The Association of Southeast Asian Nations (ASEAN) Connectivity through Trade and Investment is a five-year project of the United States Agency for International Development and the Department of State to increase U.S. economic engagement and cooperation with ASEAN countries. Asia is an increasingly inter-connected region and with the launch of the ASEAN Economic Community (AEC) in 2015, the U.S. government has aligned its development assistance priorities in support of regional integration.

Trade between the United States and ASEAN is estimated at $200 billion. The project encourages ASEAN to adopt free, transparent, sustainable and inclusive trade practices as it moves toward economic integration. This includes technical support for customs integration, trade and investment facilitation, small and medium-sized enterprises, clean and efficient energy, and information and communication technologies. These areas are also priorities under key U.S. strategic agreements and policies such as the ASEAN-U.S. Trade and Investment Framework Arrangement, Enhanced Economic Engagement Initiative and Enhanced Partnership Plan of Action.

ASEAN SINGLE WINDOW DEVELOPMENT FOR CARGO CLEARANCEThe project is helping to create an ASEAN Single Window that can connect and integrate national windows of the 10 ASEAN member states. This will enable streamlined electronic data submission for cargo clearance and lower the cost of doing business across the region. The ASEAN Single Window will also increase transparency in customs systems and improve customs compliance. For U.S. and other businesses, the system will reduce clearance times and costs, and help ensure that trade regulations are administered equitably for all businesses.

TRADE AND INVESTMENTThe project facilitates trade and investment, including harmonizing business standards in priority integration sectors in collaboration with the private sector. These measures help businesses by creating a more level playing field and boosts consumer confidence in the quality of goods they receive according to common definitions of inputs and final products.

SMALL AND MEDIUM ENTERPRISESThe project trains entrepreneurs, especially women in Cambodia, Laos, Myanmar and Vietnam, to help bridge the gap between developing and developed countries and to promote greater participation in emerging economic opportunities stemming from the AEC.

ENERGYIn partnership with the U.S. Department of Energy, technical assistance to ASEAN member states supports their work of advancing renewable and sustainable energy solutions that help meet the region’s energy challenges.

INFORMATION AND COMMUNICATIONS TECHNOLOGYThe project supports the development and application of regulatory and technology solutions to rural broadband access in line with the objectives of ASEAN’s Information and Communications Technology Master Plan.

Earlier this year, the USAID ASEAN Connectivity through Trade and Investment (US-ACTI) project and the ASEAN Business Club (ABC) launched a public-private partnership to identify actionable solutions to the problem of small and medium-sized enterprises (SMEs) access to finance at a regional level. In collaboration with the ASEAN SME Working Group, US-ACTI and ABC agreed to launch a grant competition for policy studies on key aspects of the SME access to finance puzzle.

While SMEs account for 50 to 85 percent of employment in ASEAN countries, so large a presence that they are often called the backbone of ASEAN’s economy, SMEs often have limited access to finance, particularly lending from banks. In fact, SMEs often list access to finance as one of their most serious obstacles to expansion and growth. On the other hand, banks in the region have stated that they are interested in making loans to SMEs but that they find it difficult to significantly expand their lending while meeting their own lending criteria or the rules of the banking regulators. ASEAN has expressed a desire to support SME development and, in particular, to facilitate greater SME access to finance.

The grant competition program will allow researchers to pursue studies designed to lead either to concrete proposals for action at the ASEAN level to address access to finance issues, including those relating to financial literacy, or to implementable pilot programs by financial institutions in the region. Researchers, applicants, and organizations from all ASEAN Member States are encouraged to participate. To be funded, a proposed research program must last no more than one year, include specific milestones in the research process, and be relevant to ameliorating constraints.

Successful grant applications will offer alternatives for the financing of SMEs and preferably the grantee will work in partnership with a financial institution or business association that is expected to lead to proposed financing alternatives for SMEs. Through the grant process, US-ACTI and ABC intend to award grants that could lead to pilot projects that, if successful, could be replicated in other locations within ASEAN.

Tan Sri Dr Munir Majid obtained a B.Sc (Econ) from the London School of Economics and Political Science (LSE) in 1971 where he also obtained his Ph.D in International Relations in 1978. He taught at the Department of international Relations in LSE from 1972-1975. He was research analyst for Daiwa Europe NV in London from 1975-1978.

Dr Munir joined the New Straits Times (NST) at the end of 1978 as leader writer and progressed to become Group Editor. During his time at the NST, he published numerous articles on national and international politics, and economics. (He continues to write, now as a columnist for the Star, Malaysia’s leading English language newspaper). He left NST in 1986 to become CEO of a small merchant bank, Pertanian Baring Sanwa (PBS), whose name he changed to Commerce International Merchant Bankers (CIMB) which was then transformed into one of Malaysia’s leading merchant banks. He was invited by the Government of Malaysia to establish and become the first and founding Executive Chairman of the Securities Commission in 1993, where he served for two terms until 1999.

As the founding executive chairman he was instrumental in shaping the legal and regulatory framework of the capital market, as well as introducing the country’s first code of corporate governance. During this time he was chairman of the emerging markets committee of the international organization of securities commissions (IOSCO). In 1997, he received the Cranfield Management Excellence award.

