking stalls.

13.0 PARKING STALLS

Accessible 9’-0” wide x 18’ long with 5’-0” wide access aisle (8’-0” wide for van-accessible spaces)

14.0 STRIPING

Parking stalls shall have 4-inches wide double painted stripes with (two coats minimum) traffic paint. Additional striping shall include accessible parking designations, centerlines in drive aisles and turning bays, floor arrows, STOP and limit lines, and other traffic and pedestrian related striping as shown on the Contract drawings.

15.0 CONCRETE WHEEL STOPS AND BOLLARDS

Concrete wheel stops shall be placed at each accessible parking space and to provide protection to vehicles and walls where shown. The wheel stops shall be secured to the slab with epoxy adhesive. Painted steel pipe bollards shall be provided to protect equipment and other elements as shown.

16.0 EXTERIOR TREATMENT AND MATERIALSThe exterior of the building shall be comprised of the following:

A. Exposed cast in place concrete elements, such as beams, columns that are patched and sacked and painted as specified by the architect.

B. Stainless Steel green screen panels from ground to underside of second level similar to “Eco Mesh”. Anchor to vertical 2”x2” HSS with standard manufacturer hardware. Color: Rust.

C. Natural Composite Boards similar to Tru-Grain Hollow Profile Boards #RESP340612 (3/4”x5 ½”). Anchor to vertical 2”x2” HSS at green screen locations. Color TBD

D. Aluminum and glass storefront window systems similar to Kawneer TRIFAB451at the retail areas shall consist of standard 2” x 4” section profiles, “Kynar” coated as provided by Kawneer Co. or U.S. Aluminum Co. Aluminum louvers shall be provided at elevator hoistway for ventilation. 1” insulated, clear, Low-E glass similar to SolarBan 60, typical.

E. Aluminum and glass curtainwall window system similar to Kawneer 1600 at the garage stair towers shall consist of standard 2.5” x 7.5” section profiles, “Kynar” coated as provided by Kawneer. 1” insulated, clear, Low-E glass similar to SolarBan 60, typical.

F. East, West and portions of the South elevation to receive perforated metal panels anchored to a steel sub-structure. Substructure shall be anchored to the garage concrete structure as required. Perforated panels to be a powder coat finish, colors vary per panel type. See exterior elevations for panel type locations.

1. Panel 1A: Solid panel. Size: 2’x10’a. Color to match Moz Bronze Sand

G. Roofing over elevator shall be 60 mils single ply polyvinyl chloride, similar to Sarnafil Co., mechanically adhered systems.

H. Vehicular Traffic Coating over closure pour strips and construction joints on all levels.

I. Metal trim on metal stud/gypsum board and/or structural steel frame for the stair and elevator tower exterior façade and southeast and southwest corner façades.

J. Thin brick veneer shall be located at the retail portion of the project up to approximately 35’. Brick shall be similar to Endicott Thin Brick: 2 ¼” x 7 5/8”x ½”. Finish: Velour. Color: Burgundy Sands

K. Metal panel system at the southeast and southwest corner tenant entries shall be similar to Pure+FreeForm Dry Joint Plate with concealed fasteners. Finish: Vintage Metal, Parisian Rust #SQ-008

17.0 INTERIOR TREATMENT AND MATERIALS

A. Concrete beams shall have fins and projections removed, voids filled – Class A. Undersides of slabs (soffits) shall have fins and projections removed, voids filled. Tops of concrete columns shall have corners chamfered, fins and projections removed and voids filled. All columns shall be painted with a color band (color code each level) including floor numbers as shown on plans.

B. Floor slabs shall receive a hand trowel rotary pattern sweated swirl finish to prevent automobile tires from squealing. The texture of the swirl shall be subject to the

Architect’s approval. Concrete wash shall be provided at the head of parking spaces as indicated on the drawings.

C. Concrete walls shall have fins and projections removed, voids filled, sacked, and painted.

D. Concrete masonry units laid in running bond with flush joints, painted as indicated and with all cells grouted.

E. Galvanized metal studs and gypsum board partitions with fiberglass insulation shall be provided at rooms and at portions of elevator hoist way where indicated on the drawings.

F. Hollow metal doors and frames shall receive color code enamel finish.

G. Stairs to be steel fabrication with concrete filled pans and landings. All exposed steel to be galvanized and receive steel coating finish.

H. Stair railings, guardrails, and other exposed metal fabrications shall be galvanized, primed, and receive a steel coating finish.

I. Fire extinguisher and fire hose cabinets shall be stainless steel or aluminum with a clear satin anodized finish.

J. Locking hardware shall be heavy duty such as Schlage L locksets, finish to match Owner’s hardware.

K. Paint materials shall be manufactured by Sherwin Williams, Dunn Edwards, Frazee, ICI Dulux, or approved equal. Colors to be selected by the Architect with the Owner’s approval.

L. Steel Coatings shall be manufactured by Ameron, Devoe, IPC, Tnemec or approved equal. Colors to be selected by the Architect with the Owner’s approval.

M. Concrete beams, columns, and walls shall be painted with flat, acrylic (two coats) off white finish as selected by the Architect.

N. All exposed (non-galvanized) interior and exterior piping (i.e., visible to the public) shall be color-coded and finished with a steel coating system.

