Brimbank City Councils Annual Budget for 2014-2015 will enhance the social and physical infrastructure of Brimbank through a capital works program of $65.7 million. The budget was adopted at the mid-July Council meeting and funds a range of important capital projects which will contribute to Councils vision of making Brimbank the dynamic centre of Melbournes West- a proud, diverse and connected community.
The budget also maintains stability of the Citys fi nances and ensures rates are predictable going forward.A major capital project in 2014-2015 will be the landmark Brimbank Community and Civic Centre that features the new Sunshine Library and community spaces. Other important projects include the redevelopment of Errington Community Centre in St Albans, the ongoing implementation of the Creating Better
Parks Strategy, as well as vital road, drain and footpath works around the municipality.To help fund works as well as deliver ongoing services, the budget will raise $131.8 million in rates for a total expenditure budget of $225.74 million including capital works. The budget increase in the average rates payable for a residential property is 5.81%. In accordance with legislative requirements, a revaluation of all rateable property
revaluation was carried out and took eff ect from 1 January 2014 for the 2014-2015 and 2015-2016 fi nancial years. Individual properties may therefore experience a lesser or greater movement in their rates from the previous year.The 2014-2015 Annual Budget, Long Term Financial Plan and Rating Strategy are accessible on brimbank.vic.gov.au and at Councils customer service centres.

Small Business FestivalThis August, Council will provide an exciting program of events as part of the Victorian Small Business Festival. The festival is a Victorian Government Initiative coordinated by Small Business Victoria in collaboration with Local Government, industry groups, businesses and private sector organisations. This year the focus will be on fi nancial statements, cash fl ow and budgeting.

Pathways for Young Asylum Seekers The Employment Pathways for Young Asylum Seekers (EPYAS) program is providing workshops and support for young asylum seekers aged 18-30 years, living in Brimbank. The program has been developed in response to the needs of young asylum seekers who do not have access to government job programs. Council in conjunction with the Brotherhood of St Laurence is off ering four employment skills workshops as part of this program. The two-day workshops will include resume writing tips and employment pathway planning. The fi rst two day workshops will take place on Wednesday 30 and Thursday 31 July from 12.30 to 4.30pm at Visy Cares Hub, 80B Harvester Road, Sunshine. Brimbank sports clubs will start paying higher fees after Brimbank council voted in its new sports facility hire, licences and leases agreement policy last week.
Some clubs can expect annual fee hikes of more than 1000 per cent as the council moves from a $160 flat fee to a new system that charges clubs based on the size and value of their sporting venue.
Now they will be charged up to $2000 if their venues have a pavilion and they will also pay playing-surface fees.
The new fees were arrived at after an eight-week consultation period with the clubs over a draft policy released early in March. They will come into effect immediately, however clubs with current licences will not have to pay the new fee until their licence expires.
Brimbank chairman of administrators John Watson said the revised policy meant both the council and clubs contributed to the management and maintenance of club facilities.
He said the council amended the draft policy because of clubs concerns, offering an 80 per cent discount in the first year of the policy and agreeing not to increase annual fees by more than inflation. The updated policy also provides sports clubs with certainty of tenure of facilities, and encourages a shared approach to the costs of managing and maintaining sports facilities through fair and reasonable charges for use, Mr Watson said.
While the new policy will bring fees more into line with industry standards, clubs in Brimbank will still pay less than those in surrounding municipalities if they take advantage of the incentives offered.
Sydenham Tennis Club treasurer Stacie Simon told Star Weekly last month that the fee the club paid the council would jump from $160 to $1498.
Sunshine Baseball Club president Rob Browne said last week that despite initial concerns, the club was happy with the final policy.
We can work with what the councils put on the table provided it doesnt change too drastically over the next two or three years, he said. It would have been extremely difficult for us to move forward with the [draft] proposal.
Jo Ingram, of the Sunshine Softball Association, said the changes would more than double the clubs annual fee from $160 to $400.
Were a small club in comparison to football and soccer clubs, and they want to charge $500 for the area of a softball diamond when they charge $500 for a whole oval, she said.
The other concern is that our ground has not had any maintenance for the past six years . . . theyve done nothing to justify putting the fees up that much.

Keilor Parks Little Athletics track has had a makeover. A new tiered viewing area overlooking the track gives families and friends an all-weather vantage point from which to cheer young athletes. The Keilor Little Athletics Club will host the north metropolitan region finals for the first time in February next year. Club special events co-ordinator Pauline Barker said the Brimbank council-funded viewing area, which includes synthetic grass, was a great addition. Itll mean the parents have a better level of comfort when watching their kids compete, she said. The club will begin taking new registrations in August and hopes to build on its 450-plus membership following this months Commonwealth Games. More details at www.keilorlac.org.au Charlene Macaulay

Old police uniforms are being given a second lease of life. Sunshine Rotary is one of many clubs taking part in a uniform recycling project. The light blue shirts are being de-badged and made ready for use as regular clothes after navy blue police uniforms were introduced earlier this year. Rotary clubs have collected about 120,000 of the old shirts and up to 30,000 pairs of pants. The clothes are sent to Rotarys Donations-in- Kind warehouse in West Footscray before being shipped to Third World countries. We gathered uniforms from the Sunshine and Caroline Springs police stations and 17 club members, their family and friends de-badged more than 1000 uniforms, Sunshine Rotary spokesman Tony Ebejer said.
