1.0 GENERAL

1.1 Description

The City of Vancouver is presently undertaking an initiative to provide affordable

housing for Vancouver residents, in partnership with the Community Housing Land

Trust Foundation (CHLTF). Four sites throughout Vancouver (Sites 3, 4, 5 and 6)

have been selected for the development of these projects.

The Site 6 development consists of two buildings; a 36 unit townhouse building

located at located at 2922 East Kent Avenue South, and a 54 unit apartment building

located at 8588 Jellicoe Street. Both buildings are served by a single level common

parkade.

1.2 Scope of Report

Gage-Babcock & Associates Ltd. (GBA) has been retained to review the building

permit drawings of the building for general compliance with the fire and life safety

provisions of the 2007 Vancouver Building By-law (VBBL). All references are to the

VBBL unless stated otherwise.

2.0 CODE COMPLIANCE

2.2 Construction

2.3 Fire Separations

Construction: Fire separations must be constructed as continuous elements,

(WH), Appendix D of the VBBL, or other acceptable agency.

Openings: Openings in a fire separation must be protected by closures,

shafts, or other means in conformance with Articles 3.1.8.4.

to 3.1.8.17. and Subsections 3.1.9.

Closures: Closures in fire separations are required to have appropriate

listed self-closing devices and latching hardware. The fire-

protection rating of a closure shall conform to Table 3.1.8.4.

Penetrations: Building services, such as piping, tubing, ducts, electrical

wires, and cables that penetrate a required fire separation,

must be cast in place, or the opening at the penetration must

be sealed by a listed firestopping material in conformance

with Subsection 3.1.9.

Any vertical penetrations through the parkade to the buildings

above must be sealed with listed firestopping material having

an FT rating not less than 2 h.

Fire Dampers: Except as permitted by Article 3.1.8.8., a duct that penetrates

an assembly required to be a rated fire separation shall be

equipped with a fire damper. A fire damper shall have a fire-

protection rating conforming to Sentence 3.1.8.4.(2).

Fire dampers are not required for duct penetrations through a

fire separation that does not have a fire-resistance rating (0 h

fire separation).

Fire Stops in Fire stops in concealed spaces shall be provided in

Concealed Spaces: conformance with Subsection 3.1.11

The tables following provide a summary of the required fire separations and their

minimum fire-resistance rating.

drawings and in conformance with Article 3.1.17.1. The occupant loads for each

2.6 Exit Exposures

In a case of fire exposure to an exit serving greater than 10 persons, as described in

Article 3.2.3.13., unprotected openings must be protected by:

• Glass block conforming to the requirements of Article 3.1.8.14.;

• A wired glass assembly conforming to D-2.3.14. in Appendix D; or

• A closure conforming to the requirements of Subsection 3.1.8., and Articles

3.2.3.1. and 3.2.3.14.

A number of windows along Gridline E expose paths of travel from suites within the

South building. However, an exit exposure condition for an exit serving less than 10

people may be addressed by a generic alternative solution per City of Vancouver

Bulletin 2014-02-BU. This bulletin permits the 2014 VBBL provisions for water

curtain protection to be applied to buildings designed under the 2007 VBBL.

Water curtains shall be provided which meet the following requirements of Sentence

3.2.3.13.(5) of the 2014 VBBL:

• have quick response pendant type sprinklers,

• if the opening is 1.8 m or less in width, have one sprinkler head installed at

the center of the opening at a maximum distance of not more than 0.9 m from

the vertical edge of the opening,

• if the opening is more than 1.8 m in width, have multiple sprinkler heads

installed at a maximum distance of 1.8 m on center and at a maximum

distance of not more than 0.9 m from the sprinklers to the vertical edge of the

opening,

• have sprinklers located 50 mm vertically and between 150 mm and 300 mm

horizontally from the interior face of the glazing at ceiling level,

• discharge water at a minimum flow rate of 68L/min (18 USgpm),

• have sprinkler heads with an orifice size of 12.7 mm and a k factor of

nominal 5.7,

• be designed independently from the floor area coverage and be included in

the most hydraulically demanding area for the design of the adjacent floor

area sprinklers,

• have sprinkler heads protected from spray and from cold solder effects from

adjacent sprinklers (floor area or water curtain sprinkler heads) by means of

baffles in accordance with NFPA 13, and

• be provided with tempered or laminated safety glass glazed openings where

windows are permitted to be openable

2.7 Fire Alarm System

Fire Alarm: Building 2 and the common parkade will be protected

throughout by a single stage fire alarm system per Articles

3.2.4.3. and 3.2.4.4.

Although it is not required by Sentence 3.2.1.4.(3), Building

1 will also be provided with a single stage fire alarm system

to satisfy the requirements of Clause 3.2.5.5.(3)(b) of By-law

No. 9984 which permits extended travel distance to dwelling

unit entrances (See Section 2.8 of report).

Monitoring: The fire alarm system shall be remotely monitored by a ULC

listed monitoring station in conformance with Article 3.2.4.8.

Annunciator: An annunciator shall be installed at the designated principal

entrance for each building.

