Executive Summary:
Grande Spirit Foundation is respected locally and provincially for providing safe, affordable
housing and services to area residents for almost 55 years. Originally established as a non-
profit organization in 1960, Grande Spirit Foundation has been recognized as the Regional
Public Housing Management Body under the Alberta Housing Act since 1994.
The organization represents 12 local municipalities with a Board of Directors made up of
councilors from each municipality. Grande Spirit Foundation owns and manages 277 seniors
lodge units in Grande Prairie and Spirit River. GSF manages 278 senior apartment units as well
as programs targeted to more than 600 families and individuals of modest income on behalf of
the province of Alberta. Grande Spirit Foundation is guided by these basic values: we believe
everyone should be treated with dignity, compassion and respect; we aspire to the highest
standard of integrity, honesty and professionalism; and our common sense approach
encourages a positive, safe environment for all staff, residents and visitors.
The Grande Prairie area is made up of vibrant, growing communities. Along with this growth
comes the demand for housing for all sectors. Grande Spirit Foundation is proud to provide
affordable housing options as well as supported housing for senior citizens unable to live
independently. However, growing waitlists for housing and support services indicate our
capacity is lacking. While affordable housing can be delivered to families and individuals
through subsidy programs, physical buildings, staff, and programs are necessary to adequately
provide supported housing to seniors.
Additions to Wild Rose Villas in 2010 and Amisk Court in 2011 did little to alleviate senior
waitlist pressures. The Need and Demand Analysis completed in 2013 reinforced the urgent
need for additional affordable housing in the area. This analysis identified over 12,000 people
in the Grande Prairie area will become seniors over the next 5-15 years. The pressures in the
community continue to be demonstrated by low vacancy rates and extremely high market
rents. A recent charitable donation of a 5-acre parcel of land in the Hamlet of Clairmont is
significant in addressing this need; plans are currently underway for the development of a 150-
unit seniors facility.

Over the years, Grande Spirit Foundation has built a reputation for providing quality, affordable
housing and services. As a non-profit housing provider, our responsibility is to our clients and
our funders; not to shareholders. This allows the Foundation to maintain affordable rental
rates in our seniors facilities, and ensures the lowest income Albertans are being served.
Additionally, the Foundation is very proud of its knowledgeable, experienced staff; over 30% of
GSFs employees have worked with the organization for a decade or more! The dedication and
commitment to the residents and their families is evident by the positive, inviting atmosphere
in our facilities. Our goal is to continue to attract and retain quality employees.
We have a well developed Health and Safety program and maintain our Certificate of
Recognition. We have earned Accommodation Standards licensing in all our Seniors Lodge
facilities. The Board of Directors ensures operations are guided by comprehensive policies and
procedures. Our staff is proficient with our locally supported, advanced administrative systems.
Partnerships are established with community agencies, vendors, contractors, professionals, and
stakeholders. Seniors in our lodge facilities have access to 24/7 supports from Alberta Health
Services through Home Care. And we are fortunate to enjoy strong support from both
municipal and provincial levels of government. Based on our successful operations and the
relationships that have been developed, the Foundation is well positioned to embark on a new
venture.
Grande Spirit Foundation continues to be in a healthy cash flow position with a strong balance
sheet. Our preliminary financial analysis indicates a new project is definitely sustainable and
would have positive cash flow over the first five years. GSF is very budget driven and
continuously meets or exceeds budget goals. We constantly strive to improve our efficiencies
to deliver the best value to our clients and to ensure we are accountable and responsible to our
funders.
Over the next three years, our primary focus will be to turn the dream of a new seniors facility
into a reality. This opportunity will allow us to address the regeneration of aging infrastructure;
create local employment; and enable the Foundation to continue as a leader in providing
affordable housing to local residents in vulnerable sectors.

