The Kiowa Homeowners Water Supply Corporation will elect two (2) directors to the Board of Directors in February 2004 to replace two directors who will complete their three year term in 2004 .

Persons interested in serving on the Board of Directors should submit a short resume to the KHWSC office by December 15, 2003 . Nominees other than those selected by the nominating committee will be accepted if such nominees are members in good standing, have written endorsements by at least 50 members in good standing, and submit resumes and endorsements before December 15, 2003

Directors are elected for three (3) year terms . Applicants would be expected to

have time available to attend the regular monthly Board Meetings as well as occasional committee meetings and other duties .

The Kiowa Homeowners Water Supply Corporation mission is to provide dependable water service that consistently meets or exceeds the TCEQ water quality standards . Water will be delivered at a fair and reasonable price that reflects the cost of producing, testing, storing, and distributing this precious treasure . It is our goal to always treat our customers equally with respect and honesty .

LITTLEST ANGEL PROGRAM

Please remember the Littlest Angel Program . Many less fortunate children depend on this program for a Christmas present . The paper angels are on trees at the First State Bank and at Wal-Mart . On November 3, 2003 the LKPOA Board of Directors approved the Long Range Planning Committee 2003 Survey Results .

The Lake Kiowa Long Range Planning Committee wishes to thank each of you that responded to the 2003 survey for your contribution to planning for Lake Kiowa’s future . The survey was distributed to property owners in February of this year . There were 373 surveys returned – five less than the prior year . A portion of the returned surveys had limited responses while most surveys were completed in full with additional comments . The helpful suggestions and comments were appreciated . Following is a summary of pertinent information developed from each survey section:

Section #1 – Demographics: There were no significant differences reflected from the prior survey . The survey results point toward small increases in population, number of autos, boats and golf carts . Eighty percent of those responding to a question asking about full-time or part-time residence status indicated that they were full-time residents . Seventy-six percent of the respondents had Internet access at the time of the survey . The average time that responding property owners have

Lest you think this is a misprint, the forum is two months early this year because the latest revision of our by-laws changed the election from April to February . For those new to Lake Kiowa, here’s how our forum works:

Questions are submitted by members of the community . The Forum Committee narrows down these submissions to six (usually) questions . These are then given to the candidates two weeks in advance of the forum and each candidate will answer each question . No additional questions are taken from the floor .

Section #2 – Priority of Needs and Desires: There were 157 responses, most of which were in the “desires” category with most others in the category of maintenance fee budget restraint . Those items most frequently mentioned include a swimming pool (34 people), fitness/exercise center (27 people), and additional golf holes (13 people) .

Section #3 – Parks and Lake: Responses showed that most people were in favor of limits on boat size (80%), horsepower (79%) and number of boats (63%) or personal watercraft (PWC) (69%) that a member can register . Further Lake and Parks results include: 78% in favor of drivers of watercraft be at least 18 and pass the water safety course; 55% were against having to review the water safety course when renewing boat registration; 65% were against a moratorium on boats

while limits are studied; 52% were in favor of a moratorium on jet skis while limits are studied . The Lake and Parks Committee was interested in the support of a long-term Capital Improvement Program for the following: reclamation and development of a community park adjacent to low water crossing #2; providing access to the area below the dam spillway for a recreational area; and/or developing, constructing and maintaining an all-purpose athletic field . Fifty-four percent of the respondents were in favor of at least one of the three suggested improvements . Sixty-one percent of the respondents were not in favor of purchasing a watercraft for lake patrol with CIP funds .

Section #4 – Communications: There were 195 responses with many comments regarding what should be considered to print in the CommuniQué: There were numerous comments reflecting much improvement in the CommuniQué over the past several months . All comments and suggestions will be reviewed by the CommuniQué Staff .

Section #5 – Community Service: A better than usual response was received with 85 members volunteering to serve the community either on committees, board of directors or other organizations . This information will be made available to committee chairpersons seeking to fill out the committees that they lead .

Section #6 – Community Clubs and Activities: Most survey forms had multiple check marks on the list of 30 activities or clubs . Those indicating the most activity included the dining room, the Nineteenth Hole, chapel, board meetings, holiday special events, voting, golf tournaments and bingo, with each of these receiving over 100 check marks .

Section #7 – Lodge and Tavern: This section of the survey form has been forwarded to the Lodge and Tavern Committee for review and use in future planning . Results of this section of the survey indicated the following:

The appropriated funds ran out at the mimosa tree where the erosion was the worst . It will be extended past the persimmon tree . Funds will come from lot sales, money left over in last year’s budget, or the contingency fund .

Lake Kiowa deeded to the Association all of the general fixed assets such as the Lodge, golf course, lake and dam, recreational areas, stables, beaches, etc which had an evaluation of $1,654,638 . In addition at that time the POA received a bank account of $72,733 . There were approximately 200 owners who were delinquent in either their initiation fee of $500 or their 1970 dues totaling the amount of $45,050 . (This information came from the first Newsletter published in February 1970 and given to the CommuniQue staff by VedaMaeKrusemark.)

• Lloyd Butts reported at the OpenBoard meeting on November 17, 2003 that our current property, plant and equipment assets total $6 .7 million, with the manager’s current estimated market value of $15 million . Our assets have increased 137% while our dues have increased 63% .

A comparison of LKPOA fixed asset values for the past eight years emphasizes the success of CIP 1 and CIP 2 . The money spent has enhanced the value of our assets .

The fixed assets in 1997 totaled $2 .8 million and today they are $6 .7 million, reflecting a 139 percent increase . The values are at cost less depreciation, thus the current market value would be considerably greater .

Comparing monthly dues of $85 .91 in 1997 to current dues of $139 .90 reflects an increase of 63 percent . Granted, there were additional special assessments during these years, but those funds were spent on fixed assets and did not increase funding for the general budget .

We have not been as successful in increasing the general budget to support the increased costs of inflation, insurance, utilities, taxes, labor, supplies, and maintenance of the 139 percent growth of fixed assets .

It is important that we shift our attention from CIPs to the general budget so that we can be assured of adequate funds to support our assets and establish reserves .

In future articles I plan to discuss possible alternatives to reach this goal .

The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a .m . in the Lodge and all residents and guests are welcome . This is an interdenominational service that may precede your regular church service or a round of golf . Casual dress is always welcome .

The Chapel choir will perform at the front entrance lighting ceremony on November 29 at 6 p .m .

The Quarterly Meeting and potluck dinner is scheduled for December 1 at 6:15 p .m . in the Lodge . Everyone is invited to bring a dish to share and your own table service . The choir will sing some Christmas selections .

Rev . John Hare and Rev . J . L . Williams are the chaplains delivering their messages on alternate Sundays . In December, Rev . Williams’ message on December7willbe“TheVitalElementsof Faith” with text from Hebrews 11:1-2 . The choir will present a Christmas musical service on December 14 at our morning service . Rev . Williams will speak on December 21 . “God’s Christmas Visuals” is the title withselected verses from Matthew, Chapters 2 and 3 . This is the week during the month that food contributions are received for V.I.S.T.O. The itemsespecially requested this month are traditionalholidayitems.V.I.S.T.O.hasbeen very appreciative of Lake Kiowa’s support for their program . Rev . Hare will give the sermon on December 23, but his topic and text were not available at this time .

CHORALE CONCERT DECEMBER 7

Bach’s “Magnificat” and Vivaldi’s“Gloria” will be sung by the North Central Texas Chorale on Sunday, December 7 at 4 p .m . at Sacred Heart Catholic Church in Muenster . Both of these famous works express the joy and excitement of the Advent and Christmas seasons . A professional orchestra from University of North Texas in Denton will accompany the chorus . Tickets ($5) may be purchased from a chorale member, or at the door .