O. Cable rail vehicle barriers are provided at ramp splits and to be galvanized, where indicated on the drawings.

P. Vehicular Traffic Coating over equipment rooms and retail space (e.g., Electrical, Communication/IT and Elevator Machine Rooms etc.).

18.0 ELEVATORS

Furnish two 3,500-pound electric traction machine room less elevator with an operating vertical speed of 350 feet per minute minimum. Elevator hoist way doors shall be 4-feet-0-inches wide x 7-feet-0-inches high, side opening, weather-stripped and shall be stainless steel. Elevator cabs shall have rigidized, panelized, stainless steel standoff wall panels with recessed joints. Interior face of cab doors and adjacent panels shall be stainless steel. Floors shall be covered with vinyl tile, color and pattern selected by Architect. Cabs to contain emergency bell color-coded buttons, ADA-compliant emergency telephone, and CCTV camera housing with provisions (e.g., conduits and power) for future CCTV camera. The elevators shall conform to all safety and accessible standards of the State of California and fire regulations of the California State Fire Marshal. The elevator shall have seismic provisions and light ray protection on doors with safety edges. Elevator controls shall be duplex collective, selective and shall have position indicators in the

cabs and on the ground level. Each floor landing shall have illuminated hall buttons and illuminated hall lanterns indicating the arrival and direction of travel of the car answering a call. Provide calculations and mechanical ventilation as needed for the Elevator Machine Room.

19.0 SIGNAGE AND GRAPHICS

A. Non-Illuminated Way-Finding and Code:1. Signs shall be .125-inch aluminum sheet with Helvetica medium, reflective vinyl

letters as manufactured by 3M Company. Signs are to be ceiling–hung with steel brackets or chains, or mounted directly on walls, beams or columns with adhesive or pins. Painted wall signs shall be fabricated using the Frisket procedure.

B. Illuminated Tenant Signage1. Sign letters to be fabricated aluminum pan channel construction. Faces to be

acrylic with or without vinyl film overlays. Letters/logos to be internally illuminated with LEDs or neon. Power supply to be located inside raceways and concealed conduit. Signs shall be anchored to face of canopy.

20.0 WINDOW CLEANING EQUIPMENT

Provide a complete system for window cleaning the curtainwall installation at the stair towers. Ladder access shall be provided to the roof of the Stair/Elevator Towers. Provide structural steel bracing for davits/davit anchors and fall protection.

21.0 PARKING CONTROL EQUIPMENT

Overhead coiling grilles at garage entry/exit lanes to be provided for after-hours operations. Provide card reader at entry exits for use in parking access control for monthly parking, ticket dispensers and ticket acceptors for daily parking. Revenue controls systems shall be provided via centralized pay-on-foot stations located at the stair elevator lobbies on the ground level. One credit card only and one cash machine required at each location.

Provide a parking car count system that counts the number of available parking spaces on each parking level at all times and displays the floor-by-floor car counts at each of the vehicular entry points and with the capability to provide a data signal to a remote display location in the future. Provide dynamic signage (1 per level) indicating the parking space availability on the given floor as well as the combined total for the subsequent parking levels.

Provide a complete car count system including ultra-sonic vehicle detectors on covered levels and embedded loops/sensors on exposed levels and software as supplied by TCS International (or equal) with LED Dynamic Signage of space availability of each floor level located at each garage entry point (a total of 2 signs) and on each level at the top of ramps (a total of 5 signs).

22.0 SECURITY

Provide code blue emergency phones at each level, near stairs and corner conditions – provide (4) four per level.

Provide CCTV camera system including cameras at each stair and elevator lobby on each level, inside elevator cabs and at each pedestrian and vehicular entry/exit on the Ground Level.

Provide infrastructure provisions for radio frequency repeaters (DAS System) to allow communications within the garage by emergency personnel. Testing of structure for adequacy of radio reception will be required by authority having jurisdiction to determine if installation of DAS system is required.

Provide full height security fencing with access gates and exit hardware at the Ground Level perimeter.

23.0 AUTOMATIC FIRE SPRINKLER SYSTEMS

A. SCOPE

Provide calculated and sized Automatic Fire Sprinkler System, fire main and fire department connections as required by the California State Fire Marshal.

Provide a new automatic fire sprinkler system complete, including fire extinguishers, hoses, cabinets, valves, controls, etc., as shown on the Drawings.

Make connections to the public water main as required by the Building, Fire and Water Departments including backflow preventers, valves, etc. and pay all costs for same.

B. SYSTEM

Sprinkler system shall conform to all requirements of the local ordinances and governing agencies of jurisdiction including the State Fire Marshal, CBC Code and Standards, NFPA No. 13 and the Insurance Services Office (ISO).

Areas to be Sprinklered: Retail Space.

C. PLANS/PERMIT

Prepare all necessary hydraulic calculations, plans, details and drawings required for the sprinkler system installation, complete per authorities having jurisdiction. When plans have been completed and approved by the Fire Marshal and the ISO, they shall be submitted to the Architect and Owner for review and approval before commencement of work.

Sprinkler heads shall be located to clear all lights and air system registers and shall be spaced to provide a symmetrical pattern as reviewed by the Architect. Sprinkler piping shall penetrate structural beams at middle third span per the structural drawings.

