Disability Awareness Days
Staff Awareness Day on Hearing Loss & Deafness
On 22nd
September, Action on Hearing Loss were on site in three BSO office locations.
BSO staff, alongside colleagues from the HSC Board and the Public Health Agency, had
the opportunity to get their hearing checked, pick up information leaflets and speak with
Action on Hearing Loss staff (Una Mulgrew, Mary Cruickshanks, Mary Mooney, and
Claire O’Neill).

Two things in particular stuck out for those in attendance, firstly, how many conversa-
tions on the day started off with somebody referring to a family member with hearing
loss. These are the stories, the people behind the figures – one in six of the population in
Northern Ireland live with hearing loss. Secondly, how small practical issues can become
a barrier – and how easily they can be overcome, once recognised. A strip covering a
battery needs removed, a tube needs cleaned...
In her talk, Una Mulgrew gave some excellent practical advice. She emphasised that
deaf and hard of hearing people choose to communicate in different ways, depending on
their level of deafness and who they are communicating with. This can include Lipread-
ing, Sign language, or Fingerspelling. She suggested, when communicating with a per-
son with hearing loss, to keep in mind:
Get the person’s attention
Face the person
Don’t shout!
Don’t cover your mouth
Speak slowly and clearly
Check with the person that they understood
If not, repeat or rephrase
As a last resort – write it down
Be patient and friendly!

A big thank you to Action on Hearing Loss, in particular Una, the two Marys, and Claire
for their support and advice, their time, commitment and enthusiasm – and to their
colleagues Gillian Clifford and Ruth McNeill at Action on Hearing Loss headquarters for
making this happen.
What is next?
On 26th January 2016, our next awareness day will focus on learning disabilities.
If you are interested in becoming involved in the preparations, why not join the small
working group? It is made up of volunteers from across the BSO and our regional HSC
partner organisations.
If you would like to bring in a voluntary sector organisation on the day into your office lo-
cation, why not speak to your team leader and colleagues about volunteering as a host?
We would like to get more offices involved.

Counter Fraud Services gathering audience feedback
through turning point technology
The BSO has recently invested in Turning Point technology, an
electronic voting system for use within Powerpoint presentations.
Turning Point allows users to gauge audience opinion, gather feed-
back or quickly access a persons’ understanding of a topic under
discussion. At a basic level this could be a Yes/No answer, or a
question with a number of options for the audience to vote on.
Counter Fraud Services (CFS) has embedded Turning Point into a number of fraud
awareness presentations as part of its drive to make use of digital technologies and to
improve customer experience.
For example, CFS recently delivered fraud awareness sessions, with an emphasis on
prescription fraud, to 220 Pre-Registration pharmacists at Queen’s University. A scenar-
io was presented and the audience were asked what action they would take if a forged
or amended prescription was presented to them at a Community Pharmacy for dispens-
ing. Using the Turning Point handsets the audience where asked to vote, based on multi-
ple choice answers. The results of this vote were immediately displayed within the
presentation and helped to inform discussions with the audience around this particular
type of fraud.

CFS deliver fraud awareness presentations to a wide range of HSC staff. While each
presentation is tailored to the audience three standard questions have been developed
for inclusion in all presentations. The results of these questions will help evaluate the ef-
fectiveness of our fraud awareness activities and help inform future decisions and strate-
gies in respect of our corporate objectives. To date the responses we have gathered are
as follows:

HSC e-Locums
HSC e-Locums (http://www.medicallocums.hscni.net/) is a web based solution which was designed and developed by the software development team at the HSC Leadership Centre. The web solution is used by all Trusts in Northern Ireland to advertise medical locum adhoc shifts for short term cover. All Trusts are committed to using this service as a ‘first port of call’ to fill their medical lo-cum requirements. All locums registered on this system have their ‘first pick’ of available locum work across the province, and receive competitive rates of pay for this work. HSC e-Locums gives doctors an unrivalled range of opportunities in the area, specialism and level that best suits their skills and experience. The 5 HSC Trusts have greatly benefited from the development of the e-Locum system. They now have a system that has streamlined their processes around filling medical lo-cum shifts, helped to standardise the rates paid and improved the regulation of locum qualifications and experience. One of the goals of the e-Locum system was that it could be accessed by doctors at any time regardless of their location. Therefore, the system had to be designed and devel-oped using web based technologies. The system was specifically developed using a web based framework called ASP.Net MVC along with Microsoft’s Entity Framework and SQL Server Database for data persistence and data storage respectively. Another form of technology that helped to ensure the success of the e-Locum system was the integration and usage of SMS to deliver text messages to doctors. These text messages, sent automatically from the system, are delivered to doctors informing them of available shifts. The software is the first of its kind to be designed and developed within the HSC in Northern Ireland.
