District 22-W Awards
DISTRICT 22-W HONOR ROLL
The District 22-W Honor Roll Award recognizes Lions and Lionesses who have rendered outstanding service to their clubs and their communities at the “grass roots” level over an extended period of time, who exemplify the spirit of Lionism through their unselfish dedication and who are deserving of District-wide recognition for their efforts in support of Lionism.
ELIGIBILITY CRITERIA
Lions and Lionesses who have been members for at least five years are eligible for nomination to the Honor Roll. Current voting members of the District Cabinet and Club Presidents are not eligible and may not be nominated. Past District Governors will become eligible five years after their term as District Governor.
NOMINATION PROCEDURE
Each club may nominate one member per year. In addition, the District Governor may submit two nominations, none of whom may be members of his/her club. Nominations are to be in writing, signed by the nominee’s Club President or Secretary; or the District Governor and shall list the reasons the nominee is considered deserving of the award by providing a detailed description of the nominee’s service and activities in support of Lionism. Nominations may be made at any time during the Lions year, but must be submitted to the First Vice District Governor by Email or US Mail postmarked no later than April 15th.
SELECTION PROCEDURE
Award recipients shall be selected from among the nominees by a committee chaired by the First Vice District Governor and consisting of the Second Vice District Governor, Cabinet Secretary, Cabinet Treasurer and the nominee’s Zone Chair. The committee may select up to ten recipients per year. The final selection of the recipients will be based solely on the above eligibility criteria and only what is submitted on the nomination form.
AWARD PRESENTATION
Honor Roll Award recipients will be announced by the First Vice District Governor at the District Luncheon during the Multiple District Convention. The names of all recipients, and their clubs, shall be inscribed on a master plaque which will be updated each year and

displayed at the convention. Each recipient will receive a certificate signed by the District Governor. The outgoing District Governor will give the plaque to the incoming District Governor for carry-over to the next convention.
DISTRICT GOVERNOR‟S
MEDAL OF COMMENDATION
The District Governor’s Medal of Commendation will be awarded by the District Governor to individuals (Lions, Lioness, LEOs and non-Lions) who have demonstrated performance above and beyond what is normally expected during the operation of the club, a club project or a special event or occurrence.
Nominations for this award will be made, in writing, either by letter or Email directly to the District Governor stating the name of the individual nominated for the award and will include the date(s) and location of the event, project or occurrence and a short description of why the individual believes a District Governor’s Medal should be awarded. The decision on the issuance of the commendation will rest solely with the District Governor.
Presentation will be made by the District Governor or a Cabinet officer designated by the District Governor at an appropriate meeting or ceremony.
CLUB AWARDS
All club awards run from July 1, 2013 to June 30, 2014. Specified objectives must be met to qualify for the Award. Awards will be presented at the Change of Banner and Awards Night.
In order to receive any of the awards listed below, the Club Secretary must verify and attest to the eligibility for receiving the award and submit this confirmation to the District Administrative Assistant no later than July 2, 2014

LIONS AWARDS
Club Excellence Award
In order to receive this award, notice of participation, sponsorship or contributions regarding the below defined objectives must be submitted by the Club Secretary to the District Administrative Assistant no later than July 2, 2014, with confirmation of eligibility.
1. Each club will conduct a Friendship Night for the purpose of introducing prospective new members to Lionism.
2. The club must achieve a net gain of ONE new member for the year based on the members on record starting as of June 30, 2013 and ending June 30, 2014.
3. At least one club member attends each Zone Meeting held in the club’s zone during the year, excluding the President and Secretary. (A total of three attendees.)
4. The Club’s President and Secretary (or designated representatives) attend the Cabinet meeting held in their respective region or in one of the other regions.
5. At least one Club member attends the District 22W Social.
6. At least one delegate from the Club registers and attends the Multiple District Convention held in May 2014.
7. The Club’s International dues are paid no later than September 15, 2013, and February 15, 2014.
8. The Club’s District dues are paid no later than October 15, 2013 and March 15, 2014.
9. The club contributes at least $20.00 per member based on the membership report as of July 1, 2013, to the Lions Vision Research Foundation (LVRF).
10. The club achieves any nine (9) of the following between July 1, 2013, and June 30, 2014: a. The Club makes a contribution of $50 or more to
the Medical Eye Bank of Maryland (White Cane).
b. The Club makes a contribution of $50 or more to the Lions Saving Kids Sight Foundation.
c. The Club makes a contribution of $50 or more to District 22-W Diabetes Awareness.
d. The Club makes a contribution of $50 or more to District 22-W designated for diabetic camperships.
e. The Club makes a contribution of $50 or more to District 22-W Hearing and Speech Chair for camperships.

