Illinois Comptroller JudyBaar Topinka died in the earlymorning hours Dec. 10 of com-plications from a stroke lessthan 24 hours before, accord-ing to Brad Hahn, spokesmanfor the comptroller.

She was 70 years old.Topinka of Riverside

served as state comptroller forfour years and was re-electedin November for a second four-year term.

Topinka went to MacNealHospital in Berwyn the morn-ing of Dec. 9 after feeling dis-comfort, according to Hahn. Sheunderwent testing for a possi-ble stroke and was under obser-vation when she lost conscious-ness. She was pronounced deadshortly after 2 a.m.

“We are deeply saddenedto learn of the passing of ourdear friend and trusted electedofficial Judy Baar Topinka,”said Mike Dropka, spokesmanfor the Riverside Township Re-publican Organization. “Shehas affected countless lives andprovided immeasurable lead-ership over the course of heralmost 20-year tenure to River-side Township as the RiversideTownship Republican Commit-teeman. Her legacy of commonsense and fiscal accountabilityare standards that our organi-zation will strive to carry on.”

Topinka held a long andstoried career as an Illinoispolitician. She served as statetreasurer from 1995 to 2007 andbecame the first Illinois trea-surer to serve three terms. Sheran for governor in 2006 and be-came the state’s first female Re-publican nominee for the seat.She lost the governors race butquickly bounced back into Illi-

nois politics when she won thecomptroller’s seat in 2010. Withthat win, she became the firstwoman in state history to beelected to two Constitutionaloffices, according to the comp-troller’s website.

Following her most recentwin for a second term as comp-troller, Topinka credited beingelected in the close race be-

cause of her particular brandof straight talk and her localroots.

“I think they think I’mstraight talking – one of them– I haven’t forgotten where Icame from,” Topinka said af-ter the election. “They feel afamilial relationship. And Ilike that. I’ve come up the hardway.”

A lifelong resident of Riv-erside, Topinka would attendNorthwestern University’sMedill School of Journalismand graduate with a degree in1966. She worked as a respect-ed journalist for 11 years forarea community newspapers,including the Berwyn Life.

A public memorial service tohonor Judy Baar Topinka willbe in Countryside today.

The memorial service willbe at 9:30 a.m. at OperatingEngineers’ Local 150, 6200Joliet Road.

At the memorial, fellow stateleaders, colleagues and familywill celebrate her life throughstories.

RIVERSIDE – Riverside Po-lice Chief Tom Weitzel was athree-year veteran patrol offi-cer in Riverside when he wasblown off his feet by a shotgunblast to the chest at 3:15 a.m.Aug. 13, 1987, while conduct-ing a traffic stop. He survivedbecause he was wearing a bul-letproof vest.

Later that day, then Sen.Judy Baar Topinka calledhim at the hospital and askedhim if she could visit. It wasthe start of a professional andpersonal friendship that lasteduntil her death Dec. 10.

“She came to my bedsideand the first thing she saidwas, “How are you doing?”Then she asked, “What can Ido?” Weitzel said.

“She said, ‘Tom, can I writeyou a check to replace yourvest?’ She offered to purchasea new one for me right thenand there when I was lying in

my hospital bed.”Weitzel was patrolling

the northeast side of townwhen he spotted a car parkedat night when parking was

prohibited in the village. Ashe approached the car withheavily tinted windows, hecould make out the outline ofthree men inside. The driv-

er stepped out and fired a12-gauge shot at Weitzel.

Still in the hospital, Weit-zel said Sen. Topinka thentold him she and he were go-

ing to be looking at some leg-islation about tinted windowswhen he was feeling better.

degree from the College of DuP-age,planstoattendamissionaryschool andgetherbachelor’s de-gree in missionary work whenshe returns. She said she haswanted to be a missionary fora long time, ever since a groupfrom an African missionary or-phanage visited her church, theLa Grange Christian Assemblyin La Grange Highlands.“That really inspired me,”

she said.Asked why she would

choose a place as troubledand often dangerous as Haiti,Musiel said she visited Haitiin March and decided then itwould be her place of work.“There is gang violence in

Haiti, but they like the mis-sionaries,” she said. “In CeteSole, one of the poorest citiesin the Western Hemisphere,the only church and schoolthey have there was started byBill and Dorothy Smith.“I’ve been trying to figure

out where to go to,” she added.“I feel it really suits my skillsand theyhave it all set up formeto get started. The timing wasright, too, because I just finishedmy associate degree. I wanted totest my calling before I committo getting a missionary degreeand doing this full time.”Contributions can be made

Police reported two men enteredJoe’s Saloon, 9220 W. 47th St.,were told by the bartender thebar was closed and began yellingat the bartender. One man, OmarEmiliano Damacela, 23, of Chica-go, said he was going to comeback and shoot the bartender.

