We are happy to present you the July issue of the CIS: Content Report where we tried to gather the most interesting up-to-date information about rap-idly developing content production and distribution markets of the CIS region. As far as most of the local-ly produced series and TV movies are further distrib-uted and broadcast mainly inside the CIS territories, we picked up the most interesting and original proj-ects with those script-ideas that have international appeal and may further travel abroad to Europe, Asia or the North America both as readymade product or formats. Besides there are a lot of full-length fea-tures recently launched into production in Russia, Ukraine, Kazakhstan and other CIS countries that for sure may have not only successful international distribution but also be the award winners and nomi-nees of different international film festivals. Along-side large portion of information on the new movies, shows and series you’ll also find the detailed report on the recent deals of international distributors with the CIS partners.

In our “Focus” we continue the cycle of articles dedi-cated to the current situation on TV markets of the post-Soviet countries. The region is developing rap-idly both in terms of its TV market volume and the number of players on it led by such states as Russia, Ukraine and Kazakhstan. In this edition we’ll provide

a short analysis of such territories as Azerbaijan, Georgia and Armenia.

It has been 23 years since the collapse of USSR, but all who lived or just was born in that time are excited to hear about the achievements of late compatriots on the international film market. And in 2013 such an achievement was the Berlinale award for an out-standing artistic contribution to Kazakh-German drama Harmony Lessons directed by Emir Baigazin. In an exclusive interview to CIS: Content Report Anna Katchko, producer of Harmony Lessons, told about the ways to get the attention of European film-makers, the co-production initiatives between Eu-rope, Russia and Kazakhstan, the cooperation with international sales-agents, and her plans for future.

тема номера слово редакцииУже в первые дни нового года нам, редакции Content Report, сразу стало понятно, что в 2011м все мы будем усердно и неустанно трудиться. Занимаясь подготовкой первого выпуска обзора новостей рынка производства и аудиовизуального контента в этом году, мы с радостью обнаружили, что даже в новогодние праздники работа во многих продакшнах идет полным ходом, а дальше, как говорится, станет еще больше. Как неоднократно было отмечено, вследствие кризиса основательно изменилась конъюнктура рынка, поменялась расстановка сил и возможностей, поэтому работать действительно есть и будет над чем. Подтверждением тому является количество собранного в этом (полупраздничном) номере материала.

В сегодняшней теме номера мы остановились на одной из самых болезненных тем отечественной киноиндустрии – рынке кинотеатров. На страницах Content Report мы неоднократно публиковали мнения о том, что едва ли не основной проблемой (хотя эту тему активно поднимают все, кому не безразлична судьба национального кинематографа), сдерживающей развитие индустрии «полного метра» на постсоветском пространстве, является катастрофическая нехватка кинозалов. Однако рынок продолжает стремительно развиваться. И если поводов для оптимизма относительно увеличения количества кинотеатров попрежнему не так много , то по внедрению современных технологий за прошлый год имеются все основания для гордости за это. Между тем попытаемся разобраться, есть ли свет в конце тоннеля?!.

Первый номер Content Report выходит в канун Старого Нового года, который (наконецто) завершает череду праздников, поэтому еще раз хотим пожелать нашим подписчикам в 2011 году найти свой верный путь и следовать ему с упорством, трудясь не покладая рук. У каждого своя дорога, но цель у нас одна – развивать и улучшать отечественный рынок. По коням, господа!

Review of audiovisual content production and distribution in the CIS countries

We are happy to present you the April issue of the CIS: Content Report where we tried to gather the most interesting up-to-date information about rapidly developing content production and distribution mar-kets of the CIS region. As far as most of the locally produced series and TV movies are further distrib-uted and broadcast mainly inside the CIS territories, we picked up the most interesting and original proj-ects with those script ideas that have international appeal and may further travel abroad to Europe, Asia or the North America both as readymade product or formats. Besides there are a lot of full-length features recently launched into production in Russia, Ukraine, Kazakhstan and other CIS states that for sure may have not only successful international distribution but also be the award winners and nominees of different international film festivals. Despite large portion of in-formation on the new movies, shows and series you’ll also find the detailed report on the recent distribution deals.