Club President‟s Award
In order to receive this award, the Club Secretary must send confirmation of eligibility to the District Administrative Assistant no later than July 2, 2014.
1. The club has complied with the association’s constitution and by-laws as well as the policies of the International Board of Directors, and has refrained from any action encouraging unauthorized uses of the name, goodwill, emblem, the marks “Lions,” “Lions Club”, “Lioness,” “Leo,” “Lions International” or “Lions Clubs International” and other insignias of this association.
2. The Club has conducted at least one major service activity during the year in line with International Programs.
3. The Club has conducted a Friendship Night during the year.
4. The President has attended ALL of the following Lions meetings during the year: (A designated substitute will be accepted.)
a. The Club Officers’ Training for Presidents, Secretaries and Treasurers
b. One Cabinet meeting c. One of the Leader Dog banquets d. One of the White Cane banquets
e. One of the Vision Days banquets 5. The Club President has conducted or attended
monthly Board meetings. 6. The First Vice President has conducted at least one
regular or Board meeting during the year. 7. At least four articles have been submitted and
published in the local printed media about Club fundraisers and/or service projects conducted.

Club Secretary Award

1. The Club Secretary has attended the following Lions meetings during the year (A designated substitute will be accepted).
a. The Club Officers’ Training for Presidents, Secretaries and Treasurers in June 2013.
b. All Zone meetings or Region-wide meetings held during the year in their Zone.
c. One Cabinet meeting.
2. Complete Monthly Membership Reports. If done using the WMMR system, these reports must be completed by midnight of the last day of the month. If using the paper report, it must be in the hands of the District Governor and the District Administrative Assistant by the last day of the month and should be mailed to LCI no later than the 20
th of the month.
NOTE: If the report is done on line (WMMR) a paper report DOES NOT have to be mailed.
3. Complete the Club Activity Report. If done on line using the WMMR system, these reports should be completed on a monthly basis and paper reports do not need to be submitted. If using the paper form (A-1), this report should be mailed quarterly to the District Governor, Zone Chair and District Administrative Assistant. No report will be accepted after July 15, 2014.
4. Annual Club Officers Report (PU-101) on the WMMR system must be completed by April 30, 2014, and mailed to the First Vice District Governor and the District Administrative Assistant.) If using a paper PU-101, a copy must be mailed to LCI, the First Vide District Governor, Zone Chair and District Administrative Assistant no later than April 30, 2014.
5. Awards Eligibility Reporting to the correct District officer within the time frame outlined in each section.
6. All communications from the District and LCI have been forwarded or made available to all Club members. Minutes of all Board Meetings presented to the Board and full membership for approval.

or District level or participate in the Member’s Mentoring Program.
3. The Club achieves a net gain of ONE in membership for the year based on the number of members on the LCI records as of July 1, 2013, and June 30, 2014.

LEO Club Excellence Award
In order to receive this award the Club Advisor will send confirmation of eligibility to the District LEO Chair no later than June 15, 2014.
All districts (single or sub) may endorse one Leo club to receive this prestigious award. The district Leo Chairman must endorse the nomination. Leo clubs considered for this prestigious award must have demonstrated superior performance in the following five areas:
1. Serving others
2. Developing and executing creative fundraisers
3. Exercising effective leadership
4. Enhancing the public image of Leo clubs
5. Completing administrative operations
Nominators will complete Form Leo-105. This application must be received by the Multiple District Chairperson by July 15. The Multiple District Chairperson will review and send the application to the Youth Programs Department at International headquarters by August 15.

May be presented by the Leo Club Advisor with approval of the sponsoring Lions Club President to a Leo Club President who meets specific requirements during his/her year in office. Leo of the Year Award
This award is available to any current Leo Club member who is in good standing, meets membership age requirements, has all the required endorsements, and is not a previous recipient of the award. Each Multiple District or Single District (not a sub-district of a Multiple

A club advisor who meets specific requirements may be awarded this certificate by the sponsoring Lions Club President. Certificates are mailed to the presidents of Lions clubs who sponsor a Leo Club in February.
The award should be presented at the end of the fiscal year by the Lion Club President to the Leo Club Advisor if he/she has met the following criteria:
The Leo Club must have complied with the standard Leo Club Constitution and the policies of Lions Clubs International and refrained from any action encouraging unauthorized use of the name, goodwill, emblem or insignias of the association.