Fire Alarm Zoning: The fire alarm system shall be zoned by floors. The fire alarm

zoning and sprinkler system zoning shall be consistent with

the fire alarm system operation sequence. The annunciator

shall have separate zone indication for the actuation of smoke

detectors, heat detectors, manual stations and waterflow

detecting devices.

Alarm Signal: Temporal pattern will conform to Clause 4.2 of International

Standard ISO 8201.

The sound pressure level in a sleeping room from a fire alarm

audible signal device must not be less than 75 dB.

Audible signals will provide sound pressure levels at least 10

dB above ambient noise (minimum 65 dB) in all areas within

the building.

A manual silencing switch accessible only to authorized

personnel shall be installed inside the annunciator panel.

Initiating Devices: The following areas are required to be protected by alarm

initiating devices or fire detectors:

Manual Pull Stations: Shall be provided near every exit and every principal

entrance. (Not required in townhouse units)

Smoke Detectors: Shall be provided in the following locations:

• At the top of exit stair enclosures.

• Within public corridors serving Group C occupancy.

• Duct-type smoke detectors are required to be provided

in an air handling system which serves more than one

storey or more than one fire compartment.

Electrical Supervisory signals shall be indicated at the annunciator

Supervision: panel for each of the following fire protection system

components:

• Sprinkler control valves including backflow

prevention devices located in the valve pit.

• Flow alarm switches.

• Low air pressure switches.

2.8 Provisions for Firefighting

Principal Entrance: The principal entrance to Building 1 shall be located at the

breezeway adjacent to East Kent Avenue South. The principal

entrance to Building 2 shall be located at the lobby adjacent

to Jellicoe Street. The distance from the principal entrances to

a hydrant shall not exceed 90 m and shall be unobstructed.

Access Route: Access for fire department vehicles shall be not more than

15 m from a principal entrance. Both principal entrances will

be designated fire department response points.

Paths of Travel: As per Clause 3.2.5.5.(3).(b) of By-law No. 9984, the

maximum path of travel from the fire department access route

to the entrance door of a dwelling unit is permitted to be

greater than 45 m but not greater than 55 m, provided the

following conditions are met:

• Not more than one dwelling unit is located above

another dwelling unit.

• The path of travel to the dwelling unit entrance is

provided with an unobstructed width of 2 m.

• A strobe light connected to an internal smoke alarm is

installed outside the principal entrance to each

dwelling unit.

• The sprinkler system is monitored by the fire alarm

system.

• The sound pressure level in a sleeping room from a

fire alarm audible signal device must not be less than

75 dB.

• Emergency lighting is provided along the path of

travel.

• The fire alarm system is provided with a graphic

annunciator panel.

Fire Department The fire department connections for the automatic sprinkler

Connections: system shall be located not less than 5 m horizontally of the

principal entrances to each building and be unobstructed.

Standpipe: Given that both Buildings 1 and 2 are 3 storeys in height and

are sprinklered throughout, neither building is required to be

provided with a standpipe. The basement parkade is not

required to be provided with a standpipe.

Sprinklers: Sprinklers shall be installed throughout the building in

conformance with NFPA 13R-2002, "Installation of Sprinkler

Systems In Residential Occupancies up to and Including 4

Storeys in Height".

Sprinklers must not be omitted in any room or closet in the

storey immediately below a roof assembly.

As both buildings are of combustible construction, sprinklers

must be provided for all unenclosed exterior balconies.

Extinguishers: Portable extinguishers will be provided as per the BC Fire

Code and NFPA 10 requirements.

2.9 Lighting and Emergency Power

Lighting: An average illumination level of at least 50 Lx shall be

provided at the floor level in every exit and corridor providing

access to exit.

Emergency Lighting: Emergency lighting with minimum 30 min duration shall be

provided to an average level of at least 10 Lx at the floor and

tread levels in exits, principal exit routes in open floor areas

and exit access corridors.

Emergency Power: A minimum 30 min emergency power supply shall be

provided for elevators, emergency lighting, and the fire alarm

system in conformance with Subsection 3.2.7.

2.10 Interconnected Floor Space

There are no interconnected floor spaces in any of the buildings proposed.

2.11 Safety Within Floor Areas

Corridors: Corridors will be at least 1,100 mm wide, and will not have

dead-end portions greater than 6 m long unless the area served

by the dead-end portion has a second and separate means of

egress.

Egress Doors: In a sprinklered building, two egress doors are required from

a room or area with either an occupant load exceeding 60

people, travel distance exceeding 25 m, or an area exceeding

the limits of Table 3.3.1.5.B.

Doors providing access to exit shall swing on a vertical axis

and will have a minimum clear width of 800 mm. Door

release hardware will be operable with one hand and require

only one releasing operation.

Doors within an accessible path of travel and equipped with

self-closing devices must be provided with clear and level

areas including 300 mm/600 mm latch clearances conforming

to Article 3.3.1.13.

Guards: Guards at least 1,070 mm high are to be provided at occupied

roofs and floor openings with an elevation change of more

than 600 mm. Guards are to be designed in accordance with

Article 3.4.6.6.

