role in the economy. He said that thestock markets are working as thechannel through which the publicsavings are mobilized to industries andbusiness enterprises. Mobilization ofsuch resources for investment iscertainly a necessary condition foreconomic take off, but quality of theirallocation to various investmentprojects is an important factor foreconomic growth.The Chief Guest indicated that GDPdoes not really measure the level ofdevelopment of a society of a nation;GDP and GNP both are the samething, one is text accounts of externalearnings or payments and the other oneis optimistic measurement. He wenton saying that if we really want toreduce or eradicate poverty, the longtime goal has to be taken and everyindividual person has to be givenopportunity to achieve a level ofhuman dignity. “All the human rightsmust be fulfilled. That’s the time wecan say that poverty has beeneradicated", he added. our Capital Market and the EconomicGrowth. The economic growth is acomplex process that is influenced bymany factors beside the CapitalMarket Development. Capital MarketDevelopment is the result of manyinfluential factors. Theories suggestthat there are relationship betweenFinancial Development and EconomicGrowth like Financial Developmentfollows Economic Growth;FinancialDevelopment is a cause of EconomicGrowth etc. He emphasized that Capital MarketDevelopment generates EconomicGrowth and it comes in two channels.Firstly, Capital accumulation and nextis the growth of productivity.“Financial Development is a pre-prediction element for the EconomicGrowth, because Capital Marketreflects the present value of the futuregrowth potential.” He added. “Stock Market is barometer for the

Dear Fellow Members,

Assalamu Alaikum.

Greetings and very happy New Year 2012. You by now have heard that I have been

elected as the President of ICAB for the year 2012 by the Council on 29 December

2011. Mr. Showkat Hossain FCA, Mr. Md. Abdus Salam FCA and Mr. Md. Shahjahan

Majumder FCA have been elected Vice Presidents for the same tenure. I remain

eternally grateful to the Almighty Allah as well as the honourable Council members

and indeed to all of you. I take this opportunity for thanking you all for your support

and greetings after my election as the President of ICAB for 2012.

This is my first formal communication to you since I took over the office of the

President of the Institute in January and I hope to continue this practice on a regular

basis to keep you informed of ICAB activities and invite your suggestions for

improvement of our beloved Institute.

I would like to share below the Action Plan for 2012, formation of Standing & other

Committees, major activities and initiatives we have undertaken in January 2012.

Action Plan for 2012To implement ICAB strategy Document 2008-2017 to strengthen the Governance of ICAB.

i. Work closely with ICAEW for maintaining and complying with the terms and

conditions of MOU signed with them for getting full benefit of the objective of

MOU. Particularly, we will have to facilitate be producures to appear and

qualify the ICAEW exams for being a member of ICAEW, as required by our

Members.

ii. Work for implementation of Action plans of IFAC’s Statements of Membership

Obligation (SMOs) on quality Assurance, Education, Ethics, Investigation and

Discipline and international standards on financial reporting, auditing and

Public Sector Accounting.

iii. Work for increasing the bi-lateral relationship with other prospective institutes

like, The institute of Chartered Accountants in Australia, CPA Australia,

Canadian Institute of charted Accountants and make opportunity to sign

MOUs with these Institutes for recognition of our members in line with ICAEW.

This will usher a new horizon for the members of the ICAB. That will enhance

the reputation and image of the profession nationally and internationally. The

members will be recognized by the international community and institutes with

equal status, honor and dignity.

iv. Work for increasing the representations of ICAB in international forums like

SAFA, CAPA, IFAC, IASB and publicize the advancement that ICAB has

made.

vi. To increase the number of CPD Seminars, work shop and IFRS training on

diversified topics and burning issues relating to economy and the profession

as well for fulfillment of the conditions of IFAC SMOs and IES7 through

networking and outsourcing with training institutes, development partners and

GOB etc.

vii. Work for improvement of the financial health of ICAB by establishing

budgetary control, monitoring expenditures and increasing income from

proper use of ICAB’s properties, return from investments and also fees from

students and members not only by increasing their existing fee but also by

registering more brilliant students to CA profession. We will brand it as a

dignified profession by increasing the number of qualified members by

rendering all out support to them so that they can qualify maintaining

adequate quality.

viii. Work to improve the present condition of the Small and Medium Practicing

(SMP) members by sharing professional experience, effective actions and

steps to be taken to enhance their fees/return, encourage them to become

compliant of ICAB Bye-laws and IFAC, SMOs etc. with an aim to enhance the

image of our profession in the society.

ix. To make arrangements with reputed universities of Bangladesh so that our

under graduate members can automatically be eligible to become a graduate

of those Universities.

