I n 2010, the Board of Directors authorized a campaign to double SMSA’s endowment within three years. I am pleased to let all of you know, that with the outstanding generosity of our Seabees, friends and corporations, we have accomplished our goal in 2013. We end the year on a high note and are thrilled to declare success, having achieved more than enough pledges to accomplish our goal of doubling our corpus. In this three year campaign, we have secured over $3.5M in pledges. The best news of all, is that making our goal has allowed us to better serve our Seabee families by continuously raising the bar and increasing the value of our nancial assistance to our Seabee Scholars. In the last three years, we have increased each scholar- ship award from $8,600 per student to an outstanding $11,200 per SMSA scholar for their four year degree. Additionally, we have been able to establish the “Special Scholarships” as a new category. This category includes our CCM Roy E. Schaeffer, 136th NCB Memorial Scholarship which awards $5,000 for the rst year, and adds the Captain and Mrs. E. Brian Smith Special Scholarship and the AECOM Special Scholarship which both award $4,000 per year for all four years. Seven new named scholarships were also endowed during the campaign, bringing the total number to 117. Major gifts donated by corporations like AECOM, Clark Construction, Parsons, Tetra-Tech, Rosendin Electric, dck Worldwide, Balfour-Beatty, ADS, Hitt Construction and others were instrumental in vaulting the campaign to an outstanding start. Thousands of individuals donated to the campaign to help us reach the goal. Gifts ranged from very large estate gifts from RADM Don Iselin, RADM George Reider, CAPT George Distelhurst , CDR Russ Mazzeo and Don and Martha Rogers, to individual contributions ranging from $5 to $50,000. All of the gifts were critical to achieving our goal and added up to an outstanding total! A special thanks also goes out to the Campaign Steering Committee who met weekly by phone during the entire campaign to keep us moving and help open doors to individuals and corporations. Happy New Year to everyone in our community – from Seabees to Donors. We have a lot to be happy about as we begin 2014. I’ll cover the highlights for the Association here.

IT IS TIME TO CELEBRATE!! BIG TIME - The goal of the 2010-13 Fund Raising Campaign has been reached! We’ve (all of you and our SMSA staff) met our goal, and raised just over $3.5 million in new pledges. You’ve come through with over $3 million of that amount in actual donations. And there is a steady stream of donations coming in to pay up on the outstanding pledges. A hearty THANK YOU to all who pledged and donated – many of you are recognized elsewhere in this newsletter. Readers can send their own thanks to the people they know. Seabees are a great family – and we help each other. This is a great manifestation of that support. And a special THANK YOU to all the folks who worked to get those donations, led by our Executive Director, Joe Leahy, and our Development Officer, Dan Miller. They have worked tirelessly to ensure we reached this goal.

Our corpus now exceeds $5 million! This is a major milestone for SMSA. It gives us a firm financial base. But mainly it gives us more proceeds to fund scholarships! The SMSA Board of Directors approved the recommendation to raise the scholarship award amount to $3,000 and increase the number of scholarships awarded to 72. These scholarships are for the children and grandchildren of Seabees and CEC Officers. Now is a great time to go to www.seabee.org, get an application and get it postmarked by 15 Apr 2014. The selection board will meet in May. So, be sure to have a round of high-fives as you celebrate the beginning of 2014 – SMSA is definitely picking up steam and headed in the right direction. It is a happy start to the year.

Three new scholarships have been endowed bringing our total to 120. These scholarships were endowed by individuals and organizations; and they will endure in perpetuity. Each one provides a lasting tribute according to the desires of the Donor. Each one helps ensure college educations for children and grandchildren of Seabees. THANKS to the Donors who stepped up to the plate during our Fund Raising Campaign and made major donations through Named Scholarships – some through donations, some through their Estates.

We’re also happy to report that our processes are working and new initiatives are in the works:

1. We are working on several new fund raising initiatives to keep our corpus growing.

2. The Board of Directors approved Phase 2 of our continuing campaign, which is focused on “Increasing our support of Seabee families by raising the value and increasing the number of scholarships.” The goal is to raise $3 million in pledges and donations by the end of 2015.