After leaving the Securities Commission, he served as Senior Independent Non-Executive Director of Telekom Malaysia Berhad for 4 years until June 2004, and was Chairman of its mobile subsidiary Celcom (M) Berhad from 2002-2004. In June 2004, Dr. Munir joined the Malaysia Airlines Board of Directors and in August that year was appointed its Non-Executive Chairman till July 2011.

He became Chairman of Bank Muamalat Malaysia Berhad, an Islamic financial institution, in 2008. In February 2014 Dr. Munir was appointed chairman of CIMB Asean Research Institute and also joined the board of the Institute of Strategic and International Studies (ISIS) Malaysia. He is chairman of the Asean Business Advisory Council - Malaysia Chapter and is on the Financial Services Talent Council of Bank Negara Malaysia.

Dr. Munir was the founder President of the Kuala Lumpur Business Club (2003-2008). In May 2004, he was appointed a member of the Court of Fellows of the Malaysian Institute of Management.

In December 2005, he was made an Honorary Fellow of the LSE and in 2008 he was appointed Visiting Senior Fellow at LSE IDEAS (Centre for International Affairs, Diplomacy and Strategy) where he started the Southeast Asia International Affairs Programme and headed it until 2012. He has written for IDEAS publications and published in International Politics, a British academic journal. A collection of his articles was published in a book, 9/11 and the Attack on Muslims. He is a member of the International Institute of Strategic Studies.

Dr. Munir received his early education at St Mark’s Primary School in Butterworth and the Bukit Mertajam High School in the state of Penang. He received his upper secondary education at the Royal Military College in Sungei Besi near Kuala Lumpur where he was awarded the Commandant’s Prize for being the best all-round student in 1967. He left for London the next year.

Stephanie Wilcock serves as the Deputy Office Director of the General Development Office (GDO) in the Regional Development Mission for Asia (RDMA) in Bangkok, Thailand. Before coming to RDMA, Ms. Wilcock served as the Deputy Director of the USAID Economic Development and Energy Office for four years in Amman, Jordan. She spent five years in Kenya as the Regional Trade Advisor in USAID’s East Africa Mission and also served five years serving the Asia Near East region as a Regional Urban Advisor in the USAID Office of Urban Programs. Before coming to USAID, Ms. Wilcock worked in the Controller’s Division of the Bank of California and in Private Banking at the Bank of America in San Francisco, California.

Ms. Wilcock received her Master’s Degrees in Economics, Public Administration and Anthropology from the Maxwell School of Citizenship and Public Affairs at Syracuse University. She speaks Hindi and French at an intermediate level.

Dr. Sothea Oum is a Senior Lecturer at Ngee Ann - Adelaide Education Centre and Asian Growth Research Centre, based in Singapore. Prior to that he worked for 6 years at the Economic Research Institute for ASEAN and East Asia (ERIA) in Jakarta, Indonesia as an Economist and Associate Researcher. He completed his Ph.D. in Economics from Monash University, Australia, M.A in Economics from Kobe University, Japan, and B.A from National Economics University, Hanoi, Viet Nam. Besides computable general equilibrium (CGE) modeling, his research interests are on ASEAN and East Asian integration, Small and Medium Enterprises (SMEs), Social Protection, Disaster Management, Income Distribution, and Poverty. His research works have been published by ERIA. His co-edited book on disaster risks was published by Springer and co-author a book on SMEs published by Routledge.

Fi is Managing Director and Head of Commercial Banking Solutions, CIMB Malaysia.

He oversees the mid-corporate segment of CIMB Malaysia. He is responsible for sales, advisory and product & services in both conventional and Islamic banking. Fi is also Head of Commercial Deposits, a newly set up department, focusing on increasing deposits for Commercial Banking.

Since joining CIMB in 2011, Fi was instrumental in the successful creation of the Mid-Corporate segment for CIMB Malaysia and under his stewardship, impressive strides have been made in the Mid-Corporate segment. Following this success, Fi is now entrusted with the setting up of a new deposit team to cater to the whole spectrum of Commercial Banking customers.

Fi has over 20 years of experience as an investment banker with expertise in Debt Capital Markets, Corporate Finance, Syndication, Project Finance, Corporate Banking and Recovery.