In our “Focus” we continue the cycle of articles dedi-cated to the current situation on TV markets of the post-Soviet countries. The region is developing rap-idly both in terms of its TV market volume and the number of players on it led by such states as Rus-sia, Ukraine and Kazakhstan. In previous issue we focused on TV markets of Tajikistan, Uzbekistan and Kazakhstan, and this time we’ll provide a short analy-sis of such territories as Ukraine, Belarus, Georgia and Moldova.

Last autumn members of Russian association of televi-sion and movie producers chose Red Square Screen-ings as the most important industry event of the season. The idea of the forum aimed at showcasing the Russian cinema for the international film community belongs to Yevgeny Gindilis – Red Square Screenings’ execu-tive director, founder and producer general of Russian film company TVINDIE. He is also a member of Euro-pean Film Academy (EFA). In an exclusive interview to CIS: Content Report he told about achievements, pri-orities and plans of his company and his own as well as about the experience of international coproduction.

Kazakh company b.a.s. Production started shooting the fourth season of 26-episode sitcom College students. Filming takes place in Almaty. The project is commissioned by Kazakh nTk TV channel.

Synopsis: The main characters at last graduated from the univer-sity. It seems that it is everything they dreamed about. There’s no need to get up early and go to the classes. There’s no need to hide from the teachers whose lectures they are wagging, no more exams. But nothing of the kind. They encounter the new problems: work, marriage, children and flat-hunting. And once again they manage to solve their problems deftly and with fun.

Chess Player syndrome 2

Russian production company bergsound started shooting the second season of detective series Chess Player syndrome. Filming will take place in Moscow, Tallinn, Berlin, Yerevan and Istanbul. The project is commissioned by Russian Peretz TV channel.

Synopsis: A chain of mysterious murders occur in a provincial town. The victims were the high-profile criminal bosses. All these events, as well as in the first season, happened with participa-tion of Chess Player who tries to grasp all the drug market. The search for him is a real headache for local police. They know only one of his distinctive features – the crime particularity is based on kung fu technique.

Those eyes Vis-à-Vis

Russian production company Central Partnership completes preparation for shooting 8-episode biography drama Those eyes Vis-à-Vis that tells about Valeriy Obodzinskiy’s destiny. Filming will start in August and will last till the middle of Decem-ber 2014.

Synopsis: A simple guy from Odessa thanks to phenomenal tal-ent becomes a real superstar in the USSR. He does not look like all others – his songs are only about love and pop-clothes are lightsome and alternative. While the country is building its so-cialistic bright future today Obodzinskiy does not sings anthems to the party and Komsomol. He sings about love to a woman in a country that has “no sex”. As far as he does not compromise – he neither enters the Communist Party, nor sings the patriotic morale-boosting songs – he is gradually being cleared from the stage as persona non grata.

Synopsis: It is three years since colonel Pavel Belov and hard-core criminal Aleksei Smolin faced in a deadly skirmish. Smo-lin is in life-long imprisonment; Belov changed his job and now works as chief security officer of a large bank. His wife, he and their daughter sleep well at night without fear of a sudden attack. But once Belov saw Smolin in the street and realizes that noth-ing has finished yet. However, Belov cannot even imagine what really horrible people he will have to resist. Compared with them Smolin will be lesser of two evils.

Synopsis: Maxim Kalinin after heavy wounds gradually comes around and makes a new team. Some of them are well known people and some are new but also devoted characters. Again they will stand against the criminality on Moscow streets. The Sword members are still on the edge: on the one hand is a crimi-nal world that offers huge money for their capture and on the other - law enforcement agencies that hunt the “bent cops”.

Synopsis: Main character healer Djuna is famous with her en-dearing sincerity and huge selfless dedication for everything what she would do. It is difficult to find another such a man whose biography mixed so often the myths and reality. Accord-ing to various legends her patients were Leonid Brezhnev, John Paul II the Patriarch of Rome, Robert de Niro, Andrei Tarkovskiy and Federico Fellini. Except healing she also forecasts future: she used to forecast the collapse of the Soviet Union and Cher-nobyl nuclear disaster.

