The tide seemingly began to turn,as problems like acid rain and local pollution were reduced.One international problem, stratospheric ozone depletion,was solved.Tremendous gains have been made. But it’s notenough. Popular solutions like those listed help some butare not enough to cure the patient, because they put the cartbefore the horse.
