Corgi Times September–October 2011 17 Picture Postage™ The October 11 issue of Canadian Stamp News reported that Canada Post is issuing Picture Postage™ stamps honouring Diwali, Eid and Hanukah this fall. Two different designs are available for each religious festival. ESG member Andrew Chung was told by the National Philatelic Centre of Canada Post that Diwali was issued September 12, Eid was released October 13 and Hanukah will be released November 7. These non-denominated domestic postage paid stamps are available from Canada Post in panes of 21, at $17.90 per pane. Six different panes, totalling $107.40 are required to obtain a set of six different singles. Jim Phillips, Director Stamp Services, Canada Post, notes that initial quantities printed are 1,300 panes of the Diwali stamps. Depending on demand, additional panes can be printed. TheElizabethanIIStudyGrouphelditsannual“ShowandTell”onSeptember2,duringBNAPEX2011inNorthBay,Ontario. Sixteen enthusiastswerewelcomedbyBobElias.

JohnBurnettgotthingsstartedwithsome“lettersfromhome”.Thesefeaturedcurrentstampsthatareseldomseenoncover,aswellasstampsfromtheMillenniumCollectionbook that were used before the post office issued thesestampsinsouvenir-sheetformat.Johnalsohada2001itemfromKelownaadornedwith35ofthe95¢stylizedmapleleafstamps.

EarleCovertshowedexamplesofhigh-denominationstamps used on redirection ofmail cards and holdmailcards,withratesofupto$30.Hementionedtheuseof$250worthof25¢stampsonsheetsstapledtohouseholdermailcards! Earle also broughtCanadaPost’s current pre-paidregistered envelope, prompting a discussion of whetherthisproductalwaysfulfillsitspromise.

JimWattpassedaround twoof thevery fewknownCameobookletsthatcontainthe5¢WildingstampinsteadoftheproperCameoissue.Healsoshowedascarcelower-rightblockofthe6¢Centennialorangeonlow-fluorescentspeckled paper, perforated 10, having the light-in-trainvarietyinposition89.

DavidBartlethadtwodramaticitemsofthe39¢QueenElizabeth booklet issue. One was a long selvedge stripshowingthecolourbarsthatwouldnormallybetrimmedoff.Theotherwas theuncutpartial sheetof stamps thatgoes with it. David also tempted us with full sheets ofpostage due stamps that have been overprinted for nextyear’sBNAPEXinCalgary!

Andrew Chung showed us an unissued CanadaPostpresentation card,whichhadbeenprepared for the

1976 Summer Olympic Games in Montreal and signedbyPostmasterGeneral BryceMackasey.He also broughta strip of 10¢Weathercock stamps from the top pane ofthe second printing, which was miscut to the right andthereforerevealedtheinscription.

AdriVeenstrahadgoodluckintheopeninghoursofthebourse!HepassedaroundhisCentennialacquisitionsincludingmailtoLebanon,Finland,andKenya,aspecialdelivery item fromBurlington toDetroit at the 48¢ rate,andanexampleof8¢postalstationerywiththesmall-sizeimage.

RobertLemireraisedthesubjectofcollectingmodernpostal stationery envelopes according to their printingdates.Manysuchvarietiesareavailable,butassemblingallofthemisachallenge.Thesealedpacksavailableatpostofficesdon’tnecessarily contain complete sets, anddatescan’tbeseenonalloftheenvelopeswithoutopeningthepackage.

LeopoldBeaudetdiscussedrecentresearchonthe8¢Centennialcoilstamps,basedonmaterialexaminedattheArchivesinOttawa.Numerousdotsand“coiledscratches”were found on the plate proofs, so evidently these areconstantvarieties. Inonecase,adot in the leftmargin isrepeatedatregularintervalsalongthecoilofstamps.

Peter MacDonald concluded by pointing out that anew,“FakesandForgeries”studygroupisbeingformed.Itssubjectisrelevanttoallotherstudygroups,includingElizabethanII.

Paper Texture of Printings from Wilding Platesby:Robert J. Elias

Paper texture is significant in the study and classification of theCanadian1¢to6¢Wildingdefinitives[1].Thesestampswereprintedonwire-wovepaperhavingaribbedtextureononeside.Inthecaseofstampsfrompost-office panes, it is important to consider both the direction ofribbingandthesideofthestamponwhichribbingoccurs(seeFigure).

Ahorizontalorverticaldirectionindicateswhethertheprintingplatewasconfiguredtoproducesheetsof400stamps(fourpanesof100intwocolumnsandtworows)or600stamps(sixpanesof100inthreecolumnsandtworows).

Ribbingonthefrontorbackindicateswhetherpaperwasfedtothepresswiththeribbedsidefacingtowardorawayfromtheplate.Harris[2]identified thedirectionof ribbingassociatedwitheachof thenumberedWildingplates, forallof thedenominations.Butwhichplatesyieldedprintingsofstampshavingaribbedfrontoraribbedback?

