Land clearing vs. silviculture:

Silviculture burning is DNR jurisdiction, land clearing is Clean Air Agency or (in some areas) county jurisdiction. Pulled stumps, level home sites, and/or perk holes are generally an indication of land clearing

If you have doubts about a landowner’s truthfulness consider asking to see their forest practices application. DNR burn permits are much less expensive than Clear Air Agency permits. The notice of decision will tell you what type of application they have on file. A conversion is a class 4 general.
