1. BACKGROUND.

The Sark slaughterhouse provides the sole facility on Sark for the slaughter, cold

storage and butchering of farm animals, principally cattle, sheep, goats and pigs. It has

been in its present form for 25 years with sundry minor modifications over time,

mostly at the lowest cost. The slaughterhouse is the sole means to provide local meat

to Sark. Sark farm animal products also find a very significant outlet by being exported

to Guernsey as meat.

Guidance on the standards required to operate the Sark slaughterhouse is obtained

from Guernsey via the Guernsey States Veterinary Service. Given the key part that the

Guernsey market plays in the economics, achieving standards that are acceptable to

Guernsey is critical. The core requirements that the Guernsey Veterinary Service

require Sark to meet is enshrined in EU standard EC 852/2004 – The Hygiene of

Foodstuffs and in particular Annex 2 (General Hygiene Requirements For All Food

Business Operators). The UK Meat Industry Guide is the practical embodiment of good

practice of the EU regulation.

Following a recent review. the Government of Sark wishes to continue to provide

slaughtering and butchery facilities on Sark by refurbishing and upgrading the existing

slaughterhouse in order to provide a modern and robust facility that will meet the

known and appropriate standards for the future. The Government wishes to obtain

tenders during the summer of 2017 for the works and materials needed for the

refurbishment with the view of implementing the upgrade in January/February 2018.

The work will be implemented using a series of work packages which will be

coordinated by a person to be appointed by the Government. The work packages will

be divided as follows:

• Package 1: Building works, including all strip out, refurbishment of the existing

building, building modifications and installation of free issue fitments and

fittings. This package will also include the electrical and plumbing works.

• Package 2: Supply of the refrigeration panels to line the hygienic parts of the

building and form the new cold stores.

• Package 3: Supply of the specialist internal doors for the cold stores and

“white” areas.

• Package 4: Supply of stainless steel wall protection panels.

• Package 5: Specialist installation of the refrigeration panels to line the hygienic

parts of the building and form the new cold stores; also install the internal and

cold store doors and stainless steel wall protection panels.

• Package 6: Supply & installation of the refrigeration equipment.

• Package 7: Supply & installation of the resin floors in the hygienic parts of the

building.

• Package 8: Procurement of second-hand and new fit out equipment.

• Package 9: Consolidation and shipment of materials and specialist equipment

from the UK and Guernsey.

• Package 10: Provision of accommodation and sustenance for specialist persons

from off-Sark.

It is the intention to re-use as much of the existing equipment as possible provided it

will meet the standards required in the future.

This document describes Package 1 (Building Works and associated works). It is to be

read in conjunction with the priced bill of quantities for this package. This package

includes building, electrical and plumbing works.

2. WORKS REQUIRED TO UPGRADE THE SARK SLAUGHTERHOUSE (BUILDING

AND SERVICES).

2.1 PRELIMINARIES.

1. The Employer is the Government of the Isle of Sark. The Employer may appoint

a suitably qualified person to act as Project Supervisor on their behalf.

2. The scope of the work required (“The Works”) is for all building, electrical and

plumbing works required for the refurbishment of the Sark Slaughterhouse as

described in this User Requirement Specification and the accompanying

documents herein identified.

3. The site is owned by The Seigneur as part of the Seigneurie tenement (“The

Tenement Holder”). Much of the area surrounding the Slaughterhouse is used

by the public and/or other tenants. The Contractor is to include for such safety

fencing and other measures to ensure that members of the public and other

tenants are not put in an unsafe situation as a result of the Works. The

Contractor is to operate at all times with due regard to the other tenants

normal activities and the requirements of the Tenement Holder or their agent.

4. The slaughterhouse will not be operational during the building works and fit

out.

5. The Building Works Contractor (“The Contractor”) will be regarded as the Main

Contractor for the purposes of site safety and control. Other contractors will

be directed as part of their contract to work with the Building Works

Contractor for Health and Safety and access purposes.

6. The Building Works Contractor (“The Contractor”) will allow for all site

attendances, equipment, materials, overhead and profit (except where

specifically excluded in this Specification).

7. The Contractor will be allowed free use of mains electric power for the works.

Mains powered tools should be 110 v using centre tapped transformers. The

Contractor will include an optional cost in their tender for provision of 110 v

power for their works and other contractors. (The Employer may at their

option provide this power instead).