Plans shall clearly indicate location of any exposed piping in finished spaces.

The Sprinkler Contractor shall apply and pay for all necessary permits and fees required by and of public authorities having jurisdiction.

D. QUALITY ASSURANCE

The Sprinkler Contractor shall be licensed with the state and local authorities.

Contractor to be qualified and specialize in this type of work and shall have been in continuous successful operation for the past five (5) years and evidence of at least ten (10) projects of similar type and scope. Furnish such evidence upon request.

A complete test of the system shall be conducted by the Sprinkler Contractor in conformity with the requirements of the NFPA and any other authorities having jurisdiction.

E. COORDINATION

Coordinate installation of any cast-in inserts, bolts, or fasteners into the slabs. Concrete slabs and beams which are post tensioned require extreme precautions to avoid the steel tendons. Review shop and setting drawings, etc., for their locations, hold fasteners minimum 8" away from post tensioned tendons. No power-driven fasteners shall be allowed into P.T. concrete unless approved by Architect prior to installation.

F. PRODUCTS

1. SYSTEM DESIGN

System to be Underwriter Laboratories 175 psi (300 psi) design.

2. VALVES

Control Valves: Butterfly or Rising stem (OS&Y) iron body, bronze mounted. Where required or indicated post indicator valves.Drain Valves: Angle or Globe pattern type, screwed with brass bodies and trimming and iron wheeled handles.

Check Valves: Iron body with bronze swing disc and hinge.

Water-Flow Alarm: U/L listed electrical flow switch and audible alarm bell. Location of the alarm bells shall be subject to approval of the Fire Department.

3. SPINKLER HEADS

Design for heads in finished ceiling spaces where applicable.Heads in retail area: Brass/Semi Recessed.Heads in parking garage to be Up-Right.

4. STOCK OF EXTRA SPRINKLERS

Stock of extra sprinklers, wrench and cabinet shall be provided by Sprinkler Contractor in accordance with Section #630, 631, and 632 of NFPA Pamphlet #13.

5. PIPE AND FITTINGS

Underground piping shall be of ductile iron with Class "D" fittings.

Above ground piping shall be galvanized Schedule 40 steel pipe and 300# fittings. Connections may be screwed, welded, or Victaulic grooved type. No

horizontal piping or fittings shall run below beams. Exposed (concealed), un-galvanized piping shall be painted except for sprinkler heads.

6. FLEXIBLE COUPLINGS

Flexible couplings shall be UL approved.

7. PIPE HANGERS

All hangers shall be UL approved and shall be rod type.

8. SPRINKLER SPECIALTIES

Fire sprinkler floor control valve shall be indicating type with and flow alarm switch.

Fire Department Connection (FDC) shall be polished brass, flush type mounted on building or free standing (as indicated on the drawings), complete with brass plate with appropriate lettering, inlets with cap and chain.

Pressure Gauge: U/L listed, 3½ polished brass with 0-300 psi pressure range. Provide with shut-off cock.

Fire Pump Requirements Unknown at this Time - ASSUME AN ALLOWANCE OF $150,000 FOR PUMP, INSTALLATION AND CONTROL SYSTEM.

G. EXECUTION

1. ELECTRICAL WORK

All electrical work, conduits, wires, devices, equipment and connections of alarms, etc., in conjunction with the above system shall be in complete compliance with the requirements of these Specifications, agencies of jurisdiction and as required to have a functioning system performing as designed.

2. SLEEVES

Sleeves shall be installed only within the middle third of a beam span unless otherwise indicated. Verify all locations with Architect/Structural Engineer prior to installation.

3. DRAINS

All drain valves shall be accessible. Drain lines shall be terminated not more than 3" above adjacent walks or grade, extending under walks, etc., to spill through curb faces whenever possible.

4. EXCAVATING AND FILLING

Trenches for underground piping shall be excavated to required depths with bell holes provided as necessary to ensure uniform bearing. Excavation below the required grade of piping shall be refilled to the pipe grade as specified. The trench shall be sheathed, braced, pumped or bailed as necessary to protect

workmen and adjacent structures and to permit proper execution of the work. All underground piping shall be installed at an approved depth by the AHJ and consistent with applicable codes governing the installation of that utility.

Any costs for special/overtime City or County Inspections not covered by the permit to be paid for by the Contractor.

5. PROTECTION

Provide concrete filled galvanized pipe guards/bollards for post indicator valves, back flow preventers, meters or similar where required or directed by the Architect. Bollards shall be at least 4-inches in diameter and 36-inches tall (exposed) and extended into a concrete footing at least 36-inches. Concrete footings shall be at least 4-inches deep and 15-inchs diameter per 2016 CFC 312.

6. ESCUTCHEONS/FIRE SEALS

Provide chrome plated escutcheon plates and through-stop fire seals where exposed piping pierces walls, fire walls, or ceilings in finished spaces. Escutcheons not required when opening is covered by sprinkler head canopy.

24.0 STANDPIPE SYSTEM

A. SCOPE

Furnish, deliver, and install a calculated and sized Standpipe System, fire main and fire department hose gate valves as required by the State Fire Marshal and local jurisdiction. Provide for tests inspections, cleaning, guarantees, shop and design drawings and operating manuals. Provide for temporary fire protection. Install and maintain fire standpipes and all other fire extinguishing systems and equipment during construction as required by Building Code, and the State Fire Marshal and local jurisdiction. The contractor to pay for all permits, fees and charges.