Major Activities in January 2012Formation of Committees for 2012

you to participate in all the meetings of the

Committees in which you have been

nominated by the Council and put your

valued contribution for the betterment of

the Institute.

Farewell of ICAB Office Bearers for 2011On 01 January 2012 Ms. Parveen Mahmud FCA, President, ICAB for 2011 formally

handed over the responsibility of the presidency of the Institute to myself in a simple

ceremony organized by the employees of the Institute. On behalf of ICAB

Employees and myself we thanked immediate Past President and her team for their

devoted work for the Institute and the profession.

Meeting with President, Chittagong Stock ExchangeMr. Al-Maruf Khan FCA, President, Chittagong Stock Exchange(CSE) paid a visit to

ICAB office on 05 January 2012 and met with ICAB team in ICAB President’s

Chamber. Mr. N I Chowdhury FCA, Secretary ICAB, Dr. Mahfuzul Hoque, Director-

LPD and Mr. Mahbub Ahmed Siddique ACA, Senior Dy Director of ICAB were also

present in the meeting. We discussed various issues related to our profession. Mr.

Khan emphasized on the development of the quality standard of audit and

assurance services provided by the audit firms. He expressed his eagerness to

cooperate with the Institute in strengthening the process of the reporting framework

in line with global standards according to IFAC requirements. Mr. Khan appreciated

the role of relentless effort of ICAB to bring financial discipline and opined that ICAB

can arrange training and workshops especially on Auditing, Corporate Finance and

overall Professional Ethics. He also suggested the idea of Half-yearly Audit of the

listed entities in order to bring the Corporate Reporting under Scrutiny to ensure

accountability and transparency of the public limited companies. We agreed the

necessity to build the communication with CSE for development of Accounting and

Reporting Framework.

DRC-ICAB Annual Picnic 2012The Annual Picnic of ICAB was held on Friday, 06 January 2012 at Zinda Park,

Rupganj, Narayangonj. It was a day full of joy and endless leisure for the picnickers.

About 700 picknikers including Members, their spouse, children, ICAB employees

and guests joined the pleasure. Everyone looked absolutely content and happy

while returning home. I thank Dhaka Regional Committee (DRC) of the Institute for

arranging such a nice arrangement for the annual picnic.

75th SAFA Assembly and ICAI Conference2-Member ICAB delegation comprising of myself and Mr. Anwaruddin Chowdhury

FCA participated in the 75th SAFA Assembly meeting on 07 January 2012 at Trident

Hotel, Chennai, India. In the Assembly meeting, Mr. Muhammad Rafi FCMA, Vice

President SAFA took over the SAFA Presidency for 2012 and Mr. Abdul Mannan

FCMA of ICMAB elected the Vice President SAFA for 2012. ICAB delegation also

joined the ICAI Conference titled “Accountancy Profession: Leveraging Emerging

Challenges for Inclusive Growth’’ held on 6-8 January 2012 at Chennai Trade

Center, India. On 08 January evening, Heads of SAFA member bodies participated

a Panel discussion on the theme “Competency Building of SMEs in the Emerging

Trade Order”. As President ICAB, I was one of the Panel Speakers and discussed

the Bangladesh perspective on the topic.

Discussion meeting with Ms. Gail McEvoy, President, CPA IrelandAn informal discussion meeting was held between ICAB delegation and Ms. Gail

McEvoy, President of the Institute of Certified Public Accountants in Ireland(CPA

Ireland) while attending the SAFA event & ICAI Conference at Chennai. A brief

discussion was held on probable areas of cooperation for mutual interest of both the

Institutes specially areas of accounting education, research, ISA etc. and possibility

of future MRA between both Institutes.

Courtesy Call with Commerce Minister and Secretary of the Ministry of CommerceAn ICAB delegation headed by myself made a courtesy call on Mr. GhulamMuhammed Quader, Hon’ble Minister, Ministry of Commerce, GoB at his office on12 January 2012. Mr. Md Abdus Salam FCA, Vice President ICAB, Mr. Abbas UddinKhan FCA, Member Council & Past President ICAB, Mr. M. Farhad Hussain FCA,Member Council & Past President, ICAB and Mr. N I Chowdhury FCA, Secretary-ICAB also accompanied the team. ICAB delegation informed the vital role of ICABfor development of accounting and auditing standards, corporate management andgovernance, financial reporting standards and ethical issues. The Minister gave apatient hearing to the ICAB delegation and assured to give due importance of ICABaffairs. ICAB delegation also met Mr. Md. Ghulam Hossain, Secretary of MoC andMr. Md Showkat Ali Waresi, Joint Secretary of MoC and discussed about variousissues related to Chartered Accountancy Profession.