8. The Contractor will have free use of the local water. Any washings or other

contaminated water is to be disposed of in a manner to be agreed with the

Tenement Holder or their agent; in general care must be taken to avoid

blocking or excessive loading of the local drainage system and contamination

of the water courses.

9. The Contractor’s staff will be permitted to use the local toilet and wash

facilities providing they do not cause these facilities to become contaminated

(e.g. with mud) and they are left in a clean condition at all times. No other

personnel facilities will be provided.

10. The Contractor’s works and tendered costs will include the supply and delivery

of all materials and equipment to site necessary for their works unless

specifically excluded in this specification.

11. The Employer will provide a site skip for disposal of strip out equipment and

materials and waste arising from the works.

12. The Contractor will be responsible for the security and safe-keeping of their

tools, materials and equipment. Such tools and equipment to be maintained in

good and safe working order throughout the period of the works and to be

tested and certified to the appropriate British Standard.

13. The Contractor is to allow for all putting in place, fixing, testing, commissioning

and documentation detailed in this specification unless otherwise stated in this

specification.

14. Unless otherwise stated or agreed prior to commencement of works,

Contractors are expected to work to the appropriate British Standard(s) for

their works.

15. Contractors should visit site prior to tendering to satisfy themselves that they

have fully understood the requirements of this tender and the drawings

provided and also identified any issues that may affect their works. Alternative

proposals may be submitted as an addendum to tenders if these result in a

better implementation, or avoid safety issues or reduce costs or time on the

project. Requests for information and clarification will be accepted prior to the

tender closing date on the basis that any information provided will be shared

with all tenderers. No claims for additional costs or time will be considered

after the award of the contract for items that the contractor could reasonably

have foreseen prior to tendering.

16. The Contractor will be required to provide public liability insurance with a

reputable insurance company to a value of £10 million for the duration of the

Works. They will be responsible for providing appropriate insurance cover for

their staff and sub-contractors. The Contractor will be required to produce

evidence of their insurance arrangements prior to commencing any work or

procurement of materials.

17. The Contractor will provide a 12 months warranty (materials, parts and labour)

on the materials and workmanship that they provide.

18. The Employer will provide monthly stage payments to the Contractor against

their itemised claims for payment. Contractors are to include a proposal for

the payment stages they require as part of their tender. (Failure to provide a

payment schedule with the tender will result in the Employer imposing a

payment schedule). A Retention of 5% will be made against all stage payments.

2.5% will be released on Practical Completion of all works and the remaining

2.5% will be released 6 months after Practical Completion or the making good

of all snags, defects and warranty claims, whichever is the later. Practical

Completion includes making good any snags or defects that materially affects

the operation of the slaughterhouse, cold stores, butchery area and veterinary

room.

2.2 USE OF LOCAL LABOUR.

Wherever possible and economically viable, preference will be given to contractors

who use local skills, including all building, electrical and plumbing works. If contractors

wish to bring in labour from off island they must include the number of persons and

duration of the imported labour as the Employer will negotiate a rate with a local

provider to provide bed, breakfast and evening meals for all visiting persons for this

project. The cost of accommodation is not to be included in tenders for the Building

Works.

2.3 TIMETABLE AND COORDINATION WITH OTHER CONTRACTORS.

Time will be of the essence for these works as no slaughtering can take place during

refurbishment of the slaughterhouse. It is a condition of tendering that contractors

agree to work with more than one contractor on site at any one time and to coordinate

with each other in order to minimise the down time of the slaughterhouse. The

Contractor’s attention is drawn to item 5 in section 2.1 above.

The Contractor is to provide a provisional timetable for their works outlining the key

stages that they propose including lead in time. It is anticipated that the works will be

undertaken in January and possibly extending into February 2018, this being the

period when there is least activity in the slaughterhouse.

2.4 DRAWINGS.

The following drawings are provided. Contractors should satisfy themselves that they

fully understand the drawings prior to tendering.

These are shown at reduced scale in Appendix A2; electronic and larger scale prints

will be issued with the tender invitation.

2.5 GENERAL NOTES

The walls and ceiling of the change area, services enclosure, slaughter area, cold stores

and butchers’ room will be lined out with purpose made refrigeration type panels.