Synopsis: Nina, Toma and Sveta are bosom friends. The for-tune has not given them much. Nina grows a son on her own and works as a cleaner in a bank. Toma is a teacher that always falls in love with the wrong men. Sveta is a middle-ranking physician. Everything they have accumulated for the black day the friends keep in the bank where Nina works. And once Nina accidentally got to know that the bank leadership stole all the deposited mon-ey. And to cover up traces it is going to stage a bank robbery. Outraged with critical injustice the friends decide to penetrate into the bank and withdraw their investments.

Very soon he makes sure that a quiet life of the town is not a merit of the local law enforcement representatives. Everything in this town is submit-ted and subjected to the Volkovs family clan, leader of organized crime group Steppe Wolves. The main profit the gang receives from the protection racketing of the cargo carriers and trucks robbery.

Russian production company mars media entertainment started shooting 8-episode military drama satellites after the novel by Vera Panova of the same title. The geography of the shooting covers St. Petersburg and Leningrad region.

Synopsis: 1941. The war begins. Commissar Danilov recruits the medical personnel to the hospital train. He recruits doctor Belov, an intelligent physician, who left his family in Leningrad. Yulia is a strict surgical nurse and old maid. Beautiful Faina tests her charm on Danilov and repairman Nedzvetskii. Those people will be side by side all four war years passing tests for courage, decency, firmness and kindness.

Russian production company mars media entertainment started working over 10-episode biography drama with tenta-tive title mikhail bulgakov life and Temptations. The project is currently in the preproduction stage. Film shooting will start in 2015.

Synopsis: The series tells us about the most vivid moments of Bulgakov’s life: evolvement as a writer, complicated personal relationship, morphine consumption, difficult relations with the authorities… His life was full of mystical signs and coincidences and that all will also be reflected in the plot. The series embraces the period from writer’s youth to his death.

Synopsis: Poachers in this place have never acted alone, they are united in gangs and every village has its own gang. Every-body of them has its own weapons – both authorized and unau-thorized. The caviar sale is a complex procedure. At the place of fishing its cost is substantially lower than in more remote places. If the poacher decided to export caviar on his own he is to pass an extremely dangerous adventure with death as a highly prob-able outcome.

Azerbaijan is the biggest Caucasian country. It has an area of 86,600 km² and its population exceeds 9.4 million people. The overall number of television households is 1.8 million and the overall number of television sets is approximately 2 million.

The analogue terrestrial television platform is available in all television households, its coverage is about 98.9% (1.78 million households). However, satellite TV maintains a strong market share - 1.2 million households (66.7%) use this platform to receive TV signal. Cable TV penetration is about 15% (270,000 households).

A total of 9 broadcasters are available on the analogue terrestrial platform (public broadcaster İTV Azərbaycanın, government-owned AzTV and Idman TV and commercial TV channels ATV, Lider TV, ANS TV, Space TV, Xazar TV and TRT1). It is estimated that approximately 97% of the population can access three or more television networks. Currently there are more than 30 TV channels in Azerbaijan (20 of them are the regional ones). Overall Azerbaijani viewers have access to more than 100 TV channels through satellite platforms.

The first DTT transmissions began as a pilot project in September 2004 in the capital city of Baku. It is estimated that DTT coverage reaches now 95% of the population. Now there are 10 TV channels available for the population through DTT-multiplexes (DVB-T MPEG-4 standard): AzTV, ITV, Idman Azerbaycan, Medeniyyet, ANS, Lider, Space, ATV, Xazar, TRT1. It is planned that in nearest future 24 TV channels will be available through DTT platform. Among the three Caucasian countries, Azerbaijan is leading the DTT process. The full transition from analogue broadcasting to DVB-T is scheduled to take place in 2015.

Data on TV ratings and share of the TV channels in Armenia is not available because of the absence of national-wide TV researches in this country. According to Star ZenithOptimedia the total TV ad spend in the country exceeded $68 million in 2013.

GeorGia

Among the three countries of Caucasia, Georgia is the second largest territory: larger than Armenia and smaller than Azerbaijan. It has an area of 69,700 km² and a population of 4.5 million people. The total number of television households is slightly more than 1.5 million and it is estimated that there are approxi-mately 2.5 million television sets in the country.