B. SYSTEM

Standpipe systems shall conform to all requirements of the local ordinances and governing agencies with jurisdiction including the State Fire Marshall, Building Department, CBC Code and Standards, NFPA Standards and the Insurance Services Office (ISO).

C. PRODUCTS

1. GENERAL

The Contractor shall furnish and install all new materials required to render a complete system which shall be in conformance to requirements of the governing authorities.

No horizontal pipe shall extend below the bottom of the beam or run under light fixtures.

2. PIPE AND FITTINGS

Above ground piping, shall be galvanized Schedule 40 steel pipe and 300 psi fittings. Connections may be screwed, welded, or Victaulic grooved type. No horizontal piping shall run below beams or lighting fixtures. Exposed (concealed), un-galvanized piping shall be painted except for sprinkler heads.

3. FLEXIBLE COUPLINGS

Flexible couplings shall be UL approved.

4. PIPE HANGERS

All hangers shall be UL approved and shall be rod type.

5. STANDPIPE SPECIALTIES

Fire Department Hose Gate Valve (FHV) shall be 3" size, polished brass finish, with cap and chain or as required by the local jurisdiction.

Fire Department Outlet (FDO) connection shall be polished brass, flush type mounted on building or free standing, complete with brass plate with appropriate lettering, inlets with cap and chain or as required by the local jurisdiction.

Fire Department hose outlet on roof shall be rough brass, 2-way or 3-way as required by the local jurisdiction.

D. EXECUTION

1. SLEEVES

Sleeves shall be installed only within the middle third of a beam span unless otherwise indicated. Verify all locations with Architect/Structural Engineer prior to installation. Install and seal sleeves penetrating floor slabs and pipes penetrating beams, exterior walls and waterproof membranes. Sleeves are to be two inches larger than the pipe to be installed.

Floor and Roof Slabs: Schedule 40 galvanized steel. Sleeve to be flush with underside of floor or deck and shall extend one inch above slab. Provide four (4) ½" diameter x 4" anchor lugs welded to sleeves, on all sleeves.

Seal Type: Fire Separations (walls): Pack hole with 3M Fire Barrier FS-195 wrap/strip and seal last ½" with 3M Fire Barrier CP-25 caulk. Sealant color shall match adjacent material.

Roof level: Pack hole with neoprene backing rod and seal last 1/4" with Thiokol. Thiokol sealant color shall match adjacent material.

B. PRODUCTS

1. MATERIALS

Access Covers: Provide and install traffic weight access covers over all backwater valves and other concealed equipment where necessary, and sized for service required. All doors and covers to be completely removable from frames. Hinged types are to be concealed type.

Cleanouts: All shall be accessible; if not, they shall be extended to the floor above or outside the building in a manner acceptable to the Architect.

All cleanouts shall have cast iron body and bronze plug. All flush with floor cleanouts shall have adjustable watertight covers. When waterproofing membrane is used, the cleanout body shall have integral anchoring flange and heavy clamping collar.

2. VALVES

All piping systems shall have valves at all points shown on the drawings or as required for complete isolation of all equipment, arranged to give complete and regulating control of piping systems throughout the building. All valves shall be installed with best of workmanship, with neat appearance and grouping.All valves shall be Nibco, Stockham or Hammond, 125 lb. WOG. Valves for similar service shall be of one manufacture. Gate valves shall be non-rising stem type. Where hanger rods are longer than 12-inches provide lateral bracing at every fourth hanger. Do not support piping by any wire rope, metal strap, wood, or other makeshift devices. Provide adequate additional steel supports. Support vertical pipelines from each floor of the building. Do not hang. Use galvanized iron or galvanized steel pipe clamps, bolted around pipes for these supports. Provide sway bracing for hangers longer than 12-inches.

3. PIPE AND FITTINGS

Pipe and Fittings: Shall be of the type indicated for the service as called out in the Pipe Schedule Table and shall conform to the latest edition of the California State Plumbing Code. Drain, Waste and Vent, and Storm Drain: Cast iron soil pipe, service weight, with No-Hub fittings and couplings. Sump pump discharge: Schedule 40 galvanized steel pipe with Victaulic grooved fittings and couplings. Water Services: Underground - Type K copper with brazed joints. Above Ground - Type L copper with soldered joints.

4. FLANGES & GASKETS

On inlet and outlet of all valves 2-1/2-inches and larger. Gaskets: Ring type 1/16-inch thick of compressed mineral fiber and special compound, suitable for service intended; factory cut for 25 lb. or 250 lb. flange size; Durable Manufacturing Co., "Durable"; Garlock Packing Co., "Garlock 951".

5. UNION

On sump pump discharge, provide 150-psi malleable iron railroad type, brass to iron seat, ground joint.

6. NIPPLES

Nipples shall conform to requirements of U.S. Department of Commerce Commercial Standard "Pipe Nipples; Brass, Copper and Steel" of same material and weight as pipe used. Do not close nipples.

7. FIXTURES

Area Drain (AD): Provide heavy duty parking structure drain, Zurn Model Z-535 aluminum body, heavy-duty anti-tilt slotted grate with stainless steel hinge pins, 12-inch square top.