Wilding paper texture: A) horizontally ribbed front; B) horizontally ribbed back; C) vertically ribbed front; D) vertically ribbed back.

In order to answer that question, I identifiedthe paper texture of several thousand inscriptionblocks.Theserepresentedallof theplates forwhichinscriptionblocksexist,forallofthedenominations.The results are summarized in the accompanyingTable.

For several plates that would have yieldedhorizontally ribbed stamps, it cannot be verifiedwhether ribbing ison the frontorback,because theinscriptionsweretrimmedofftheprintings(1¢plate10,2¢plate10,4¢plates13and14,5¢plate14).Twolinesofevidencesuggestthatthesestampsprobablyhavearibbedback:1)printingsfromtheseplateswereissuedverylatein1957orin1958[3],whendecliningusageofstampswithahorizontallyribbedfrontwasoffsetbyapeakinthosewitharibbedback[1];and2)printingsfromtheimmediatelyprecedingplatesofthe1¢,4¢,and5¢denominationsallhaveribbingontheback(1¢plates8and9,4¢plates10-12,5¢plate13;seeTable).

Inscriptionblocks representingplates11and12ofthe1¢denominationwereissuedbythePhilatelicOffice. They all have a vertically ribbed back.However,1¢stampswithaverticallyribbedfrontarealsoknowntoexist[1,4].Theymusthavecomefromamongthepanesofplate11and/orplate12thatwere

distributedtopostofficesas“fieldstock”,whichhadtheinscriptiontrimmedoffandisthereforeunidentifiableastotheprintingplate.

Aproofofthe5¢plate20exists,butprintingsattributabletothisplateareunknownandtheplatewasevidentlynotused[3].Likeplates15-19ofthe5¢denomination,plate20wasconfiguredtoprint600stamps(sixpanesof100inthreecolumnsandtworows).Itwouldthereforehaveyieldedverticallyribbedstampsifithadbeenused.

Thisstudyshowsthatprintingsfromsomeplatesallhaveribbingonthesameside,butforotherplatesthereareprintingswitharibbedfrontandalsoprintingswitharibbedback(seeTable).Forthe1¢,2¢,4¢,and5¢denominations,thechangesinpapertexturethroughthesuccessionofplatenumbersarecomparabletothechronologicchangesinpapertexture thathavebeendetermined fromdated,usedstamps [1].Theearlyprintingshadahorizontally ribbed front,followedbyatransitiontoprintingswithahorizontallyribbedback.Laterprintingswereverticallyribbed,mostlywithribbingonthebackbutsomewitharibbedfront.

In the March–April 2011 Corgi Times (page 65)we reportedof thenewdiscoveryof amajorpaper/taggantvarietyonthe50¢RedCallaLilyflowercoilstamp,firstissuedonDecember20,2004(Scott2072).

Thevarietyconsistsofanoverallturquoisegreen“fluorescent” ink, across the entire stamp (Unitrade2072aiii).

AndrewChunghaspassedalongascanofanothercoverofthisrarestamp.Thiscoverispostmarkedon2005.11.29 at Thunder Bay ON. Compared to otherdated copies thatwe have reported, this is a rather“late”usage.

w Picture Postage™ The traditional Picture Postage™ stamp is one thatis custom made and ordered by the general public in(typically) an extremely low quantity. Perhaps only oneortwopanesofstampsareordered.Therearelikelytensofthousands(orhundredsofthousands?)oftheseuniquestampdesignsthathavebeenrequestedandprintedovertheyears.OnlyCanadianBankNoteCompanywouldhaveacompletelistingofthese.Itwouldbeimpossible,withouttheserecords,toproduceanaccurateandcompletelistinginacatalogue.

But, these six new Religious Holiday designs werespecifically requested by Canada Post, not the generalpublic.The1,300panesof21 stamps is a largerquantitythanthatreportedfortheWriteMe...RingMeissueof2004.

w Official release by Canada Post? Since these designswere requested byCanadaPost,andproducedbyCanadianBankNoteCompany,justlikeanyotherstampissue,doesthatmeantheyareanofficialreleasebyCanadaPost?Inmanyways,theyare.

wProduct announcement Formost collectors,the first you wouldhave heard of thesestamps is likely fromthe front-page article inthe October 11 issue ofCanadianStampNews.

Typically, a newCanada Post stamprelease is announcedaboutayear inadvancewith the annual stampprogram release. Thisis followed by a fullproduct listing in thequarterly publication,Details.Onthedayofissue,apressreleaseise-mailedtohundreds (thousands?) ofmedia outlets. So far, none of

theseannouncementshavebeenmadebyCanadaPostforthesedesigns,althoughsomethingisexpectedinthenextCollectionsmagazine.

w Availability A“normal”stampreleasebyCanadaPostisavailablebyphoneorder,onlinewebsite,andallpostaloutletsacrossCanada. Subsequently, the stamp(s) is released in thequarterlypackandtheannualcollection.