ALERT in a “Nutshell”
What should Lions do in the event of a disaster?
This plan of action will be useful for any disaster whether natural or manmade where two or more clubs are likely to be asked to respond.
1. Lions take care of your family first! Are they in a safe place? Is anyone injured? Do they have shelter, food, and water?
2. Lions take care of your Club Members!
When a local incident occurs, use your internal ALERT phone tree to verify that all members are accounted for. You can ask the same questions you have asked your family.
3. Unless you are a trained first responder or suddenly find yourself at the scene of an incident, do not respond directly to the scene of the disaster. Our role is to respond as a coordinated team with the backing of the local disaster relief organizations, the community, and the governmental authorities. Volunteers should be screened, trained, assigned a task and location, and given a person to report to. All volunteers should be logged in regarding their duties, role, place of work, and hours of work.
a. Watch and listen to local TV and radio announcements that may indicate where volunteers are being screened.
b. Call your County Volunteer Coordinator or Red Cross Response Team to get this staging information. (You have been working with them before the disaster occurred, haven’t you?)
c. Call your Lions ALERT County Coordinator that is listed in the District ALERT POC listing for this information (contact Chair Myron Horn for this information).
4. As the scope of the incident increases, more Lions may need to get involved.
a. Local ALERT chairs should contact nearby clubs and the ALERT County Coordinator when requesting help.
b. County Coordinators should make sure all local clubs have been notified and notify adjoining County Coordinators.
c. If a full District response is likely to be required, notify District ALERT Coordinator and District Governor.

5. If an LCIF Grant is required, the District Governor must make the request. The District Treasurer must arrange funds transfer and track how funds are used. The District Secretary will record the clubs involved, the hours worked, and the services performed. The District ALERT Coordinator will assist the Secretary in completing an After Action Report.
CLUB SAFETY OFFICER
Every club should have a safety officer whose job it is to improve the safety of each Club event. The Safety Officer should inspect the event site in order to identify and correct possible safety concerns. Although not a complete list, here are some common things the safety officer should be looking out for:
Adequate lighting inside and outside of the event site.
Overloaded electrical circuits
Loose or misaligned equipment
Equipment not properly maintained
Dull blades
Trip hazards
Loose or non-existent traction pads on steps or ramps
Overhead hazards
Supplies or equipment stacked too high
Presence of first aid kit and fire extinguisher
Improperly marked exit signs
Presence and use of personal protective equipment (goggles, hearing protection, fluorescent traffic vests, etc.)
No matter how good the safety inspection is things happen. When something happens that injures a Lion, a guest, or a private citizen, provide immediate first aid and assistance. If there is any doubt at all, call 9-1-1. The experts can decide if the victim needs to be transported. Any incident where additional medical treatment is likely should be reported to the District Governor and to LCI. The LCI carries insurance that should be in effect for any Lions’ sponsored event.

Official Protocol
Protocol is an official expression of good manners. The courtesy we show each other in our everyday lives affects our attitudes, our work and, in turn, how we view ourselves as human beings. Protocol means respect for position. It is a form of etiquette. Protocol is nothing more than exhibiting GOOD MANNERS to an invited guest of your District or Club.

General Comments
When a Lion holds more than one title, he or she shall be recognized for the highest one. In areas that have positions in addition to those previously listed, they should be recognized in accordance with local customs, provided that elected officers always have precedence over appointed ones.
It is recommended that Melvin Jones Fellows be recognized as a group. In introducing speakers, their status as Fellows should be mentioned.
Non-Lion Dignitaries
Non-Lion dignitaries should be given precedence in accordance with local protocol and/or custom, keeping in mind that if the non-Lion is the principal speaker, then he or she should be seated to the right of the chairman.
Head Table Seating
The presiding officer or meeting chair must always be seated at the most central seat at the table when there is no central podium, shown as seat number one in the following diagram (Figure 1). The principal speaker should occupy seat number two, then other Lion dignitaries in accordance with the general order of precedence. If possible, there should be the same number of seats to the right and left of the chair or presiding officer (who would normally be the Club President, District Governor, Council Chair or International President).

