B. Project Descriptio~

The proposed project area is a 75-acre i:imber plantation i.n Siskiyou County. California. Fifty-nine acres of the plantation were mechanically site-prepared in the fall of 1982. and were subsequently planted in the spring of' 1983 "1i.th 15,000 2~year old seedlings of ponderosa pine {Pinus ponderos.a) and 6,(){JD seedlings of Monterey-lcnobcone pine cross (Pinus x attenuradi.ata). This 59 acres was also ~•planted in 1983 "'1.th 8. 000 2..:..year old ponderosa pine. The reu.ining 16 acres were mechanically site-prepared in 198~ and planted with 10.000 2-year old Dougl~s-fir {Pseudotsuga menzi.esii) seedlings in the spring of 1985.

Since pl.antati.on establishaent there has been a reinuasion of annual and perennial grasses. f'orbs., and brush. To co~trol these plants, which are coWtpeting "'1th plantation seedlings For auailable moi.sture. nutrients. and grOClling spa~. the project calls for the spraying of DuPo~t Uelpar QU L herbicide {Hexazinone) at the rate of l. 9 pounds actiue ingredient per acre on the 16 acres of the 2-year-old planting and 2.1 pounds actiue ingredier.t per acre on the 59 acres of the ~year-old planting. These prescriptions were deu~loped for ·the plantation by Larry Ballew. DuPont Coapany Representative. based on specific soils. uegetation and cli~tic conditi·ons deter•ined for t~e project area. The spraying 1 will be done by a licensed Pest Control Operator "'1th a tractor and or backpack sprayers - (See attached Label f'ac.silli.les f'or more de!:&ils on handling 0£ the herbicide.) The chellical will be llixed on the site to be spraye~ and will be applied when the site is dry. In the euent of a chemical spill the chemical 11.10uld stay on the site. i.e. there would be no ouerland f'lO!U of che•ical into any bodies of' ..ater.

Topography

The e'leuati.on of' the -subject site rang~s f'rom 4000 to 4400 f't. and is generally north-F~cing. Slopes range fro• 0-50 percent and auerag_e 40 percent.

Water CClurses

The nearest ·water courses are Cedar Gulch. Mill Gulch. a.nd Moffit Creek. Cedar Gulch. which is ephe .. ral. comes ..n.thin a quarter •ile of the north west corner o~ the parcel. Mill Gulch is a ha1f Idle to the south and is separated fro• the project area by a ridge. Mof'f'it Creek is 2 1/2 •iles to the west ..

Soi1s

The soils on this parcel were aapped by the S<iil Vegetation Survey (S~S) as being in the flll.arpa-Kinkle-Boo11er co•plex. However. according to Richard Dixon. Foreester II C•lif'ornia Department of' Forestry. they really do not f'it into this complex. Apparently. the SUS lu•ped areas together so they would not haue to sa•ple euery uariation. Dixon said soils in the Marpa-Kinkle-Boomer co•plex were skeletal in natur.e, ~herea~ the soils on the Cedar Cul~h parcel ~re not. (Skeletal \~ soils- are made up of' partic1es of' 111hich 3 5 percent or~ 111e>re are greater than 2 millimeter in size.) Dixon said ·the gra11el content on this parcel 1.11as less than 5 percent.

TLllO soil samples were taken to determine the percent organic matter. sand. silt and clay to aid in selecting herbicide application rates. The r~sults of the_ soil analysis shoc..aed that the 16-acre!~ younger porti.~n of' the plantation had an organic matter content or 6.07 percent. sand content of 67 percent. silt content 9f 23 percent. ~nd clay content 0£ 10 percent. The S9-acre oider portion or the plantation had an organic ~atter content of 4.66 percent, sand content of 59 percent. ~lt content of 31 percent. And clay content of 10 percent. Tile soils on this parcel can be cla~sif'ied as being sandy loaa. ,

Timber site productivity based on .. asured trees. and using Dunning' s 1942 site curues f'or lti.x•d co~if'•rs of" the Sierra Neuada. was determined to be Site Class III (130).

Vegetation

The vegetative couer of the site consists of three components:

(1) A Few saplings. residual after logging# or two commercial ti~ber species. ponderosa pine and Douglas-fir.

(2) Planted seedlings of ponderosa pine. Dougl~s-fir. and Monterey-knobcone pine cross.

(3) Competing weedy vegetation. priurily cheat grass. nee1dle grass. common mullein. fir.weed and manzanita. The cr~n closure of grass and forb.s is approximately 80 percent and the shrub couer is less than five percent. The non-ti•~e~ species observed or. and adjacent to the project ~~ea include:

If a spi11. should occur the herbicide wou1.d stay on the project area. because the spray wi11 be mixed on-site. there are no permanent s·treams on-site. and it wi1.1 be app1ied in dry weather. In other words. there will be no mixing of cheMica1s near or adjacent to any streams or other bodies of wat~r. SLC will con~ract with a licensed pesticide app1iclltor who h.as experience in applying herbicides in the manner called for in the contract. There should be little risk to the applic&tors because of protectiue clothing requirements.

A wildlife study at Cornell University indicates that forest anima!S are not likely to eat pellets cor1taining hexa~ zinone. Neither herbivores or carni­vores voluntarily ate the pellets_gven when depnved of their regula:- c;!iet. Birds showed-no recognition ot the pr-.sence of the pellets placed with a normal food source. There was no mor­tality nor unusual wildlife behavior associated with the exposure tests.

: The impact of hexazinone on invert8-' brates was tested following the chemi· cars application to forested watersheds. Tests conclude that: • Hexazinone and its metabolites were generally not detected (<0.1ppm) in aquatic irtvenebrates and macrophytes. • No major alterations (species com­position or diversity) were detected in the aquatic invertebrate community. • At the end of the test, no major community changes occurred in the terrestrial microarthrapod samples.

Off-Site Movement St-Jdied

The o:t-site movement of hexazinone from forest watershedS wh:ch may occur during storms was measured. Pellets containing hexn1f'One were used in th_e test. The conclusions indi­cated that: •,Hexazinone residues lost in storm runoff were well within·~cceptable loss limits (0.5% of applied) for agricultural and forest ecosyslems. • Use of recommended rates should not produce any adverse environrnen· ta! effect on water quality or aquatic ecosystems.

Burning Treated Wood Wood treated v.rith VELPAR was analyzed for hexazinone residues at 4 months and 16 months after appli­cation. Results sOOwed that: • Only 21 % of all wood samples con­tained hexazinone at 16 mor.ths. • None of the stem sectionS contail'lb1 a W6ighted residue level above 0.2 ppm. which is the allowable residue con­centration at which no health effects will occur for ingestftd food crops.