26.0 MECHANICAL SYSTEMS

A. SCOPE

Provide a mechanical ventilation system for the elevator machine room and electrical room. Retail shall be delivered as a cold shell with pathways and provisions identified to accommodate a broad range of potential retail tenants.

B. WARRANTY

Provide one (1) year warranty on the Mechanical Systems.

C. PRODUCTS1. MATERIALS

Wall AC Unit: Single packaged, UL listed, air-to-air wall mounted heat pump system, complete with automatic controls. The equipment shall be shipped completely factory assembled, pre-charged, piped and wired internally ready for field connections. Provide integral electric heater, automatic defrost control, thermal overload protected motors, low-ambient control, compressor cycle timer and standard supply and return grilles.

Exhaust Fans: All fans shall be Air Moving and Control Association Inc (AMCA) labeled. Provide self-aligning, enclosed ball bearing, accessible lubrication. Provide variable speed switch.

Ductwork to be in accordance with the California Mechanical Code and SMACNA, constructed for 2 inches static pressure, 20-gauge minimum. All seams and joints in the metal ductwork shall be covered with fiberglass mesh and lagging adhesive. Flexible ducts may be used as branch ducts to diffusers. The length shall be limited to five (5) feet maximum.

Grills, registers and diffusers: steel, painted.

Sound Attenuation: The entire system shall be designed in accordance with the latest ASHRAE Standards. Install sound traps or enclosures, if necessary to minimize the sound levels.

Vibration Isolation: All equipment with moving components shall be mounted on isolators as recommended by the latest edition of the ASHRAE "System" Handbook.

Seismic Restraints: All equipment and pipes shall be seismically restrained in accordance with California Building Code and SMACNA Guidelines.

B. ELECTRICAL DISTIBUTION

1. GENERAL

a. Refer to the Power One Line Diagram for major components of the electrical distribution system and the conduit/wire connections between the equipment.

b. Refer to the floor plan drawings for locations of main electrical room that houses all the power distribution equipment.

c. Coordination conduit risers and structural penetrations required for power distribution with the Structural Engineer and other trades.

2. NORMAL POWER SERVICEa. Normal power will be provided to the new Parking Structure a SMUD utility transformer,

which shall be pad mounted in transformer alcove as shown on electrical site plan. The alcove and pad shall be constructed per SMUD requirements and Standards.

b. Provide primary conduits from SMUD point of connection to the transformer pad. Verify connection point with SMUD.

c. Provide secondary feeder from the transformer to a 1200A, 277/480V, 3 phase, 4-wire service main switchboard. Refer to Power One Line Diagram.

d. Provide all applications, coordination, etc. with the serving utility company, SMUD. Contractor shall call for inspections as required by each serving utility company and proceed only when approvals have been obtained.

3. EMERGENCY POWER SERVICEa. Emergency power service will be provided to the building via a 24kVA inverter. The

4. POWER DISTRIBUTIONa. As described above, the new building will contain a new 1200 amp, 277/480 volt, 3Φ, 4

10. MISCELLANEOUS DISTRIBUTION EQUIPMENT

a. Main Switchboard:i. All main and feeder breakers in main switchboard shall be molded case breakers.

ii. Provide bussed spaces, sized per one line, for all nine future retail spaces. Also provide meter socket.

iii. Provide breaker space for future PV connection.

b. Transformers: Equipment shall be on housekeeping pad.

i. Panelboards: ii. 277/480V Panels: 42 circuit, 225A copper bus

iii. 120/208V Panels: 42 or 84 circuit, 225A or 800A copper bus (as applicable). Multiple section panelboards are acceptable up to a maximum of three sections. If more than three sections are required, provide a distribution panel to serve the individual panelboard sections. The distribution panel shall not be used to serve single phase branch circuit loads.

c. Spare Capacity and Space:i. Panelboards – 25% additional spare capacity and branch circuit breaker space.

ii. Minimum 10% spare 20A/1P circuit breakers shall be provided in each panelboard section that serves single phase loads. The 10% shall be based on the circuits used in the panelboard.

iii. Switchboards and distribution panelboards shall be provided with a minimum of 30% spare bussed space.

11. GROUNDING SYSTEM

a. A central grounding system shall be provided for the building. All ground buses from switchboards, transformers, and panelboards shall be connected at a central ground bus in the main electrical room. The central grounding system shall be extended to each electrical room by means of vertical riser ground wire.

i. Ground the electrical service system neutral at service entrance equipment as described herein.

ii. A separate insulated ground wire shall be provided for all feeders and branch circuits.iii. Ground each separately derived system neutral.

b. Provide grounding for incoming telephone and cable services.i. The central grounding system shall be extended to the communications rooms.

ii. Except as otherwise indicated, the complete electrical installation including the neutral conductor, metallic conduits and raceways, cable trays, boxes, cabinets and equipment shall be completely and effectively grounded in accordance with all code requirements, whether such connections are specifically shown or specified.

c. Resistance:i. Resistance from the main switchboard ground bus through the ground electrode to earth

shall not exceed 5 OHMS unless otherwise noted.ii. Resistance from the farthest panelboard, switchboard, etc. ground bus through the ground

electrode to earth shall not exceed 20 OHMS

d. Main Building Reference Ground Busi. Provide one 24" W. x 4" H. x 1/4" thick copper bus bar. Mount on insulating stand-offs.