These panels and the associated accessories, doors, frames, protection panels,

sealants and specialist installation persons will be sourced separately. Building works

within these areas need only to be rough finished on the interior surfaces as these will

be covered by the panels.

The Contractor is to allow for stripping out all existing fit out in the area of the works

as well as the new works as described below and shown on the drawings.

The Contractor is to include for fixing the specialist free issue items as detailed below.

Equipment which is fixed to the wall is to be sealed using a proprietary bonding sealant

(Stelmax 1961 or agreed equivalent). This sealant will be free issued by the Employer

to the Contractor. The Contractor will be given instruction on the use of this sealant

when they assist with the installation of the specialist refrigeration panels. (See

section 2.6 below). SILICONE SEALANT MUST NOT BE USED ON ANY ACCOUNT

UNLESS SPECIFICALLY AGREED WITH THE EMPLOYERS CONSULTANT AS SILICONE

HAS BEEN SHOWN TO BE INADEQUATE FOR THESE APPLICATIONS DUE TO PEELING,

DISCOLOURATION AND DIRT PICK UP OVER TIME.

Wherever possible fastenings are to be hidden so they do not create a dirt trap in

working areas. Rivets must not be used. Where exposed screw heads cannot be

avoided in working areas they should be sealed over to facilitate cleaning wherever

possible using the approved sealant.

The building works required are as detailed below. Where required, the Contractor is

to include for all digging out and foundations to provide a sound structure.

A costing schedule is provided as part of the tender package which is to be submitted

as part of the Contractor’s tender.

2.6 ASSISTANCE WITH THE INSTALLATION OF THE REFRIGERATION PANELS,

INTERNAL DOORS AND WALL PROTECTION PANELS.

Specialist suppliers and installers will supply and install the lining panels to the walls

and ceilings in all the “white areas” as designated below under a separate contract

from the building works. They will also install the cold store and internal “white area”

doors and the stainless steel wall protection panels. The Building Contractor will price

for skilled building or carpentry labour plus an assistant, an access tower and a fork

truck or tele hoist to offload the panels and doors at site. All these items will be made

available on a daily basis as given in the schedule of costs to assist with the panel

installation and to provide transfer of this skill to Sark. The Building Contractor will be

required to provide basic hand tools (including jig saw, electric drills, etc.) with their

tradesmen.

2.7 THE EXISTING FACILITY.

Drawing “Sark Slaughterhouse 1F-01 Existing Layout” shows the current facilities.

The existing facility includes:

• Slaughterman’s change area: (In reality the old smithy with the remains of the

old fireplace, forge etc. still in place and an uneven stone floor with no washing

or changing facilities). An old oil fired boiler is located in the fireplace to

provide hot water for slaughter operations.

• Slaughter area: This has a concrete floor with a mixture of stone and masonry

walls with wooden outer doors. Plumbing services (pipework, tanks, etc.) are

located in the rafters amongst the hoists used for lifting carcasses. A central

drain is connected to an external holding tank for “green waste” (guts, blood

etc. generated during the processes immediately after slaughter). A pig

scalding tank (for removal of the hair) is located in this room. This room opens

to the butchery room. The floor can be hosed down but the walls and ceiling

are not suitable for cleaning whilst the rafter house myriad cobwebs etc. There

is a corrugated roof which is not sealed at the eaves or panel joints.

• Butchers’ room: A basic room with stainless steel tables. This has a concrete

floor, masonry walls and the same roof structure as the slaughter room.

• Cold stores: Two standalone cold stores are housed next to the butchers’ room

in a section of the building that is open on one side. One cold store is a former

military containerised cold store with a (relatively) modern split cooling

system. The other cold store is a modular type of cold store with an old split

cooling system.

• Veterinary Room: Whilst this is not part of the upgrade proposal, it does

provide a secure storage area for the slaughterman’s guns. Water and

electrical services are provided to the Veterinary Room from the

slaughterhouse

• Exterior: The exterior has no hard standing (e.g. for off-loading animals form

trailers). An old lock up container serves as the slaughterman’s tool store. The

exterior woodwork (i.e. doors, windows, barge boards, etc.) are in a poor state

of repair and the guttering and downpipes also in poor repair.

