Board of Trustees Briefing – November 4, 2019Cabrillo College Natural Hazard Mitigation Plan
What is Hazard Mitigation?
2 | Cabrillo College November 4, 2019
Mitigation is any sustained action taken to reduce long-term risk to life and property from a hazard event
Preparedness & Response purchase of a police
command vehicle
Mitigation Defensible Space for Wildfire Mitigation
MitigationEarthquake Retrofit
• Reduces or eliminates the need to respondo Lessening resource burden
• Creates resiliency and sustainability• Promotes Data sharing between different levels of
government and academia• Disaster Mitigation act of 2000

Public Outreach
6 | Cabrillo College HMP November 4, 2019
• Public Meetings• Survey• Web Postings• Social Media• Section Reviews
Purpose: Provides a factual basis for prioritizing hazard mitigation activitiesMajor components:
• Select and rank hazard priorities• Profiles of natural hazards affecting the College• Vulnerability of the College as a whole• Vulnerability and lost estimations for individual buildings• Integration of County and State hazard mitigation plan findings
Hazard Identification and Risk Assessment

Hazard Identification
8 | Cabrillo College HMP November 4, 2019
Cabrillo’s Hazards• Drought• Earthquake and
Liquefaction• Expansive Soils• Flood • Landslide• Fire
Climate Change:Climate change will amplify the impact of natural hazards.

Hazard Profiles
10 | Cabrillo College HMP November 4, 2019
Example: Liquefaction – Location and Extent
11 | Cabrillo College HMP July 24, 2019
Both the Aptos and Watsonville Campuses fall within Liquefaction Hazard Areas
Flood
12 | Cabrillo College HMP November 4, 2019
National Flood Hazard Layers from FEMA show the Watsonville campus within the Special Flood Hazard Area
Example: Flood Vulnerability
13 | Cabrillo College HMP November 4, 2019
Hazard Ranking: • Flood Zone• Construction Date and Type• Foundation Type• Lowest Point of Entry• Building Height• Contents Value Below Flood Depth
Vulnerability: • Hazard Ranking• Building Criticality
Example: Flood Loss Estimates
14 | Cabrillo College HMP November 4, 2019
Building Name Total Losses* from 1 ft of Flooding
Watsonville Building A $528,026
Watsonville Building B $1,482,738
Watsonville Building C $893,180
Watsonville Building D $2,147,655
*Total Losses include losses to the building and its contents, as well as from loss of function.
LOF Cost = Square Footage Factor x [(Annual College Budget / 365 days) x Estimated Days with LOF]Where: Square Footage Factor = (Building Square Footage x Building Criticality Score) / Total Factored Campus Square Footage)
Fire
15 | Cabrillo College HMP November 4, 2019
Neither campus falls within Fire High Hazard Areas, but Cabrillo does have a significant risk from fire.
Example: Fire Hazard Ranking
16 | Cabrillo College HMP November 4, 2019
Hazard Ranking: • Construction Date and Type• Exterior Construction Type• Roof Type• Fire Protection• Contents Type• Tree Cover/Vegetation• Topography

The Watsonville Campus is shown as being in a FEMA 100-year (1% Annual Chance) floodplain with an AH designation. The flood elevation is shown as elevation 32 NAVD. The ground elevation in the vicinity of the buildings appears to be approximately elevation 36.
Action-Flood 1: - Obtain a FEMA Elevation Certificate for each building and apply for a Letter of Map Amendment to remove the campus from the designated flood zone Regulatory Flood

The pedestrian bridge over Soquel Drive is the main form of movement between the upper and lower campus areas. It is considered a critical unit of campus infrastructure. Loss, or rendering unsafe, as a result of an earthquake would hinder the operations of the campus
Action-EQ 1: a) Obtain an analysis of the bridge for structural integrity and earthquake resilience by a qualified structural engineer b) Undertake retrofit options to improve the safety and resilience of the bridge.