Under the directorship of Dr . Michael Linder of North Central Texas College, the chorale is composed of local singers who enjoy musical challenges . The spring concert will feature a work by Brahms . On June 17, 2004 the group will join with other community choruses to present Beethoven’s “Mass in C” in CarnegieHall,NewYorkCity.

CHRISTIAN WOMEN’S CLUB

Ladies, please remember the date change for Christian Women’s Club this month . Because of the holidays we will meet on Thursday, December 18 at the same time, 11:30 a .m . at the Roadhouse in Lindsay, Texas .

Alison Lewis of the Joyful Gestures Company makes custom name plaques framed in oak and glass . She will be presenting her craft and explaining the root meanings of personal names . This is sure to be an interesting and informative special feature .

Phyllis James will be presenting our musical entertainment . Phyllis is a sophomore at North Central Texas College in Gainesville, majoring in Elementary Education and studying voice with Dr . Michael Linder, who is head of the music department . An accomplished flautist, Phyllis is also a member of the N .C .T .C . Chorus .

Our speaker, Kim Mikeal, is from Denton, Texas . She is a multi-talented person who has been a sales executive, scuba diver, aerobics instructor and scrapbook enthusiast . She enjoys being a full-time mother to two young sons . She has many humorous events to share from her experiences . Her talk is titled, “Things are Not Always What They Seem .”

Christian Women’s Club is non-denominational and is sponsored by Stonecroft Ministries, a worldwide organization dedicated to helping women to grow in faith . There are no dues or other requirements . Just call Dori Gehr for reservations at 612-5683 and let her know if our complimentary child-care is needed .

Many at Lake Kiowa today do not remember December 7, 1941, and by comparison to events that happened even in the lifetimes of your children, it may not now seem so dramatic . But it was a pivotal date in United States history, the day Pearl Harbor was bombed, beginning World War II . On that day, two Kiowans were there and survived . They are Bill Williams and Charles Pamrowski. Bill and Charles came back to their respective homes in the 40’s, decorated heroes . They both have riveting stories to tell about the experience . Bill and wife Bootie were not among the earliest settlers at Lake Kiowa, but they have been active members of this community since 1985 .

Charles and Gracie Pamrowski moved here in 1979 from Dallas, where Gracie has a sister . Charles was from upstate NewYorkandGraciefromwestTexas,where they met after the war . Gracie tells that Charles asked her for a date and that 28 days later, there had been an anniversary party, two showers and a big church wedding, much as with

young couples today . This one stands out because that Odessa wedding was 60 years ago on June 12 .

Health problems limited Charles’ activities in later years, so Gracie stepped up to the plate for both of them . She took on many causes, some were popular, others were not . (One such action probably required no less courage than Charles showed on December 7, 1941 .)

And it was Gracie who obtained the building that would become known as the Outpost for fundraiser activities for the Fire Department . Wear, tear and black mold have caused its retirement, but Gracie has continued on . She had less luck with a movement to bring condominiums to Lake Kiowa . As a result, we’ve seen many other couples who were assets to our community feel compelled to leave it, as the Pamrowskis did this year .

Looking through a box for something in particular, I ran across this poem .

Have you observed the black SUVwith the white Medal of Honor License and a large “2” that frequents Lake Kiowa? Since 1861 there have only been 3,459 medals awarded . One recipient is at home at Lake Kiowa nearly every weekend . He is Brigadier General Robert E. Galer, who with his wife, Sharon, lives in a condo in Dallas, but spends most holidays and weekends entertaining family and friends at their lake home on Cheyenne Drive at Kiowa . They have been residents of Lake Kiowa on and off for many years and are now at home in their third residence here .

Sharon spends most of her time making sure Bob is doing well . When I visited he had just been out of the hospital for two days after bypass surgery . He was walking well and anxious to get back to Dallas the following day to have the staples removed from his leg so he could increase his walks . (He is an avid walker .) At ninety years young his only complaint is that he can’t hear well . He looks back on a life into which he has packed so many heroic moments it’s hard to know where to begin .

Bob was born on October 24, 1913 in Seattle, Washington . He graduated from college in 1935 and immediately began to follow his first love, the wide expanse of the skies . He took flight training as a cadet in the Marine Corp Reserve . By 1940 he was flying the Grumman F3F-2 . Because of a fuel pump failure he was forced to ditch a F3F off the California coast during a 1940 flight to the carrier USS Saratoga . Fifty years later the Navy recovered the aircraft and gave it to the National Museum of Naval Aviation at Pensacola, Florida .

On December 7, 1941, Bob was now a Captain in the Marines, and you guessed it, stationed in Hawaii . He and a friend had spent the night at a friend’s home

in the mountains overlooking Pearl Harbor . They saw the first of the attack and rushed to their car to get back to Ewa Field, but a Japanese plane strafed them into cane fields and the car was wrecked . When they arrived the airfield was blazing and they were handed rifles and took refuge in an empty swimming pool and began shooting at the planes . This was Captain Galer’s introduction to years of warfare . He ferried planes to Midway and was promoted and given command of the F-224 the following May . He trained green pilots to the new fighter the Grumman F-4F Wildcat . From there it was on to the Solomon Islands and Guadalcanal and Tulagi . He led his squadron as part of the “Cactus Air Force .” He was shot down by the Japanese, swam for an hour to Manadoliana Island, and encountered natives who by canoe delivered him back to Tulagi . He returned to Guadalcanal the next day to see the squadron in preparation for a memorial in his honor . He ultimately shot down 13 enemy planes and the squadron was responsible for downing 51 Japanese aircraft . His proud mother looked on as he received the Medal of Honor in March 1943, from President Franklin D . Roosevelt, for “superb airmanship, outstanding skill, and personal bravery .” He also received the rare British Distinguished Flying Cross . Galer was also at Iwo Jima, on D-day and was at Okinawa . He earned a reputation during the war as a gifted pilot and a sensible leader . He spent so

Early Settlers...much time in foxholes and trenches to help develop the support for the air to ground tactics he endeared himself to the infantry as well .

The Korean War was in its third year when Colonel Galer took command of the MAG-12 in May 1952 . Before this he commanded the cadet regiment at the Naval Air Training Base in Corpus Christi, Texas, and served as plans officer on the staff of Commander, Air Forces, Pacific Fleet . He was 39 years old and many things had changed since his last combat command . He nevertheless adjusted to training new men in new types of planes and warfare . On July 11, 1953 he received his second Distinguished Flying Cross for leading 125 sorties near Pyongyang, Korea . Four planes were damaged, but all returned . Galer’s last flight came on August 5, 1953 when he was shot down and pulled to safety in a dramatic helicopter rescue . In addition to the above combat decorations, Bob has also been awarded the Navy Cross, Legion ofMeritwithCombat“V”,onegoldstarwith the Distinguished Flying Cross, Purple Heart, and Air Medal with 10 Gold Stars . In 2004 Brigadier General Robert Galer will be inducted into the Naval Aviation Hall of Honor .

Bob retired from service in 1957 and accepted a position with Ling-Temco-Voughtasgeneralmangeroftheaeronautics and missile division . He also later became a licensed real estate broker and appraiser . He was still going to the office every day as late as the past year .

The February 2003 “Leatherneck” Magazine summed up as follows: “Good words about one Marine’s brief deeds in far-off places—six weeks at Guadalcanal, 11 weeks in the skies over North Korea . A quiet, unassuming, and deadly, Bob Galer left an enduring legacy as a true air-ground pioneer .”

