• Conferring with and advising county officials on recommended changes to personnel operations, policies and

ordinances.

• Developing and implementing countywide programs for classification and compensation, benefits, recruitment and

selection, and training.

• Organizing and conducting recruitment and selection program for classified positions.

• Developing and administering countywide employee benefit contracts such as health insurance and retirement.

• Initiating, coordinating, and providing employee training programs.

• Advising department heads and employees on employee relations, including organizational structure and staffing

levels.

• Developing strategies regarding labor relations including pay and benefits.

Typical Duties

The Director of Human Resources directs the activities of the Butte County Human Resources Department and is a key member of the County’s Leadership Team. Butte County is governed by an elected five-member Board of Supervisors and provides services to residents through 23 diverse departments. Services include elections, road maintenance, public safety, solid waste disposal and health and human services to name a few. The County Seat and Human Resources Department are located in the City of Oroville.

The Human Resources Department is responsible for providing human resource services to 23 County departments and 2,400 employees including consultation regarding County personnel rules and disciplinary actions, recruitment, development and modification of job classifications, administration of employee leave programs, payroll services, benefit administration, investigations, and administration of the merit system and personnel rules.

THE POSITION

The salary range for the position is $129,691 to $158,512 annually depending on experience and qualifications. A 2% cola is scheduled for February of 2017.

Relocation Assistance Negotiable up to $5,000 if the selected candidate is not from the Butte County area.

Car Allowance $620/Month

Retirement Plan 2% @ 55 for classic PERS members; 2% @ 62 for new PERS members.

Vacation and Other Leave Vacation is based on years of service beginning at 15 days per year. 11 paid holidays per year. 12 days of sick leave per year. 10 days of administrative leave per year.

Health, Dental and Vision Insurance These are provided to the employee and dependents with costs being shared by the County and employee.

Deferred Compensation The County provides two voluntary 457 programs in which each employee may elect to enroll.

Life Insurance The County covers $25,000 in life insurance with additional coverage available for purchase by the employee at minimal cost.

Knowledge & Skills

THE IDEAL CANDIDATEThe ideal candidate will be an accomplished, forward thinking human resources professional with a proven track record who has strong customer service and exceptional interpersonal skills. Working in a fast paced environment, this position requires expertise in interpreting and applying laws and regulations pertinent to Human Resources management, building collaborative relationships with appointed and elected officials as well as employees and labor organizations, and effectively and efficiently utilizing technology to manage a variety of Department functions. The Director of Human Resources is an at-will position which is exempt from the Merit System.

A bachelor’s degree from an accredited

college or university with a major in Public

Administration, Business Administration,

Political Science, or other related fields

from an accredited college or university.

Education

6 years of increasingly responsible professional human resources

experience. Ideally 3-4 of these years were with a public jurisdiction.

An advanced degree in a related field may be substituted for 1 year of

experience.

Experience must include3 years of supervision of subordinate

professional staff.