Furnish complete with cast copper alloy body lugs for connecting grounding system cables. Attach lugs to bus with appropriate size cadmium bronze bolt, flat washer and Belleville washer. All connection shall be torqued. All holes shall be drilled and tapped for single hole lugs. Provide 6 spare lugs and lug spaces.

ii. Provide 500 MCM bonds to building steel and the building grounding electrode. iii. Provide #3/0 AWG bonds to the cold water and gas pipe systems.

e. Secondary electrical room groundingi. In each electrical room provide one 12" W. x 3" H. x 1/4" thick copper bus bar. Mount

on insulating standoffs. Furnish complete with cast copper alloy body lugs for connecting grounding system cables. Attach lugs to bus with appropriate size cadmium bronze bolt, flat washer and Belleville washer. All connections shall be torqued. All holes shall be drilled and tapped for single hole lugs. Provide 6 spare lugs and lug spaces.

ii. Provide a #3/0 AWG riser(s) connecting all the ground bars to the Main Building Reference Ground Bus.

iii. From each ground bar provide #3/0 AWG bonds to building steel and to the closest cold-water pipe.

iv. Bond transformer grounding electrode conductors to the electrical room ground bar.

b. Light fixtures will be selected based on architectural aesthetic, performance and efficacy, ease of maintenance, durability, visual comfort/glare control, and budget. The following is a summary of the lighting goals for this project. The target light levels are horizontal footcandle maintained averages unless otherwise noted. Refer to IES for height above finished floor for FC measurement. Light levels shall be calculated for each space, using photometric software such as AGI, Visual, or eLum Tools; a light loss factor of 0.85 shall be used for each fixture unless otherwise noted.

i. Light source for parking and drive areas shall be surface mounted LED luminaries. Fluorescent lighting may be used for stairways and equipment rooms.

ii. Provide for protection of fixtures and lamps from damage by vehicle antennas (tempered glass or poly carbonate lens).

iii. Consideration shall be given to luminaire placement as related to structural components and other piping so as not to interfere with the light distribution.

iv. Light poles on top deck to be a maximum of 20-feet-0-inches high including base and shall be hinged. The fixture used on the top deck shall be cut-off

v. Ballasts shall be suitable for cold weather starting. vi. Lighting on each parking level shall be separately circuited.

vii. Outer parking bays of the covered parking areas shall be separately circuited for energy conservation.

viii. All fixtures shall be alternately circuited to prevent dark areas should a circuit fail.

ix. A minimum of 25 percent of all lighting fixtures (same as emergency fixtures) are to be designated as 'security lights' and shall be separately controlled.

x. Stairway lighting and exit sign shall meet criteria for 24-hour operation. Circuit stairways separately from parking deck lights.

xi. Automated lighting control system incorporating control schemes that account for daylighting (i.e., photocell control) and time of use control.

xii. Provide redundant homerun capability for main parking area lighting circuits (may be separate conduit with pullrope from opposite end of circuit) so that circuits may be restored in case of damage to homerun conduit.

xiii. Cut off and shielded fixtures shall be provided on exterior to prevent light spillage in the neighborhood.

Site lighting - ASSUME AN ALLOWANCE OF $325,000 FOR THE FIXTURES, INSTALLATION AND CONTROL SYSTEM.

3. LIGHTING CONTROLS

a. Provide a central lighting control panel (LCP), Wattstopper LS series or equal, quantity of relays as required, for astronomical time clock control of all lighting, unless otherwise noted. The LCP will include a barrier to separate zones of emergency/life safety lighting; these zones will automatically turn on upon loss of normal power.

b. Provide a minimum of two zones of control via the LCP for exterior/site lighting. ‘Normal’ exterior lighting will be programmed to turn on at dusk, and off at a time TBD by the owner.

c. All lighting circuits serving interior parking garage lighting will be routed through

the LCP; at the owner’s discretion, these zones may be programmed to sweep off after hours of operation, or programmed to remain on with no time-based control. Provide two zones via the LCP for each floor for general parking area lighting; one zone for ‘normal’ power, and one zone for emergency/life safety. When on, the integral sensor at these fixtures will dim to a lower output when the area is unoccupied, and turn the fixtures on to the high trim set point when motion is detected. Fixtures at the perimeter will ‘hold’ to the lower light level if adequate natural light is available in the space. Stairwell lights with integral sensors will function similarly; provide a dedicated zone of LCP control for each stairwell. Interior spaces with fixture that do not have integral sensors, such as the elevator lobby, will include separate occupancy sensors system, to dim the fixtures when the space is unoccupied.

d. Roof level, pole mounted LED area lights will be controlled by the LCP for dusk-til-dawn operation. An integral sensor will dim the fixtures to a lower output when the area is unoccupied, and turn the fixtures on to the high trim set point when motion is detected.

e. Provide line voltage wallbox occupancy sensors for control of lighting in storage, telecom, or custodial rooms, or other similarly small spaces. At electrical rooms and

f. Exit / Egress Lightingi. Connect egress lighting to the emergency panelboard (served off the

inverter). Egress lighting shall include exit signs, stairwell light fixtures, elevator lobby fixtures and 25% of the Garage lighting fixtures.