3. BUILDING WORKS.

Drawing Sark Slaughterhouse 01 Issue F – 02 Strip out and Building Works shows

the strip out and preliminary works required. Drawing “Sark Slaughterhouse 1F-05

Proposed Layout” shows the key changes that are proposed. In summary these are

as follows:

3.1.1 Slaughterman’s rest and change area:

• Remove the old boiling pan and associated brickwork.

• Replace the external door and window with white PVC. The door is to have a

vision panel, lock and weather sill. The window may be a sash type or casement

type with window lock. Glazing may be single or double glazed.

• Repair the two internal brickwork columns.

• Make good the old stone floor to provide a level, smooth concrete finish with

a new damp proof membrane. The floor under the new slaughterman’s change

and the services cupboard is to be suitable for the application of a specialist

resin floor. The resin floor and coving will be provided by specialist installers

under a separate contract from the building works. The building contractor is

to provide a concrete floor that will meet the requirements of the resin floor

installer as given in 2.2.2 below. There is no requirement for falls to the floor

or floor drainage in this area. The specialist resin floor contractor will prepare

the concrete floor for the resin application, generally by scabbling. The floor in

the general change area (i.e. the area that will not be covered by resin) will be

sealed by the building contractor to permit wet and dry cleaning. The level of

the concrete floor must match the slaughter area without a step at the new

doorway to the slaughter area.

• Form a new access door (door D2) to the slaughter room. (Doorway only

requires a lintel and rough finishing as the specialist panels and doors will line

out the finished surfaces). The building aperture size for the doorway will be

approximately 1045 mm (W) x 2050 mm (H), exact size to be determined once

the specialist doors and frames are procured.

• Prepare the walls and ceiling of the general change area for decoration.

Prepare and paint the walls and ceiling to the rest area with two coats of good

quality emulsion paint using white silk finish emulsion (or similar pale colour

to be agreed) including blinding where required over bare

masonry/mortar/concrete. Note: the walls at the slaughterman’s change and

services cupboard only need to be stable and rough finished as the finished

walls and ceiling will be provided by the specialist panel lining – see below.

• Specialists will supply and install a new slaughterman’s’ change area using

white, self-supporting lining panels to form the finished walls and ceiling with

hand washing. A new services cupboard will also be formed using the specialist

panels and door to house new hot water tanks and associated pipework etc.

(Panels, internal doors and installation to be by specialists under a separate

contract from the building works).

3.1.2 Slaughter area.

The existing slaughter area will be enlarged as shown on the drawings. The building

works required are as follows:

• Allow to remove the existing equipment that is to be retained to a storage area

within the Seigneurie farm as itemised in Appendix 1 The equipment includes

the pig scalder, all hoists and trolleys, butchers tables and all butchers’ and

slaughterman’s equipment. Also allow to return these items to the remodelled

area and fix as required.

• Demolish two walls dividing the existing butcher’s room from the slaughter

room and the cold store area. Ensure that the walls and internal roof structure

are stable by retaining small nibs in the position of the existing cross walls as

required. The doorway in the external wall to the existing butchers’ room will

be blocked up, finished on the exterior to match the existing and rough finished

on the inside. The new walls and internal nibs only need rough finishing as they

and the ceiling will be lined with new white PVC faced panels by specialists.

• Remove all of the old plumbing and electrical services from the ceiling void and

walls.

• Replace the double wooden external doors and frame with a new electrically

operated roller shutter door and frame finished in white with appropriate

weathering and protection against a marine atmosphere. Door to be operable

from inside and outside the building. 240 v motor required.

• Provide a smooth concrete floor with falls to the existing drain suitable for a

resin floor finish and coving. The resin floor and coving will be provided by

specialist installers under a separate contract from the building works. The

building contractor is to provide a concrete floor that is dry, sound and free

from surface laitance or looseness to meet the requirements of the resin floor

installer. The concrete should be a minimum 35 N reinforced concrete. The

finish should be power floated with expansion joints as required. In addition

the concrete should be laid to falls to the existing drain, the minimum fall

should be 1:80 gradient and 1:70 in wet areas from the longest distance

(diagonal). Falls should be consistent across the fall plane without undulations.

The resin will follow the contours of the substrate therefore the building

contractor should be satisfied with the concrete standard (as above) before

allowing resin application. Concrete must be less than 75% RH before resin can

be applied or 7 days old if using a suitable liquid damp proof membrane.

