Home builders and owner-builders can now receive $2,000 or more in incentives from BC Hydro and Fortis for building an energy efficient home. The current incentives are available for homes with building permits issued from Sept 15, 2011 to Dec. 31, 2013. Since the current energy incentives began in 2010, Elemental Energy Advisors have helped builders obtain more than $100,000 in incentives for building energy efficient homes. Plans are being finalized now and are expected to be submitted for a development permit within the next four to six weeks. A new bylaw has been written to incorporate the new DCC's and they are expected to be presented to the CVRD Board for approval on Mar. 26, 2013. In this week’s issue, we have new information on a multi-family project in Crown Isle. Monterra Developments has submitted a development permit application for an 18-unit residential project. Seven duplex homes and four single residential homes will be built on the corner of Crown Isle Drive and Malahat Drive. All units will have approximately 1400-1500 square feet of living area on the main floor with approximately 500-600 square feet on the upper floor. Site preparation is expected to be underway once the approvals are in place. Construction is expected to begin within the next few months. The tender closing date for the Comox Valley Sports Centre Renovation and Addition has been adjusted for both sub-trades and general contractors until early April. An application to rezone a property located at the corner of Comox Logging Road, Cumberland Road and Arden Road received third reading from the City of Courtenay in December. The proposals also include parkland dedications along Piercy Creek and the creation of public trails in the area. The Comox Valley Regional District will contribute $190,000 to ensure an artificial turf soccer pitch can be built at the Vanier Secondary School site in Courtenay. Courtenay councillors agreed last month to contribute $860,000 to the project. The Comox Valley Soccer Club has raised around $400,000 through its own efforts towards the expected $1.44 million cost of the pitch which, when built, will allow soccer to be played year-round. The award for the tender for the civil, electrical and construction work for the initial stages of the new $28 million electricity substation just north of Buckley Bay has not yet been awarded. An announcement is expected to be made in the next few weeks. The project is intended to ensure areas south of Courtenay have enough power for the next 30 years. The substation is on a site high above Brean Road and will provide electricity for new development projects. The selected 10-acre site, chosen from 13 potential locations, is right alongside the main Island power transmission power lines, close to the Inland Island Highway but not within sight of it and away from any residential homes. Uplands Excavating was awarded the contract to construct an access road from the Inland Island Highway and grade the construction site. The location is about three kilometres north of Union Bay. Four companies have submitted pricing for the project, which range from $3.9 million to $4.3 million. First Report: April 6, 2011     Last Report: January 16, 2013

Comox Valley Regional District, which owns the curling rink, had intended to allocate $216,000 in this year's budget to commence upgrades at the facility. Some structural improvements have been carried out in recent years, but if the building is to have a significantly longer life, substantial work will be needed. Last year a detailed feasibility study was completed by RDH Building Engineer Ltd. to investigate the need for upgrades - potentially including the replacement of the entire floor slab, which could be in danger of cracking. That study suggested essential improvements to keep the rink operational would cost around $500,000. Completely renovating the existing structure and improving both the sporting and social amenities on site could incur expense of perhaps $3.6 million and a completely new curling facility would cost more than $7 million. The plans to start a program of improvements to extend the life of Comox Valley curling rink have been put on hold. First Report: February 22, 2012     Last Report: October 17, 2012

The Comox Valley Regional District has endorsed its 50 per cent share of the cost of replacing the all-weather running track on the Vanier Secondary School site. The Vanier running track replacement, a joint responsibility of the Comox Valley Regional District and School District 71, is now expected to cost close on $1 million, including extensive improvements to drainage work on the site. The running track has been damaged by heavy wear and tear over the years, and which is affected by localized subsidence. Estimates for the work sought last year came in much higher than anticipated, so the project was put on hold. It is intended the track will be replaced during the summer months of this year, with School District 71 expected to seek tender bids from qualified contractors within the next month or two. The City of Campbell River has issued a tender to seek qualified landscape architects to complete preliminary and detailed designs, with supporting tender documents, for playscape and court upgrades to Centennial Park. The project will include the replacement of the aging play structure with a natural playscape that uses the natural contours of the park and incorporates natural elements such as boulders, logs, water and a variety of plants to create a natural play environment. The proposed $23.5-million facility will be constructed on the grounds of Powell River General Hospital. It will have six houses, each containing 17 single-occupant rooms for a total of 102 rooms on two floors. Each room will be 233 square feet and will have its own bathroom with shower and a gantry-style lifting system. The architects from Stantec Inc. have tried to accentuate each house with its own theme. The ground floor will have an adult day program with common space for gatherings. A tunnel will link the facility to the hospital. The exterior of the facility will be built with a non-combustible cement wood material which resembles wood siding. The entry way at the front will be built with large locally-sourced cedar timbers. Powell River Regional Hospital District (PRRHD) is financing the project and will own the facility. Vancouver Coastal Health (VCH) will lease and operate it. The project is currently open for bidding until the end of Mar. 2013 and 14 contractors have been prescreened and approved to bid on the project. community was constructed in 1965 and was hit by a damaging debris flow in 1973 and again in 1975. In response to these disasters, the Province funded the construction of the Port Alice Deflection Dike ("the Dike") in 1976. The Provincial Department of Environment commissioned a geotechnical firm to undertake the necessary study and design work and a model of the structure was constructed and tested. The Dike has functioned well since that time and none of the properties located within the protected area have been impacted by debris flows or slide activity since its installation. The Village of Port Alice now requires an Assessment of the Dike to determine if it is functioning in accordance with its original design and to provide the Village with advice related to any necessary repairs and/or adjustments required. Further, the Village is in need of a comprehensive Maintenance Manual to provide staff with direction for on-going maintenance. The third component of this review will be the development of an Emergency Monitoring and Response Plan related to geotechnical events and/or debris flows.