Compartments and Residential suites within Building 1 shall be separated

Fire Separations: from each other and the remainder of the building by a 45 min

fire separation. Residential suites within Building 2 shall be

separated from each other and the remainder of the building

by a 1 h fire separation.

Resistance to The residential dwelling units will conform to Subsections

Forced Entry: 9.6.8. and 9.7.6. regarding measures to resist forced entry to

suites at the suite doors.

2.12 Storage Garage Security

Fire Separations: A storage garage shall be separated from all other occupancies

by a fire separation with a fire-resistance rating not less than

1.5 h.

Vestibules Sentence 3.3.6.7.(2) requires vestibules separating a storage

garage from a stair tower or elevator to be constructed as fire

separations with a fire-resistance rating not less than 1 h and

with wired glass to provide maximum unobstructed visual

access. Sprinkler heads shall be placed at 1,800 mm on center

parallel to the glazing, and located between 150 mm and 300

mm perpendicular to the glass.

Closures with a fire protection rating not less than 45 min

shall be provided between the storage garage and the

vestibule and between the vestibule and a stair tower.

Stair Shafts: Stair shafts serving a storage garage shall be independent

from stair shafts which serve other occupancies, as per

Sentence 3.3.6.7.(3).

Lighting A minimum illumination level of 550 Lx shall be provided in

the first 15 m of entrance roadway of the garage. A minimum

of 110 Lx shall be provided in traffic aisles, and a minimum

of 220 Lx shall be provided in pedestrian access vestibules,

stairwells and elevator lobbies.

2.13 Exits

Number of Exits: A minimum of two exits will be provided for each floor area.

Multi-storey dwelling units within a sprinklered building are

permitted to be served by a single exit provided it is not

necessary to travel up or down more than two storeys to reach

an exit door, and the travel distance to an exit does not exceed

25 m (applies to townhouse units).

Distance Between The least distance between two exits need not be more than

Exits: 9 m in floor areas served by a public corridor, but shall not be

less than 9 m in all other floor areas.

If more than two exits are provided from a floor area, they are

permitted to converge if the cumulative exit capacity does not

exceed half the total required exit width for the floor area.

Width of Exits: Exit doorways will provide a minimum clear width of

800 mm.

Exit stairs require a minimum width of 1,100 mm.

Fire Separations: Exits within Building 2 must be separated from the remainder

of the floor area by a fire separation with a fire-resistance

rating not less than 1 h. At the parkade level, exits must be

separated from the remainder of the floor area by a fire

separation with a fire-resistance rating not less than 2 h.

Exterior exit passageways need not be separated form

adjacent suites by a fire separation if not less than 50% of the

exterior side is open to the outdoors and an exit stairway is

provided at each end of the passageway.

Travel Distance: Travel distance to an exit must not exceed 45 m from any

floor area. For residential suites served by a public corridor,

this distance is permitted to be measured from the suite door.

Safe paths of travel with a minimum width of 1,100 mm shall

be provided within the parkade in any area where it is

necessary to travel between parking stalls to access exit in

conformance with Article 3.2.4.5.

Exits Through Exits through lobbies are permitted, provided the maximum

Vertical Service Fire separations with a fire resistance rating not less than

Spaces: that required by Table 3.8.3.1 for the floor assembly above.

2.15 Vertical Transportation

Elevator Separation: Vertical service spaces used for elevators shall be separated

from the remainder of the floor area by a fire separation with

a fire-resistance rating not less than that required by Table

3.5.3.1.

Elevator Car: Elevators shall conform to Appendix E of ASME A17.1/CSA

B44 "Safety Code for Elevators and Escalators".

Elevator Dimensions: At least one elevator cab is to be sized to accommodate a

stretcher 2,010 mm long and 610 mm wide. An elevator

satisfying this requirement shall be clearly indicated on the

main entrance level of the building.

2.16 Health Requirements

Plumbing Facilities: Each residential unit will be provided with its own washroom.

Room Height: The height of every room and space with dwelling units shall

conform to the requirements of Section 9.5.3 of the VBBL.

2.17 Barrier-Free Access

Parking: One parking stall for people with physical disabilities is

required for every 100 parking spaces.

Access: Barrier-free access must be provided:

• From the street to both principal entrance, and from

the principal entrance to an elevator.

• To and from parking areas containing accessible

parking stalls

All doors in a barrier-free path of travel will be provided with

clear and level areas including 300 mm/600 mm latch

clearances conforming to 3.3.1.13.(10). Where it is

impractical to provide the required latch clearances, power

operated doors may be used.

As Building 2 contains greater than three dwelling units

served by an elevator and common corridor, enhanced

accessibility in conformance with Article 3.8.2.27 shall be

provided.

Ramps: Interior and exterior ramps shall comply with the

requirements of VBBL Article 3.8.3.3.

Tactile Warning: Tactile warning strips shall be provided at the top of a

stairway and should measure 725 mm to 775 mm by the full

width of the stair. The strips shall be located one tread width

back from the top riser and be slip-resistant, durable, not more

than 3 mm above or below the surrounding floor surface and

in a contrasting colour to the surrounding flooring.