Youcanorder these sixdesignsbyphoneorvia theCanadaPostwebsite.However,lessthan40selectedpostaloutletsacrossthecountrywillhavethese,inaverysmallgroupof cities. In fact,mostentireprovinceswillnot seeany of the stamps made available for sale at a CanadaPost outlet! In addition, theywill not be available in thequarterlypackorannualcollection.

w Cost There has always been a premium to be paid forPicturePostage™stamps.That is the casewith these sixdesigns, but not quite asmuch as the traditional PicturePostage™ stamp. The smallest order that one can placeforaPicturePostage™stampisapaneof21,whichcosts$27.95,or$1.33astamp.Inthiscase,thereligiousthemedstampsare$17.90perpaneof21,or72¢astamp(comparedtotoday’sdomesticrateof59¢).

With that said, many past stamp issues have beenreleased byCanada Post at a premium over face,whichhavebeenlistedinthecatalogues.

w Single stamps Single stamps cannot be ordered for these religiousthemed Picture Postage™ stamps. However, neither canyou order a single stamp for any of the self-adhesive orsouvenirsheetissuedstampsinrecentyears.

w Future stamps If thesereligiousthemedstampsprovepopularwiththe general public, will Canada Post issue other theme-specificPicturePostage™designs?Mostlikely.

Majestic Forests of Canadaby:Robin Harris

OneofthemostpopularsetofstampsissuedbyCanadain1990wasthefourstampstitledMajesticForestsofCanada(Scott1283-1286).Theywerereleasedinpanesof20stampsonAugust7.

Thepanearrangementofthese-tenantdesignswassuchthatidenticalpairsof eachdesigncouldbe removed from thepane.Mostse-tenant issuesdonotprovide thiskindofvariety.Whentheydooccur,collectorstakenotice.

The Unitrade Catalogue of Canadian Stamps first recognizedtheseidenticalpairsontheForeststampsbyaddingan“i.identicalvert.pair”listingforeachstampinthe2008edition.

Canada Post included a strip of 4 of theseMajestic Forestsstamps inoneof theirThematicCollections -Our World Volume Two: Images of Nature(listedinthe“Back-of-the-Book”sectionoftheUnitradecatalogueasitemNo.47).

Asnotedon theLibraryandArchiveswebsite, this25.0x24.6cm“bookhas15pagesof textwithstamps fromSweden,Australia,Canada,UnitedStates,UnitedNationsandtheUnitedKingdom;Canadianstampstripof4stampsofthe1990MajesticForestsseriesContainsbilingualtext;Englishwithlanguageof issuecountry; informationaboutissues.”

PETRO-CANADA PROMOTION Petro-Canada,inconjunctionwithCanadaPostCorporation,hadaspecialpromotionwiththeseMajesticForestsstamps.

Atthetimeofissue,Petro-CanadawasacrowncorporationofCanadainthefieldofoilandnaturalgas.Atitsparticipatinggas stations, drivers could receive one package of four 39¢CanadianForestsstamps(a$1.56value)forjust$1.00(Figure1).ThesewereavailablefromSeptember7throughNovember18,1990(just10weeks).

These fourstampswerespeciallyproduced inadifferentpane configuration just for this promotion. Each of the four

designs appeared by itself in miniature panesof 4 stamps (Figure 2) and were distributed inspecially prepared envelopes (Figure 3) with anaccompanying pamphlet describing the varioustreesandforestsappearingonthestamps.

This pamphlet included a detachable postagepaid reply card that the consumer was to affix asingleofeachstampinthedesignatedlocation,mailthecardtoCanadaPostatwhichpointCanadaPostwould thenaffixacommemorativecancellation tothe stampsand return themwitha“CertificateofParticipation”(Figure4).Thisparticularitemisthe“cancelled on Petro-Canada souvenir card” entrylistedintheUnitrade.

Scott Publishing assigned a “a. pane of 4”listingforeachoftheseminiaturepanes(Figure2).Themintandusedpricesinthecatalogueareforthecompletepanesof4stamps,notsinglestampsfromthepanes.

Thecataloguenotesthatthepaneof20stampswasprintedonHarrisonpaperwhiletheminiaturepanes of 4 stampswere printed on Peterboroughpaper. Thus, single stamps of each can bedifferentiated.

The Introduction to the Unitrade catalogueincludesasectiontitled“PaperManufacturers”.Atablewithinthissectionliststhevariouscompanieswhohaveproducedthepaperusedonthemodern-erastampsofCanada.Thetabledescribesthegumcolour(usefulforidentifyingmintstamps)andthepaper appearance,which is useful for identifyingusedstamps.

PRESS SHEETS WhileonavisittotheLibraryandArchivesinOttawainJune2009,ItooktheopportunitytoviewthepressmaterialthatisavailablefortheMajesticForestsstamps.

Twodifferentpresssheetsareavailableforviewing:asheetof120subjectsin6panesof20stampseach,andasheetof112subjectsin28panesof4oftheminiaturepanes.Thisparticularinformationwasaddedtothe2010editionoftheUnitradecatalogue.
