That this House:(1) Commends Ms Elizabeth Bradley for donating her hair, which was over a metre in length and had

been growing for over five years, for the making of wigs for children to use whilst undergoing cancer treatment.

(2) Acknowledges sisters Ms Nicole Willingham and Ms Kristy Elphinstone from 'Argyle Hair Design' in Picton for donating their time to cut Elizabeth's hair and prepare it so that it could be sent to be turned into a wig.

(3) Thanks Elizabeth, Nicole and Kristy for their support of children battling cancer.


1277 INTERCITY TRAIN FLEET CONTRACTMR TIM CRAKANTHORP to move—

That this House:(1) Notes that unemployment in the Newcastle electorate is currently 6.1 per cent, higher then under

the previous Government.

(2) Notes that youth unemployment in the Newcastle electorate is currently 12.1 per cent, higher then under the previous Government.

(3) Notes that the Minister for Transport has announced that the new intercity train fleet will be built in South Korea.

(4) Notes that the contract is worth $2.3 billion and is expected to generate up to 1200 jobs.

(5) Notes that local Hunter manufacturing workers are gutted by this decision.

(6) Condemns the Government for the value of this contract and hundreds of jobs going off shore.

(7) Calls on the Government to reverse it's decision and build the new intercity fleet in New South Wales.

musicians from across rural and remote New South Wales to take part in the West of the Divide performance tour of Europe in September.

(2) Notes the tour will take the students through Vienna, Prague, Budapest, Salzburg, Hodonin and St Gilgen where they will participate in master classes, perform in public areas and attend a jazz river cruise.

(3) Commends Luke on his dedication and talent for playing the clarinet and wishes him all the best as he takes part in a culturally and musically enriching experience.

That this House:(1) Commends Patrick Bundock, student of Alstonville High School, as the winner of the 2016

Federal Government competition honouring Australian Vietnam veterans.

(2) Acknowledges that Patrick's essay focussed on Vietnam veteran Barry Petersen and the Royal Australian Regiment in Vietnam.

(3) Notes that the competition coincided with the 50th anniversary of the Battle of Long Tan.


1280 PRINCES MOTORWAY – NOISE ABATEMENT AT FLINDERSMR GARETH WARD to move—

That this House:(1) Notes the deliberately misleading, inaccurate and erroneous statements by the Member for

Shellharbour who has mislead her constituents in relation to the responsible authority for the construction of noise walls along the Princes Highway at Flinders.

(2) Notes that the Princes Motorway upgrade was approved through an Environmental Impact Statement in 1997 and built in 2005.

(3) Notes that Shellharbour City Council's consent of the Flinders Estate Development Application was approved in 2003.

(4) Notes the advice from Richard Heggie Associates addressed to the developer on 25 October 2002 which recommends barrier design⁄treatments.

(5) Notes that a noise report from 2005 submitted to Shellharbour Council from the developer indicates that while there would be some benefit from a noise wall, due to aesthetic reasons, mechanical ventilation should instead be provided to homes so windows could be shut.

(6) Notes that the noise report does not appear to consider the road project that was approved in 1997 and built in 2005, and therefore does not appear to be in accordance with the NSW Environment Protection Authority's; Environmental Criteria for Road Traffic Noise.

(7) Considers that for these reasons, the developer and the council is responsible for noise wall installation, not New South Wales taxpayers.

(8) Condemns the Member for Shellharbour for failing to research the facts.

(9) Calls on the Member for Shellharbour to liaise with Shellharbour City Council and encourage the council to change its earlier position on the need for noise abatement for residents of Flinders.


1281 CASSIA COMMUNITY CENTREDR HUGH MCDERMOTT to move—

That this House:(1) Recognises the Cassia Community Centre, Pendle Hill, for the fine work it accomplishes in

providing social services to some of the most vulnerable people in Western Sydney and the great work of its executive committee, led by Ms Kerrie Denton.

(2) Notes that the centre will be demolished by Transport for NSW to make way for 70 new car parking spaces in Pendle Hill, which is short of the Government's promise to provide 130 parking spaces.

