and Resiliency Presentation will provide a timeline of
emergency events, o er a summary of damages that
occurred, present the 90-day recovery e ort, and
introduce the resiliency e orts and innovation being
implemented over the next ve to ten year period. The
Colorado oods of 2013, Hurricane Katrina and other
similar ood events bring lessons, innovation,
coordination, and process improvement that can be
implemented into a future that could bring the potential
for similar events.

Presented By: Todd Frisbie, PE, PTOE; FHUThe City of Colorado Springs selected Felsburg Holt &
Ullevig to conduct a Planning and Environmental
Linkages (PEL) Study for the Hancock and Academy
intersection. The purpose of the PEL is to develop a
multimodal transportation plan that addresses safety,
access, and congestion needs and that creates
opportunities for economic revitalization. The PEL
includes an underground transmission line feasibility
study to determine the potential for improving the
visual quality creating new access and development
opportunities within areas currently occupied by
utility rights-of-way.

of nding an enterprise asset management solution that
could complement, replace, or integrate with 21
existing applications as part of city-wide asset
management program. How does the City of 111,000
people evaluate the needs of 11 di erent departmental
service areas and e ectively engage over 60 stakeholders
to represent their perspectives for establishing the City’s
rst citywide asset management system? Come join the
conversation led by the City’s project leadership to
discover how the citywide needs assessment was
translated into to a competitive RFP to successfully
ignite the City’s asset management program.

A Panel Discussion Featuring: Dr. Andrew Earles, P.E.: D. WRE; Julia Traylor, EIT: Wright Water Engineers, Inc.; David Bennetts, P.E.: UDFCDClimate change is a topic that has been at the forefront
of federal and state research for more than a decade and
is a topic that is frequently covered by the media. With
the potential for climate change to a ect temperature,
rainfall, runo , and other hydrologic variables, it is
reasonable to ask how these changes may a ect the
urban drainage system. Increasingly, the Urban
Drainage and Flood Control District (UDFCD) has
received inquiries from its citizens and communities on
its plans to adapt to climate change and e ects of climate
change on ooding, drainage criteria and the overall
urban drainage system. To address these questions,
UDFCD and Wright Water Engineers, Inc. (WWE) have
reviewed climate change projections for Colorado and
the Front Range, to identify potential vulnerabilities of
the urban drainage system and to inventory and assess
UDFCD policies, criteria and programs that provide
resiliency for future climate and hydrologic variability.

day. But in many communities, the manner in which
this data is captured, consolidated and utilized has not
evolved with current technology. Understanding the
importance of using data to inform is pivotal to creating
further e ciencies across city government and doing
more with less. And as we move further into a digital
world, it becomes increasingly important that public
works is informed, educated and working toward
turning data into information through a digital
structure. We’ll explore the evolution of data and the
invaluable bene ts it can provide to city government.

sta , public works sta , land use planners, and regional
agencies together to fund and design transit centers.
These stakeholders bring perspectives that vary from
transit operations to economic development
opportunities and constructability. Together, they
have the ability to build and fund a more e ective
transit center. Many small and mid-size communities
are in need of new or upgraded transit centers to serve
end-of-line line recovery and turnaround of routes,
passenger transfers, passenger boarding and alighting,
and park and ride activity.

struggle in these areas how can we support
infrastructure that does? In order to build resilient
communities we need to rst establish our agency as a
Learning Organization. This presentation will provide
an understanding of the ve basic principles behind a
learning organization, identify characteristics that
support continual learning development in people and
within the organizational structure, and provides some
basic strategies to move an organization towards a
learning environment.
TECHNOLOGY: Best Practices for Street Overlay Contracts -
BLUE SPRUCE ROOMA Panel Discussion Featuring: Darren Moritz, City of Ft. Collins; Justin Vensel, City of Grand Junction; Todd Rullo, City of Thornton; Chris Hudson, Town of Parker; (Moderator) Mike Skinner, Colorado Asphalt Pavement AssociationThis panel of municipal program managers will provide
insight on those key elements that should (and should
not) be included in street improvement contracts. They
will explain the important provisions of street overlay
and CIP project contracts that minimize risk and ensure
competitive bidding. The panelists will share
experiences and comment on such topics as bid
schedules, tra c control requirements, hours of work
restrictions, material speci cations, community
noti cations, AC adjustment provisions, and payment.
An audience Q/A will be included within the session.

Realistic Budget for a PW Service Center - CONIFER ROOMPresented By: Mark Ellis, Maintenance Design GroupAPWA members will receive and learn how to use a
Facility Planning Checklist and a Facility Preliminary
Budget Calculator to assist them in developing a more
accurate preliminary facility budget, one that makes
the funding request process more reliable. Participants
will have the opportunity to learn about similar projects
and interact with a specialty facility design consultant
focused on the planning and design of public works
service centers. The session will feature recent facility
programming data and images of built projects as case
studies to illustrate various facility elements.
Members will come away with an understanding of
how to establish their facility needs and the ability to
e ectively develop a capital funding request for a public
works facility.

