Hannover Messe is the world’s leading industrial and technology fair. It offers a unique platform to display and promote a company’s products and services. It is especially important for institutions and companies from developing countries which often have difficulties accessing modern technologies and international markets.

In November 2014, the United Nations Industrial Development Organization (UNIDO) signed a Memorandum of Understanding with Deutsche Messe to establish a strategic partnership and work together in the organization of industrial trade fairs, particularly those focusing on supporting Inclusive and Sustainable Industrial Development (ISID) in emerging and developing countries. In fulfilment of this partnership, since 2015, UNIDO has

participated in successive editions of the Hannover Messe, with a specific exhibition stands in the Global Business and Market Section, specifically providing a platform for institutions and industrial enterprises associated to UNIDO’s Subcontracting and Partnership Exchange Programme (SPX).

In 2017, UNIDO will have again its own Stand in the Global Business and Market Section, in Hall 3, G24 of the Exhibition Fairgrounds. Besides representatives from the Esfahan Chamber of Commerce, Industry, Mines and Agriculture (ECCIMA), as host of SPX Esfahan, there will be other co-exhibitors from SPX Cameroon, SPX China, SPX Iraq and SPX Mozambique as well the Standards Organization of Nigeria (SON). UNIDO’s 2017 participation at Hannover

Messe will once again serve as an important spring board for its SPX Centres from around the world to promote their local content support programmes in their respective countries as well as to provide SPX service companies with assistance in their national and international matchmaking efforts. By participating at the Hannover Messe, SPX Centre representatives have the opportunity to promote their work and their serviced companies, receive investment and trade enquiries from potential investors and business and technology partners, from buyers and suppliers as well as institutions and development organizations. These enquiries are systematically filtered by their relevance and guidance on effective investor follow-up will be provided as part of the regular and ongoing SPX technical assistance.

UNIDO establishes Subcontracting and Partnership Exchange (SPX) Centres in order to achieve inclusive and sustainable industrial development (ISID). SPX helps local enterprises to successfully meet the challenges of globalization and to take advantage of emerging industrial subcontracting, outsourcing and supply chain opportunities. Over the last two decades, UNIDO has established a rapidly expanding network of Subcontracting and Partnership Exchange (SPX) Centres in Sub-Saharan Africa, Asia, Europe, Latin America and the Middle East. This Network comprises 25 active SPX Centres and provides an important platform for the matchmaking of suppliers and buyers at the national, regional and international level.

SPX Centres are often hosted in private or public sector organizations and are equipped with professional capacity to assist enterprises in their development process through a range of support services including enterprise profiling, matchmaking, benchmarking and buyer engagement. SPX Centres aim at extending the local supplier base of major buyers, including large foreign multinationals and state-owned enterprises. Procurement needs and local content plans of buyers are captured and the capabilities of domestic suppliers are benchmarked for potential matchmaking and upgrading purposes. The respective SPX Centres manage and oversee large firm-level databases which they leverage to support the internationalization process of local SMEs.

SPX Centres provide their constituents with dedicated promotion platform opportunities at internationally specialized subcontracting Fairs such as the Hannover Industrial Fair in Germany. Likewise, SPX centres promote foreign direct investment and technology partnerships with selected domestic subcontractors.

THE UNIDO SPX PROGRAMME

In the framework of UNIDO’s participation in Hannover Messe 2017, together with the German Federation of Chambers of Commerce and Industry (DIHK) and the Hannover Chamber of Commerce and Industry, UNIDO is organizing an Iran Business Forum on 25 April 2017 from 9:30 am to 2:00 pm in Business Forum 1 of Hall 3 of the Hannover Exhibitions Fairgrounds. This year’s Forum focuses on specific industry thematics of investment and trade opportunities in the Iranian infrastructure and industrial sectors and the emerging trends in the Iranian automotive and transportation market. The Forum will feature a number of high profile speakers and panelists from Iran as well as from Germany. In addition to the panel discussions, the Forum will also consist of an expert roundtable to discuss pertaining opportunities in the identified sectors.

The Subcontracting and Partnership Exchange Centre (SPX) of Esfahan will be present at both the Iran Business

Forum and the five days of the Hannover Messe 2017 in general. SPX Esfahan is leading a respective country delegation consisting of enterprises attending the Messe as exhibitors and/or participants. The UNIDO project for the establishment of SPX Esfahan aims to build the capacity of the Esfahan Chamber of Commerce, Industry, Mines and Agriculture (ECCIMA) to extend professional subcontracting and matchmaking services to domestic enterprises and also to support local enterprises in the negotiation of financial and technology partnerships with international partners. In the context of this project, ECCIMA acts as one of the main co-exhibitors at the UNIDO exhibition booth at Hannover Messe 2017.