(3) Notes that the executive committee of Cassia Community Centre have been excluded from the consultations with Cumberland Council to plan the Centre's relocation.

(4) Calls on the Minister for Transport to ensure that Cassia Community Centre is involved in the relocation planning and therefore able to continue its great work during and after construction works by Transport for NSW.

That this House commends the generosity of the people and businesses of Wollondilly who have donated more than $94,000 to support those families and businesses affected by the Picton storm.


1283 NATIONAL DISABILITY INSURANCE SCHEMEMS TRISH DOYLE to move—

That this House:(1) Acknowledges that Labor's visionary National Disability Insurance Scheme (NDIS) presents a

once in a generation opportunity to make a positive difference in the lives of people with disability and their families.

(2) Notes that the implementation of the NDIS in New South Wales will prioritise existing Ageing, Disability and Home Care clients for inclusion in the scheme.

(3) Calls on the Minister for Disability Services to guarantee that people, particularly those with severe disabilities and high support needs, who are not already in the system, do not fall through the gaps.

That this House:(1) Deplores the Federal Minister for Immigration's recent accusations that asylum seekers and

refugees were self-harming as a tactic to get to Australia.

(2) Notes that these comments are not isolated, including characterising those who seek asylum as illiterate and innumerate and accusing Save the Children of leaking the Nauru papers.

(3) Calls on the Government to affirm its support for asylum seekers and to convey to the Minister for Immigration that when he chooses to vilify and denigrate those seeking asylum and the community groups that support them, he does not speak for the people of New South Wales.


1286 GLENBROOK PUBLIC SCHOOL WASYMR STUART AYRES to move—

That this House:(1) Recognises the efforts of Ellie Barter, 12 year old student of Glenbrook Public School, who was

inspired to help children undergoing chemotherapy treatment for cancer by way of putting together "We Are Supporting You" (WASY) support bags.

(2) Acknowledges the support of local Glenbrook businesses and residents for donating money or merchandise suitable for inclusion in the WASY bags.

(3) Congratulate all the students of Glenbrook Public School who worked together on this project which resulted in a collection of age appropriate books, games, music and toys to support children undergoing chemotherapy treatment.

That this House:(1) Notes that the Government will reimburse BHP $220 million buying back the licence for the

Caroona Mine on the Liverpool Plains.

1289 LATE NIGHT HUNTER TRAIN PATROLSMS SONIA HORNERY to move—

That this House:(1) Notes the concerns about the intimidating behaviour of 3 young men riding their bikes up and

down the carriages on the quiet carriage of the 10:45 pm Central to Newcastle train, on Saturday 13 August 2016.

(2) Notes that the driver made an announcement for the miscreants to cease riding in the carriage, which was ignored.

(3) Notes that commuters were anxious for the Police to patrol the train, or at least meet the miscreants upon their arrival at the station, but this did not happen.

(4) Calls on the Minister for Police and Minister for Transport to increase patrols of late night Hunter trains.


1290 GREYHOUND RACING BAN ADVERTISINGMS SONIA HORNERY to move—

That this House:(1) Notes that the Government has not addressed the 79 recommendations of the McHugh report.

(2) Notes that over $1 million is being spent on radio, print media and social media advertising to justify the Government's ban on greyhound racing.

(3) Considers that much of the information contained in these ads is misleading and based on dubious data.

(4) Calls on the Deputy Premier to justify the advertising campaign.

(1) Notes that on the 20 August 2016 the member for Vaucluse joined in to celebrate Niblick Street Park remaining a much loved park in the local community, as it has been for over 50 years.

(2) Notes that Waverley Council has now purchased the land at 21-23 Niblick Street, North Bondi after successful negotiations with Sydney Water.

(3) Thanks Waverley Mayor Sally Betts, Deputy Mayor Tony Kay, Councillors Leon Goltsman, Angela Burrill, Bill Mouroukas for all their support to reach this highly desirable outcome.

