Rajiv Gandhi Grameen Vidyutikaran Yojana, Ministryof Power - A scheme “Rajiv Gandhi GrameenVidyutikaran Yojana” for Rural Electricity Infrastructureand HouseHold Electrification was lauanched for theattainment of the National Common MinimumProgramme of providing access to electrocity to all RuralHousehold by 2009. Rural Electificaiton Corporation(REC) is the nodal agency for the scheme. RajivGandhi Grameen Vidyutikaran Yojana to be continuedduring the Eleventh Plan period with a capital subsidyof Rs. 28000 Crore;

2. Rajiv Gandhi National Drinking Water Mission(RGNDWM), Ministry of Rural Development, Annualallocation plan – from Rs. 6,000 crore to Rs. 10,000

4. Indira Awas Yojana, Ministry of Rural Areas andEnvironment - IAY is a CSS funded on cost-sharingbasis between the Centre and the States in the ratio of75:25. In the case of UTs, the entire funds are providedby Centre. The target groups for housing under IAYare households below poverty line living in rural areas,particularly those belonging to SC/ST and freed bondedlabourers. Annual Allocation – Rs 8000 – 11,000 crore

In a planned and systematic effort to gain unfair advantageover other political parties, the Congress Party has namedall major government programmes, projects and institutionsin the country after three members of the Nehru-Gandhifamily – Rajiv Gandhi, Indira Gandhi and Jawaharlal Nehru– who are its icons, and disturbed the level playing field inthe electoral arena.

Over the last 23 years, on a rough estimate 450 central andstate government programmes, projects and national andstate level institutions involving public expenditure of lakhsof crores of rupees have been named after these three iconsof the Congress Party.

Among them are : The Rajiv Gandhi Grameen VidyutikaranYojana (rural electrification programme), which involves anoutgo of Rs 28,000 crore during the Eleventh Plan period,the Rajiv Gandhi Drinking Water Mission with even higherallocations per annum, the Indira Awas Yojana to house thepoor with allocations of Rs 7000-10,000 crores per year andthe Indira Gandhi National Old Age Pension Scheme.Programmes named after Jawaharlal Nehru over the lasttwo decades are the Jahawarlal Nehru Rojgar Yojana andthe Jawaharlal Nehru Urban Renewal Mission. The UrbanRenewal Mission, to provide funds for urban projects liketransport systems and will cost the tax payer Rs 50,000crores over seven years. Other schemes touching the livesof millions of people which are named after the Nehru-Gandhis are the Rajiv Gandhi National Creche Scheme forChildren of Working Mothers, the Rajiv Gandhi Udyami MitraYojana (to promote small enterprises), the Rajiv GandhiShramik Kalyan Yojana and the Rajiv Gandhi ShilpiSwasthya Bima Yojana (both insurance schemes). The latest

in this list is the Rajiv Gandhi Equity Savings Scheme toencourage small investors.

These are all central schemes. Wait till you see what goeson in the states. They run into hundreds but here is a sample:Rajiv Gandhi Breakfast Scheme, Pondicherry; Indira GandhiCalf-Rearing Scheme, Andhra Pradesh; Rajiv Ratna AwasYojana, Delhi; Rajiv Arogyasri Health Insurance scheme,Andhra Pradesh; Rajiv Gandhi Computer Literacy Mission,Assam; Indira Jeevitha Bima Pathakam, Andhra Pradesh;and Indira Gandhi Priyadarshini Vivah Shagun In addition,the best national parks, universities, institutes of technology,key airports, ports, power projects and even metro stationsare named after these three icons of the Congress Party.But, what really takes the cake is sports. All the major sportstournaments and trophies are named after the Nehru-Gandhis and this includes national and internationaltournaments in football, basketball, judo, beach ball, rollerskating, kabaddi, rural cricket, gymnastics, boxing, the DelhiMarathon and the Kerala Boat Race. The only thing left outis the game poor urchins play in India’s villages and urbangullies – Gilli Danda.

Such is the obsession of Congress governments with thisfamily that they name India’s biggest open university afterIndira Gandhi and fellowships granted there after RajivGandhi.