The 2017 Iran Business Forum builds on the great success of the previous Iran Business Forum which was organized at the occasion of the 2016 edition of Hannover Messe in collaboration with the German Federation of Chambers of

Commerce and Industry (DIHK) and the Hannover Chamber of Commerce and Industry. The event was attended by more than 120 participants comprising primarily institutions and private sector enterprises from Germany and Iran. The event also marked the launch of the UNIDO Subcontracting and Partnership Exchange (SPX) project with the Esfahan Chamber of Commerce, Industry, Mines and Agriculture (ECCIMA). To this end, during the same event, Mr. Seyed Abdolvahab Sahlabadi, President of ECCIMA, delivered a keynote speech on the current business opportunities in Esfahan Province. UNIDO’s Managing Director of Programme Development and Technical Cooperation (PTC), Mr. Philippe Scholtes, delivered a speech on UNIDO’s technical assistance projects in Iran. Other interventions were made by high level representatives of Deutsche Messe AG, DIHK, the German Chamber of Commerce in Iran (AHK) and other institutions.

in 2016 in collaboration between UNIDO and the Esfahan Chamber of Commerce, Industries, Mines and Agriculture which to date hosts the SPX Centre. The Centre serves to support small and medium sized enterprises (SMEs) willing to expand their business in Iran and in international markets. Apart from the mainstream SPX service including enterprise profiling, buyer engagement and matchmaking between buyers and suppliers, the Centre organizes training and capacity building to Chamber enterprise members. SPX Esfahan also encourages subcontractors to develop their foreign market shares and it enables them to penetrate new markets. It carries out matchmaking events between subcontractors from Esfahan and national and international enterprises operating in Iran.

Iran is one of the most industrialized countries in the Middle East with more than 11,200 industrial contractors having a collective turnover of more than USD 10 billion in various industrial supply sectors such as steel industries, energy (oil, gas, refinery & petrochemicals), power plants, automotive, textile industries, general manufacturing, EPC projects and industrial services. As a result, the country represents an important competitive opportunity for foreign enterprises to link up with Iranian suppliers to tap into Iranian, regional (Middle East) as well as global market opportunities.

The company was established in 1992 by a group of experienced industrial managers in Iran.. In 1998, SNC was awarded premium certificate by the Ministry of Energy (MOE) of Iran for the execution of power projects up to 400 KV voltage level on turn-key basis. In 2002, the company was awarded ISO-9001: 2000 certificate by IMQ and at the same time was recognized as the most capable company in execution of power generation, transmission, distribution projects on EPC basis by the Management and Planning Organization of Iran. SNC carried out its first project outside Iran, in Syria worth more than 25 million USD. This project included the design, procurement, supply, installation, testing, commissioning and operation for seven 66/20 KV substations. In 2002 and 2003, following the successful execution of a number of overseas projects, the company was recognized as the foremost superior exporter of engineering services and technical know-how in power industries by the Iranian Government.

Currently, having more than 300 permanent staff, SNC is one of the most reputable private enterprises in Iran. Based on the past experiences and performances, the company now acts as a general contractor (GC) for the execution of oil, gas, petrochemical, subway, steel, cement, utility and power projects. To expand the range of services and clients, the company is actively tapping domestic, regional and international markets. SNC is also active in financing similar projects on DBF, BOT and BOO basis. More recently the company started work on the wind power plant EPC project in Siahpoush in collaboration with Siemens.

Using Polycrystalline photovoltaic panels, a 10-megawatt photovoltaic plant will be built in the city of Nain. Energy produced by the plant is guaranteed to be purchased at the rate approved for the production of renewable energy by Isfahan Regional Electric Company for the 20 kV network. PRODUCTION FACILITIES

The company is engaged in the design and implementation of wastewater treatment plants by DBF, EPC, BOOT, BOT and PC methods along with the supply and installation of mechanical, electrical, control and instrumentation equipment. It is also involved in the installation of mechanical and hydro-mechanical equipment as well as the construction of dams with hydro-mechanical equipment utilizing modern technologies and the newest dam technologies. The company is also engaged in the implementation of projects in the oil and gas industry as well as other downstream and upstream activities in the oil, gas, petrochemical and refinery sectors. The company undertakes design and construction of main lines (collector) and sewage collection networks, the construction of water and sewage pumping stations as well as road construction projects.

BACKGROUNDEstablished in 1997, the company is one the principal Iranian enterprises responsible for the design, operation and tooling of more than 120 national and international large projects.

INVESTMENT PROPOSAL In view of favourable market conditions existing in the City Bandar Abbas as well as current inadequate infrastructure for water and waste water industry, the company has started collaboration with the Hormozgan Water & Wastewater Co. with regards to the following: • Capacity enhancement of the water treatment plant (From 64,000 to

80,000 cubic meters per day)• Treatment plant quality enhancement • Development and enhancement of Hormozgan main Pump Station• Construction of drained water equipment for transferring• Operation, maintenance and rehabilitation• Establishment of complementary treatment and desalination facilities

for using drained water in industryThe company estimates a total investment of 70 million USD, for which it is seeking opportunities for joint-ventures, loans, and equipment purchase. In particular, foreign investment is expected to help finance the project, to assist in its design and for the firm to procure suitable equipment and machinery. Foreign investment is expected to be engaged in the operation, maintenance and major rehabilitation of the first module of the water treatment plant as well as for drained water transmission facilities to the end point. Other areas of potential foreign investment interest include:• the execution of complementary and developing projects for sewage

collection facilities with a total value of 12.5 million USD within max. 3 years;• Development and enhancement of Hormozgan’s main pump station;• Devolution of water treatment plant, main pump station and drained

water transmission facilities at the end of operation period;• Ownership of any land out of water treatment plant site to establish

desalination facilities.