3-Days Workshop on ICAB Advanced Case StudyA 3-Days workshop was conducted by ICAB on Advanced Case Study for Tutors,Writers/Examiners and Assessors from 15 to 17 January 2012 at Training Room ofCA Bhaban(6th Floor), Dhaka. Mr. Samuel George Binks, a Senior Case StudyExpert of ICAEW conducted the workshop. Total 33 participants including ICABconcerned officials participated in the Workshop. ICAB is planning to hold more thistype of workshops in near future. A certificate giving ceremony was held in theevening of 17 January 2012 after completion of the workshop.A discussion meeting between ICAB team and Mr. Samuel George Binks was alsoheld on 18 January 2012 at ICAB Council Hall. A high power ICAB team headed bymyself discussed the output of the Workshop with Mr. Samuel Binks. Mr. Md. AbdusSalam FCA, Vice President ICAB, Mr. ASM Nayeem FCA, Mr. Abdul Baree FCA, Mr.Md. Humayun Kabir FCA, Mr. M. Farhad Hussain FCA attended the meeting.

Courtesy call with the Governor of Bangladesh BankA 4-member ICAB team led by myself met with Dr. Atiur Rahman, Governor,Bangladesh Bank in his office on 18 January 2012. Mr. Md. Abdus Salam FCA, VicePresident (E&T)-ICAB, Mr. M. Farhad Hussain FCA, Member Council & PastPresident ICAB and Mr. Masih Malik Chowdhury accompanied me. ICAB team drewattention of the Governor regarding some issues on Bank Audit and Bank branchAudit. ICAB urged the Governor to use the expertise of ICAB on this matter. ICABteam also informed the Governor that ICAB is preparing a framework on “BankingSector” which will be very helpful for banking sector. Governor assured his all sortsof cooperation to ICAB in the coming days for strengthening the banking sector.

Meeting with ACCA TeamDr. Afra Sajjad, Regional Head of Education (Middle East, North Africa & SouthAsia) of ACCA visited Bangladesh in the 3rd week of January 2012 to discuss thepossibility of cooperation with ICAB on “Train the Trainers in Dhaka and Chittagong,courses on IFRS, and other areas of cooperation”. Dr. Afra Sajjad along with Ms.Mohua Rashid, Country Manager, ACCA Bangladesh met ICAB Team in theevening of 18 January 2012 at Mini Conference Room, CA Bhaban, Dhaka. 4-Member ICAB team comprising of myself, Mr. M. Farhad Hussain FCA, MemberCouncil & Past President ICAB, Mr. Masih Malik Chowdhury FCA, Member CouncilICAB and Mr. N I Chowdhury FCA, Secretary ICAB attended the meeting anddiscussed on the subject matter for future cooperation with ICAB & ACCA.

19th SAFA Board Meeting and ICAP Conference2-Member ICAB delegation headed by myself and Mr. Anwaruddin Chowdhury FCA,Member Council & Past President ICAB and Technical Advisor of SAFA Boardparticipated in 19th SAFA Board meeting and ICAP Concluding Golden JubileeConference titled “Testing times: Reflections on Present and Future” on 20-21January 2011 at Lahore, Pakistan.

Discussion meeting with Mr. Clive Parritt, President ICAEWAn informal discussion meeting was held between Mr. Clive Parritt, PresidentICAEW and ICAB delegates while attending the SAFA event at Lahore. We

discussed about more future cooperation between our two Institutes in differentsectors for strengthening the capacity building of ICAB and possible funding in thissector from the donor agencies. It has been agreed that further formal discussionbetween ICAB & ICAEW Presidents and ICAEW executives will be held during myforthcoming London tour in the 2nd week of February 2012.

Members’ Conference at DhakaFirst Members’ Conference for 2012 was held on 23 January 2012 evening on thetheme” “Stock Market and Economic Growth”. Dr. Quazi Kholikuzzaman, aprominent Economist of the country and Chairman, Palli Karma Shayak Foundationwas present in the Conference as the Chief Guest. Mr. Md. Shakil Rizvi and Mr. Md.Al Maruf Khan FCA of DSE and CSE respectively participated on the occasion asSpecial Guests. Prof. Dr. Khawaja Amjad Saeed FCA, FCMA, Professor Emeritusof the University of Punjab, Pakistan joined the occasion as Special Guest. Mr.Abbas Uddin Khan FCA, Member Council & Past President ICAB Chaired theConference and Mr. Masih Malik Chowdhury FCA, Member Council ICAB presentedthe keynote paper. A good number of members attended the Members Conferenceand participated in the discussion.