3. A study group is looking into the feasibility of merging the SMSA and SHF into one Seabee fund raising organization – more on that in the next newsletter.

So all-in-all, it was a great 2013 – take time to celebrate our success together. We have a lot of momentum as we move into 2014.

Sadie McMurrin’s freshman year at the State University of New York’s Purchase College got a little easier when she received a brand new laptop from Burke Consortium, Inc. For the fourth year, Burke Consortium donated a laptop to one freshman SMSA scholarship recipient as a way to say thank you to all military families and to make a difference in the life of one student.

According to Sadie, “My computer is great! I passed all of my classes this semester and am signed up for spring already.” Sadie is the daughter of BU3 Sterling McMurrin. BU3 McMurrin served in NMCB 9. Sadie was a member of the National Honor Society and active in music and theatre at Hendrick Hudson High School.  She is currently studying psychology and music in college.

Sadie was chosen to receive the laptop during the SMSA scholarship board in May 2013. The committee went through the hundreds of scholarship applicants to find just the right recipient.

Burke Consortium, Inc. is a woman-owned small business headquartered in Alexandria, Va. that provides information technology solutions for clients across the federal government and the Department of Defense.  Burke Consortium first became a sponsor of this scholarship in 2009, when it gave a new computer to the winner selected by the SMSA Scholarship Com-mittee. That first recipient still maintains contact with SMSA and entered medical school in the fall of 2013.

“We are pleased to have presented Ms. McMurrin with a laptop customized to her needs and course of study this past fall.” According to Janey Nodeen, the president, who purchased the company in 1997, “It is truly our company’s pleasure to support the next generation by providing a tool to enhance their academic success.” Burke Consortium focuses on cybersecurity, software solutions, and IT services, and is both a FedRAMP accredited 3PAO and Fully Qualified Navy Validator.

“We were on the 18th green, the four of us, all beginners in this game of golf; we were unbelievably 12 under for a scramble best ball (we had used all our “mulligans”). We were having fun! The best of us managed to get to the green in two on a par four, and we had a 30 ft putt to get our birdie. We had two feet of string left, so our goal was to get the putt close, use the string, and we may just win a prize. It was truly a moving moment.

The first of us putted, and missed by 4 feet. The alignment was now clear. The second, in our illustrious group, putted a little closer, but still not string worthy. The third of us scuffed the ball, and it rolled off the green. We all laughed. Finally, the last putter crouched down, looked at the align-ment, practiced a couple of swings and took a deep breath, and with his eyes closed, putted the ball within 6 inches. A string worthy putt, a birdie, and all joined in with high fives.”- Dick Miller, Arnie Kirsh and Larry Smith

This was typical of the Northeast Seabee golf tournament, a benefit event for the SMSA scholarship program and for the children of the fallen Seabees in our recent conflicts. To date, the Northeast Seabee golf event has raised over $150,000 and is one of the most profitable types of golf outings for fund raising. In the last two years, the event raised $25,000 in 2012 and $22,000 in 2013.

The thought of having fun and raising funds for the Seabee Memorial Scholar-ship Association program began with the 7th NCR in 1995 under the then Commodore, CAPT Arnie Kirsch. CDR Larry Smith was given the task to or-

ganize the event. With help from some volunteers, the first event was held at Boulder Hills Golf Club in R.I. It was the first event where retirees and active Seabees participated. After two events at this course, the event moved to Rich-mond Country Club, which was used until 2009. Each event was highlighted by purchased “mulligans,” a sleeve of golf balls, a five-foot string to equalize the golfers’ efforts, lunch and dinner with prizes and finally the Song of the Seabees. As decommissioning affected the battalions in the 7th Regiment, the event has been held the last four years at the Ledges Golf Course in Massa-chusetts to accommodate a centralized (and profitable) area for those traveling from New York and Connecticut.