When the time comes, Bob has already decided he wants to join his old friend Joe Foss and other Medal of Honor recipients at the Arlington National Cemetery in Washington, D . C . All of Kiowa gives thanks to this decorated hero for all he has given to this great country .

Gainesville area Habitat for Humanity hosted a delightful dinner/dance on Saturday, November 8, 2003, at the Lake Kiowa Lodge with about 170 people in attendance . President Dennis Potts and members of the Habitat Board appreciate the support of the Gainesville community, and especially those who live in Lake Kiowa, who made this fund-raiser a rousing success .

Thanks to Anita Morris for organizing the beautiful table decorations, and to Rocky and his crew for a delicious chicken and roast beef dinner . Karen and Carson Smith and Tom Nolan donated their services as part of the wait staff .

A Silent Auction raised over $4,000, and our thanks go to Jim Goldsworthy, who contacted area businesses for donations, and thanks to the individuals who so generously donated items and services for bid . Anita Morris once again will delight a lucky bidder with scrumptious desserts throughout the year . The Bob Wickershams and Bob Hughes will host not one but two dinner

parties for the high bidders, and other people went home with their own “treasures .”

The Gainesville Swing Band entertained throughout the evening with music that brought back many memories of earlier times . Dancers kept the dance floor filled . And for those who didn’t dance, just listening to the music and visiting with friends made for a fun evening .

Joe Walter Lumber Company donated materials to build a playhouse and Mary and Bob Bingham spent several 10-hour days turning it into every child’s dream . Their professional painting of both the inside and outside turned heads wherever the house was displayed . The lucky winner was Bob Seale of Lake Kiowa . Over $5,000 was raised in ticket sales for the Playhouse .

Habitat for Humanity is a non-profit Christian organization dedicated to eliminating sub-standard housing around the world . The Gainesville affiliate has built four homes and will begin #5 early in 2004 . Everyone is encouraged to become involved in this worthwhile endeavor . The more people who give support, the more houses we can build, and the more families we can help . Houses are not given away; they are sold to qualified persons who are willing to partner with Habitat . There is no down payment, except for 300 hours of “sweat equity” and Habitat charges no interest on the loan .

Gainesville Fire Chief Steve Boone spoke to the members of KESO on November 6 . He made his subject of fire prevention interesting by reminding us of some of the things not to do when one has a fire, especially a kitchen fire . He emphasized that no matter how careful we may be, a fire can happen to anyone at any time .

We had another very successful sale on November 15 . Our organized sales will be on hiatus until March 20 when we will hold our first sale for 2004 . We at Kiowa Emergency Services Organization and the Outpost would like to express our sincere thanks to all of you for the many saleable items that have been so graciously donated to the Outpost . We will continue to collect saleable items and are willing to pick up anything of value you may wish to donate . Thanks also to all our loyal customers who understand and support what we do .

We continue to provide three important services to the Kiowa Community:

Provide funds for emergency services to Lake Kiowa and the area communities

Accept usable items residents no longer want .

Recycle those items to further their usefulness .

Public School Finance UpdateThis past week we saw the House

Select Committee and the Joint Select Committee on Public School Finance both hold their last published meeting until 2004 .

We were under the impression that there was going to be a Special Session called this spring (04) to deal with Texas Public School Finances . Now the statement is “if and when the special session is called .”

You might ask why Callisburgand other school systems in Texas are concerned . Over the last 10 years we have seen a shift in financing of public schools from the state to the local systems and their patrons via ad valorem taxes .

There are two tax rates that school systems must set:

1 . Maintenance and Operation – taxes used to pay salaries and day-to-day operations .

2 . Interest and Sinking – taxes used to satisfy debt of facilities .

Our 2003-2004 tax rate remained unchanged from the 2002-2003 rate . Our rate for 2003-2004 is:

Maintenance and Operation -1 .4587 Interest and Sinking - .0713 For a total tax rate of - 1 .53

An example of the state versus local funding is in our local revenues . Our total budget for 2003-2004 is 7 .73 million dollars . Our revenues are as follows .

Local 4 .57 million dollarsState 3 .054 million dollarsFederal .11 million dollarsWe lost over $300,000 in state aid

from the 2002-2003 school year to the 2003-2004 school year . To help keep our tax rate stable, we made cuts in our operations . Example: we cut approximately $100,000 from the area of administration . We increased some class loads .

At the time these cuts were made, our student population grew by over fifty students which equates to a 4+% growth . We spend over $6,000 per pupil in Callisburg Independent School District annually . We make these adjustments hoping that the quality of education provided by our schools will not diminish . I will continue to update you on happenings as they unfold .

If you need crutches, wheelchairs, non-ambulatory bathroom equipment, a walker or a cane, please call the fire department and they will assist you with your needs . If you have borrowed any of these items and no longer need them, please drop them off at the fire department so they can be lent to others .

This year has gone by fast and I’ve had a lot of fun and made many new friends along the way . If you have some free time, 2004 will be here soon and the fund-raising will begin again . Have a safe and happy holiday .

One cold evening during the holiday season, a little boy about six or seven was standing out in front of a store window . The little child had no shoes on and his clothes were mere rags . A young woman passing by saw the little boy and could read the longing in his pale blue eyes . She took the child by the hand and led him into the store . There she bought him new shoes and a complete suit of warm clothing .

SAFEGUARDING YOUR COMPUTER’S DATAYour computer is a wonderful tool

and at this time of year you probably are updating the addresses of friends and relatives . Are you prepared if the computer stops working because of a virus, hardware problem or some natural disaster? Can you get back all the emails from family and friends, photographs, financial information and the other types of information on your PC?

There are three areas you must keep in mind to recover from a PC mishap . You’ll need copies of all the softwarethat runs on your computer, a copy of your specific data and a list of your user IDs and passwords . Let’s look at how to be prepared if you need them in the future .

Computer software, which consists of your operating system (Windows), applications (MS Office, Quicken, photo editing etc .), disks for any hardware that came with your machine and any disks for items installed later (i .e . scanners, cameras etc) . All these and the associated documentation should be kept in one location .

As for your actual data, which consists of items like, names and addresses, financial information, photographs,

letters and other types of documents, there are several methods available . You could secure your data by justprinting it out . A better way is to make a copy by using a floppy disk or better yet copying the data onto a CD . If you need help understanding this concept or help setting it up, seek the help of someone who is knowledgeable in backing up data .

Lastly, computers require you to create numerous user IDs and passwords . Make sure you write down what you create and you know where to find it . One should also think about two levels of passwords . A low level for things like web site access and high level for accessing financial or other critical data . Passwords should be something that means something to you, but to no one else . An example would be the name of your first pet or a grandchild . Passwords that require numbers and letters can be generated from things like the address of the house you lived in 15 years ago or your children’s birthday .

It’s your data and like anything of value, you need to safeguard it . Take a few minutes and save yourself some heartbreak in the future .

Marge Tittsworth was honored with the Flowers of Friendship award at the November 13 Kiowa Woman’s Club meeting . This award is given monthly to a member who has contributed to our greater community through volunteerism . Marge was presented a rose, donated by Grand Avenue Florist in Gainesville .

Marge has worked quietly behind the scenes for many years at Lake Kiowa

and in Gainesville . I am sure those who know her will not be surprised to learn of her dedication to the community through the years . Perhaps she may have touched your life when responding to a call for help in the 1970’s and 1980’s as a first responder . Marge helped start the Medical Service First Responder Program for the Lake Kiowa Fire Department . She worked on call either day or night until her husband became ill and she did not want to leave him alone in the middle of the night . Marge lost her husband in 1987 .