• The resin floor and coving will be supplied and installed by a specialist resin

floor contractor under a separate contract from the building works. The

specialist resin floor contractor will prepare the concrete floor for the resin

application, generally by scabbling.

• Supply and install new hoist rails using the “line system” to the design and

specification provided with this tender invitation (Appendix A4), re-using the

existing hoist mechanisms. One hoist rail will run into both cold stores to

enable full length carcasses to be taken into the cold stores (qv) on the rail.

Supply and install a new high level fixed hoist point over the existing drain to

the design and specification provided with this tender invitation (Appendix 4).

The hoist rails capacity and configuration will be as follows:

i. Two straight rails in the slaughter room, each of 500 kg capacity.

ii. One hoist rail of 500 kg capacity that loops from the slaughter room, through

the cold stores and into the butchers’ room. (The rail will need thermal

breaks where it traverses into the cold store to avoid thermal transfer and

condensation outside the cold stores).

iii. Three branches off item (iii), each of 500 kg capacity in each cold store.

iv. A central static support hook (not using the “line system” over the slaughter

zone to the design and specification provided with this tender invitation

(Appendix A4) with a capacity of 1 tonne (lift), 2 tonne (shock loads).

• Provision of new services (hot & cold water, electrical outlets). (See sections 4

& 5 below).

• New lighting including dimmable lights to assist with animal movements (see

section 4 below).

• The existing drainage arraignments will be retained but the Contractor is to fit

a free issue removable stainless steel removable grating to the drain (304 or

316 grade). The grid will have a frame that is suitable for integration into the

resin floor finish. The Contractor must ensure that the frame of the new drain

fitting must be securely sealed to the existing under-floor drain to avoid any

leakage. (Resin floor finish will be by others as outlined above). [Check

type/source of drain??]

• Fit specialist equipment as detailed in Appendix 1. These items will be free

issued to the building contractor at site. Items include a new tie down anchor

point to be securely bolted into the floor to restrain animals prior to slaughter,

a safety ladder in one corner and re-installation of the pig scalder.

• Specialist suppliers and installers will supply and install the lining panels to the

walls and ceiling under a separate contract from the building works. The

building contractor will price for skilled building or carpentry labour and an

access tower to be made available on a daily basis as given in the schedule of

costs to assist with the panel installation and to provide transfer of this skill to

Sark.

3.1.3 Cold Stores.

Two new cold stores will be formed positioned between the Slaughter Area and the

Butchers’ Room with access from both these areas. The two cold stores will be of

identical size and will be constructed from specialist refrigeration panels which will be

installed under a separate contract from the building works. The building works

required are:

• Remove the old ex-army container cold store to a nearby covered location

within the Seigneurie farm. Dismantle and remove the old panel type cold

store. (Others to de-commission and de-gas the old refrigeration split unit).

• Build up the existing concrete hard standing to match the level in the slaughter

room with 50 mm thick PIR or Styrofoam or agreed alternative insulation (e.g.

Kingspan or agreed equivalent) inserted within the new concrete. The concrete

is to meet the requirements of the resin floor specialist as given in 2.2.2 above.

Build up the existing concrete hard standing to match the level of the existing

concrete floor in the former butchery area with PIR or Styrofoam or agreed

alternative insulation 50 mm thick under the new concrete. The finished

concrete is to provide a drainage slope (approximately 1:100) towards the

Slaughter Room and is to be suitable for laying a resin floor (by others). No

drainage is required in this area. Note: The existing hardstanding supporting

the mobile cold stores does not require to be dug out.

• Close off the open side to the building with blockwork to match the existing

external wall, faced externally to match the existing finish, inside to be left

rough finished. The section of the new wall that encloses the cold stores should

be free from any stabilising nibs if possible.

• Specialist suppliers and installers will supply and install the lining panels and

slam type cold store doors to form the walls and ceilings for the cold stores

under a separate contract from the building works. The building contractor will

price for skilled building or carpentry labour and an access tower to be made

available on a daily basis as given in the schedule of costs to assist with the

panel installation and to provide transfer of this skill to Sark.

• Supply and install new hoist rails to the design and specification provided with

this tender invitation (Appendix 4). The hoist rails will carry through the cold

stores from the Slaughter Room through to the Butchers’ Room (qv).