Multi-Head Tables
If there is more than one head table, the table at the highest level shall be considered the primary one. Care should be taken not to seat Lions of the same rank at different tables.
Head Table Introductions
Introduction of the head table should begin with the meeting chairman or presiding officer and then continue from the person with the lowest rank on the order of precedence to the person with the highest. When spouses are present at the head table, they should be introduced with the member (e.g. “Past International Director John Doe and his wife Jane”).
EMAIL ETIQUETTE FOR LIONS
1. Be professional. Use the email addresses of Lions for Lions’ business only. (No jokes, stories, political or religious messages.)
2. Include your name and club name in your response. There are hundreds of Lions in our district and everyone does not always recognize your email address.
3. Do not use the “reply all” feature unless the response is applicable to everyone who was copied on the original message.
4. Respond in a timely fashion; usually within 24-48 hours. If you need more time to formulate a complete response, send a reply indicating this so that the sender knows you have received the message and are working on the issue.

OFFICIAL VISIT OF DISTRICT GOVERNOR
Your District Governor is required by Lions Clubs International to make at least one official visit to every club within the District. In most cases the District Governor is the highest ranking officer of Lions Clubs International to visit the Club during the year. On the occasion of the Official Visit, certain procedures or protocol should be followed:
1. Do not schedule other programs during this visit.
2. The District Governor would prefer to have his Official Visit at a meeting other than the Club Picnic or other social occasion. He will attend other meetings or events schedule permitting.
3. Publicize your Governor’s visit.
4. Have your attendance committee strive to secure excellent attendance at this meeting.
5. Encourage all members to wear their Lions’ Club name badges.
6. Have your District Governor properly introduced to each Lion and Lioness. Usually the President or Master of Ceremonies should do this. The Cabinet Secretary, or other District Officer, will provide the official introduction of the District Governor during the meeting
7. When the Governor is introduced, the Club members should stand and in like manner should also stand at the conclusion of the talk.
8. A brief Board of Directors meeting should be scheduled following the regular meeting. This is the appropriate time for members to ask questions and participate in a discussion with the Governor. Accordingly, full attendance by the Board is appreciated, as well as attendance by all other interested members of the Club. To permit the Governor to be able to respond and offer the best possible attendance, it would be appreciated if special problems or questions are made known to the Governor well in advance of the visit.
9. Your District Governor welcomes suggestions for improvements in the District.

HISTORY
Multiple District 22
The 16th District of Lions Clubs International was organized in 1921 and consisted of the states of New Jersey, New York, Maryland, Delaware and the District of Columbia. Because of rapid growth, it became necessary in 1922 to divide the area – New Jersey remained as the 16th District, New York became District 20, and Maryland, Delaware and D.C. became District 22.
The Baltimore club was the first to organize (October 26, 1921) within the boundaries of the present District 22. In 1940, District 22 was divided into Districts 22-A and 22-B. In 1944, District 22-C was organized, followed by Districts 22-D and 22-W in 1947. The Frederick club was the first to have organized (June 7, 1922) within the boundaries of the present Sub-District 22-W. Multiple District 22 is divided into the following sub-districts:
District 22-A – Anne Arundel, Baltimore, Harford and Howard Counties and Baltimore City
District 22-B – Caroline, Cecil, Dorchester, Kent, Queen Anne’s, Somerset, Talbot, Wicomico and Worchester Counties
District 22-C – Calvert, Charles, Montgomery, Prince George’s, St. Mary’s Counties and the District of Columbia
District 22-D – State of Delaware
District 22-W – Allegany, Carroll, Frederick, Garrett and Washington Counties

CLUB CHARTER NIGHT
Charter Night is a special event celebrating the beginning of a new Lions club as well as an annual celebration or “birthday” for the club.
The first task is to appoint a Charter Night chairperson and Charter Night committee. The next task is to select a Charter Night date. For new clubs, this takes place approximately 90 days after the charter approval date. For existing clubs, this takes place at a date during the month in which the charter was originally approved.
The next task is the preparation and mailing of Charter Night invitations. The chairperson and his/her committee should confirm attendance, secure entertainment, invite and provide accommodations (if necessary) for the guest speaker, ensure the room is set properly and check that equipment is in working order. It is customary to invite the Lions clubs in your district and those within a reasonable distance. It is also customary to invite the members of the sponsoring club as well as the current district governor, the district governor’s spouse or companion and all past district governors within the district (see pages 67-70 of this roster book for this information).
Another task is to design and print a suitable program for the event. Contents of the program typically include: Cover with club name, Charter Night date, event location and the Lions logo (available at www.lionsclubs.org); name of sponsoring club, list of the charter club officers, directors and members; program agenda; list of people the club wishes to thank; list of club contributions.
CHARTER NIGHT CHECKLIST