The effort to keep the tournament go-ing was due to a few key people. CAPT Larry Smith continued to spearhead the effort. He negotiated the golf course, food, and prizes. His assistant was EQCM Hank Barstow who supported the details of reception and prize dis-tribution. CAPT Arnie Kirsch, CAPT Joe Albanese, CAPT Dick Michel, and CAPT Dick Miller solicited donations and encouraged participation in the

event. There were others who donated cigars, drinks and photos to ensure the event was fun and profitable. Most noteworthy is how the event not only raised money for the scholarship pro-gram, but also reconnected many of the participants to their Seabee history and friendship.

In the words of Larry Smith, “The deci-sion to support SMSA was obvious.  We wanted to contribute to an organi-zation that supports our own Seabee family.  To date, the tournaments have been most successful in accomplishing this goal. It’s a worthwhile challenge for the younger Seabees to take the example of the efforts that have been cultivated by our senior retirees and continue with the fun, friendship and the scholarship contributions.”

According to CAPT Kirsh, “Larry has just been tireless in his stewardship of this tournament. He personally negoti-ates with the golf course, coordinates all of the volunteers, the hole-in-one insurance etc.  It is probably best said that the tournament that was started by an active reserve community has now become a real “friends of the Seabees” event that would not happen without Larry at the helm.”

Last year, the SMSA announced the Battalion Challenge, an effort to raise money to fund scholarships in the name of active, reserve and decommissioned Seabee Battalions. Since 1972, eleven battalions or groups endowed a scholarship associated with a battalion in some way. Most were endowed at a level that is lower than currently required to fund a scholarship. The Battalion Challenge is an effort to increase those existing endowments and create new ones. It takes $50,000 to fully fund a scholarship at today’s scholarship level of $3,000.

Several battalions were actively fundraising in 2013 to increase their endowments. Several gifts have come in from the Seabee Veterans of America (SVA) 24th Battalion at Large and its members. The NMCB 22 Reunion Group has been working for three years to increase the level of the RADM Roy L. Dunlap Scholarship. This past year, several gifts came in from the reunion group and from individuals. The NMCB 14 Alumni Association also made another donation last year to add to their endowment.

Three of the battalions that decommissioned in the past year also made donations. NMCB 24 donated the remainder of their Ward Room and Chiefs’ Mess fund. NMCB 21 donated the remainder of their Ward Room fund to the SMSA to be added to their scholarship fund and the NMCB 15 First Class Petty Officers Association and MWR funds were closed out and donated to the SMSA for their named scholarships.

SMSA is currently seeking volunteer leaders in each of these battalions to organize and support fundraising. Other battalions, current or decommissioned are welcomed to join the challenge and endow a scholarship as well. There are many ways to raise the funds necessary to reach the current level of $50,000. In addition to special events held by battalion reunions, the SMSA can provide mailing lists for a letter writing campaign. Seabees and CEC Officers can also make gifts to a battalion scholarship through planned giving.

SMSA Launches New Website

The Seabee Memorial Scholarship Association launched a completely redesigned website in November 2013. The new website provides increased functionality and is much easier for the SMSA staff to administer.

There are many new features, including pages that list all named scholarships and a page that showcases the Seabee Memorial with photos. The home page now has a live news feed from Facebook and lists upcoming important dates for the SMSA.

Friends of the SMSA can make a donation online and find other ways to get involved on the “You Can Help” page. Prospective scholarship recipients can download the scholarship application and see photos of current scholars on the “Apply For A Scholarship” page.

WHERE ARE THEY NOW?Past Scholarship Recipient Spotlight:

Marguerite A. Toscano, PhD, Quaternary Marine Geoscientist

Marguerite A. Toscano, PhD has been a very busy woman since she first received a Seabee Memorial Scholarship Association (SMSA) scholarship in 1978. With financial assistance provided through the Helen M. Benline Scholarship from 1978-1982, Marguerite graduated with a Bachelor of Science in Geology with honors from Southampton College of Long Island University, Southampton, N.Y. In 1986, she received a Master of Science degree in Coastal & Quaternary Geology from the University of Delaware, Newark, Del. After working as a quaternary geologist at the Maryland Geological Survey for two years, she became a research assistant at the University of South Florida, Tampa, Fla., where she received her PhD in Oceanography in 1996. On the 25th anniversary of the SMSA in 1996, Dr. Toscano was honored as the first Distinguished Scholar Award recipient. As a National Research Council (NRC) post-doctoral Research Associate at the National Oceanic and Atmospheric Administration (NOAA) from 1999-2001, Dr. Toscano studied thermal forcing of coral bleaching events in a collaborative effort with the Australian Institute of Marine Science (AIMS). As a two-term Executive Officer, then Editor of the Association for Women Geoscientists (AWG), Dr. Toscano published a bi-monthly newsletter (GAEA) and monitored special publications while also serving as AWG’s program manager for the Geoscientists in Parks program, in cooperation with the National Park Service, from 1999-2011. Other professional society memberships currently include the American Geophysical Union (AGU), the American Quaternary Association (AMQUA), and the International Society for Reef Studies (ISRS). Since 2000, she has been a researcher in the Department of Paleobiology at the Smithsonian Institution’s National Museum of Natural History (NMNH) in Washington, D.C., focusing on mangrove and coral reef geology, paleoenvironmental and paleo sea level reconstructions,

with funding from the National Science Foundation. With recent funding from the Smithsonian Grand Challenges Consortium for Understanding and Sustaining a Biodiverse Plant, she is working to improve Smithsonian’s sea level monitoring programs at its field stations in Maryland, Florida, Belize and Panama, and studying sustainability of sensitive coastal environments with climate change in the Caribbean. She was recently appointed Associate Editor of the Atoll Research Bulletin. Throughout her career, Dr. Toscano has been invited to speak at symposia and seminars in both the United States and internationally. For over thirty years, she has written articles in various publications including Coral Reefs, Quaternary Science Reviews and Atoll Research Bulletin.

In addition to her demanding career, Dr. Toscano frequently participates in public outreach efforts at NMNH talking to the visiting public about ocean currents, sea level change, coral specimens and extreme events in the barrier reef system of Central America. Her interests include classical singing, travel and literature. She has been married for 28 years to Dr. Richard P. Stumpf, a senior scientist at NOAA, and has a 16 year old daughter.

Announcing the

2014Scholarship Cycle

By the time spring emerges, the next SMSA selection board will be right around the corner. Applications must be postmarked by April 15th. SMSA awards scholarships to both 2 year and 4 year degree programs. Below is an overview of the steps of the process:

Scholarship Process Steps1. Visit www.seabee.org for an application

2. Submit a completed application by April 15th according to the directions on the application

3. The selection committee will typically meet by mid-May. Committee members are described in the application

4. The selection committee selects on the basis of financial need, scholastic record, leadership, good citizenship and character

5. Selectees will be notified by phone shortly after the committee adjourns. A formal selection letter will follow by mail

6. Non-Selectees will be informed by mail by mid-June, but may still be eligible as alternate recipients

What should I do to give my application the best chance for selection?

Answer: The applicant should make sure that the application is clearly and neatly completed and follows the application instructions. If the selection committee cannot read your application, some of your hard work in application preparation may get missed. Applicants should pay attention to sponsor requirements…”Children, step-children and grandchildren of any officer or enlisted member (the sponsor) who serve or have served with the Naval Construction Force (Seabees) or the Navy Civil Engineer Corps.” Applicants should take the opportunity to use the one page essay, Part VII, to communicate their career objectives to the selection committee.

SEABEE MEMORIAL SCHOLARSHIP ASSOCIAT ION

The message of our headline story in this newsletter is that “We Did It!” – we suc-ceeded in our first major fundraising campaign in over 25 years. Through your generosity, we have nearly doubled the corpus (the investment pool which funds our scholarships and administrative expenses) in the past four years, enabling SMSA to increase scholarships from $1,800 each year to $3,000. This increase is very meaningful to our students!

We all know that the cost of college is very high, so as we finalize this campaign and celebrate its success, we need to move on to the next phase of fundraising to further increase the value of each scholarship. We also need to award more schol-arships (we are only able to award a scholarship to roughly one in ten applicants).

Our students are exceptional! Imbued with the strong work ethic of their Seabee parents, almost all of them graduate and go on to great success in their chosen field of work.