Marge, a registered nurse since 1945, took blood pressure readings of Lake Kiowa residents twice a week for about ten years on bingo night and prior to Sunday chapel service . She also conducted CPR classes twice yearly during this time .

Marge has been a Meals On Wheels volunteer for the past 15 years . This

Congratulations to our November Flowers of Friendship recipient Marge Tittsworth . Please read the separate article about Marge on this page .

We are proud of Jan Parsons establishing the Albro L . Parsons Memorial Scholarship Fund at North Central Texas College Foundation in memory of her husband . Jan’s gift will fully endow a scholarship fund to be given to full-time students majoring in math, or engineering who plan to enter the military . Jan serves on the Anice Rhodes Scholarship committee .

The Christmas lighting ceremony was held at the gate at Lake Kiowa on Saturday, November 29, with Community Manager Lloyd Butts serving as master of ceremonies . Santa Claus visited, sharing the hot chocolate and cookies contributed by Kiowa Woman’s Club members . This year’s nativity scene has a donkey added, a gift of the KWC .

Sincere thanks go to Chairman Judy DeField and her husband Don, their committee, and our maintenance workers for a job done that exceeded expectations . Judy and Don started in September and painstakingly went through several hundred strands of lights, replacing plugs, cords and bulbs when necessary . There are around 40,000 lights that grace our Lake Kiowa entrance .

Tour of Homes Chairmen Betty Sue

Vickery and Barbara Mock are stilllooking for volunteers to work a two hour shift in the five homes that will be on display, Sunday, December 7 from 1 to 5 p .m . Please call either of them if you can help . If you haven’t invited friends from outside Kiowa to join you, please do so . Just be sure to leave their names at the gate so they can be admitted . Tickets are $6 in advance or $7 at the door . Look in your yearbook for committee members who will have tickets for sale or stop by the Kiowa Pharmacy to purchase yours . The KWC and FOL (Friends of Lodge) are sponsoring wassail and cookies at the Lodge during the afternoon .

The Bridge Department’s party is December 5 starting at 11:30 a .m . Contact Peggy Carpenter to make your reservation .

The Sweet Adeline’s from Ft . Worth will present our December 11 program, “Songs of the Holidays,” which should really get us in the holiday spirit . Make your reservations with the reservations committee as noted separately . If you need a ride to the luncheon, please call me and I will see that someone will pick you up from your home .

Our new Scrapbook Department will meet Wednesday, December 3 from 9 a .m . to 3 p .m . in the Southwest Room of the Lodge . If you have any questions about the activity, please call Sherri at 665-8039 or Tracy at 612-1589 .

Decorations Chairman for Christmas at the Lodge is Pat Morgan . She has asked that we help her small committee make the Lodge look like Christmas . is a program that delivers meals to residents in the Gainesville area and she serves between 15 and 18 meals every Wednesday . She also helped organize the chapel committee that delivers meals on the first Sunday of each month . They also collect food for the Gainesville food bank .

Marge assisted with the Red Cross Swim Program for five years in the 1990’s . Swimming lessons were given to over 300 children that attended the annual two-week session at the Leonard Park pool in Gainesville . This program has been inactive for the past four years .

Another current volunteer activity of Marge’s is working with Habitat for Humanity . She assists with the family selection for homes that are constructed . Four houses have been built in Gainesville and she has been involved with the selection process for five families .

Marge is an AARP volunteer helping with Habitat for Humanity fund-raising efforts such as serving drinks at their golf tournament, spaghetti luncheon and chili supper . Also for AARP, Marge does a health commentary on the second Friday of each month at the Stanford House in Gainesville where many retired citizens gather for social activities .

When the Gainesville Chamber of Commerce asked for volunteers to greet the Oklahoma City to Fort Worth Amtrak train, Marge was there to fill a need . She met the train at noon every Monday for about two years .

Of course, all this volunteer work was sure to catch someone’s eye, and it did . Marge was awarded a Certificate of Appreciation for Exceptional and Distinguished Volunteer Service forthe State of Texas . This certificate of

Our December 9 meeting will be hosted by Sharon Chapman at her home which is located at 407 Kiowa Drive East . Please bring a finger food to share . If you would like to participate in the gift exchange, bring a wrapped Christmas ornament costing less than

$10 . Come and enjoy the holiday spirit with us and feel free to bring a guest .

The Garden Club is once again sponsoring the Lake Kiowa Holiday Lighting Contest . Homes that have not won the contest in the last three years are eligible to enter . Judging will take place December 4-11 . Please turn your lights on at dusk and leave them on until 10 p .m . on those evenings . Four first-place winners will be chosen . Good Luck!

The Lake Kiowa Woman’s Club will be entertained this holiday season by a female four-part harmony – barbershop style quartet . The women’s quartet, “Classique”, along with other members of Lone Star Chorus from Fort Worth, are part of Sweet Adelines International, a non-profit, worldwide organization of women singers . They will be harmonizing some standard Christmas music, some “off-beat” Christmas music, and music of the 40’s and the 50’s .

Marge has worked on various LKPOA and Kiowa Woman’s Club committees through the years . She has been previously recognized by the KWC for her volunteer work . Marge helped start the Lake Kiowa library, which was organized from the KWC Book Department .

B .J . Myers recommended Marge for the Flowers of Friendship award . A telling quote from B .J . was, “Marge does whatever is necessary and is always on call .” Mary Gill also recommended that Marge be recognized for all that she has done for Lake Kiowa and the surrounding area .

Please join me in recognizing this outstanding woman that the Kiowa Woman’s Club is proud to count as a member . Marge Tittsworth is truly a deserving recipient for her many years of volunteer service .

Any painting or caulking should be done now so the fumes will not be present when the baby birds hatch . Arts and Crafts is in charge of the December general meeting of Kiowa Woman’s Club and we will make decorations for the tables and have a Christmas Potluck Luncheon . This will take place at Judy Beard’s home, 1226 Kiowa Drive East at 10 a .m . on December 2 . Our food will be kept warm or cold while we create . Marathon I ended on October 30 with the winners of the cumulative scoring for the six weeks being: 1st Place – Jeanne Lemberg and Peggy Ashton, 2nd Place – Ruth Kurtz and Ann Messman, 3rd Place – Dee Magee and Betty Daughtery, 4th Place – Joyce Cargill and Peggy Carpenter, and 5th Place – Pat Medley and Allene Johnson . Fuel for the Soul

It’s been a beautiful fall here at Lake Kiowa . Many people are still fishing and catching black bass and crappie . The sandies were still schooling but now that it’s gotten a bit cooler, they aren’t biting as much . It’s a perfect time of year to plan for next year’s TROUTFEST! For those who are not familiar with our annual TROUTFEST, we stock Little Fox Pond with trout for the children to catch one Saturday in February . The fish are caught by the children and either measured or weighed . The children are divided into three age categories . The winners of each age category are announced and prizes are awarded to the children . This year the date looks like it will be Saturday, February 21 . MARKYOUR CALENDARS! Bring

your kids, your grandkids and your neighbor’s kids to Little Fox Pond! Please watch for further details in January’s CommuniQue!

Our official ribbon cutting ceremony will also be held for the GRAND OPENING of the facilities at Little Fox Pond! The building is much more than just facilities . It enhances the park and has a function! With the ribbon cutting and the TROUTFEST, we’re sure it will be a big day! Special events will be geared specifically for the children! Phil Bonds, a professional fisherman, is working this year on something special for the children of Lake Kiowa . We hope to have a clinic or some sort of activity which will be held prior to the tournament . Mike Merolla and Phil are

still in the planning stages so I promise to get you more information as soon as it is available on the upcoming event!