(4) Commends local resident Jo Schaeffer and many other residents of North Bondi who have had their voices heard and will have this park for many generations to come.

That this House:(1) Notes that the historic Newcastle bogey hole has been closed for 9 months.

(2) Notes that in a recent NBN interview the Parliament Secretary for the Hunter failed to give a commitment to reopening the bogey hole.

(3) Notes that this asset is cherished by the Newcastle community.

(4) Calls on the Government to release the remediation reports and commit to reopening the bogey hole as a priority.

(2) Acknowledges Mr Peter Doosey from Prestige Homes for donating the landscaping materials that allowed the project to proceed.

(3) Thanks Tim, Boris, Cameron and Peter for their ongoing support of students with special needs in the community.


1294 INTERCITY TRAIN ASSEMBLY CONTRACTMS TRISH DOYLE to move—

That this House:(1) Condemns the Government and the Minister for Transport for their shortsighted and illconsidered

decision to purchase new intercity trains from South Korea.

(2) Notes that the value of the contract runs to $2.3 billion dollars and that over 1200 jobs will be sent overseas as a consequence of the Government's decision.

(3) Considers that the proposed train carriage designs are unfit for purpose for intercity travel on the Blue Mountains, lllawarra and Newcastle lines and that the extensive public consultation and customer feedback has not been considered.

(4) Notes that the company awarded the contract to build the new trains, Hyundai Rotem, also built trains for the state of Pennsylvania in the USA which within three years were withdrawn after long cracks appeared in load bearing beams in the carriage frames.

(5) Calls on the Government to buy locally designed, locally built intercity trains that are engineered to Australian standards and conditions, with local customer expectations in mind from the outset.


1295 BRIAN WINTER – AGRICULTURAL SHOW CONTRIBUTIONSMR ADAM MARSHALL to move—

That this House:(1) Congratulates Brian Winter of Glen Innes on recently being honoured for 35 years of service to

the Royal Agricultural Society, as a member of the Northern District Exhibit council.

(2) Acknowledges Brian's involvement in agricultural shows, which began when he was a member of the Glen Innes Rural Youth Club at the age of nine, then becoming a member of the Glen Innes Show Society when he was 18.

(3) Notes that Brian is now the Vice President of the Glen Innes Show Society.

(4) Commends Brian on his passion for local agricultural shows and the rewarding and positive experience shows continue to provide for rural communities across the Northern Tablelands.

That this House:(1) Notes community concerns that the Commonwealth Bank is considering closing its branch in

Summer Hill, which residents and local businesses rely upon.

(2) Notes that bank branches are closing across New South Wales, impacting small businesses and further isolating elderly customers and customers without regular access to the internet.

(3) Calls on the Government to intervene to save bank branches, including at Summer Hill.

(2) Notes with particular concern the recent accident data for the Pacific Highway at Charmhaven which has seen 13 accidents in the last twelve months.

(3) Acknowledges the local residents who attended the roadside rally on Wednesday 17 August 2016.

(4) Notes the concerns of local residents who fear a major fatality will occur as recent accidents include head on collisions.

(5) Calls on the Government to resource the Roads and Maritime Services to implement safety works for both the short and long term to reduce the risk of accidents.


1299 SHANE ROSE EQUESTRIAN TEAM BRONZE MEDALMR JAI ROWELL to move—

That this House:(1) Congratulates Mr Shane Rose an equestrian rider, from Werombi in the Wollondilly electorate,

who was part of the bronze medal winning eventing team at the Rio de Janeiro Olympic Games.

(2) Commends Shane for his dedication to his sport.

(3) Recognises what a great achievement winning a bronze medal in Rio is for Shane, his teammates and the remainder of Australia's Olympic team.


1300 DOWNER EDI JOBSMS SONIA HORNERY to move—

That this House:(1) Notes that more than one hundred jobs at Downer EDI in Cardiff may be lost as a result of the

Government's decision to award the contract for new rolling stock to a company which will manufacture them overseas.

(2) Urges the Government to reconsider this decision in the interest of regional jobs and economies.