Similarly, the Centre for Advanced Scientific Research inBangalore is named after Nehru and the science talentfellowships awarded there after Rajiv Gandhi. We areunlikely to see anything so gross even in dictatorships as inNorth Korea.

The Congress Party has devised a simple game plan – usepublic money and public schemes to promote the Nehru-Gandhi brand and milk this to its electoral advantage. Aperusal of these programmes and schemes shows asystematic attempt to name every government programmeconcerning every citizen – man, woman, child; every possiblecircumstance in the life of every citizen – child bearing, childrearing, education of children, food, education of youth,employment, marriage, unemployment, destitution,handicap; and every possible challenge flowing out of lackof infrastructure – drinking water, electricity and housing afterjust three members of this political family who are icons ofthe Congress Party.

Obviously, the plan is to ensure maximum recall of BrandCongress among voters at every stage in life. Therefore,nothing is left out. The crèche for children of the workingpoor is named after Rajiv Gandhi. So is a breakfast schemefor poor children. The parents need to remember him for ahost of other reasons – rural drinking water, ruralelectrification or scholarships. Indira Gandhi comes in whenthe poor want a house subsidized by the government andyou think of Nehru when urban renewal programmes comeinto play. The Congress Party has taken its obsession withthis family to such an extent that even calf-rearing schemesare named after them. Shockingly, even Brand IIM had beentinkered with. While all institutes of management started bythe Centre go under the IIM brand, the Congress Party hasmischievously named the IIM is Shillong as the Rajiv GandhiIndian Institute of Management.

The UPA also proposes to name the food scheme after amember of this family. Then the Nehru-Gandhis will havevirtually and rather cunningly executed the plan to ensure

recall of Brand Nehru-Gandhi at every moment of a citizen’slife. It will go something like this: With every sip of water youdrink, remember Rajiv ; with every morsel you eat, rememberIndira; every time you switch on a bulb at home, rememberRajiv again; with every home you build, remember Indira;every time you board a bus, remember Nehru; every timeyou take your child to the crèche, remember Rajiv ; everytime you end up in a hospital, remember Rajiv; every timeyou win a medal in sports, remember Rajiv ; every time youget admission to a good technical institution on your ownmerit, remember Rajiv; every time you open your lap top,remember Rajiv; and every time you play the stock market,remember Rajiv.

The list of 450 government programmes, schemes,institutions etc named after these three members of theNehru-Gandhi family broadly fall into the followingcategories: Central government programmes and projects;State Government Programmes; Universities andEducational Institutions; Ports and Airports; Awards,Scholarships and Fellowships; Sports Tournaments, Trophiesand Stadia; National Parks and Sanctuaries; Hospitals andMedical Institutions; National Scientific and ResearchInstitutions; Chairs and Festivals; Peaks and Keygeographical Markers; and Roads, Buildings and Places.

Even Kabaddi and Roller Skating

Apart from violation of basic democratic norms and electorallaw, the naming spree has crossed all limits of decency. Everymajor sports tournament has been named after the Nehru-Gandhis, as if no other nobody else matters, not even thegreats in Indian Sports. Among tournaments named afterRajiv Gandhi are national and international tournaments infootball, basketball, judo, roller skating, beachball, kabaddi,

rural cricket, gymnastics, boxing, the Delhi Marathon andthe Kerala Boat Race. If anything is left out, it has beennamed after Indira Gandhi and Nehru. Possibly the only sportleft out is Gilli Danda, an low-cost indigenous game playedby street urchins! The same pattern is repeated in majornational parks, universities, fellowships and scholarships.Forlong years we are all familiar with the Fullbright Scholarships.

The Manmohan Singh Government has ensured that this isnow known as the Fullbright - Jawaharlal Nehru Scholarship!We are unlikely to see anything so gross even in dictatorshipslike in North Korea.

Even Peaks and Key Geographical Markers

The long arm of the Congress Party also extends to thefarthest points of India. Even Himalayan peaks and keygeographical locations have been named after these threeicons of the party. They include Indira Point (thesouthernmost point of India- formerly known as PygmalionPoint), Indira Col (near trijunction of India-China-Pakistan),Jawahar Dweep (formerly Butcher Island in Mumbai Harbour)and Rajiv Peak. Indira Col (near the trijunction of India-China-Pakistan) was so named over a century ago, possibly bysomeone who had great foresight! The result is that virtuallythe northern most and southern most points of India arenamed after Indira What About Mahatma Gandhi, B.R.Ambedkar, Sardar Patel?