I mentioned the near completion of the fantastic new building at Little Fox Pond, but we need to say more . As the building is all coming together, our dreams have been realized . No more port-a potties! We now have a beautiful well-thought-out planned area, which is accessible to special needs folks . Hopefully those who have a fear of being close to a body of water in a chair or on crutches will now also be able to enjoy this area . Many thanks again to all of those who donated funds, supplies, and time to build this beautiful building . I’m now compiling a list, so hopefully in the next paper, we can properly thank everyone .

Our Texoma Striper Excursion was again a big blast! On November 14, folks from Lake Kiowa went out in search of stripers on Lake Texoma . Two boats of folks attended the trip . Each person caught 10 stripers, the guides cleaned the fish, and then they went after catfish! Mike said it was a complete success and they are looking

forward to going again next year .The plaques with the 2003 winners

of the Women’s, Men’s, and Children’s divisions of the LKACC fishing tournaments have been updated and can be seen on the wall in the 19th Hole at the Lodge . Please join me in congratulating Paddy Merolla as the 2003 Women’s winner, Mike Bitsche as the 2003 Men’s winner, and Alyssa Thompson as the Children’s Division winner of our Annual LKACC Bass Tournaments!

LKACC members are getting estimates on the renovation of the pontoon boat to be used as a dock, which we hope will be installed some time next year . This will enable many people lake access . Our monthly meetings are at 7 p .m . at the Lodge on the second Wednesday of each month . If you would like to help, please attend one of our LKACC meetings and get on board!

cable industry . Going into the future,

Nortex will have a platform to provide

such emerging services as High-

DefinitionTV,Video-On-Demand, and

TelephoneVoiceServicesoverCable.

According to Nortex president and

CEO, Alvin Fuhrman, the company has

wanted to do this upgrade for some time .

“It’s difficult to be a small company

serving small communities and do

the things we want to do . This type of

upgrade is very expensive, but we are

committed to bringing all the services

you get in the Dallas area to places

like Lake Kiowa .” He further added,

“Having a good cable system and cable

modems not only makes Kiowa a better

place to live, but also helps attract new

residents, which keeps the community

strong .”

With the upgrade now complete,

Nortex has been conducting a beta test

with a few customers around the lake .

With successful results, the company

has now begun notifying customers

through newspaper ads and individual

letters to inform them that cable

modems are available, and scheduling

installations based on the order in which

the customer calls in . Already, Nortex

has developed a significant waiting

list for the service . Customers on this

list will be contacted to schedule an

installation . Other residents interested

in the service should call Nortex to add

their name to the waiting list .

According to Nortex, it will take some

time to install cable modems with all

the interested customers . Mr . Fuhrman

adds, “We have committed sizable

resources to getting these customers

activated; however, we also want to

closely monitor our quality of service as

we add customers .”

Area rates are expected to be around

$40 for cable customers for the standard

packageforallcableTVcustomers.

HOLIDAY WISHES FROM THE LODGE

It seems impossible to believe that there is less than a month left in this year . Like most of you it seems that I spend a lot of time now reflecting on the past year and thinking about the new year coming . It is amazing that this time last year I figured to be looking for another job and many of you probably wished I had found one . The fact is, however, the Lodge is a better place this year than last . Our food is better, more consistent and service is much improved . Financially we have come a long way . Our expense to revenue (how much we spent vs . how much we brought in) has improved by more than $20,000 over the same period last year . Now that’s a real stocking stuffer .

Bringing about this success has required a lot of tough decisions, and rather than having the knowledge of the wise men, I often just feel the burden of the camel . I do hope you as members believe and understand that in my heart I have done the best I can .

In this season of giving thanks, I would like to thank a tremendous staff, diligent management team and a trusting group of supporters in the community .

This month’s question is, ”Why can’t I bring my beer or drink into the Lodge or leave with one?” The State of Texas

licenses us with an on-premise mixed beverage permit . Unlike a package store or beer and wine permit holder, it is against state law to bring onto or leave the premises with any alcoholic beverage . Failure to comply with this law can result in fines for servers, managers, and the club as well as temporary shut downs or suspension of license .

We are anticipating a busy holiday seasonwithourannualNewYear’sEvegala at its culmination . Please make your reservations early to assure seats to bringintheNewYear.

Bob Bergbower opened the meeting of the Lodge and Tavern Corporation November 3, 2003 at 7 p .m . as designated in the by-laws of the corporation . Bob told those present that the Lodge and Tavern Corporation had been formed in 1970 as a non-profit corporation . Bob had just recently investigated and found the by-laws of the corporation that are on file . These by-laws state that a meting of the Lodge

and Tavern Membership is to be held the first Monday in November . One of the decisions to be made was the election of officers of the corporation . The current officers are Bob Bergbower, president; Bob Hughes, vice-president; Joan Carroll, secretary; and Dennis Potts, treasurer . Sam Clammer appointed them when he was president of the LKPOA . Bob said the present officers were willing to continue in their offices .

We would like to wish all our members and the entire community a Happy Holiday season . We have made much headway over the past year and are looking forward to the new and prosperous year ahead . Our Holiday Bake Sale is on December 7 at the Lodge in conjunction with the Kiowa Woman’s Club Holiday Home Tour . Be sure to stop and shop before or after you see the beautiful homes . STATED PURPOSE: To develop, encourage and motivate creative, well-informed, civic-minded Lake Kiowa property owners willing to devote time and energy toward assumingleadership roles at all levels of the community.In the late 1970s a program was

introduced into Chambers of Commerce throughout the United States to educate local citizenry on how various public, health, safety, educational, cultural institutions and civic organizations actually work . This program was to challenge personal assumptions, clarify perceptions before they become reality, establish factual management guidelines, review accepted ethical standards and rules of order and implement progressive planning for the good of all organization members and citizens of the community .

The program has been highly successful and still remains very active in most chambers of commerce today .

The Kiowans has undertaken a similar project to help Lake Kiowa Property Owners have a better understanding of their government; environs and future, plus become a knowledgeable club or organization member .

This is not a program to choose LKPOA board of director candidates or to influence board decisions . This is simply a community course designed to separate fact from fiction . One goal is to place right at your fingertips the truth about the basic federal, state, and county laws and regulations that govern organizations such as the Lake Kiowa Property Owners Association It is to provide opportunities for

communication between emerging and established leadership

Graduates will be encouraged to become involved in community governance, either as an elected member of the LKPOA Board of Directors or as a volunteer supporting Association programs .

A vital part of any community is it’s civic organizations . Their success through effective leadership enhances the quality of life for individuals . Each Lake Kiowa organization and committee is strongly encouraged to sponsor a student to expand qualified leaders for their organization .

Certified graduates will be utilized to organize and teach the next LEADERSHIP LAKE KIOWA Course . In so doing, they will develop their own management and public speaking skills and experience . Each participating student in the LEADERSHIP LAKE KIOWA program must be a property owner in Lake Kiowa .

A three session, 21-hour course of study, will be January 17 and January 30 with the final session on February 21 at the Lake Kiowa Lodge . A $60 tuition charge will cover meals, breaks and educational materials . Certificates of Completion will be presented to each graduating member at the end of the course

He called for other nominations from the floor . Not being any more nominations, Bob Wickersham moved that the nominations be closed . The present officers were elected unanimously for another year . Bob then presented what needed to be done to update the by-laws of the corporation since the building of the new Lodge . Bob Wickersham made a motion to accept the by-law changes . Tony Morris seconded it and all were in

favor . A membership committee of Bob Wickersham, David Bowman and Bob Bergbower was also approved . These changes will be mailed to members for their ratification in a P .O .A . bill . Bob Bergbower made a motion to adjourn the meeting . Joan Carroll seconded it and all were in favor .