Accountability Statement:
The business plan was prepared under the Boards direction in accordance with legislation and
associated ministerial guidelines, and in consideration of all policy decisions and material,
economic, or fiscal implications of which the Board is aware.
Housing Management Body Overview:
The Grande Spirit Foundation GSF is a Housing Management Body of the Alberta Government
under Ministerial Order #H:091/94. GSFs mandate is to provide safe, affordable housing and
support services to low income seniors, families and individuals. Our mission statement was
updated as part of our strategic planning process during 2014:
We serve seniors, families, and individuals by providing quality affordable housing.
GSF owns and operates 4 lodges with 277 rooms. GSF manages Alberta Social Housing
Corporation (ASHC) owned facilities; 15 senior apartment buildings with 278 suites, as well as
64 direct rental family housing units. We currently administer $3.137 million annually through
provincially funded Rent Supplement Programs. Our most recent accomplishments include two
additions to Wild Rose Manor; 25 units in 2003, and 16 units in 2010, as well as a 24-unit
expansion to Amisk Court, an ASHC owned seniors apartment in Beaverlodge, completed in
2011.
GSF manages a 70 unit affordable building and 17 wheelchair accessible rent geared to income
(RGI) units for a local non-profit group; Grande Prairie Residential Society. Grande Spirit
Foundation also manages a 40 unit affordable housing building for the City of Grande Prairie.
This facility was constructed through an affordable housing grant as well as revenue from the
sale of properties that had been transferred from the Province to the City. The City of Grande
Prairie serves as the community based organization (CBO); Grande Spirit Foundation plays an
active role as member of the Community Advisory Board on Homelessness.
The Village of Hythe is a contributing municipality to GSF. In 2011 GSF and Hythe Pioneer
Homes, an 86 unit unique home under ministerial order with the Province, signed an
agreement allowing Hythe Pioneer Homes access to municipal requisition funds collected
though GSF for Board approved operational deficits.
The Grande Spirit Foundation is led by a 12 member Board comprised of one representative
from each of its contributing municipalities. GSF operates in Grande Prairie, Spirit River,
Beaverlodge, Sexsmith, Rycroft, Wanham, Eaglesham, Laglace, Wembley, Debolt, Clairmont,
and Bezanson.

Environmental Scan:
The 65+ population increased by 22% to 5,455 between 2006 and 2011 in the Grande
Prairie area
The 50-64 age co-hort which will become seniors in the next 5-15 years increased by
34% to 12,365 between 2006 and 2011
The one-bedroom Core Need Income Threshold (CNIT) for the Grande Prairie area is
$41,500, an increase of about 60% over 2006
The 2011 shelter costs increased by 10% over 2006

Regional Context:
In addition to housing options provided by GSF, Points West, a private for profit
operates 62 supportive living suites. Emerald Gardens provides 64 supportive living
suites as well.
An affordable seniors housing complex opened in the Town of Sexsmith with 22 suites.
The City of Grande Prairie has secured land and will seek funding and partners to meet
the future needs for senior, family, and special purpose housing.
Working relationships are well established with private landlords, and other special
needs housing providers.
Weve developed a long term real estate strategy for our region recommending the
surplussing of rural units that are an inappropriate size, have chronic vacancies, and high
operational costs.

Capital Plan:
A. New Seniors Complex, Clairmont, AB, County of Grande Prairie 150 Suites
The donation of a 5 acre parcel of land has enabled GSF to conceptualize a new seniors
complex comprised of 75 lodge rooms and 75 affordable enhanced seniors apartments. In
addition to the land valued at $1.5 million, the County of Grande Prairie has committed to
providing services to the property at a value of $700,000. GSF Board has also committed to
contribute $1.4 million which puts us in a strong equity position and allows pre-construction
development costs to be fully funded. We are assuming Government of Alberta will partner
with us and provide grant funding for half of the hard construction costs totaling $13,500,000.
Our Need and Demand Analysis, our waitlist, and the other supporting reports attached to this
3 year business plan clearly demonstrate the need for this new facility in our region to provide
for vulnerable Albertans of modest means.
Based on our experience operating seniors facilities we have developed a sustainable financial
operating plan with an anticipated positive cash flow. Weve included retail space in our plans
to diversify our revenue stream and provide our residents with additional services. Access to
Alberta Finance Corporation lending rates would make our project even more viable and allow
GSF to continue to serve those people in greatest need.