Most organizations want to tell the world WHAT they
do when in fact, they should focus their e orts more on
WHY they do what they do. By switching from WHAT
to WHY, an organization creates an emotional bond. An
emotional connection is a powerful way to link the heart
of your target audience with the soul of an organization.
This connection is the degree to which your target
audience cares about the organization beyond its
rational a ributes. If customers are emotionally
connected to your organization, they are willing to go
above and beyond to support your organization or
project.

Greenway Trail (Left Hand Creek to Dry Creek) - BLUE
SPRUCE ROOMPresented By: Tom Caprarella, City of Longmont and Lee Kunselman, AtkinsSigni cant damage to St. Vrain Greenway during the
September 2013 ood presented the City of Longmont
with challenges to redesign and reopen the trail system
in a cost-e ective and timely manner. However, along
with the challenge came the opportunity to provide the
community with a more resilient and sustainable design,
the bene ts of which would be realized for generations
to come. The City teamed with Atkins to redesign the
damaged Greenway and meet the time frames set for
reopening the trail system.
FINANCIAL: Vehicle Replacement Methodology - CONIFER
ROOMPresented By: Todd M. Richardson, City & County of DenverA sound vehicle and equipment replacement program is
important to government agencies and public entities of
all sizes. Reliable vehicles and equipment in good
working order are essential to the organization to
maintain streets, keep utilities in proper working order,
ensure public safety o cers are on the streets and to
perform countless day to day services that the citizens
rely on. In my presentation, I will discuss how timely
and scheduled replacement of eet vehicles is critical to
an organization’s ability to provide the best and most
economical services to its Citizens. I will cover the basics
of vehicle replacement and discuss vehicle replacement
strategy that is recommended by the APWA and discuss
several di erent replacement models that I have
developed through my 25 years eet experience.

with the natural environment, it now requires a whole
new way to consider how we design and build our
communities. The need for enhanced resiliency of
buildings and infrastructure is becoming increasingly

important nationally and is a key component to
economic, societal and environmental viability. This
session will consider the impacts of disaster events to
our communities, the bene ts of hazard mitigation
through resilience planning and why sustainability
must now consider the e ects of extreme weather.
TECHNOLOGY: Pavement Life Cycle Considerations - BLUE
SPRUCE ROOMPresented By: Mehdi Akbarian, Concrete Sustainability Hub @ MITOur research team is developing tools and data for
decision-makers to evaluate pavement designs and
make choices that are both cost-e ective and
environmentally responsible considering the full
pavement life. We will present outcomes of our research
on incorporating life cycle cost analysis (LCCA) and life
cycle assessment (LCA) into pavement design,
maintenance, and asset management decisions. We have
developed a comprehensive methodology outlining the
best-practice concepts for any pavement LCA or LCCA,
including accounting for uncertainty in the data used
in the analyses. When properly designed, the inputs to
both LCA and LCCA models can be taken directly from
Pavement-ME—the current standard of pavement design
software.
FINANCIAL: RTD Update on the FasTracks Program -
CONIFER ROOMThe 2,340 square mile Regional Transportation District
serves all or part of eight counties, including Boulder,
Broom eld, Denver, Je erson, Adams, Arapahoe,
Douglas, Weld. There are a lot of exciting things going
on at RTD with several new rail lines planning to open
for service in 2016. Please join us as RTD provides a
comprehensive update on the current FasTrack Program
across the entire Denver metropolitan area including the
Eagle P3 Project (A Line and G Line), the North Metro
Rail Line (N Line) and the I-225 Rail Line (R Line).

Envision®, has been created to evaluate, grade and
give recognition to infrastructure projects that provide
progress and contributions for a sustainable future. Its
purpose is to foster a necessary and dramatic
improvement in the performance and resiliency of
physical infrastructure across the full economic, social,
and environmental dimensions of sustainability. The
“no charge” tools, available online, guide project owners
through the process of determining and measuring a
projects ability to adapt to and/or recover from a major
disruption. This presentation will focus on the tools and
speci c references to resiliency that can be immediately
utilized in current projects, or the design and planning of
future projects. A endees will learn about the
Envision rating system, the tools, and how to use the
tools to promote resiliency in infrastructure projects.

of a community’s budget goes towards maintaining and
building roadways, and it’s important to know how

will walk you through the basics of pavement
management and various systems to help you decide
on the best option for your community. We have
experience ranging from small scale simple plans to
large, complex plans and will present several examples
as part of the workshop.