Finally got a little rain!!! This has slowed the seawall installation a tad, but the Public Works Department is back at work again . The sand traps (rock gardens) have been completed and look really good . We have had some rain and they are draining very well .

The over-seed on the tee boxes is complete . We have fertilized the tee boxes and they look good .

I would like to thank all the participants involved in the sand traps program . Without the people in the WGA and MGA, this golf course would not look like it does . I don’t think anyone can ever understand what this means to a superintendent and his staff . Thank you once again .

DIDYOUKNOW... . . .your handicap is the vehicle that enables various skill levels to compete with

each other in an equitable way?If gross score were the only game, the better players would win most of the

time with little effort or challenge . If all golfers were of the same skill level, there would be no need for handicaps as in the pro players . However, most golfers are not pro level so thus the need for handicaps .

Handicaps were meant as a way to equalize . Net was never meant to be the only game . The better players should be rewarded and likewise the improving players who play to or better than their handicap should be rewarded . When we play net score only it takes away a player’s incentive to lower their handicap . The USGA system assumes that all players will strive to get the best score they can each time they play .

When all is said and done, it comes down to the fact that golf unlike other sports is a game of honor . We call our own penalties, keep our own score and report our scores for handicapping . Do the honorable thing .

The Handicap Committee

The Lake Kiowa Women’s Golf Association will meet on Wednesday, December 3, at 11 a .m . for a festive Christmas luncheon and year-end awards . Officers for the year 2004

will be installed . Sign up for lunch by November 30 .

A changeover of the officer’s duties will be held on December 5 at the home of Miriam Beebe . New officers will receive material and discuss their duties .

The WGA Christmas Dance will be held Saturday, December 6 from 6:30 until 10 p .m . A buffet dinner will be served . After dinner local DJ Dee Blanton will furnish music for dancing .

A luncheon to honor volunteer workers on the golf course will be held at the Fire Station immediately after their Worker’s Tournament on December 8 . Judy Neal is Chair of the lunch .

Miriam Beebe presided over the November 5 meeting of WGA and announced that we have 214 members . The Minutes and Treasurer’s report were approved as posted . Miriam expressed her appreciation to the current Officers and Committee Chairs . She announced that members need to be aware of the “cart path only” rule for January, February and March .

President Beebe congratulated RosaLeigh Wood who made a Hole-in-One on Wednesday, October 10th while playing with her husband, Jerry . She used a 7 wood on Hole#16 .

Betty Gaertner, Chair of the Nomination Committee, presented the slate of officers for the year 2004 . They are: President--NetaStutzman,Vice-President--Mabel Samples, Treasurer --LaVonaDuryea,Secretary--AudreneRobinson, Reporter -- RosaLeigh Wood, Nine hole Golf Chairman -- Dale Griggs, and Eighteen hole Chairman --

Molly Worthen reported that Miriam and Bill Beebe and Carol and Jerry Gilmore had repaired and painted the snack shack on #4 hole with MGA supplying the funds . There was a round of applause for the Beebes and the Gilmores .

Fran Adams gave a report on rules and proper procedure for keeping scorecards . She warned golfers to be aware of rules and to abide by USGA rules with local exceptions specifically indicated . She will be teaching a rules clinic at the Lodge on November 10 at 1 p .m .

Judy Hughes won the Wal-Mart gift certificate .

October 29 was Stableford, 1st flight gross was Brenda Long and 1st flight net June Cloud .

Marilyn McKenzie presented the nine hole awards for the month of October: October 8 back nine, Dale Griggs won 1st gross and Dorothy Shearer won 2nd; Cecilia Davis won 1st net and Barbara Lobar won 2nd . October 15 was low putts, Lynelle Little and Dale Griggs tied (17) and Ellen Tackett (19) . Oct 22 was medal play, Dale Griggs won low gross and Corina Nichols won low net . October 29 was medal play, Connie deJong won low gross and Joyce Manner won low net .

No official play for WGA is planned for December, January or February . There will be plenty of pretty days that you can play so call your friends and plan some cool weather golfing .

LAKE KIOWA MEN’S GOLF ASSOCIATION

BOARD MEETINGNovember 5, 2003

President Al Arronté called the meeting to order at 8:00 A .M . All board members were present . Also in attendance was David Long .

Meeting Notes: The minutes of the October board meeting were approved .

Treasurer’s Report: Dave Spangler presented the treasurer’s report as of October 31, 2003 . The report summary is as follows: Beginning balance of $48,716 .85 . Receipts for the month were $7,622 .69 . Expenses for the month were $40,609 .88 . The hole-in-one pool is at $3630 .00 with three members presently qualifying . There was an additional hole-in-one, however that member did not join in the pool . The ending cash balance for the month is $15729 .66 . Previously committed funds which include the hole-in-pool and Sod/Plantings for #16 total $5130 .00 . The ending cash balance minus the previously committed funds is $10,599 .66 . The report was approved .

Special Report – Sand Trap Project: Dave Spangler and David Long reported that the Sand Trap Project was completed . Dave Spangler presented the following treasurer’s report on the Sand Trap Project: Receipts for the project totaled $45,644 .48 . Included were donations from: Walter Hess-$60 .00; Clampert Land Improvement-$300 .00; WGA-$594 .53; MGA donation request letter-$16,150 .00 . Other receipts in the fund were: Sale of Sand Bottles-$118 .00; Spring Course Beautification Tournament-$1210 .00 and the MGA general fund-$23,591 .60 .

Expenses for the project balanced with the receipts and were $45,644 .48 . These expenses were: Clampert Land

Improvement (contractor)-$38,150 .00; Lake Kiowa POA; Mesh underlay, postage and sand-$7,494 .48 .

Lloyd Butts and David Long both stated that they were extremely pleased with the finished project . Lloyd also reminded the board that the original estimate was $57,000 .00 and that part of the reason the project was under the estimate was due to the work of David and the Golf Course Employees .

Dave Spangler requested approval that any further donations that come in for the sand trap project be directed to the MGA general fund to help offset the $23,591 .60 expenditure . This was approved by the board . The Treasurer’s report and the Special Sand Trap report were also approved by the board .

President Arronté stated that he had received a request from Bill Beebe to pay for materials used on a repair project at the WGA’s Concession Stand by #4 green . The amount was $169 .97 . This request was approved by the board .

Membership: Dean reported that the membership of the MGA presently stands at 442 . He also reminded the board that following the meeting we would all be participating in preparing the 2004 membership mailings .

Projects: Boyd Carnley reported that the pave stones by 13 green had been reset . Also, the distance markers on the fairways had been replaced where missing . Decals are also on order for the cart path entrance markers . Boyd reminded the board that following the completion of the seawall project at 13/16, there would be considerable work to be done including a sod laying “party .”

David Long requested assistance from the MGA to add drainage at the low spots near #4 and #9 greens . Boyd will coordinate with David to complete the project . David also said he may need assistance financially for some

projects and equipment not presently in his budget . Larry Reese asked him to submit a prioritized listing to Boyd for the MGA’s consideration .

Tournaments: Roger Pierce reported that the mini-member is scheduled for November 15/16 . At this time the numbers signing up for the tournament are below expectations . A discussion was held by the board and Roger/Bill Gafford were authorized to open up a member-member flight if the signups for member-non member were insufficient .

Roger also stated that Tom Blackwell had agreed to chair the MGA Workers Tournament scheduled for December 8, 2003 . Information concerning this tournament will be posted on the Tournament Board at the Pro-Shop in the near future .

