Sessions are scheduled 1 x weekday (9am-5pm) every 3 weeks, to help you manage your existing commitments.
We’ve included extra coaching days within the program to help you stay on trackand to help ensure that you keep a healthy work/home/study balance.
If you’re not already working in the sector, Warner Institute will organise yoursupervised work placement(s) to ensure that you get the
real-world, hands-on experience that you need.

Delivered by people with in-the-field expertise, this program supports Local laws officers and rangers in developing a fuller understanding of their role and provides them with the necessary skills and tools to undertake their work more confidently and effectively.
Participants learn in interactive workshop-style sessions alongside others from within the sector. The program content includes a series of experiential sessions. These include a simulated investigation where participants are walked through the process from assessing the non-compliance, writing a brief of evidence and then presenting in a court simulation. In addition, a workshop with live animals completes the animal control & regulation component of the program.
Participants are assessed as they go and undertake a workplace improvement project^ as part of the program. Program ‘take-aways’ ensure that their learning is transitioned back to within their work-role after every session.

Coaching Days to support you.Included within the total of 23 Classroom Training Sessions are 3 x Full Day Coaching Sessions. These are scheduled at regular points throughout the program. Additional Practical Workplace Skills Sessions If you are not currently working as a Local Laws Officer/Council Ranger or other relevant role within local government, then you will be required to undertake 2 x Full Day Practical Workplace Skills Sessions. The first of these sessions is an Introduction to the Sector Session. This is run prior to the program commencing. The other session is scheduled within the program as 1 x Full Day Practical Workplace Skills Session. The content of these sessions will further support your learning journey and better assist your understanding of complex workplace tasks and concepts. They have been designed to support high quality training to the Local Laws sector within local government. Attending these sessions are mandatory for all participants who are not currently working in a Local Laws or other relevant roles within local government.
Volunteer or work experience We encourage participants who are aspiring to gain employment in a Local Laws/Council Ranger role to seek out relevant volunteer and/or work experience opportunities so that they can better relate the learning of new knowledge and skills back to a relevant work environment throughout the program. Additionally, we have been informed that some local government organisations prefer participants of this program to have practical experience in the workplace. Details will be discussed as part of your induction.

A. Victorian Government Skills First Program: Must be up-skilling and an Australian Citizen, Permanent Resident, holder of a Permanent Visa, or a NZ citizen, not have completed or be enrolled in a total of 2 or more government funded training programs during this year and not have commenced or undertaken more than 2 government subsidised courses at this same qualification level, including this course, in their lifetime. Other criteria applies. Some exceptions to the Skills First Program eligibility criteria apply including, but not limited to;- Latrobe Valley Initiative’ Transition Program can access an exemption to the upskilling rules for one qualification. - Victorian Government Back to Work Scheme can access an exemption to the upskilling and/or ‘two in a lifetime’ rules. - Asylum Seeker, Refugee and/or Victim of Human Trafficking Scheme can access an exemption to the citizenship/residency requirements.
B. Concession Tuition Fees: Must be a holder of a current and valid Australian Government issued Health Care Card, Pensioner Concession Card or Veteran’s Gold Card - also known as a Repatriation Health Card – and people who are dependant partners or children of the Health Care Card or Pensioner Concession Card, but not the Veteran’s Card. Under the Indigenous Completions Initiative, individuals who self-identify as being of Aboriginal or Torres Strait Islander descent must be charged the Concession Tuition Fee even if they do not hold any of the previously mentioned valid Australian Government issued concession cards. IMPORTANT: The Concession Tuition Fee can only be accessed where the Participant is personally responsible for the payment of the Tuition Fee. It cannot be accessed where the employer, Job Active provider or another third party is responsible for payment.

Is this program right for you?The content and delivery of this learning program is tailored to people who are currently employed in a local laws role, or who have previously worked in a compliance role within an organisation and/or with animals in a pound, animal welfare, animal shelter and/or animal husbandry, and who are seeking the broad skills and knowledge to undertake roles responsible for ensuring statutory compliance within the requirements of legislation, regulations, government and organisational policy combined with the skills and knowledge required to also effectively undertake animal control and regulatory functions, predominantly within a local government context, or an animal welfare orientated organisation.
Career PathwayCompleting this nationally accredited learning program provides you with the qualification to work in a range of roles including, but not limited to; an animal management officer undertaking animal control and regulatory functions, authorised officers undertaking regulatory control functions including parking and planning.

