Pakistan Council of Scientific & Industrial Research (PCSIR), Ministry of Science Technology organized a one day Seminar on “Role of PCSIR for Industrial Development & its impact on National Economy” at PCSIR Laboratories Complex, Quetta, on March 17, 2017. Rana Tanveer Hussain, Federal Minister for Science & Technology was the Chief Guest of the Seminar, whereas, Ms Rahila Hammed Durrani, Speaker Baluchistan Assembly, Mr. Fazal Abbas Mekan, Federal Secretary, Ministry of Science & Technology, Mr. Abdul Wadood Achakzai, President Chamber of Commerce & Industries, Mrs. Sara Atta, D.G. Industries, Govt. of Baluchistan, Dr. Shahzad Alam, Chairman, PCSIR, Mr. Mujeeb ur Rahman, Director, PCSIR, Quetta addressed the audience.

In the Seminar, Mr. Abdul Wadood Achakzai, President Chamber of Commerce & Industries gave a brief introduction about the set up of Chamber of commerce & Industries Quetta. He appreciated the role of Ministry of S&T for expansion of science in the country and PCSIR Quetta for providing its services for testing and analytical services for fruits, minerals and imported goods. He requested the forum for establishment of sample collection point in city area to facilitate the client as the main campus is about 25 Km away from the city area.

Mrs. Sara Atta, DG, Industries, Govt. of Baluchistan highlighted importance of CPEC and said it will play an important role in industrialization of the province and expected that more than 3 billion people will get benefit from it.

Dr. Shahzad Alam, Chairman, PCSIR highlighted the aim and activities of PCSIR laboratories which are working and helping industries all over the country. He said that trained manpower is the back bone of the industrial development. For this purpose, 7 training centers of PCSIR all over Pakistan are producing quality skilled manpower which is providing services in the country and abroad.

The Federal Secretary MoST, Mr. Fazal Abbas Mekan addressed the seminar and said that PCSIR is working on the utilization of the resources in a better way to export in international market. The ministry has started a certification incentive programme for SMEs and this will increase productivity in SME sector by the application of modern technologies as the certification of industry/product is necessary for sending the goods in international markets.

Miss Rahila Hameed Durrani, Speaker Baluchistan Assembly, appreciated the visit of Federal Minister to Baluchistan. She said federal govt. is doing work in this province and many projects of science and technology are currently being executed in Balochistan. Balochistan is rich in minerals and craft. Women of Baluchistan are involved in craft industry but they are not getting proper benefit due to middle man. There should be chambers for women like in other provinces. PCSIR conducts very important training and exert the resources. Now it is our responsibility to cash these opportunities. She added that CPEC is a huge project. It is not only a game changer for Pakistan but also for the whole region. About 52 countries of the world are coming here.

that the Federal Government has announced various incentives for the investments in Baluchistan and he is happy that these enticements will be effective for economic development of the province. He stressed on the value addition to the raw material and focus on strengthening connection with Central Asia. He further added that no economy could flourish without technology and technology is the only difference between us and the West. Baluchistan has great potential more than others so it has to play its role in the economic development of the country.

Team from NUST-PNEC was awarded the First prize in the Off Track Communications Award Category over 120 teams from 30 countries of the world during Shell Eco Marathon- Asia competition held in Singapore from 14

th to 19

th March

2017. Shell Eco-marathon is a unique competition that challenges students around the world to design, build and drive the most energy-efficient car. For the year 2016-2017, Team NUST-PNEC designed and fabricated, from scratch, two fuel efficient vehicles for participation in the two event categories. The Prototype Category Car (Nawah) weighs only 75Kg and uses CNG as its primary fuel source. Nawah also has the honor of being Pakistan’s only CNG Operated Vehicle at Shell Eco-Marathon 2017. Team from NUST-PNEC participates in the Shell Eco- Marathon Asia (SEMA)

organized each year by Shell Motor Oils Ltd along with other International and National Level competitions. Their vehicles have had the honor of being amongst the Top 15 most fuel-efficient vehicles in all of Asia since 2009.

