LocationBuckie Shipyard is situated at the east most end ofBuckie Harbour a commercial port located in theNorth East of Scotland half way between Invernessand Fraserburgh. The harbour is well located to serviceMoray Offshore and Beatrice Offshore renewable sitesas well as offshore oil facilities. Buckie Harbour is acombined fishing and commercial harbour which hasa successful manufacturing, boat repair, cargohandling and fishing businesses situated in theharbour and surrounding industrial estates. Maximumvessel size in Buckie Harbour is 86m length, 15m beamand 4.5m draft.

The shipyard is accessed from the main harbour road,Commercial Road, which provides HGV access viaMarch Road Industrial Estate to the A98. Aberdeenand Inverness are approximately 63 and 78 milesrespectively from Buckie. Nearby Keith Railway Stationprovides regular services to Aberdeen, Inverness andbeyond.

General Description

The shipyard has 3 slips and 2 side slips all accessedfrom the fourth basin of Buckie Harbour thus allowingwork on up to 5 boats at any one time. There are 2boat repair sheds, a main workshop, office block,warehouse and several small stores on site detaileddescriptions of which are provided below. Thebuildings generally require repair and upgrading. Seesite plan here.

Accommodation ScheduleIn general the buildings on site require refurbishmentor repair to a greater or lesser degree. A summarisedcondition survey has been prepared for all thebuildings and a copy of this can be provided uponrequest. It should be noted that this survey is basedon repair and reinstatement of all of the building to acondition which may be considered to be greater thanthat required for the operational use of the building orsecuring an economic life for a building. In additionthere may be alternatives to repair which may bemore cost effective or indeed rule out the requirementfor such repairs at all. It should be noted that theCouncil is open to discussion on the condition of thepremises in the widest sense, but securing a long termfuture for the site either as a shipyard or as aredeveloped commercial facility will be a majorconsideration for the Council when reviewing anyoffer or proposals.

Accommodation comprises the following purpose-built buildings:-

Building A - A large steel portal frame, boat shedbuilt off a concrete slab and pier foundation. The wallsare clad in metal and the roof is clad with corrugatedcement sheeting (assumed asbestos). The buildinghas an internal eaves height of 8.63m to the undersideof an overhead 5 tonne crane. Vehicular access fromthe landward side is taken via a steel sliding doormeasuring 4.47m by 6.75m. Seaward access is via anopening 19.4m wide with 2 slips. The building has agross internal area of 970 sq.m (10,440 sq.ft.) (19.4mby 50m). The building requires repair/refurbishment.

Building B - The structure and design are similar toBuilding A, however, the entire structure has been cladin metal profile sheeting. The building is clad on 3sides only in order to facilitate side slipping of vesselsup to a maximum weight of 400 tonnes. Thebuilding’s internal eaves height is 9m minimum and ithas a gross external area of 680 sq.m. (7,320 sq.ft.)(19.1m by 35.6m). The building is in a similarcondition to Building A.

Building C (Machine Shop) - This relatively modernsteel portal framed structure with concrete blockworkwalls and metal clad roof is of relatively modernconstruction (circa 10 years) and is generally in goodcondition, however, there are several building warrantissues requiring resolution. Discussions with theCouncil’s Building Standards Section indicate that asolution to these problems should be relatively simpleto resolve by some minor works and the obtaining of aLetter of Comfort. The main works required to resolvethese issues include removal of a non-complyingmezzanine staffroom, repair of damaged guttering,commissioning of a structural report on the steelworkand overhead crane and minor repairs/alterations towater services and electrics.

The building has 3 main workshops, the largest beingaccessed by a double sliding door, the other 2 beingaccessed by a double pedestrian door. The mainworkshop benefits from an overhead crane with a 3.2tonne capacity. The building has a gross internal areaof 516.6 sq.m. (5,560 sq.ft.) (12.6m by 41m).

Building D - This building is a metal/cement sheet(assumed asbestos) clad timber framed structure withmonopitch roof providing staff changing room andfirst aid facilities. This building is in very poorcondition and it is anticipated it would require to beremoved or significantly rebuilt.

Building E (Warehouse) - This 2 storey warehouse isof solid blockwork construction with a pitched steeltruss roof covered with corrugated cement sheeting(assumed asbestos). The first floor stores have limitedpedestrian access via an external timber stair or a firstfloor double door hatchway. In addition to the limitedaccess the floor loading capacity of the first floorstores are restricted hence these stores are onlysuitable for lightweight materials. The first floor isarranged in an open plan store with approximately2.3m clearance. The building has a gross external areaof 638 sq.m. (6,869 sq.ft.) with both the ground andfirst floor measuring 10.6m by 30.1m.