A total of 7 broadcasters are available on the analogue terrestrial platform (Government-owned Channel 1 Georgia and commercial TV channels Rustavi 2, Sakartvelo, Adjara TV, Marneuli TV, MZE TV and Al-ani TV), although not all broadcasters have a full population coverage. The commercial broadcaster Rustavi 2 has the largest population coverage reaching near 85% of the population. Currently there are more than 60 TV channels and over 40 radio networks in Georgia.

Analogue terrestrial is the primary television platform in the country. Cable and satellite platforms are in-significant and used only in such large cities as Tbilisi and Batumi (approximately 20-30% of households). There are less than 200,000 pay TV subscribers (less than 14% of the total number of households) in the country.

The country has begun a DTT trial which has been running since the summer of 2009 in the city of Tbilisi. For digital terrestrial TV implementation Georgia will use DVB-T2 standard with MPEG4 compression. The analogue switch-off should have been completed in the country till June 17, 2015, although there is yet no special DTT Deployment Programme approved by the Georgian authorities.

Unfortunately, data on TV ratings and share of the TV channels in Georgia is not available because of the absence of national-wide TV researches in this country. Nevertheless TV advertising is a rapidly evolving industry – the total TV ad spend exceeded $110 million in 2013.

Armenia is the smallest country in the region, and is lodged between the two other adjacent Caucasian countries of Azerbaijan and Georgia. It has an area of 29,743 km² and a population of 3.1 million people. The total number of television households equals 785,000 and the overall number of television sets is ap-proximately 840,000, of which 300-400 television sets have a built-in DVB-T tuner.

The analogue terrestrial television platform is the most widespread television platform in Armenia, its pen-etration is about 96%. It should be noted, however, that some television households rely on more than one television platform. Cable television services are one of the most rapidly developing markets in Arme-nia’s telecommunication industry, although cable TV services are provided only in the biggest cities of the country: in Yerevan, Gyumri, Vanadzor and Kapan. Cable TV share is near 15% of Armenian households while satellite TV penetration is about 5%. IPTV services also started to emerge in the biggest towns of Armenia, but their total penetration yet is not significant – near 0.1% of Armenian TV households.

A total of 18 broadcasters are currently available on the terrestrial platform in Yerevan (3 public chan-nels - Armenia 1, Armenia TV and Shokhakat as well as 15 commercial broadcasters: Armenia 2, Shant, Erkir Media, ATV, Armnews, Kentron, Lime, Dar 21, etc.). In other Armenian towns viewers can watch only 5-6 TV channels. Currently there are more than 80 TV channels in Armenia (more than 30 of them are the regional ones).

In accordance with Geneva 06 plan, Armenia will switch to digital TV transmission during year 2015. The federal operator TRBNA has chosen DVB-T2 as the system standard for the country.

Unfortunately, like in other Caucasian countries, data on TV ratings and share of the TV channels in Arme-nia is not available because of the absence of national-wide TV researches in this country. According to Starcom Media West Armenia the total TV ad spend in the country exceeded $50 million in 2013.

It has been 23 years since the collapse of USSR, but all who lived or just was born in that time are ex-cited to hear about the achievements of the late compatriots on the international film market. And in 2013 such an achievement was the Berlinale award for an outstanding artistic contribution to Kazakh-German drama Harmony Lessons directed by Emir Baigazin. In an exclusive interview to CIS: Content Report Anna Katchko, Harmony Lessons producer, told about the ways to get the attention of European filmmakers, the co-production initiatives between Europe, Russia and Kazakhstan, the cooperation with international sales-agents, and her plans for the future.

We’ve noticed that you’re working on projects both on the Russian and Kazakh markets. Which one is primary for you? What is the reason for that?

I left Russia when I was a kid, and since 1991 lived in Germany, France and USA. I started to work in Rus-sia in 2006 and in Kazakhstan in 2008. It’s really interesting to work there. But I do not keep only to these two markets – I’m developing new projects in Germany and others countries. Therefore I don’t call myself Russian, Kazakh or German producer, I’m just happy that I feel homey in each of these countries and can shoot there. The driving force is the globalization context by itself.

