DESIGNATION OF MR. REO M. MARQUEZ, OIC-CPDC, AS THE BOTTOM-UP BUDGETING (BUB) FOCAL PERSON FOR THE CITY OF CALBAYOG.

WHEREAS, DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 5 dated October 1, 2014 stipulates the Policy Guidelines and Procedures of the Grassroots Participatory Budgeting Process (Formerly called Bottom-Up Budgeting) for the Preparation of the FY 2016 Budget and Succeeding Years;

WHEREAS, the City of Calbayog has been formulating the annual Local Poverty Reduction Action Plan (LPRAP) wherein priority projects are identified jointly by local governments and communities/citizens and are incorporated into the proposed budgets of the national government agencies submitted to Congress for approval;

WHEREAS, in order to fast track the implementation of the Bottom-Up Budgeting (BUB) Projects, there is a need to have a Focal Point for BUB in the City;

WHERES, An Unnumbered Memorandum from DILG Regional Office No. VIII dated May 29, 2015 directed all City/Municipal Mayors to issue an Executive Order designating an LGU BUB Focal Person;

Now, therefore, I, RONALDO P. AQUINO, CPA, Mayor of Calbayog City by virtue of the powers vested in me by law, do hereby designate a Bottom-Up Budgeting Focal Person for this City.

Section 1. FOCAL PERSON FOR BOTTOM-UP BUDGETING (BUB). MR. REO M. MARQUEZ, the OIC-City Planning and Development Coordinator, shall be designated as the Focal Person for Bottom-Up Budgeting in the City of Calbayog;

Section 2. FUNCTIONS. The BUB Focal Person shall:

1. Facilitate and support the implementation of the BUB Projects;

2. Assist in the preparation of the necessary documents of BUB Projects as required by the implementing agency;

3. Identify and asses the problems implementation of BUB Projects;

4. Prepare and submit to the LCE, DILG City Office and Implementing agency the Monthly Status Report of the BUB Project Implementation;

5. Maintain a database of BUB Projects; and

6. Assist in the conduct of LPRAP related activities.

Section 3. REPEALING CLAUSE. All other issuances which are contrary or inconsistent with this order shall be repealed.

Section 4. EFFECTIVITY. This order shall take effect immediately.