National University of Sciences and Technology (NUST) has initiated a project of developing a Medical Device Development Center (MDDC) in January 2017, at its School of Mechanical and Manufacturing Engineering (SMME) for the production of medical devices/ implants such as Bare Metal Cardiac Stents, Angioplasty Balloon Catheters, Drug Eluting Stents and other medical devices for the treatment of different diseases.

This dedicated development center will have proper clean room environment which will comply with Good Manufacturing Practices (GMP) and will conform to regulatory requirements of Drug regulatory authority of Pakistan (DRAP) and Medical Health Regulatory Authority (MHRA) United Kingdom (for its both ISO 13485 Certification and Product registration/ CE marking).

AAnn OOcceeaannooggrraapphhiicc CCrruuiissee oonn BBEEHHRR PPAAIIMMAA

National Institute of Oceanography (NIO) conducted a Cruise during 28-30 March 2017. Seven scientists and two staff members of NIO participated on Naval Survey Vessel “S/V BEHR PAIMA”. Sampling stations were planned as per previous cruise of the Scientific Collaboration Project entitled “Biodiversity and Food Web Dynamics in the Mangrove ecosystem of the River Indus deltaic creeks, using various techniques and special emphasis to biomarker approach”. Plqankton nets and CTD were used to collect the samples and Oceanographic observations. Initial sample and data processing was completed on board of the ship. Further analyses are being done in the laboratory at NIO and SKLEC, China.

The Honorable Federal Secretary for Science & Technology, Mr. Fazal Abbas Mekan, visited PCSIR Laboratories Complex, Lahore on 13-01-2017 and headed a consultative meeting on “Centre of Excellence in Nanotechnology” in seminar room of PITMAEM. The meeting was co-chaired by Dr. Shahzad Alam, Chairman PCSIR.

Engr. Muhammad Irfan, Head of PITEAM briefed the Federal Secretary about R&D activities being executed at PITMAEM Lahore. He further briefed about the progress of need-based R&D projects and necessary measures to achieve the target of self-sustainability.

The meeting was attended by most renowned scientists and professors from different universities/ organizations.

The Federal Secretary appreciated the services of PCSIR being rendered to Public & Private Sector

Organizations. He further directed to establish strong liaison with the relevant stakeholders and boost-up the

services for the industrial sectors. The Chairman, PCSIR assured the Federal Secretary for compliance.

After the meeting a visit to PITMAEM was arranged for the participants to show them the facilities for nanotechnology available at PITMAEM, PCSIR Labs Complex Lahore.

PCSIR-STEDEC Exploratory Meeting with Pakistan Association of

Automotive Parts and Accessories Manufacturers (PAAPAM)

A joint PCSIR-STEDEC exploratory meeting was held with Pakistan Association of Automotive Parts Accessories Manufacturers (PAAPAM) at their Lahore office on January 11, 2017.

PAAPAM members informed about the progress made by the Auto Parts Industry as whole in recent time and specified their required support from PCSIR in areas like certification, testing facilities and acquisition of trained manpower to expand growth of the industry and tapping into the export market.

DG PCSIR, highlighted the facilities and capabilities within PCSIR, which can be used to support PAAPAM member companies. MD STEDEC informed regarding STEDEC’s mandate and assured MoST’s support in assisting PAAPAM in becoming an internationally competitive industry.

He proposed a joint PAAPAM-PCSIR R&D towards achieving the

objectives of the said sector. A follow up meeting in the form of official visit to PCSIR facility in Lahore by

PAAPAM members was agreed upon, in order to take the collaboration further.

For the exploitation and improvement of the natural resources of SWAT area, PCSIR started a chain of workshops in this area by provision of technical expertise and Professional team.