Bill Gafford reported that Robert Boone of GNB Bank had agreed to donate $600 .00 for the printing of the WGA/MGA directory . An ad for GNB Bank will be placed on the inside of the front cover . Bill will coordinate the MGA’s information with Dean Dorsch for the printing .

Bill also said that a letter will be forthcoming from Habitat for Humanity requesting the MGA’s charity timeslot for 2004 . There have been no other requests received for this event .

New Business: The nominating committee presented the following MGA members to be considered for board membership for the year 2004: Dave Huffman, Lowell Kulp, Chuck Essex, and J . J . Walls . A discussion was held and the nominations accepted .

meeting Wednesday we did indeed fold and stuff the new membership envelopes under the stern supervision of membership chairman Dean Dorsch .

NOTE: this means that being able to strike a golf ball is not a requirement . Chairman Dorsch has his personal goal to reach the elusive membership total of500thisyear.Youcanhelp.Weallknow folks who are not members of the MGA, perhaps because they have not been asked . Ask them . The more members we have, the more we can do for the golf course, and for Lake Kiowa .

The November members’ meeting was held in the dining room at the Lodge on the 8th at 11:30, with Larry Reese presiding in the absence of Al Arronté . Luncheon consisted of make-it-yourself sandwiches . Because of the cold and the threat of rain, attendance for the monthly game was about half the usual number . In the absence of the honeymooning Brown, Charlie arranged the golf game, attended by a sign-up of forty hardy sportsmen . Eventual winners were the team of Lowell Kulp, Kenny Maddox, Chick Creech, and Roger Herrema .

LAKE KIOWASECURITY REPORT

October 15 – November 10, 2003This month’s report is notable because

there were no recorded incidents of criminal mischief and only 18 animal calls . Security patrol was thus able to devote more time to traffic control . Twenty-six stops were performed and 17 citations were written for moving violations . Patrol officers also assisted motorists with vehicle problems on nine occasions, investigated a motor vehicle accident and briefly blocked the road across the dam while the Lake Kiowa Water Department dealt with a chlorine leak . Two reports of suspicious vehicles were checked out and three citations were written to the parents of underage golf cart operators .

Lake Kiowa Security was assisted by the Cooke County Sheriff’s Deputies on two occasions . The responses were elicited for a residence alarm and a possible burglar . Security personnel were able to offer assistance in return by responding to a 9-1-1 hang up . In other activity, three checks on the welfare of residents were performed, three illegal signs were removed and three reports of golf course violations were investigated . Jack Thies called the meeting to

order at 6:00 P .M . He introduced to

the audience the newest board member,

John Davis . Stella DiPasqua and Rick

REVIEW AND APPROVAL OF

MINUTES

The minutes of the pre-board meeting

of October 20 were approved as read

on a motion by Bob Bergbower and

a second by Bob Hughes with all in

favor .

The minutes of the October 20

open board meeting were approved

with corrections on a motion by Bob

Bergbower and a second by Bob Hughes

with all in favor .

The minutes of the September 29

special workshop were approved

with corrections on a motion by

David Spangler and a second by Bob

Bergbower with all in favor .

The minutes of the October 6

board workshop were approved with

corrections on a motion by Bob

Bergbower and a second by Joan Carroll

with all in favor .

OLD BUSINESS

George Davis, chairman of the Lakes

and Parks Committee, was present to

discuss the plans of the Angler and

Conservation Club to convert a pontoon

boat that had been donated to the club

into a kid’s fishing barge . Bob Bingham

of the Angler and Conservation

Club was asked to study two sites

the club was considering and make

recommendations . Bob suggested the

area west of Little Fox Pond as being

the best site available . The Angler

and Conservation Club also favored

this site . After hearing the presentation

and limited discussion, Bob Bergbower

made the motion to accept the placing

of the barge on the site near Little Fox

Pond if signs were placed on the barge

to prohibit any swimming or diving

from the barge . Charles Huddleston

seconded it and all were in favor .

The Long Range Planning Committee

represented by Carol Hutchinson, Jack

Lane, and Justin McMurry discussed

the additions they had made to the latest

survey and requested that the survey be

published in the CommuniQue . Bob

Hughes made the motion to publish

the survey in the CommuniQue . Bob

Bergbower seconded it and all were in

favor .

The Board reviewed golf Committee

reports from August and September .

The Board reviewed two applications

for the lot-mowing contract . Adams

Mowing submitted the low bid at $19 .50

a lot . Bob Bergbower made the motion

to let the contract to Adams Mowing .

David Spangler seconded it and all were

in favor . Lloyd Butts was authorized to

get the contract with Adams Mowing

signed .

NEW BUSINESS

The Board reviewed Lloyd Butts

memo on the extension of the seawall

by the number 16 green . The original

budget was presumed to contain

sufficient funding to complete the

seawall . It was later discovered that the

original estimate had been reduced prior

to board budget review . Bob Hughes

made the motion to approve a maximum

of $14,000 to finish the seawall . Bob

Bergbower seconded it and all were in

favor .

The Board reviewed a letter sent to

them about lowering the speed limit at

Lake Kiowa . It was suggested that Lloyd

Butts meet with Gary Davidson and

come back with some recommendations .

It was felt any change in the speed limits

or the placing of speed bumps would

require membership consensus .

RECESS

The Board recessed at 6:55 P .M . and

reconvened at 7:25 P .M . so that the

Lodge and Tavern Corporation could

conduct its yearly meeting .

NEW BUSINESS CONT .

Bob Bergbower presented for the

Board’s consideration several proposed

changes to our by-laws that must be

approved by 2/3 of those members

voting . The changes were in regard to

the voting rights of members, powers

and duties of the Board, outsourcing,

removal of directors, Board of Directors

quorum, and the hiring and firing

of the Community manager . After

discussion with the directors as well

as the few members of the property

owners attending, by consensus Bob

was asked to discuss these proposed

by-law changes at the next open board

meeting .

John Davis questioned the policy

of allowing commercial businesses to

use our Lodge for meetings involving

our members such as the seminar

advertised in the latest CommuniQue .

He wondered if Rocky had a set fee for

using the Lodge . The Lodge and Tavern

Committee were asked to investigate

and the CommuniQue will place a

disclaimer on any future ads such as

this .

Jack Thies showed us some brochures

on board governance and officer

functions purchased from the CAI

(Community Association Institute) .

They will be reviewed .

from the Lodge and Tavern Committee .

Bob showed a brochure that the Lodge

and Tavern Committee is having printed

up to be given to new residents through

the POA Office to acquaint them with

the services of the Lodge . A second

information guide containing a coupon

will be given to the realtors to give to

new residents . The Board by consensus

approved the distribution of these two

pieces of information .

David Spangler, chairman of the

search committee, reported that

the search committee has had three

meetings . The committee has prepared

a brochure to mail to CAI community

managers requesting a resume if they

are interested in the Lake Kiowa

position . David went through the

proposed schedule of the events of the

search culminating in having a new

manager in place by June 1, 2003 . He

also requested approximately $4,000 to

finance the search . By consensus the

appraisal and the needed rezoning .

The Board discussed the possible

sale of lot 531 . David Spangler made

a motion for Lloyd to spend $150 for

a title search and to obtain any liens

The Boys and Girls Club requested a

golf tournament on Monday, September

27, 2004 . Bob Hughes made a motion

Jack Thies opened the meeting at 7:00

P .M . with the pledge of allegiance .

