Proclamation to Congratulate Bella Fellig Upon Her Retirement
WHEREAS, in1983 Bella Fellig began her service to the Glen Rock Library by joining the
Board of Trustees and has served as Chair of the Personnel Committee, Finance Committee,
and President of the Board; and
WHEREAS, Bella has announced her retirement from the Glen Rock Library Board of
Trustees effective January 2, 2019 after 35 years of unswerving civic commitment which
included nine years as a Borough Councilwoman, Glen Rock Centennial Co-Chair, 15 years
in the Glen Rock School System, Senior Advisory Committee and in 1974 she served on the
committee to close the schools for Rosh Hashanah and Yom Kippur; and
WHEREAS, Bella’s career is full of community-oriented work including the United Way of
Northwest Bergen, Community Meals, Glen Rock Jewish Center, and the League of Women
Voters all of which, to no surprise, she has served as Vice President, President, Board of
Directors, Director and Chairwoman; and
WHEREAS, in Bella Fellig’s spare time, she has been a member of the Citizens Committee –
Glen Rock Education Aimed at Tomorrow, the Establishment of the child care Center in
Ridgewood, a Member of the Friends of the Glen Rock Library, a Member of the GR
Historical and Preservation Society, a Member of the Glen Rock and Ridgewood Women’s
Republican Club and the Glen Rock Republican Club; and
WHEREAS, Bella’s gentle spirit, her beautiful smile and her advocacy of all things Glen
Rock make her a respected colleague, an ambassador of our Borough, and a treasured
friend ; and
WHEREAS, Bella has consistently exhibited compassion for the employees of the Library
and her fellow Trustees – especially by hosting committee meetings with tea and ruggalah;
and
WHEREAS, over the past three and one-half decades of Bella Fellig’s service to the
community of Glen Rock we have become stronger, more effective and more humble
through her leadership; and
Whereas, Bella Fellig’s service to our community, to the general public, and to the Board of
Trustees has been exemplary and worthy of special recognition.
NOW, THEREFORE, I BRUCE J. PACKER, Mayor of the Borough of Glen Rock, County of
Bergen, State of New Jersey, on behalf of the Borough Council, do hereby proclaim:
1. That Bella Fellig be and is hereby officially commended for her outstanding
service to the Borough of Glen Rock.
2. That this Proclamation be presented to her to serve as a reminder that although
she is retiring, she will be treasured as a dedicated public servant to both the
Library Board as well as our community.
3. That a copy of this Proclamation be made part of the official records of the
Borough of Glen Rock.

RESOLUTION APPROVING AND AUTHORIZING THE PURCHASE OF
FIRE PROTECTIVE GEAR FOR THE BOROUGH OF GLEN ROCK VOLUNTEER
FIRE DEPARTMENT
WHEREAS, the Borough of Glen Rock has the need to TURNOUT GEAR for the Glen Rock
Volunteer Fire Department; and
WHEREAS, N.J.A.C. 5:30-17.8 requires that purchases made under the State’s
Cooperative Program, which individually or cumulatively exceed the statutory limit of
$17,500.00 be authorized by the Mayor and Council by Resolution; and

RESOLUTION APPROVING SANITARY SEWER CLEANING SHARED SERVICE
AGREEMENT WITH THE BERGEN COUNTY UTILITIES AUTHORITY
WHEREAS, Glen Rock is a customer of the Northwest Bergen County Utilities Authority
(NBCUA) for sanitary sewer cleaning where NBCUA will provide jetting services to Borough
sanitary sewer system in the years 2019 and 2020; and
WHEREAS, the Borough of Glen Rock wishes to enter into a contract with NBCUA to
continue the Sanitary Sewer Cleaning for the calendar years 2019 and 2020 at the cost of
$0.51 for Sewer/Storm per foot for 2019 and $0.52 per foot for 2020, and Pump Station
Cleaning and Storm Drain Vacuuming current hourly rate of NBCUA contract; now
therefore
BE IT RESOLVED, by the Borough Council of Glen Rock, that the Sanitary Sewer Cleaning
Shared Service Agreement dated December 13,2018 is hereby approved and authorizes the
Mayor and Borough Clerk to sign and attest a copy of the agreement and return it to
NBCUA.