Discussion meeting on Draft “National Integrity Strategy” Cabinet Division of the Govt. of Bangladesh organized a discussion meeting on 26January 2012 at Bangladesh Secretariat, Dhaka for Parliament Members, Govt.officials, Lawyers, Chartered Accountants, Businessmen, civil society, mass mediaand other stakeholders to finalize “National Integrity Strategy” paper. Advocate.Abdul Hamid MP, Hon’ble Speaker of the “Jatia Shagshad” was present on theoccasion as the Chief Guest and Dr. Mashiur Rahman, Hon’ble Economic AffairsAdvisor to Hon’ble Prime Minister of Bangladesh Chaired the discussion meeting.As one of the signing country of United Nations Convention AgainstCorruption(UNCAC), Bangladesh govt. is committed to make this “National IntegrityStrategy” policy. In this context, Bangladesh government is implementing an ADBfinanced project titled “Supporting the Good Governance Program” and Govt. isresponsible to make the “National Integrity Strategy” paper.As President ICAB, I participated this important discussion meeting and submittedICAB opinion on this strategy. ICAB opinion was widely discussed and most of theopinions were accepted by the Cabinet Division to incorporate in the strategydocument.

Advisory Committee meeting First Advisory Committee meeting for 2012 was held on the evening of 26 January2012 in a local hotel. Hon’ble Past Presidents along with current office bearersparticipated in the meeting. I presented a live draft Policy Paper on ICAB Vision,Mission & Strategy for 2021. Hon’ble Past Presidents opined their valuablesuggestions and recommendations on this draft Policy Paper. The meetingdiscussed on the present challenges of the profession and gave some valuableinputs on future strategy. It has been unanimously decided that Advisory Committeemeeting will be held in every quarter of the year to review the ICAB activities andstrategies.

Discussion Meeting with SEC Consultants3-member Aries Group Ltd. Consultants presently working in Securities andExchange Commission (SEC) of Bangladesh met ICAB team at Mini ConferenceRoom in January 2012. Mr. Jalil Shoraka, Chairman, Mr. Anthony B. Shoraka, VicePresident, and Ms. Lesse Wright, Senior Consultant participated in the meeting.Visiting team discussed the possibility of cooperation from ICAB to strengthen theSecurities and Exchange Commission of Bangladesh.

The Pre-Examination Evening Coaching Classes ofProfessional Stage-Knowledge Level (5th Batch,Section No. I-V) for Examination Session:

May–June 2012 which started earlier on Saturday, 03December 2012 and will now be concluded by 29 February2012. A total of 429 students joined the session andremaining other 02 Sections of that level (i.e. Section No.VI & VII) having 182 students will be commenced fromThursday, 01 March 2012. The Classes of PS-AL(4thBatch) and Advanced Stage (3rd Batch) are going to startafter publication of the CA final results of Nov-Dec’11exams session in the first week of March 2012.On the other hand, the classes of Conversion Course of PS-KL (7th batch) and PS-AL (3rd batch) will be started from17 March 2012. All the concerned students have alreadybeen advised by a notice to contact at ICAB AcademicCampus for the enrolment of classes. The financialstatements of the UK Chapter for theyear ended 30 June 2011 wereadopted at the AGM. The payment ofUK levy for 2012-13 was fixedtogether with the appointment of theIndependent Examiner for 2012. TheChairman, A K M Fazlur RahmanFCA presented a report to themembers present at the AGM.

DRC-ICAB Annual Picnic-2012

The Annual Picnic of ICAB was held onFriday 06 January 2012 which was

declared opened by the President, ICAB. Itwas a day full of joy and endless leisure forthe picnickers who went to Zinda Park,Rupgonj, Narayangonj, an area far fromDhaka to keep away from the monotonousroutine of daily busy life. It was a day ofpleasure and fun for about 700 picnickers.The members and employees of the Institutealong with their families enjoyed the picnic.They immensely enjoyed the warmth andbeauty of the winter sun. The children alongwith their parents were in great delight as theyparticipated in the games and sports arrangedat the picnic. Most male members werethoroughly engaged with various games.Everyone looked absolutely contents andhappy while returning home back from thepicnic. The Dhaka Regional Committee(DRC) of the Institute arranged the annualpicnic.