The ground floor storage area benefits from aconcrete slab floor, good lighting and a clearance of2.8m internally. Access to the store is via a timbersliding door (2.75m by 2.55m). The internal layout ofthe store includes several timber walls which couldeasily by removed creating a simple rectangular store,however, there are several steel columns supportingthe first floor which are set out in 2 rows atapproximately 4m centres. Removal of the first floorwould create a large open plan warehouse if required.The building generally requires repair andmaintenance.

Building F, G & H (Office Block) - 2 storey renderedblock walls with timber framed pitched roof withconcrete tiles. The office consists of multiple smalloffices, a staff kitchen, reception area, toilets and filestorage. The property would benefit from upgradingand some repairs. See floor plan here.

The interior of the office is generally in soundcondition, with the exception of minor water damagefrom a burst pipe, however, the décor is aged as arethe fixtures/fittings. The internal walls are generallyplaster stud with papered/painted magnolia walls andceilings. The building benefits from oil fired centralheating with hot water radiator heating withindividual thermostatic control on each radiator.

StoreDécor as per Office 1. Room has a linoleum floor, 2single strip lights, 1 radiator, 2 double power points, 1BT point.

ToiletDécor as per Office 1. Linoleum covered floor, lowflush WC and wash hand basin with cold water andinstant hot water heater, 1 single rose light fitting and1 fixed window.

KitchenDécor as per previous WC. Kitchen benefits from adouble base unit with stainless steel sink/drainer,plumbing for a dishwasher, 2 single base units withadditional shelving, 1 radiator, 1 single strip light, 1cooker point, a hot water heater control switch and 1double and 1 single power socket.

StoreroomDécor similar to Office 1, however there is no carpet.Room benefits from 2 single strip lights and thereappear to be no BT or power points.

Gents/Ladies WCLow flush WC with wash hand basin, hot water heater,single window and single pendant rose light fitting.

Slipways/WinchesThere are currently 3 main slipways at the shipyard,the 2 smaller slipways service Building A only and arein need of repair in several sections. Repair workwould include replacement rails, replacement clampsand replacement baulk timbers. There has been nodetailed survey of the extent of the works at this time.Current weight limits on these slipways are unknown,however, clearly given their ageing condition theircapacity is much reduced and it is thereforerecommended that if these slipways are to berefurbished that an appropriate engineer give adviceon the respective capacities of both slips. The winchfor both slips has been removed.

The third main slip was constructed circa 2000 at anapproximate cost of £1.4M comprises a large concreteslip with steel rail set on top of baulk timbers with anorth and south side slip of similar construction. Thereare some minor repairs required to corroded clips onthe main slip. The stated capacities of the main andside slips are as follows:-

Rail length - 164mCradle width (max) - 12mCradle length - 31.9 – 64.6mMax side slip weight - 400 tonnesMax main slip weight - 750 tonnes

The main slip and in situ built winch house has anoperational winch. Whilst the side slip has suitableanchor points for the fitting of a winch, the winchitself has been removed.

Other BuildingsThere are several small stores on site most of whichconsist of corrugated iron clad timber framed stores orportacabins. These are generally in poor condition.The remainder of the site is generally surfaced inconcrete/tarmac or asphalt and the entire site hasbeen secured with the exception of the frontage withthe harbour basin with concrete post/wire meshfencing, timber pallet fencing, 2.5m stone wall or lowstone wall with timber pallet sections above.

ServicesThe property is served by mains electricity, water anddrainage. Purchasers are required to satisfythemselves as to the condition and suitability of allservices.

PlanningThe site is located within an industrial designation (I6Harbour Area) and the current use of the property is ashipyard.

The Council wishes to promote Buckie Harbour for awide range of employment options.

Given the proximity to the proposed offshore windturbine sites in the Moray Firth, the harbour is wellplaced to function as an Operations and Maintenancebase and to that end the consolidation andrationalisation of underutilised harbour side propertyis an identified priority.

The decline of the fishing industry and subsequentneed for diversification means there is no longer arequirement to restrict activities within the harbourarea to harbour related uses only.  However, as theshipyard occupies a prime location within the harbour,there is a preference for a use to compliment thisharbour side location.   The shipyard may offeropportunities for businesses working in cargohandling, renewable energy, manufacturing andfabrication and shipbuilding and repair. The operational needs of the harbour are animportant consideration and development proposalsthat may compromise the viability of the harbour willnot be acceptable. There are a number of issues thatrequire to be addressed as part of any planningapplication for a change of use and these includeaccess, contamination, surface water management,coastal flooding.

It should be noted that the above advice is purely forguidance and is entirely without prejudice to theconsideration of any formal applications for PlanningConsent and/or Building Warrant by the MorayCouncil.