RESOLTUION TO AWARD CONTRACT UNDER NCPA
To SECURE WATCH 24, LLC
For LICENSE PLATE READER SYSTEM ANDMANAGED SERVICES
WHEREAS, The Borough of Glen Rock has the need to a license plate reader system
to enhance parking enforcement operations within the Borough; and
WHEREAS, NJ REV STAT 52:34-6.2, Cooperative Purchasing Agreements, enable
the Borough of Glen Rock to participate in making an award to purchase through
National Cooperative Purchasing Alliance (NCPA), Contract #12-06; and
WHEREAS, pricing was received from Secure Watch 24, LLC, in the amount of
$53,549.65, for the purchase of such license plate reader system.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough
of Glen Rock to award such purchase to Secure Watch 24, in the amount of
$53,549.65, for the contractual purchase of license plate reader system.
AN BE IT FURTHER RESOLVED that the CFO has certified the availability of
funds hereto.

ORDINANCE NO. 1795
BOROUGH OF GLEN ROCK
BERGEN COUNTY, NEW JERSEY
AN ORDINANCE ADDING A NEW CHAPTER TO THE BOROUGH CODE OF THE BOROUGH OF GLEN ROCK ENTITLED “SMOKING”
WHEREAS, the Mayor and Council of the Borough of Glen Rock recognize the need to add a new chapter to the Borough Ordinance to include a new section entitled “SMOKING” as follows:
Now, therefore, be it ordained as follows:
ARTICLE I.
SECTION 1.
RETAIL SALE OF TOBACCO PRODUCTS. A. No person shall sell tobacco or electronic smoking device products in the Borough of Glen Rock unless an employee of the establishment controls the sale of such products. A person may only sell tobacco in a direct, face-to-face exchange between the retailer and the consumer. Self-service displays and vending machines of tobacco shall be prohibited.
B. No person shall sell, distribute or give tobacco in any form, including electronic smoking device products, to any person under the age of 21. C. Tobacco retailers shall conspicuously post and reasonably maintain signs having a minimum size of six inches by eight inches where tobacco is displayed and at all check-out counters, notifying customers that proof-of-age identification is required for a retailer to sell, distribute or give tobacco or electronic smoking device products to a customer.
D. Any person selling tobacco or electronic smoking device products shall verify, by means of government-issued photographic identification containing the bearer's date of birth, that no person purchasing the tobacco is younger than 21 years of age. No clerk shall sell tobacco to a person less than 21 years of age who has a note or any form of communication from any person, including an adult. E. No person or tobacco retailer selling tobacco or electronic smoking device products shall allow an employee to sell or distribute such products until the employee has read the Borough of Glen Rock’s ordinances and state laws pertaining to the sale or distribution of tobacco and has signed a statement that the employee has read such ordinances and state laws. Such form statement will be supplied by the Borough, and a signed original statement shall be filed with the Borough Clerk, and a copy shall be kept on file by the tobacco retailer and made available for review by the Health Department. SECTION II. DEFINITIONS. As used in this article, the following terms shall have the meanings indicated: ELECTRONIC SMOKING DEVICE PRODUCTS A. Any device that can be used to deliver nicotine or other substances to the person inhaling from the device, including but not limited to, an electronic cigarette, cigar, cigarillo, or pipe or any cartridge or other component of the device or related product; and B. Any substances used in such devices, such as liquids, powders, gels or waxes or other forms of tobacco, but excluding United States Food and Drug Administration approved smoking cessation products such as nicotine patches or nicotine chewing gum. PERSON An individual, partnership, cooperative, association, corporation, personal representative, receiver, trustee, assignee, or any other legal entity. TOBACCO Any product made from the tobacco plant for the purpose of smoking, chewing, inhaling and other personal use, including cigars, chewing tobacco, pipe tobacco, snuff, and cigarettes in any form, including electronic smoking device products. TOBACCO RETAILER Any person or entity that operates a store, stand, booth, concession, or place at which sales of tobacco or electronic smoking device products are made to purchasers for consumption or use. SECTION III. ENFORCEMENT.