International co-production has become some kind of a trend in the cinematography, in particu-lar in Europe. Are there any Russian-European co-production initiatives?

Over the last few years Russia has been actively involved into a co-production projects support. I co-organized one of the first international co-production initiatives – Moscow Business Square platform held within the framework of the Moscow International Film Festival – with the state funding. Russia became a new member state of the Council of Europe Eurimages in 2011, and the Russian-German, Russian-French and Russian-Italian film academies had been established. So had been the Russian-German co-development fund. And in 2012 a new business platform had been launched – Red Square Screenings.

The activities of the fund and film academies have been suspended, however, and their future remains unclear.

What about the co-production state support in Kazakhstan?

The main film institution in Kazakhstan is the national film studio Kazakhfilm. It produces films for gross audience of the local market, auteur films, animated and youth films, and is involved in film and cinema-tography education and festival and international events organization. Also Kazakhfilm provides the first film directors with funding.

When I started to work in Kazakhstan the studio supported my initiative to launch the co-production mar-ket, where amateur and professional cinematographers could represent their projects. The first time this market called Spotlight: New Kazakh Cinema was held in September 2011 within the framework of Eurasia International Film Festival. We received about 100 applications and selected eight to take part in the pitch-ing. Harmony Lessons became the winner with Adilkhan Yerzhanov’s The Owners taking the second prize.

It is this market where I met young talented Kazakh filmmakers Emir Baigazin, Adilkhan Yerzhanov, Serik Abishev, Talgat Bektursynov and Akhat Ibrayev. In 2013 Spotlight: New Kazakh Cinema took place for the second time and we continue to seek new talents.

What films – commercial or art-house – are you working at?

Being a producer I make a clear distinction between the commercial and art-house film, where the first one is focused on the national market, and the second may ‘travel’ around the world. It is easy to distin-guish those producing auteur or festival films from those making commercial movies both in Russia and in Europe.

To me, I do really like films with no cultural or territorial borders. Especially as I lived in different countries. That’s why it is much more interesting for me to work on auteur cinema.

It is often not enough to be a talented person with a creative potential to attract foreign produc-ers’ attention. How did you managed to do that in case of Kazakh projects?

I have been working in Europe for years and have a lot of friends and acquaintances among the European film industry professionals, in no small part due to my membership [since 2008] in European Audiovisual Entrepreneurs (EAVE) organization. In fact, I was the first producer from the post-Soviet territory to par-ticipate in EAVE seminars.

And when you are in, you start to realize what the European co-production really is, how do European or-ganizations, festivals and funds work, what are their real goals. One year after I finished my EAVE course I became the representative of this organization in Russia, and later in Kazakhstan.

So, launching the Spotlight: New Kazakh Cinema in 2011, not a few from Europe knew I was in Kazakh-stan. And all who received an invitation came here.

What kind of cooperation do European producers prefer – seeking talents and specialists, loca-tion and production capacity usage etc.?

They are interested in all. There are many projects and they are all different – from commercial films they want to co-produce with the Russian majors to auteur films, for which European producers are looking for appropriate locations in Russia and Kazakhstan. Some want to shoot our actors, some are looking for foreign investments outside Europe. There are many projects connected with the history of several coun-tries, for example, those selected for the pitching of Moscow Business Square.

Moscow Business Square was backed by the European programme MEDIA Mundus. How did it get support from Europe?

Media Mundus programme (Creative Europe since 2014) is aimed at educational and co-production proj-ects from the countries being not the members of the EU. You should have a partner in Europe. Moscow Business Square had it – the Baltic Event.

Based on your experience in a co-production, how do co-producers allocate the responsibility and rights on the completed projects?

Almost all projects I have ever produced are international co-productions. And the allocation of respon-sibility is always different. It depends mostly on the participation interest of the parties and the stage of involvement of the producers. Often you have a delegate producer, the one responsible for the creative and technical part of the project. As for the rights, they are allocated percent-wise in proportion to the expenses of the parties. It must be mentioned that auteur films from the Eastern Europe with the focus on festivals usually don’t get a lot of money in the international cinema distribution.

Who is the one making decision on submitting the project to festival?