As of now, Union Government schemes worth at least Rs 3lakh crores have been named after Rajiv Gandhi, IndiraGandhi and Jawaharlal Nehru. Some states have gone toridiculous levels in trying to please the Nehru-Gandhis. Sincesycophancy has no limits in the Congress Party, the party’schief ministers go to ridiculous lengths to appease the deities

at 10, Janpath. The Andhra Pradesh government has anIndira Gandhi Calf-Rearing Scheme. The Chief Minister ofthis state knew that he is not going to earn any browniepoints with his ‘high command” if he named the calf-rearingscheme after Dr. Kurien, the man who ushered in the milkrevolution or Dr. M.S.Swaminathan, the father of the greenrevolution. Likewise, Haryana has an Indira GandhiPriyadarshini Vivah Shagun Yojana. Obviously, the chiefminister believes that when every bride gets a gift on herwedding day, Indira Gandhi is the woman to remember, notKasturba Gandhi or Sarojini Naidu.

All three prime ministers from this family have been awardedthe Bharat Ratna.

Strangely, although the award is given on therecommendation of the Prime Minister to the President,Jawaharlal Nehru (1955) and Indira Gandhi virtuallyconferred this honour upon themselves. Rajiv Gandhi wasconferred Bharat Ratna posthumously. Vinobha Bhave, thesage who promoted bhoodaan was conferred the honouronly in 1983 and Dr.B.R. Ambedkar, the architect of India’sConstitution, was found worthy of this award only in 1990.Sardar Patel, the man who stitched 563 princely states intoone nation was considered worthy of the Bharat Ratna onlyin 1991 along with Rajiv Gandhi!

The approach of the Congress Party and its government isto keep every other national leader out of the picture.Sometime ago, when the Bharatiya Janata Party asked thegovernment to name the Pradhan Mantri Gram Sadak Yojana(Prime Minister’s Rural Roads Scheme) after Atal BehariVajpayee, a news agency reported that the RuralDevelopment

Minister, Mr.Jairam Ramesh had “rubbished the idea”. Thisscheme was launched in the year 2000 when Mr.Vajpayeewas prime minister to provide all-weather road connectivityto unconnected villages.

The Election Commission, which has the responsibility toensure free and fair elections must step in, but it hasremained a silent spectator to the gross misuse of publicmoney to promote one political party. This writer lodged twoformal complaints with the Election Commission (in March,2009 and October, 2013) in this regard but the commissionhas failed to take heed. While it is the prerogative of agovernment to name an institution after a person whom itconsiders to be a national or state leader, governmentprogrammes which have been initiated to ameliorate the livesof millions of citizens (like drinking water, housing, old agepensions, employment guarantee etc) fall into an entirelydifferent category. If the nomenclature of these programmesis not politically neutral, the sanctity of the democratic systemwould be in jeopardy and it would not be possible to ensurea level playing field for all Such is the obsession of theCongress Party with these three members of a single familyin this country that even the Father of the Nation, MahatmaGandhi has been virtually forgotten. The Congress Party’scontempt for Mahatma Gandhi is best explained by the factthat just one major central scheme – the National RuralEmployment Guarantee Scheme – was named afterMahatma Gandhi , that too in October, 2009, after this writer’scomplaint reached the Election Commission. On the otherhand, the rural electrification programme, the drinking watermission, the national crèche scheme for children and theprogramme to promote micro and small industries in ruralareas (something that was close to the heart of the Mahatma)are all named after Rajiv Gandhi. The massive central

programme to build houses for the rural poor (againsomething that would have made the Mahatma proud) isnamed after Indira Gandhi, as also the national old agepension scheme.

