BYPAD: QUALITY STANDARD FOR CYCLING POLICY IN EUROPEAN CITIES AND REGIONS (final conference) Tartu (Estonia), 18-19 September 2008 You are a politician, an official from a local or regional government, a policy maker from a ministry, a policy adviser or advocate from a cycling user group? You are interested in improving the quality of your cycling policy? Then this international BYPAD seminar is your place to be! BYPAD (Bicycle policy audit) is an instrument for the evaluation of local and regional cycling policy and improvement of its quality. BYPAD has been developed, applied and continuously improved since 1999, with support from the European Commission. Meanwhile more than 100 cities and regions in 20 European countries are evaluating and improving their cycling policy, supervised by 34 certified auditors from these countries. BYPAD has become a European quality standard for cycling policy and a vital European network. We want to present the results and experiences of using the BYPAD-tool during the past 9 years. Representatives from local and regional authorities that have implemented BYPAD, are presenting their cycling policies and exchanging their experiences with BYPAD. Side-programme: A weekend in Estonia

Discover the beautiful south of Estonia

A bus trip will be organised in the region of South Estonia, one of the best tourism regions of Estonia. Departure is Saturday morning in Tartu. The night will be spend at the tourism farm Vaskna at a beautiful lake (http://vaskna.ee/#, see pictures at “galerii” button) close to Haanja, the highest points of the Baltic States. Sunday morning the trip goes to Otepää, where the start of the Tartu Bicycle Marathon can be watched. The tour will end in Tartu in the afternoon. It is possible that the bus brings participants further to Tallinn, where the late evening flights can be reached.

The price of this tour is 100 EUR, which includes - the bus trip; - accommodation at Vaskna farm incl. breakfast, - meals (dinner and 2x lunch) and drinks; - a sauna visit and other entrance fees; - the tour guide.

HOW TO REACH TARTU

By plane to Tallinn From Tallinn to Tartu (185km): Busses leave at Tallinn bus terminal (approximately 3km from airport) 2 to 4 times per hour (during the day). The bus terminal in Tartu is close to the conference venue and the hotel Dorpat. For the bus timetable visit http://bussireisid.ee/index.html?MENU=&KEEL=en. There is also a train connection between Tallinn and Tartu, but trains leave only a few times per day and stations are not so close by. http://www.edel.ee/files/arts/351/TlnTrt250508.pdf By plane to Riga There are more cheap flights to Riga. However, the journey from Riga to Tartu takes longer (250km).