• New lighting suitable for cold stores operating down to +2oC, switched from

both entrances. (See section 4)

• Resin floor and coving to be provided by specialist installers under a separate

contract from the building works.

3.1.4 Butchers’ Room.

A new Butchers Room will be formed, located on the opposite side of the cold stores

from the Slaughter Room. The building works required are:

• Close off the open side to the building with blockwork to match the existing

external wall, faced externally to match the existing finish, inside to be left

rough finished. Allow for any supporting/stabilising nibs as required.

• Supply and fit a new external door (door D9) in the new exterior wall using a

white PVC door and frame with a vision panel, weather sill and lock.

Approximate size of door to be 950 mm (W) x 1980 mm (H).

• Specialist suppliers and installers will supply and install the lining panels to

form the walls and ceiling under a separate contract from the building works.

• Build up the existing concrete hard standing to match the level in the cold

stores. The concrete is to meet the requirements of the resin floor specialist as

given in 2.2.2 above. No falls or drainage are required in this area.

• The resin floor and coving will be supplied and installed by a specialist resin

floor contractor under a separate contract from the building works. The

specialist resin floor contractor will prepare the concrete floor for the resin

application, generally by scabbling.

• Fit specialist equipment as detailed in Appendix 1. These items will be free

issued to the building contractor at site.

3.1.5 Exterior.

• Remove existing wooden barge boards and fascia’s to the whole building.

Replace with white PVC to agreed profile.

• Renew existing and missing guttering and down pipes with black PVC.

• Form the new concrete hardstanding outside the Slaughter Room as per

drawing. (Notes: (i) Retain access to the existing drainage catch pit. (ii) The

hardstanding must have a small slope away from the roller shutter door entry

and a rain/weather threshold or similar feature to stop rain water entering the

building via the roller shutter door to the slaughter room (Door D10) The

weather feature must not be a trip hazard to animals or personnel.)

• Form the new concrete path and access steps to the new Butchers’’ Room as

per drawing. The access to the butchers’ room should be provided with a

threshold or similar feature to stop rainwater entering the building.

• Option to replace the existing external woodwork (i.e. doors & windows) to

the Veterinary Room with white PVC to match the new door and window to

the Slaughterman’s rest area.

4. ELECTRICAL SERVICES.

The electrical works required are as follows:

• The Contractor is to allow for stripping out all existing electrical wiring, lighting,

plugs and sockets in the area of the works.

• The existing supply and distribution box is to be retained.

• All internal wiring is to be renewed within all areas of the Slaughterhouse (but

not the Veterinary Room). Wherever possible wiring is to be installed prior to

installation of the lining panels so it is not exposed in the rooms. Surface

mounted fittings are to be used, sealed to the panel face. Where surface wiring

is unavoidable it is to be contained in white rectangular or 3 compartment PVC

conduit or trunking that will be sealed to the walls and with all joints sealed.

(Note: sealing to be done as described in section 2.5 above. SILICONE SEALANT

MUST NOT BE USED ON ANY ACCOUNT UNLESS SPECIFICALLY AGREED WITH

THE EMPLOYERS CONSULTANT AS SILICONE HAS BEEN SHOWN TO BE

INADEQUATE FOR THESE APPLICATIONS OVER TIME).

• Wiring is to be installed and tested to conform to the latest version of BS7671

(“IEE 17th Edition”). A test certificate is required for all of the new electrical

installation, testing to be undertaken by an appropriately qualified person.

• Supply and connect an ultra-violet (UV) steriliser for the main cold water feed.

The UV steriliser will be fitted with a LED lamp. The filter will be installed in the

cold water feed by the plumber (see section 5 below).

• Supply and install a new controls system to operate the boiler on a simple 7

day programmer. Include for thermostats to both hot water tanks (see

plumbing section below) to enable the boiler to heat either or both tanks

according to the timer and the different temperatures required for each tank.

It is assumed in this specification that the plumber will provide the water

control valves for the electrician to wire to.

• Supply and install new lighting as per table 4(i) below and the drawings.

Lighting is to be LED including the ultra-violet water filter light. Unless

otherwise stated, internal lights will be surface mounted with fittings suitable

for sealing to the ceilings using an approved sealant (e.g. Stelmax 1961 colour

white; silicone is not acceptable). Light levels are given as average lux levels at

900 mm above floor level. Ingress protection (IP rating) and temperature limits

to be as per the table for both light fittings and switches.