Equally glaring is the omission of many other eminent Indiansincluding Sardar Vallabhai Patel, India’s first Deputy PrimeMinister who undertook the arduous task of integrating 563princely states into a single nation and Dr.B.R. Ambedkar,who presided over the committee that drafted ourConstitution and embedded basic values of democracy andsocial justice. No central programmes have been namedafter them. Such is the Congress Party’s determination toname every scheme after its own leaders that even theNational Fellowship Scheme for Scheduled Caste andScheduled Tribe students is named after Rajiv Gandhi andnot Dr. Ambedkar, the man who waged a relentless battle tobetter the lot of the Dalits in India.

There are hundreds of other leaders belonging to variouspolitical shades who have made an invaluable contributionto the building of India, but not a single central governmentprogramme is named after any of them. There are hundredsof other leaders belonging to various political shades whohave made an invaluable contribution to the building of India,but not a single central government programme is namedafter any of them. The list of those ignored is a pretty longone. They include Rabindranath Tagore, Gopal KrishnaGokhale, Bal Gandadhar Tilak, Netaji Subhas Chandra Bose,Maulana Abul Kalam Azad, Sarojini Naidu, JayaprakashNarayan, Acharya Vinoba Bhave, C. Rajagopalachari,Rajendra Prasad and every other stalwart of the freedommovement. Also ignored are great saints like Aurobindo andSwami Vivekananda;

Social reformers like Raja Ram Mohan Roy and MahatmaPhule; great scientists like C.V. Raman, Homi Bhabha,Vikram Sarabhai and Narlekar and great patriots like BhagatSingh and Chandrashekar Azad.

Andhra Pradesh – The Worst Culprit

A similar tendency is seen in all states where the CongressParty has been in power. These states have been vyingwith each other in naming government programmes andschemes after these three members of the Nehru-Gandhifamily. While there are many examples of this kind, the mostglaring example, which raises a question is regard to freeand fair election is the blatant advertisement of the CongressParty on the Ambulances that provide emergency medicalhelp all over Andhra Pradesh. These ambulances, whichreach every village in the state in quick time, provide efficientintegrated emergency services that cover medicalemergencies, police and fire. The cost of this service is borneby the public exchequer. Yet, it is made out as if theseambulances are a gift from the Congress Party to the peoplebecause every ambulance carries a portrait of Rajiv Gandhion both sides of the vehicle with the legend “Rajiv Arogyasri”.By displaying the portrait of Rajiv Gandhi on everyambulance (it has 650 ambulances and proposes to add150 more to this fleet) which reaches every village, the rulingCongress Party in the state is drawing undue electoraladvantage out of a programme launched with public funds.A public programme is being made to look like a programmeof a political party or a private donor. But, this is not all.There is shameless usurpation of almost every governmentprogramme by the Congress Party. Here is a sample:INDIRAMMA, an acronym for Integrated Novel DevelopmentIn Rural Areas and Model Municipal Areas – a programme

for integrated development of villages and municipalities;Indiramma Pachcha Thoranam – An Action Plan for VillageOrganisations; Indiramma Amrutha Hastham Scheme – Toprovide nutritious food to pregnant and lactating women;Amma Hastham – A kit containing nine essential commoditiesfor Rs 185; and Indiramma Kalalu – To identify individualand community needs among Scheduled Castes andScheduled Tribes. Several complaints have been lodged withthe Election Commission, but the commission remainsunmoved. That is why its silence is deafening.

Such is the obsession of Congress governments with thisfamily that they name India’s biggest open university in Delhiafter Indira Gandhi and fellowships granted there after RajivGandhi. Similarly, the Centre for Advanced ScientificResearch in Bangalore is named after Nehru and the sciencetalent fellowship awarded there is named after Rajiv Gandhi.Sir C.V. Raman, Homi Bhabha, the father of the Indiannuclear programme, the mathematician SrinivasaRamanujan, Nobel Laureates Har Gobind Khorana orSubrahmanyan Chandrasekhar or Dr.Abdul Kalam areunworthy of this honour. How can such honour be bestowedon such Reference to “Inclusive Growth” is de rigueur in allmajor policy pronouncements made by the Congress Partyand the United Progressive Alliance government. The AamAadmi would presume that this means including everybodyin the process of development and India’s great democraticjourney. But, if one were to see how every scheme is namedafter members of just one family and everybody else standsexcluded, in reality “ Inclusive Growth” means just one thing– include the names of every member of the Nehru-GandhiFamily while naming government schemes, programmes,projects and buildings. In order to understand the principleon which the Nehru-Gandhis conduct their politics all one

needs to do is substitute famiglia (family) for Stato (state) inthe Italian dictator Benito Mussolini’s famous quote. It wouldthen read Tutto nello famiglia, niente al di fuori dello famiglia,nulla contro lo famiglia (“Everything within the family, nothingoutside the family, nothing against the family).

