Example: Liquefaction – Location and Extent

11 | Cabrillo College HMP July 24, 2019

Both the Aptos and Watsonville Campuses fall within Liquefaction Hazard Areas

Presenter
Presentation Notes
Liquefaction is the transformation of loose, water-saturated granular materials (such as sand or silt) from a solid to a liquid state. Liquefaction commonly, but not always, leads to ground failure. Liquefaction potential varies significantly and site-specific analysis is needed to accurately determine liquefaction potential in earthquake prone areas. For the purposes of this meeting, we are treating this the same as earthquake – same mitigation actions.

Flood

12 | Cabrillo College HMP November 4, 2019

National Flood Hazard Layers from FEMA show the Watsonville campus within the Special Flood Hazard Area

Presenter
Presentation Notes
The Pajaro River flows through downtown Watsonville, causing flood risk. SFHA are defined as the area that will be inundated by the flood event having a 1-percent chance of being equaled or exceeded in any given year. Zone AH Areas subject to inundation by 1-percent-annual-chance shallow flooding (usually areas of ponding) where average depths are between one and three feet. Base Flood Elevations determined. Flood elevation: 32 feet Ground elevation: 36 feet (10 meter resolution)
Page 13: Cabrillo College Natural Hazard Mitigation Plan · 2020-01-07 · • California Community College Systems. ... • Hazard Ranking, Vulnerability Analysis, and Loss Estimates. ...

Example: Flood Vulnerability

13 | Cabrillo College HMP November 4, 2019

Hazard Ranking: • Flood Zone• Construction Date and Type• Foundation Type• Lowest Point of Entry• Building Height• Contents Value Below Flood Depth

Vulnerability: • Hazard Ranking• Building Criticality

Presenter
Presentation Notes
HR: Watsonville B has the most risk because of the basement, oldest building, and construction type. A and D are the lowest because of construction type and contents below BFE. Vulnerability: All buildings have the same criticality level, which evens out the vulnerability map (brings up the lower hazard rankings, because all the buildings are important).
Page 14: Cabrillo College Natural Hazard Mitigation Plan · 2020-01-07 · • California Community College Systems. ... • Hazard Ranking, Vulnerability Analysis, and Loss Estimates. ...

Example: Flood Loss Estimates

14 | Cabrillo College HMP November 4, 2019

Building Name Total Losses* from 1 ft of Flooding

Watsonville Building A $528,026

Watsonville Building B $1,482,738

Watsonville Building C $893,180

Watsonville Building D $2,147,655

*Total Losses include losses to the building and its contents, as well as from loss of function.

LOF Cost = Square Footage Factor x [(Annual College Budget / 365 days) x Estimated Days with LOF]Where: Square Footage Factor = (Building Square Footage x Building Criticality Score) / Total Factored Campus Square Footage)

Presenter
Presentation Notes
A has the lowest losses because it is elevated 4 feet above grade B has relatively high losses because it has a basement that will flood, but not the highest because its first floor is elevated 4 feet about grade as well C and D are both at grade, so the difference in losses is driven by difference in value of the building and it’s contents

Fire

15 | Cabrillo College HMP November 4, 2019

Neither campus falls within Fire High Hazard Areas, but Cabrillo does have a significant risk from fire.

Presenter
Presentation Notes
Wildfire Hazard Areas: Large areas of the County have been mapped as Critical Wildfire Hazard Areas due to accumulations of wildfire prone vegetation, steep and dry slopes and the presence of structures vulnerable to wildland fires. These areas are generally situated in the steeper higher elevations of the county. While the map of Critical Fire Hazard Areas remains relevant for areas of increased wildfire risk, it should be noted that wildland fires may occur anywhere within the planning area.

Example: Fire Hazard Ranking

16 | Cabrillo College HMP November 4, 2019

Hazard Ranking: • Construction Date and Type• Exterior Construction Type• Roof Type• Fire Protection• Contents Type• Tree Cover/Vegetation• Topography

Presenter
Presentation Notes
HR: Fire Protection is the most heavily weighted, and drives the HR. Proximity to vegetation is also apparent. Watsonville D is at a higher risk because of exterior construction and roof type.

Example: Fire Vulnerability

17 | Cabrillo College HMP November 4, 2019

Vulnerability: • Hazard Ranking• Building Criticality

Presenter
Presentation Notes
Criticality makes the buildings that are more important show higher vulnerability

Example: Fire Loss Estimates

18 | Cabrillo College HMP November 4, 2019

Loss Estimates: • Building Loss• Contents Loss • Loss of Function Cost

LOF Cost = Square Footage Factor x [(Annual College Budget / 365 days) x Estimated Days with LOF]Where: Square Footage Factor = (Building Square Footage x Building Criticality Score) / Total Factored Campus Square Footage)

Presenter
Presentation Notes
Building and content loss is on a percent scale based on the Hazard Ranking. 1 = 5%, 2 = 10%, 3 = 25%, 4 = 50%, and 5 = 100% Criticality is only considered within the loss of function costs. Based on the hazard ranking and how expensive the building is.

The pedestrian bridge over Soquel Drive is the main form of movement between the upper and lower campus areas. It is considered a critical unit of campus infrastructure. Loss, or rendering unsafe, as a result of an earthquake would hinder the operations of the campus

Action-EQ 1: a) Obtain an analysis of the bridge for structural integrity and earthquake resilience by a qualified structural engineer b) Undertake retrofit options to improve the safety and resilience of the bridge.