This Certificate IV level animal control qualification is the industry qualification for persons undertaking animal control and regulatory functions. Animal control and regulation (also known as urban animal management) is a function provided by local and State/Territory governments. It provides a community management service comprising four elements - regulation, education, information and infrastructure. The job role that this qualification describes is an animal management officer undertaking animal control and regulatory functions.
The Certificate IV level Government qualification allows for the attainment of occupational specific competencies for those working in operational roles without supervision in the public sector. Graduates at this level will apply knowledge and skills to demonstrate autonomy, judgement, and limited responsibility with established parameters. The generalist qualification is particularly suited to those working in an environment requiring multi-skilled personnel and/or small or regionally based organisations. Choosing the program that best fits what you needProgram delivery, homework and computer & internet requirementsThis program is predominantly delivered as a series of interactive live virtual classes and so participants will require access to a computer or tablet and reliable internet access and capacity to stream video with audio for each timetabled session. Participants will be required to attend a a number of specialist face-to-face sessions where strict social distancing practices are in place inckuding the Parking, Live Animal Management, Investigations and Court workshops. This program is delivered 1 x weekday (9am-5pm) each 3 x weeks across 23 x Full day Sessions as a Part Time Program across approximately 16 months. There are an additional 2 x Full Day sessions for those not currently working in a relevant Local Laws role within the sector. Some components of the program are delivered as two consecutive weekdays where the subject matter requires. Homework including self-study and independent research of on average 3-4 hours a week are required for successful completion of the program.

Packaging rules, electives and clustered assessmentThis program has been developed in continuous consultation with the Local Government Sector. It has been developed to support employees who are in a local laws role and who work as part of a team. The packaging rules for these qualifications are:
Credit TransfersWhere you have applied for Credit Transfer(s), and these have been confirmed and approved by Warner Institute, you will be provided with a revised Program Pack (Timetable). Where the program commences before your application is approved by Warner Institute, you will be required to attend all sessions of the program until the approval is granted. All such approvals will be provided in writing. Your Tuition Fee will be adjusted if your participation is being funded under the Skills First Program. There is no reduction in the Tuition Fee for Credit Transfers for Full Fee Participants.
In packaging these 2 x nationally accredited qualifications together you will undertake a total of 27 accredited units. This is 4 fewer units than you would undertake if you studied the qualifications separately because of the credit transfer of equivalent units between qualifications. The selection of elective units included are based upon industry feedback and are considered necessary to your effective development within the sector. Nationally accredited units are combined (clustered) into blocks of similar subject matter and their content is delivered and assessed together. Learners will only receive competency in any unit within the cluster when they have been assessed as competent for all elements within the cluster.

Restriction on ‘catch-up’ sessions for the Investigations + Court, Parking and the Animal Management WorkshopsDue to the restrictions on the availability of the specialist venues and the subject matter experts who present each of these assessment clusters, the technical nature of the subject matter and also the progressive nature of these assessment clusters, there are no catch-up sessions available. If you do not attend a session within one of these clusters, then your participation will be rescheduled to a future date when they are again scheduled to be delivered. This will delay your successful completion of the program and your attainment of both/either qualifications.
Workplace ProjectParticipants are encouraged to work with their manager/supervisor to select and undertake a workplace improvement project. This project is undertaken across the duration of the program with the aim that it provides another opportunity for reinforcing newly learned skills and knowledge. Feedback from employers consistently rates the inclusion of this project highly as an effective tool in helping to transition the course content back into the workplace in a practical way. Whilst completion of the Workplace Project is encouraged, it is not essential to attain these nationally accredited qualifications.

Volunteer or work experience We encourage participants who are aspiring to gain employment in a Local Laws/Council Ranger role to seek out relevant volunteer and/or work experience opportunities so that they can better relate the learning of new knowledge and skills back to a relevant work environment throughout the program. Additionally, we have been informed that some local government organisations prefer participants of this program to have practical experience in the workplace. Details will be discussed as part of your induction.