In this connection a workshop was organized at Gul Kada Swat from February 20 to 22, 2017. Chairman PCSIR deputed a team of experts for conducting three day training at Swat. Almost 40 participants took part in this training and were awarded certificates after successful completion of the training workshop. The aforesaid activity was materialized in collaboration with Pakistan Army while the technical

expertise, processing and training material/ equipment was provided by PCSIR Labs. Complex, Peshawar. In the concluding remarks, Dr. Shahzad Alam, Chairman PCSIR said that the initiative of organizing such a productive workshop is to exploit the resources of the Swat region which will prove a gateway for its socio-economic uplift. He also motivated the trainees to utilize the expertise gained during the training up to the maximum extent in the days to come.

Agriculture Machinery Manufacturing has been identified by Ministry of Science and Technology as one of the key sectors, which would be supported by MoST’s R&D organizations. For this purpose an exploratory meeting was held with Agriculture Machinery Manufacturing companies at Vehari Chamber of Commerce and Industry on February 17, 2017.

President Vehari Chambers appreciated the initiative taken by MoST and STEDEC to reach out the Chamber and Agriculture Machinery Manufacturers of the region. Participants showed keen interest in areas like skill development and capacity building in general, training on latest CNC machines, technical support for upgrading of their manufacturing facilities and support in acquiring certification inn vegetable preservation technologies.

MD STEDEC briefed regarding his organization and highlighted its mandate on commercialization of technologies developed by R&D organizations of MoST. Representative from PCSIR enlightened the participants regarding the technologies, products, processes and technical facilities available at PCSIR.

A visit to PCSIR facility in Lahore was mutually agreed upon at the end of the meeting.

The first meeting of the Inter-ministerial Committee constituted by the Prime Minister for assessing the Living

Resource Potential in Pakistan’s Maritime area was held in NIO on February 22, 2017. DG NIO is the

designated Chair of the committee. Mr. Waseem Khan DG MFD briefed about the Project undertaken for the

fisheries stock assessment in Pakistani waters (FRAP Project 2008-2015). He explained the endangered species, over exploited shrimp and other commercial stocks. He recommended using mesopelagics in fishmeal products in future rather the juvenile of commercial stocks. He pointed out the 80% decline of fish stock observed under the assessment during (2010-2015) during FRAP Surveys.

PASTIC-Peshawar organized a two day Workshop on “RESEARCH TOOLS & TECHNIQUES (SPSS & Research Methodology)” in collaboration with Department of Animal Nutrition, the University of Agriculture Peshawar on March 2-3, 2017. A total of 70 participants including faculty members & M. Phil / PhD Scholars attended the workshop.

The main intention of the said workshop was to orient and provide hands on training to the faculty members/researchers about the statistical analysis and scientific writing.

Ms. Ghazala Ali Khan, DD PASTIC delivered a detail presentation on PASTIC services. She also talked about PASTIC on-going activities and upcoming events throughout Pakistan. Mr. Muhammad Usman was the resourse person, who started the workshop by involving the students though hand on trainings.

At the end of workshop, the Chief Guest Prof. Dr. Zahoor Swati, VC, Agriculture University Peshawar and Dr. Subhan Qureshi, Dean, Faculty of Animal Husbandry & Veterinary Sciences distributed the shields & Certificates among resource persons / participants & organizers. The Vice Chancellor also appreciated the efforts of PASTIC for facilitating researchers by arranging trainings & seminars as per their need.

As part of its efforts to engaging with Agriculture Machinery Manufacturing sector, a joint PCSIR-STEDEC exploratory meeting was held with Pakistan Machinery and Implements Manufacturer Association (PAMIMA) at Faisalabad on 20th March, 2017.

He urged the participants to focus on modernization in order to compete with international market and take initiatives on exporting their finished goods. Representative of PCSIR elaborated on the PCSIRs capabilities to support the said sector and how it can help the members excel further in their respective field.

Mr Amjad Ali Amjad, Chairman PAMIMA emphasized on the significance of growth and acquiring modern

technology for new generation of entrepreneurs so that they would be able to fulfill the requirement of the

sector but also in the international market. In order to take the initiative further, it was decided to hold a

follow-up meeting with a wider audience in near future.