Virasak Sutanthavibul is a Senior Executive Vice President of Bangkok Bank. He has provided the vision, drive and leadership to increase the bank’s portfolio of small to medium-sized enterprises. After joining the bank in 1998, he was appointed as the Director for Metropolitan Commercial Banking in 2001, and has worked closely with many of Thailand’s leading SMEs in support of their regional expansion plans. One of his major initiatives has been to lead Bangkok Bank’s Bualuang SMART Family Enterprise project which works to build successful and sustainable family enterprises in Thailand. Mr. Virasak is also a director of companies that include Bangkok Insurance and Toyota Leasing. Mr. James Hambric is a Principal Associate with Nathan Associates, Banking Advisor with U.S. Department of the Treasury’s International Affairs - Office of Technical Assistance as well as a consultant to the IMF and Asian Development Bank. In addition, Mr. Hambric serves on the Board of Directors for the Kosovo Deposit Insurance Fund. He has varied experience in Financial Sector including establishment and strengthening of government regulators/supervisors focused on Central Banking, Deposit Insurance, Privatization, Management/Resolution/Restructuring of Banks and Businesses, Capital Markets, Insurance, Public and Private Pension Systems and Training Institutes designed to support the financial sector. Mr. Hambric has also worked on development of National Financial Literacy programs, access to finance and SME lending program. Over the last 18 years, his work has been dedicated to international assignments. He began his international work while at FDIC supporting US Treasury efforts in Bulgaria. Pitchaya Sirivunnabood Emnett is a Policy Manager at the European Association for Business and Commerce (EABC). Her expertise is international economics and finance, specializing in regional economic integration and financial cooperation as well as bilateral and multilateral free trade agreements, development of financial markets, and international/transnational investment. At her current job, she is responsible of policy advocacy related Thailand and European economic relations.

She started her career path as a Senior Researcher in international economics and financial markets at the Thai government’s economic think-tank, the Fiscal Policy Research Institute (FPRI) as well as an Economic and Policy Consultant to the UNDP’s Asia Pacific Regional Center and to private sector in Bangkok, Thailand. Before leaving Thailand to work in the regional economic integration context, she worked for the Australia’s Department of Foreign Affairs and Trade (DFAT) as a Senior Research Officer in trade, investment, and economics at the Australian Embassy in Bangkok. Her major responsibility covered policy consulting, analysis, and economic reports on bilateral, regional, and multilateral trade and investment under the agreement between ASEAN, Australia and New Zealand on the top of the Thailand - Australia Free Trade Agreement (TAFTA). Previously joined the EABC, she was an Assistant Director/Senior Economist at the ASEAN Integration Monitoring Office (AIMO), ASEAN Secretariat in Jakarta, Indonesia, in charge of monitoring process on progress of the ASEAN Economic Community (AEC) towards 2015, including other relating regional economic surveillance mechanisms.

Mr. Tulus T.H. Tambunan is a Director in the Faculty of Economics, Trisakti University in Jakarta (Indonesia). Currently he is also the Director and the main researcher of the Center for Industry, Small and Medium Enterprises, and Business Competition Studies in the same university, which has just launched a new International Journal of SME and Business Sustainability. He holds a PhD in Economics from the Erasmus University in Rotterdam, the Netherlands. Since 1995 he has been the Country Researcher representing Indonesia for the World Economic Forum (WEF) in Geneva, which publishes, annually, The Global Competitiveness Report. Hing Vutha is Cambodian and holds a Master’s degree in International Economics from Waseda University, Japan, and a Master’s degree in International Trade Law and Policy from the University of Barcelona, Spain. He is currently working for Cambodia Development Resource Institute (CDRI) as Research Fellow and Head of Economics unit. He has 10 (ten) years experience in research on a number of development themes especially on international trade, labor markets and migration.

In recent years, he has led several ASEAN regional integration, labor market survey and SME survey. He also engaged in various migration studies including Causes and Consequences of Irregular Migration in Cambodia; Impacts of Migration on Well-being of Children Left Behind; the Impact of Migration on Poverty, Inequality and Productivity; and Policy Priorities for better managing migration in Cambodia; and interrelations between public policies and migration in Cambodia.

With more than 25 years of experience as an economist and a lawyer, Dr. Buehrer has advised governments on economic and trade policy reform in Southeast Asia, Eastern Europe, Africa, Micronesia, and the Middle East. His record for directing complex policy reform initiatives has earned him an outstanding reputation as a trusted adviser, capable manager, and intellectual leader among USAID and governments worldwide.

Currently, Dr. Buehrer is Chief of Party for the US-ASEAN Connectivity through Trade and Investment (US-ACTI) Project, a five-year project funded by the U.S. government to accelerate implementation of the ASEAN Economic Community (AEC) in the areas of customs integration, trade and investment facilitation, small and medium-sized enterprises, clean and efficient energy, information and communication technologies. US-ACTI is also assisting the Government of Myanmar in implementing its framework for economic and social reform and is supporting U.S. economic cooperation with ASEAN and the ASEAN-U.S. Partnership Program.

Before leading US-ACTI, Dr. Buehrer was the Chief of Party for the Supporting Economic Analysis Development in Indonesia (SEADI) Project, which worked with the Government of Indonesia, university research centers, and think tanks to analyze and implement policies that promote employment and reduce poverty. Dr. Buehrer and his team worked with the Ministries of Trade and Planning (Bappenas), the capital and financial markets regulatory agency (Bapepam-LK), and the National Team to Accelerate Poverty Reduction on trade policy, food security, poverty, employment, pensions, and insurance, among other areas.

Dr. Buehrer has authored papers on subjects ranging from trade policy and investment to exchange rate policies. These include “A Computable General Equilibrium Model of Nepal,” with Filippo di Mauro, and “Cutting Red Tape: Lessons from a Case-based Approach to Improving the Investment Climate in Mozambique,” with Louis Wells. He has a Ph.D. in Public Policy from Harvard University and a J.D. from Harvard Law school.