The international festival premiere is very important for each and every auteur film. Their future depends on it. The producers and sales-agents are those who decide to submit it or not, and in the case of interna-tional co-production it is the co-producers’ task to choose the sales-agent.

The main issue is the communication process. Sometimes it happens that people from Russia and Ka-zakhstan can’t explain their opinion to German partners and vice versa. That’s why there always must be the producer making the most important decisions.

At what production stage do you sign an agreement with the sales-agent?

It’s very important for me to have a sales-agent at the development stage already. And if it is a co-pro-duction I need the distributors at the same time. It’s hard to do that if the director is unknown on the in-ternational level, so the producer should do everything he/she can to make sales-agents, distributors, TV channels and festivals organizers aware of the project from the very beginning. In case with the Harmony Lessons we prepared the ground and had a lot of offers from the European sales-agents at the post-production stage. I chose the French Films Distribution company.

The work of European producers can’t even be compared to the one we have to do. While they may con-centrate on the definite market segment we actually have no other way out than to produce TV content and mass market movies and to be engaged in coproduction at the same time. In Europe only a large holding can afford production of such a wide range of projects. And we are forced to do it by the situation on the local market.

ploring some specific issue. Russian projects can’t afford it. For example, Russian producers may ask me to make the ocean like they saw it in The Perfect Storm (2000). And I have to explain them that a group of 100 programmers described the behavior of physical phenomenon during a year. Then the results of their work were set into the interface of the program that created such a storming ocean. And the funds spent for the researches are equal to the whole budget of Russian project.

CGF closely cooperates with Timur Bekmambetov who invested heavily in the FilmLanguage (Kinoyazyk) technology. Do you take part in the researches of his company Bazelevs?

We do cooperate with Bazelevs in some researches. But this cooperation is rather sketchy. Actually we do not delve into the study. As for the FilmLanguage I know that Bazelevs have some results that are different from the declared objectives but still…

There is information in the Web that you are going to launch your own projects as a producer. Is that true?

I have some ideas. I have knowledge and skills that would be sufficient to launch a project. And the com-pany is strong enough to realize it. We just need to try and move on if it works.

In the nearest future we’ll decide on the range of projects that would be interesting to work on. At the same time we are going to separate company’s activity as a producer from providing postproduction services which is our core business. Most likely postproduction department will accomplish orders for our projects otherwise there will be a risk of failing in both areas.

Having an agreement with the Films Distribution, did you give up the initiative to sales-agent?

No, of course not. I’m still actively participating in the ‘life’ of Harmony Lessons. I think that the producer should always control the decisions made in reference to his/her completed film. The sales-agents coor-dinate the distribution and festival participation matters with me.

It appears to be more comfortable for the producer to work on different projects with the same sales-agent, isn’t it?

It is always a pleasure to work with trusted people. But each new project is a puzzle. Working on the Eu-ropean auteur film market you realize that each sales-agent has its own manner. And I can choose which one will fit the best for this film or another.

Agent’s commission may be 10-40%. Moreover, as they invest in the film – they represent it on the festi-vals, promote it, and organize some events – they receive some compensation from selling rights.

What are your current projects?

We are finishing the filming of Petrushka’s Syndrome in Saint-Petersburg. The movie helmed by Elena Khazanova is a co-production of Russia, Germany and Switzerland. Aziz Zhambakiyev, who shot Harmony Lessons and won the award for an outstanding artistic contribution at the 63rd Berlin International Film Festival, will be the director of photography.

We have finished work on Kazakh-French film The Adventure from Kazakh director Nariman Turebayev. It will premiere soon on the festival.

Eurimages-backed co-production of Russia and Ireland – Moscow Never Sleeps – from writer-director Johnny O’Reilly is in post-production now.

There is also one new project in Kazakhstan and we’re starting to work on Min Bahadur Bam’s film in Nepal. It is a co-production of Nepal, Switzerland, Germany, France and Belgium. Shooting will start in October.

Also I’m a selector for the Kino. Films from Russia and Beyond festival, which takes place in Geneva, Lau-sanne and Paris, and focuses on the movies from CIS countries. Besides I’m interested in Ukrainian films and would like to work with the Ukrainian directors as a producer.