Why Is The Election Commission Silent?

While it can be argued that a government has a right toname an airport or an institution or building after someone itconsiders a national icon, it cannot certainly be anybody’scase that government programmes involving public spendingof thousands of crores of rupees on a recurring basis canbe named after members of a single political familyassociated with a single political party so that this particularparty would gain electoral advantage on a continuous basis.Many years ago, when the National Democratic Alliance(NDA) was in power at the Centre, it launched a specialprogramme to fund rural roads and called it the PradhanMantri Gram Sadak Yojana. This nomenclature, as isobvious, is politically neutral. This is the model that needsto be promoted both at the Centre and in the States if weare to ensure political plurality and fair and objectiveconditions for all political players.

Therefore all government schemes must be given politicallyneutral names. Only then will the Election Commission beable to enforce the Model Code of Conduct in letter andspirit as also the various directions and instructions issuedby it from time to time. Part VII of the Model Code of Conductdrafted by the Election Commission for the guidance ofpolitical parties and particularly for political parties which arein government says: The party in power whether at the Centreor in the State or States concerned, shall ensure that no

cause is given for any complaint that it has used its officialposition for the purposes of its election campaign.

The Code of Conduct prohibits a party in power from usingits “official position” for its election campaign. Also, it prohibitsministers from using official machinery and personnel,vehicles and state aircraft to further “the interest of the partyin power”. Ministers are not to misuse the mass media forpartisan coverage or to do anything which is tantamount to“influencing the voters in favour of the party in power”. Sincethe Commission lays down a general injunction againstmisusing “official position”, how can it possibly allow a rulingparty to name every other government scheme after one ofits icons, thus placing all other political parties at a terribledisadvantage? Is this not the most glaring misuse of officialposition?

Further, when the Model Code of Conduct prohibits evenminor misdemeanors like misuse of government vehiclesand personnel by the ruling party in an election campaign,how can it possibly allow a ruling party to hijack almost everygovernment scheme and name schemes worth over Rs.Three Lakh Crores after just three icons of a single party?

I am indeed surprised that this matter has not caught theattention of the Election Commission, which has alwaysdisplayed such alacrity in disciplining political parties andrapping party bosses on the knuckles for even the slightestdeviation in the Code of Conduct.

In its orders it has repeatedly claimed that “the level playingfield” in the election arena should not be disturbed. Soobsessed is the Election Commission with the idea ofensuring a “level playing field” that it prohibits governmentwebsites and ministerial websites from highlighting their

achievements and eulogizing the same “as personalachievements of Politicians / Ministers”. It directs that duringthe period when model code of conduct is in force “allreferences to Ministers, Politicians or Political Partiesavailable on such State Government / Central Government‘sofficial websites, shall be taken off. Then, why is the ElectionCommission silent on the issue of naming of all governmentschemes and projects after icons of one political I regardthe naming of dozens of government programmes andschemes after just three members of a single political familyas a sustained and colossal misuse of the governmentmachinery and government funds by the Congress Partyfor political and electoral purposes.

Given the commission’s rigid and inflexible approach to evenminor violations by other parties, I would urge the commissionto take immediate steps to correct the imbalance that theCongress Party has brought about through this Machiavelliandevice of naming all schemes and programmes aftermembers of the Nehru-Gandhi Family. This blatant attemptto package and market government programmes run onpublic money as munificent offerings from a family to thepeople and consequently to draw political and electoraladvantage for a political party, run by that family, must, inthe larger interests of our democracy and political plurality,in my view, be put an end to. The Election Commission muststep in to correct this humongous anomaly.
