ThereweresomebignewdevelopmentsinSaturdaysbudget,butthestoriesemergedfromtheBudgetsfineprint,notthespeechinParliament.
1.ThebiggeststoryofthisBudgetisamajorchangeinthewaytheUnionGovernmentspendsitsmoney.Earlierthisweek,FinanceMinisterArunJaitleyannouncedthatthegovernmenthadacceptedtherecommendationsofthe14thFinanceCommissionandraisedtheStatesshareinthenetproceedsofuniontaxrevenuesfrom32percentto42percent.
WithmoreofitspiegoingdirectlytoStatestospendastheylike,theUnionGovernmentwouldbeginreducingitsallocationstotheStateplanandwindupsomeCentrallySponsoredSchemes.Thishasalreadyhappenedinthisbudget.