4. LIGHTING BRANCH CIRCUITING:

a. No lighting circuit shall be loaded over 75% of circuit breaker capacity.

b. Hardwire homeruns shall utilize #10 awg conductors as a minimum.

c. Emergency/egress lighting circuits shall be wired completely independent of all other circuiting

d. Include power connections and control for building mounted signs. Assume 20amp, 277volt connection each with control via LCP.

D.MISCELLANEOUS POWER REQUIREMENTS

1. DEVICE BRANCH CIRCUITING:

a. A maximum of seven (7) duplex convenience receptacles shall be connected to a 20 amp, 120 volt circuit for branch circuiting.

b. Hardwire homeruns shall utilize #10 awg conductors as a minimum.c. Provide a dedicated 20 amp, 120 volt circuit where required by equipment load.d. Provide power as required to all mechanical and plumbing equipment. e. Provide receptacles and branch circuiting as follows:

i. Parking Area: Provide on perimeter of parking at 100 feet on center. Devices shall have weatherproof cover.

ii. Storage rooms: Provide 1 duplex receptacle.iii. Electrical Rooms: Provide 1 duplex receptacle.iv. Telecom rooms: Provide 1 duplex receptacle on dedicated circuit on

each wall. Provide a double duplex receptacle, on dedicated circuit, above each rack (mounted to ladder rack).

v. Elevator Lobbies: Provide 1 duplex receptacle with weatherproof cover.

2. MISCELLANEOUS ELEVATOR REQUIREMENTS:

a. Provide emergency feeder for each elevator.

b. In the pit of each elevator provide the following:

i. One GFCI duplex receptacle.ii. One wall mounted, LED, vapor-tight lighting fixture with glass globe

and cast aluminum housing/guard. iii. One single pole, single throw toggle switch for control of lighting

fixture.

i. Provide a 20amp, 120volt dedicated circuit to each elevator at elevator equipment rooms and terminate on wall mounted disconnect adjacent to the entry door for cab lights and fan.

ii. Provide ¾” conduit from each elevator controller to MPOE backboard.

iii. Elevator fire alarm system interface:

Provide connection from fire alarm system to each elevator at equipment rooms to recall elevators to ground floor upon activation of elevator equipment room smoke detectors.

Disconnect devices serving power to each elevator motor shall have shunt-trip capability to disconnect power service upon activation of machine room heat detector. Provide interface with fire alarm system heat detectors and power shunt-trip devices.

3. PARKING CONTROLS:a. Provide power, empty conduits etc. for all parking controls, gates, ticket

dispensers, signage, etc.

4. IRRIGATION CONTROLLER:

a. Provide a dedicated 20amp, 120volt connection to each irrigation controller.b. Additionally, provide PVC conduits form the controller location to the exterior of

the building for routing control cables. Assume two 2” PVC conduits to stub-out into a planter area on the exterior of the building.

5. PARKING GARAGE EQUIPMENT:

a. Provide a 120volt connections to all gates, parking signs, ticket dispensers, etc. Provide data cabling connection as required.

6. ELECTRIC VEHICLE CHARGING STATION:

a. Provide fifty electric vehicle charging stations, Level 2, Commercial Grade, ChargePoint CT4025 Series or equal. Twenty-five chargers shall be located on Level 1/Ground and twenty-five on Level 6. Provide 40A/2P breaker in panelboard for each charger. Feeder shall be #8 conductors. Provide an empty 1" conduit to telecom backboard for future data cabling.

E.FIRE ALARM SYSTEM

1. SYSTEMa. The fire alarm system shall be a zone non-coded addressable type. All new fire

alarm work will be coordinated with the local Fire Department.

F.SECURITY SYSTEM1. SCOPE:

a. The security system will consist of a surveillance camera system and Access Control system. The surveillance system will include Fixed and Pan/Tilt/Zoom IP cameras. A Network Video Recorder (NVR) will be located in the telecommunication room and will support up to 30 days of video storage. All monitoring will take place at (TBD). All cameras and the NVR will be connected to the IP network with network level 3 network switches.

2. LOCATION:

a. An Access Control Panel will be in the telecommunications room (MPOE/MDF) and connected to the Ethernet network. The Access Control Readers will be placed at all entries (car and pedestrian). Door contacts will be provided to monitor the status of the doors.

3. VENDOR:

a. Security vendor is (TBD).

4. CAMERA COVERAGE

a. At the stair and elevator towersb. Over each pay on foot stationc. Vehicle license plate readers at the entrance and exits of the garaged. General site coverage from the corners of the building.e. G.TELECOMMUNICATION CABLING SYSTEM

1. INCOMING SERVICE

a. The point of connection (POC) for telecommunication conduit is located (TBD). Two 4" conduits shall be routed from the telecommunication room to the existing Manhole/Vault.

b. A 2" conduit shall be stubbed from the east telecommunications room to the west end of the site for a future digital billboard. The conduit shall be terminated in a ground box.

c. Provide a 2” conduit from the telecom room to each retail space.

2. TELECOMMUNICATIONS ROOM/S

a. The Main Point of Entry to the garage will be the telecommunications room. The room will support all incoming cable service, network equipment, security equipment and cable distribution. Equipment racks will be placed in the MPOE/MDF.

b. Telecommunications rooms shall be conditioned.