A. The enforcement authority for this article shall be the Health Department, Code Enforcement, Police Department, and any other authorized department of the Borough of Glen Rock. B. The enforcing authority may, after giving proper identification, inspect any matter, thing, premises, place, person, record, vehicle, incident or event as necessary to execute his or her official duties in a manner prescribed by law. C. It shall be unlawful for any person to molest, willfully oppose, verbally abuse or otherwise obstruct the Police Officer or his/her designee in his/her enforcement of this article, and the Police Officer may request the assistance of any other police agency or peace officer when necessary to execute his or her official duties in a manner prescribed by law. D. Residents may bring complaints against violators of this article. SECTION IV. PENALTIES. A. A person who violates the provisions of this article, including any employee of a retail dealer licensee under P.L. 1948, c. 65 (N.J.S.A. 54:40A-1 et seq.), who actually sells or otherwise provides tobacco products or electronic smoking device products to a person under 21 years of age, shall be liable to a civil penalty of not less than $250 for the first violation, not less than $500 for the second violation, and not less than $1,000 for the third and each subsequent violation. Complaint shall be made in the Municipal Court of Glen Rock or before such other judicial officer having authority under the laws of the State of New Jersey. B. Each sale of tobacco or electronic smoking device products to any person under the age of 21 shall constitute a separate violation. C. In addition to the penalties set forth in Subsection A above, the Borough of Glen Rock may suspend the retail food establishment license of any person convicted of a violation of this article, for a period of not more than three days, pursuant to the authority of the Borough to license and regulate food establishments as provided by N.J.S.A. 26:3-31c. SECTION V. CONSTRUAL OF PROVISIONS. This article shall be liberally construed for the protections of the health, safety and welfare of the people of the Borough of Glen Rock.
ARTICLE II.
SECTION I.
USE OF TOBACCO PRODUCTS BY MINORS
SECTION II. DEFINITIONS. As used in this article, the following terms shall have the meanings indicated: PROHIBITED AREA Any motor vehicle, street, road, sidewalk, walkway, park or open space located within the Borough and which is within 1,000 feet of any school property used for school purposes. TOBACCO Any product made from the tobacco plant for the purpose of smoking, chewing, inhaling, and other personal use, including cigars, chewing tobacco, pipe tobacco, snuff, and cigarettes in any form. SECTION III. Prohibition of use. It shall be unlawful for any person under the age of 21 years to smoke or use a tobacco product or electronic smoking device product in or on any prohibited area or to possess in open view an opened pack, opened container holding a tobacco product or electronic smoking device products in any prohibited area. SECTION IV. Violations and penalties. A violation by a person under the age of 21 years of this article shall be subject to the following penalties and enforcement: A. First offense: a fine of not less than $25 nor more than $50. B. Second offense: a fine of not less than $25 nor more than $50 and a period of community service not to exceed a total of four hours, in the discretion of the court. C. Third and fourth offenses: a fine of not less than $50 nor more than $100 and a period of community service not to exceed eight hours, in the discretion of the court. D. Fifth offense and subsequent offenses: a fine of not less than $200 and a period of community service not to exceed a total of eight hours, in the discretion of the court. SECTION V. Complaints. In addition to enforcement by any law enforcement officer, any citizen may file a complaint against any person under the age of 21 years who violates this article on a form provided by the Department of Police.
ARTICLE III.
All other parts, portions and provisions of Chapter 36 of the Borough of Glen Rock Code, be and the same, are hereby ratified and confirmed, except where inconsistent with the terms thereof. In the event of any such inconsistency, the terms of this Ordinance shall be deemed to govern.
ARTICLE IV.
The terms of this Ordinance are hereby declared to be severable; should any part, portion or provision hereof be declared invalid or unconstitutional, said finding shall not affect any other part, portion or provision thereof.
ARTICLE V.
This Ordinance shall take effect immediately upon final passage and publication according to law.
