Page 49 of the 2020 Vision (see attachment I) articulated the proposed implementation plan for the strategy, and identified the agencies serving the primary responsibility for driving specific action items forward for the state. The SD REACH Committee is scheduled to hold its meeting on December 11, and in preparation for the event organizations/agencies have been asked to help compile a list of activities that have been undertaken to begin the implementation of the 2020 Vision since it was approved in June 2013. A draft matrix (in its final form in Attachment II) was circulated to RAC representatives prior to submission on November 14, and the finalized report tracks the progress on specific action items across the three strategy areas: Ideas, Talent, Companies. Those activities undertaken since June by the SD BOR and its member institutions, along with specific outcomes are provided. Reports from all agencies/organizations will be compiled and distributed to REACH committee members at the December meeting, and incorporated into the annual report on the 2020 Vision. REACH committee members will be asked to use the report as the basis for a plan of action for the next six months.

Creation of Research & Development Grants (Innovation & Collaboration) for university research that aligns with the seven R&D activities. Funded through a $1 million investment in base funds from the legislature during the 2013 session.

Stronger Links Among All Postsecondary Institutions to Ease

Transition for STEM Interested Students.

Collaboration with the SDDOE and BOR to deliver remedial coursework through the South Dakota Virtual High School.

Pilot program during the Spring 2013 semester, with BOR & SDDOE Joint Powers Agreement approved in October 2013. Students currently enrolled in the program.

Coordinated effort between Regental faculty and K-12 teachers to develop remedial coursework that is delivered in school districts during the senior year.

Planning group met in May and July of 2013 to create blueprint for these courses. Interested school districts to offer courses online for the 2014-15 academic year.

During the past year the Board of Regents have approved intents to plan for five new STEM based Doctoral programs including: Agricultural, Biosystems & Mechanical Engineering (SDSU), Biochemistry (SDSU), Civil Engineering (SDSU), Civil & Environmental Engineering (SDSM&T), and a DSc in Cyber Security (DSU).

The Board of Regents approved the new Ph.D. program in Biochemistry (SDSU) during their October 2013 meeting. The remaining doctoral programs are currently engaged in external reviews and will advance final program approval requests if viable in the coming year.