3. DISTRIBUTION

a. Cable distribution for the cameras, emergency phones, and pay stations shall be category 6 cable. Camera distances that exceed 90 meters shall have a network extender placed in an enclosure or fiber with external power and a fiber to UTP transceiver. All cable will be installed in conduit between the communications rooms and devices. All camera cables will be terminated on category 6 patch panels and fiber on fiber termination panels. All Emergency phone cabling will be terminated at the wall on 110 blocks.

b. An additional group of four category 6 cables shall be provided to the roof of the east stair tower for city provided antennas (12"-36" max diameter). The antennas will point to the eastern horizon. The antennas would receive Power Over Ethernet (POE).

H.EMERGENCY PHONES:

1. LOCATION:a. E-phones will be located at each elevator lobby. The phone enclosure will be wall

mounted with single button phone plates. Each phone shall have a blue beacon strobe light which will be on solid 24/7. The beacon will strobe when the phone plate is activated and stay on until deactivated.

2. CALL DESTINATION

a. The phone will dial city security or 911 as required.

I.DISTRIBUTED ANTENNA SYSTEM (DAS):

1. Provide a DAS system for first responders and emergency personnel if necessary to provide adequate radio coverage throughout the garage facility. The system will allow for radio

2. A doner antenna will be located on the roof of the building and connected to the DAS panel. The DAS Public Safety panel will distribute over fiber and /or coax cable throughout the building to distributed antennas. The DAS panel will connect to the FACP for monitoring by the fire alarm system.

3. Wi-Fi: Provide Wi-Fi system with coverage throughout the building.

J.WIRING METHODS

1. GENERAL: a. Provide insulated conductors installed in conduit, except where specifically

indicated or specified otherwise or required by NFPA 70 to be installed otherwise. Provide bare or insulated, green equipment grounding conductor in feeder and branch circuits, including lighting circuits. Grounding conductor shall be separate from electrical system neutral conductor.

2. RIGID STEEL CONDUIT: a. Feeders and branch circuits, indoors, exposed, and in mechanical equipment

rooms where subject to damage, below 8-feet-0-inches, exterior on or above roof.

3. NONMETALLIC CONDUIT - PVC: a. All underground conduits on site and conduit within slab on grade only. Not for

use in elevated drives or structural slabs that are not on grade. Provide PVC coated rigid or IMC elbows where conduit enters or leaves grade or concrete encasement. Exposed non-metallic PVC elbows/risers not allowed. Minimum PVC schedule 40.

4. ELECTRICAL METALLIC TUBING (EMT): a. Interior use for feeders, interior power and signal circuits within retail spaces and

equipment rooms. Not allowed for exposed use in other than secured areas. Allowed for use in slab for elevated drives and/or structural slabs.

5. FLEXIBLE METALLIC CONDUIT: a. In dry locations for connection from adjacent outlet boxes to motors,

transformers, vibrating equipment and machines, and to lighting fixtures installed in suspended ceilings. In areas exposed to weather use liquid tight flex.

6. CONDUCTORS: a. Soft drawn, annealed copper wire 98 percent conductivity bearing the U.L. label.

Insulation (600 volt); Type THW, XHHW insulated wire for conductors #2 or larger; type THW or THHN/THWN for all wire smaller than #2. Wet listed for underground application. Manufacturers: General Electric, General Cable and Southwire.

7. WIRE CONNECTORS:

C. MATERIALS

1. Soil Amendments: Contractor shall perform a laboratory soil analysis to determine what amendments and method of application are required to support trees, shrubs and groundcovers, seeds and sod identified on the landscaping plan. Contractor shall submit this soil fertility analysis upon completion of rough grading for approval. For native soil, samples of area to be landscaped shall be taken at the locations shown on the plans, directed by the Engineer, Landscape Architect or specified in the Special Provisions. For imported soil, one sample for every 100 cubic yards shall be taken. As per results of soils test.

2. Imported Topsoil: shall consist of fertile, friable soil of loamy character. It shall be obtained from well-drained arable land outside of the project limits and shall be free from subsoil, refuse, roots, heavy or stiff clay, stones larger than one inch (1”) in size, coarse sand, noxious weeds, such as Bermuda, Nut Grass and Morning Glory, sticks, brush, litter and other deleterious substances. Topsoil shall can sustain healthy plant life.

3. Irrigation components to meet City standards.

4. Plant Materials: True to species and container grown.

5. Bark Mulch: Mulch shall be shredded cedar bark, fibrous in nature, one-inch (1") minimum to four-inch (4") maximum in length or Douglas Fir Walk on Bark or as specified on the plans. Contractor shall submit a mulch sample to the Engineer or Landscape Architect for approval at least forty-eight (48) hours prior to installation.

6. Landscape Fabric: shall be Fabriscape Professional Landscape Fabric, 3 ounce Spunbond or an approved equal. Tensile Strength shall be 130 lbs. and shall conform to ASTM D -4632. Elongation at break shall be less than 70% and conform to ASTM D -4632 and Puncture Strength shall be a minimum of 35 lbs. and conform to ASTM D -4751. The Coefficient of Permeability shall be 4x10-2 cm / second and conform to ASTM D -4491.