INTRODUCTION OF NEW

MEMBERS

Mary Gill reported that there was a

Newcomer’s Mixer for new residents

last Sunday at the Lodge . Some 20 new

residents were in attendance . Another

mixer will be held in the spring . Mary

introduced LaVona Duryea who was

attending her first POA meeting .

TREASURER’S REPORT

Lloyd Butts gave the treasurer’s

report . The total budget is in good

shape . No contingency funds were

spent during the first three months . We

have $216,889 in cash balance .

MANAGER’S REPORT

Lloyd presented the current status of

CIP I and II . Under CIP I only the East

Gate remains unfinished . There is still

$32,000 in the budget to complete this

project and a committee is working on

the plans . Under CIP II the only project

remaining is silt removal for which

there is $111,000 in the budget . Lloyd

stated that all projects under CIP I and

II will be completed on budget . Lloyd

also showed the projected expenditures

under CARF .

DEPARTMENT REPORTS

In the absence of David Long, Don

Hoover gave the golf department

report . The sand traps are being rebuilt

and the seawall on thirteen is under

construction . January 5 through March

29, 2004 we will be on cart paths only to

help the dormant grass .

Public works reported they are

spending lots of man-hours on the

seawall on thirteen and sixteen . Fall

clean up is scheduled for November 2-9

at the campground . The flashing light

has been installed on the lake valve .

All the main roads have been striped .

Don requested that property owners

report any sign damage to security .

Don reminded us that on FM 902 at the

Kiowa entrance there is now a 40 m .p .h .

speed limit .

The Lodge reported a sharp rise in

beef prices . Rocky invited all Kiowans

to the Thanksgiving Buffet . The Lodge

is now taking reservations . The Lodge

is excited about the new marketing plan

conceived by the Lodge and Tavern

Committee . Party trays and catering

will be offered for the holidays .

Jack read the Security report in the

absence of Gary Davidson . Gary

reported that two of the perpetrators of

some of the vandalism have confessed to

the constable . We should all be vigilant

and report any vandalism to Security .

OLD BUSINESS

Stella DiPasqua introduced Robert

Lusk to the community . Robert has been

doing fish surveys for Lake Kiowa since

1986 . He reported the state of our lake

to be very healthy . Robert will do a fish

survey on October 22 . We have a great

variety of fish, some 22 species . Robert

suggested that we post a no-fishing sign

at number three-water crossing and

by Little Fox Pond from March 12 to

May to allow the crappie to spawn . He

applauded our work in getting a permit

to halt the raiding of our fish by the

double-breasted cormorants .

Jim Sherman, chairman of the

Nominating Committee, made a plea

for candidates to run for the Board . To

date we have seven candidates and we

need ten .

David Spangler gave an overview of

the proposed rule changes . The rules

are available on the Kiowa website

and also from Penny at the POA office .

The new rules were reconciled with the

by-laws, rewritten, reformatted, and

reorganized .

QUESTIONS AND COMMENTS

Carol Bell, lot 364, complained about

dust coming from the silt removal

pond in back of her home . Lloyd said

he would visit with her on Tuesday,

October 22 .

Tony Morris, lot 224, gave credit to

David Spangler for his work on the

covenants, the by-laws, and the rules .

WELCOME TO BOARD MEMBERS AND RECOGNITION OFVISITORSAND GUESTS: There were no visitors or guests present and therefore, no public comments .

APPROVAL OF THE SEPTEMBER10, 2003 MEETING MINUTES: Jess Maxwell made a motion, which was seconded by Steve Wood, to accept the minutes as presented . The motion carried .

MANAGER’S REPORT: Manager Young reported3new taps installedatLots 236 – Steve Frias; 83 – Thomas Rein; 1237 – Cotton Nix . Overtime was reported as 17-1/2 hours for Robert . ManagerYoung reported that many ofthe overtime hours required repairing lines that had been cut by the cable company and they have been billed for this work .

Following discussion pertaining to the meter reading device, Dick Carroll made a motion to accept Master Meter’s written offer to replace existing electronic meter reading devices with new dialog wireless transmitters . The cost is not to exceed $45 per unit plus shipping . The purchase of these devices is to take place within a 12 month period, beginning in November . Peggy Padgham seconded the motion, which passed unanimously .

Jack Lane expressed the importance of using the Long Range Planning Committee to keep a 5-year plan going to keep the fiscal expenditures of Lake Kiowa positive .

Lloyd wants to create a file of committees in the POA office so that committee information can be given to the new committees each year .

Dave Spangler then went over the Rule changes . He explained that they made changes by adding some rules and they did not take any rules out . They streamlined the rules and improved the numbering section . Tony Morris and Harvey Pippen from the Rules committee were also present .

Dave made a comment about a major change in the rules is section 4 .2 .9 Litigation being added to the rules . Also in section 4 .2 .7 Table of Penalties was listed . A categorizing of penalties was defined .

at 6:00 P .M . since Mike Cook had resigned .

APPROVALOFMINUTESA motion to approve the minutes of

September 15, 2003 was made by Dave Spangler and a second by Joan Carroll . All members voted in favor .

NEW BUSINESSNew business started first so that the

auditors could give their presentation . Tom Schalk and Judy Smith presented the audited financial statements for the year ended June 30, 2003 . They answered numerous questions from board members .

OLD BUSINESSBob Berbower brought up that the

east gate had no final construction plan and he suggested that a committee be formed to make a plan to finish the east gate . Rick Walker will head up the committee .

Jack then brought up the early warning system . He made a comment that since there were a number of Kiowans against it we should not put it in now . Bob Bergbower repeated his concerns about our liability if we do put up only one siren and that Kiowans at a town hall meeting said they did not want to spend any money on an early warning system . Dave Spangler then read a statement . It said pursuant to a letter to Mike Cook, President of Lake Kiowa Property Owners Association, from the Law Offices of Regis Mullen and Shane Mullen, Inc . of Dallas, Texas representing certain residents of Hogan Street in Lake Kiowa, which letter states chances for litigation is imminent if the warning system is placed on Hogan, I (Dave Spangler) hereby move to rescind the motion made and approved at the September 15, 2003 meeting in which it was agreed to proceed with the installation of the warning system at 112/114 Hogan . Stella seconded the motion . Dave also stated that he felt that he did do due diligence in investigating the early warning system . All were in favor .

Bob Bergbower went over a plan to provide outdoor dining capabilities . Three sections at $20,000 each would be the cost . Each section would be 24 feet by 24 feet . Each section could handle up to 6 tables . Funds will be raised by donations . Bob Hughes made a motion to move forward with the project and a second by Stella . All were in favor .

Jack brought up Board Governance . Stella felt that it would be a conflict with our current rules . The majority of board members were interested in having a board governance so it will be looked into further .

NEW BUSINESS

Lloyd Butts presented the mowing contract . Bob Bergbower made a motion to accept the contract based on price and quality of service and a second by Stella . All were in favor .

Bob Bergbower said the Lodge and Tavern Corp . will hold its annual meeting on November 3, 2003 at 7 p .m . Since it conflicts with the LKPOA board meeting, the LKPOA meeting will start at 6 p .m . and recess at 7 p .m . and start again at the conclusion of the Lodge and Tavern Corp . meeting . Bob said that a private club must have a corporation to obtain a liquor license . Bob Bergbower isthePresident,BobHughesistheVicePresident, Joan Carroll is the Secretary and Dennis Potts is the Treasurer .

Lloyd Butts discussed our Workers Compensation policy . An audit is done every year by the insurance company . He asked that the policy be approved for $70,053 . We would put down 25% and have 9 monthly installments with no interest . Rick made a motion to accept the policy and a second by Stella . All were in favor .