5. MECHANICAL SERVICES AND PLUMBING.

The new plumbing works required are as follows:

• Strip out all existing pipework, tanks, the boiler and associated equipment in

the area of the works. Retain the existing oil tank and oil feed pipe.

• Supply and install a new pressurised water system.

• The existing cold water supply from the Seigneurie farm bore hole will be

retained. The cold water feed to the building will be retained and not replaced.

• Fit an ultra violet water steriliser to the main cold water supply. (See electrical

section above for details. It is assumed that the electrician will supply the UV

steriliser for the plumber to fit).

• The existing foul water drainage will be retained. (Note: the drains feed into a

lined tank under the exterior yard area: this captures the green waste from

slaughter so that it can be pumped out and processed at the Islands sewerage

works).

• Supply and install a new oil fired boiler of a similar rating to the existing boiler,

linked to the existing oil tank and feed. Include for a new circulating pump with

isolating valves and automatic air bleed; also for appropriate oil filter and feed

to the boiler with appropriate valves.

• New heating controls are to be fitted as specified in the electrical section

above.

• Supply and fit control valves for the hot water heating system to enable the

system to be controlled as stated in the electrical section above. Include for

isolating valves to permit easy replacement of control valves.

• Supply and install a single dual coil insulated low temperature hot water tank

of 500 litre capacity, located in the services cupboard in the change area. One

coil will be connected to the new oil fired boiler with appropriate controls and

the other coil will be connected to a solar heating panel. (See below for the

solar heating panel requirement). The low temperature hot water tank will be

fed from the cold water feed. Prior to using the hot water its temperature will

be boosted if required by the boiler to achieve 60oC in accordance with the UK

Health & Safety Executive advice on the Control of Legionella (HSG274/Part 2).

• A second tank of approximately 200 litre capacity with a single heating coil and

electric immersion heater will be provided in the services cupboard for high

temperature hot water. The high temperature tank will be fed with pre-heated

water from the 500 litre low temperature hot water tank and will raise the

water temperature from 60oC to 80oC. The high temperature tank will be

provided with a pump and controls to feed the high temperature water to the

Pig Scalder (see below).

• Supply and install a new solar water heating system. Two solar water heating

panels each approximately 1 m x 2m in size will be fitted to the south facing

roof of the slaughterhouse approximately above the services cupboard. The

solar panels will be of the Solar Twin type with the costed option for the

vacuum tube type. Either option will be fitted with a solar powered pump.

• The Pig Scalder is required to achieve and maintain 62 oC in use. The existing

pig scalder will be retained. This has a tank in its base with a heat transfer coil.

The Contractor will include to connect the scalder coil to the 80oC hot water

supply with appropriate pump, shut off and control valves and insulation.

• A pull out drop hose will be supplied and installed by the Contractor, located

in the Slaughter Room behind the safety ladder.

• The veterinary room will be supplied with low temperature hot and cold water

from the new slaughterhouse water systems but all of the existing fittings and

pipework will be retained unaltered in the veterinary room.

• All internal pipework is to be renewed within all areas of the Slaughterhouse

(but not the Veterinary Room). Wherever possible pipework is to be installed

prior to installation of the lining panels so it is not exposed in the rooms. Where

surface pipework is unavoidable it is to be contained in white rectangular PVC

conduit or trunking that will be sealed to the walls and with all joints sealed.

(Note: sealing to be done as described in section 2.5 above. SILICONE SEALANT

• All hot water pipework will be insulated with foam insulation, taped and

secured. Visible pipes will be insulated with white PVC faced insulation with

taped joints suitable for washing down.

• The new water distribution system will service all points in the facility as shown

in table 5(i) below and on the drawings. Both hot water systems should be of

the recirculating type to avoid legionella in accordance with HSG274 Part 2

Published 2014.

• Surface mounted fittings will be used where possible, sealed to the panel face.

In general fittings will be sealed to the walls using an approved sealant. (Note:

sealing to be done as described in section 2.5 above. SILICONE SEALANT MUST

NOT BE USED ON ANY ACCOUNT UNLESS SPECIFICALLY AGREED WITH THE