(3) Urges the Government to institute a procurement policy which will contribute to jobs in New South Wales.

That this House:(1) Congratulates lnverell's New Careers for Aboriginal People and their dedicated Co-ordinator

Darren Finn on being named the most successful organisation at placing Aboriginal people into employment by the NSW Department of Industry recently.

(2) Commends Mr Finn and his team on their commitment to exceeding their target by placing 158 Aboriginal People in life changing employment in the past year, with the goal of increasing that number in the coming year.

(3) Further commends Mr Finn on his skills of building long term relationships with local businesses and providing job seekers with the essential skills they require for being interviewed, writing their resume and leading a very successful work experience program.

(4) Notes Mr Finn is sustained by the personal satisfaction of seeing indigenous job seekers gain such joy and confidence on gaining rewarding employment and matching the right people for the right job.


1302 STOCKTON BOAT HARBOURMR TIM CRAKANTHORP to move—

That this House:(1) Notes that the Stockton boat harbour has been left to decay for a number of years.

(2) Notes that the Roads and Maritime Services recently called for expressions of interest for the historic Stockton boat harbour and is also considering remediation options for the site.

(3) Notes that fishers currently operating from the site have faced uncertainty for a number of years about the future of the boat harbour.

(4) Calls on the Minster to intervene, prioritize the remediation and commit to funding these works.


1303 BOWRAL HOSPITAL UPGRADEMR JAI ROWELL to move—

That this House:(1) Acknowledges the $50 million upgrade planned for Bowral Hospital.

(2) Thanks the Government for delivering this upgrade.

(3) Condemns the Opposition for ignoring Bowral Hospital and not delivering an upgrade in 16 years when in government.

That this House:(1) Condemns the Government for its inaction on, and the increased allocation of, non-air-

conditioned trains for Campbelltown commuters.

(2) Notes that in the past few weeks Campbelltown has experienced extreme heatwave conditions and reports that the temperature inside train carriages at Campbelltown have exceeded 50 degrees.

(3) Rejects the Minister for Transport's explanation that non-air-conditioned trains are only used as a backup as it is completely inconsistent with the experiences of Campbelltown rail commuters.

(4) Calls on the Government to take action to immediately deliver on its election commitment to remove all non-air-conditioned trains from the Sydney Trains network.

(3) Condemns those directors of the NSW RSL who have attempted to remove Mr Kolomeitz from his position.

(4) Calls on the Government to implement changes, similar to the United Kingdom, so that the NSW RSL must present its financial statements to the Parliament.

That this House:(1) Condemns the Government for failing to provide an adequate supply of electricity to the people

and businesses of New South Wales.

(2) Notes that on 10 February 2017 the Tomago Aluminium smelter had to switch off three potlines as the state faced an acute power shortage.

(3) Supports the comments of Matt Howell, Tomago Aluminium's CEO, that manufacturers are being pushed to the limit and it is not acceptable.

That this House:(1) Notes the rediscovery of the Hibbertia Fumana Sieber ex Toelken plant, a species thought extinct

in New South Wales since 1824, on the proposed Moorebank lntermodal Site.

(2) Calls on the Minister for the Environment to approve a scientific study of the site to ensure that the species is not lost to New South Wales because of development.

(3) Calls on the Minister for Roads, Maritime and Freight to review the New South Wales Freight Policy.

(4) Calls on the Minister for Planning to suspend all planning decisions associated with the proposed Moorebank lntermodal Site pending the outcome of the scientific study and review of the Freight Policy.

(3) Calls on the Minister for Transport to immediately review how the station can be made accessible now rather than postponing all planning until the Sydenham-Bankstown Metro is constructed.

(2) Commends Asta on being one of two goal keepers selected for the state team at the state tournament in Goulburn last year.

(3) Notes the New South Wales team dominated the six other teams during the National Titles, beating the Australian Capital Territory 4-1 and in the final defeating Victoria 2-1.

(4) Notes Asta first started playing hockey in Moree when she was five years old and had a strong commitment to improve her hockey skills since 2014.