Police were called after the twomen left and returned. Officersfound Damacela and Duty Ev-erett Caswell, 23, of Brookfield,waiting outside in a car. Damace-la was charged with disorderlyconduct. Caswell was cited forpossession of marijuana.

DUIRameses A. Aaron, 24, Matteson,

was charged at 11:13 p.m. Dec. 12with driving under the influence

of drugs following a traffic stopfor speeding in the 9000 block ofOgden Avenue. Police approachedAaron after his vehicle was pulledover and found him sitting inthe driver’s seat not wearinga seat belt and his hands overhis face. Aaron refused ordersto put the vehicle in park whilebeing questioned by police andattempted to drive away while anofficer was partially in the vehicle.The officer pulled Aaron out of thevehicle and he began speakingincoherently. Aaron later toldpolice he was under the influenceof PCP. He also was charged withtwo counts of speeding, fleeingand eluding, driving an uninsuredvehicle, not wearing a seat beltand improper lane use.

Burglary and theft• A television, two laptops,

three jewelry boxes containingjewelry, an Xbox game console,a lockbox containing a pistoland miscellaneous Christmasgifts were reported stolen Dec.14 from a residence in the 9500block of Henrietta Avenue.

• A Carrier air conditioning unitand pool heater were reportedstolen Dec. 9 from outside of aresidence in the 4000 block ofVernon Avenue.

RIVERSIDERestroom vandalized

A men’s restroom was reportedvandalized Dec. 2 at the RiversidePublic Library, 1 Burling Road.

An employee heard the soundof running water in the men’s re-stroom about 8:50 p.m. the nightbefore and found both sinkswere running with one overflow-ing. Soap dispensers had beenremoved from the wall and asign was found torn to pieces.

Video security footage showeda male juvenile going into therestroom about 8:41 p.m. thatnight and exiting the restroomabout three minutes later.

DUIMiguel Mendez, 44, of the

4900 block of South HoyneAvenue, Chicago, was chargedat 1 a.m. Dec. 7 with two countsof driving under the influence of

alcohol after he was stopped bypolice following a hit-and-runin Chicago and was reported bythe victim who followed Mendezto Riverside. Mendez was takeninto custody for leaving thescene of an accident and failedfield sobriety and blood alcoholtests. Mendez had a strong odorof alcohol on his breath and anunopened can of beer was foundin his vehicle. Mendez also wascharged with driving without avalid driver’s license.

Someone used a resident’sidentity to open several ac-counts that were in collection,as reported at 8:09 p.m. Dec. 4.

Property damage• The manager of a business

reported at 7:57 a.m. Dec. 5someone threw a brick throughthe businesses’ window over-night, in the 8700 block of WestOgden Avenue.

• A resident reported at 3:16a.m. Dec. 6 they heard a loud

popping sound and when theywent outside they found the rearwindow and the rear driver’sside window broken with a brickwhile parked in the 7900 blockof West Ogden Avenue.

• A caller reported to police at2:16 a.m. Dec. 7 her boyfriendbroke her apartment window inthe 7200 block of West 38th Place.Police found the window with ahole in it and shattered glass.

Residential burglaryPolice were dispatched at 7:20

p.m. Dec. 8 to the 4500 blockof South Prescott Avenue for areport of a residential burglary. Itwas believed someone enteredthe home through an unlockedwindow. Missing items includedan iPad, an HP computer, charmbracelet and about $1,000 in cash.

Station reported someone stolean energy drink at 4:51 p.m. Dec.9 in the 8000 block of West Og-den Avenue. Police were unableto locate the suspect.

On Dec. 1, Cook County Board President Toni Preckwinkle, myfellow Cook County commissioners and I were sworn in for the2014-18 term. We welcomed two new members to the board, Com-missioner Luis Arroyo Jr., representing the north side of Chicago,and Commissioner Richard Boykin, representing Chicago’s westside and near western suburbs.

As I look forward to mysecond term on the CookCounty Board, I have a tre-mendous sense of gratitudeto the residents of the 16thDistrict who sent me to theboard in 2010 and re-elected me last month. Without the effortsof so many of my family, friends and volunteers giving tirelesslyto our campaign, I would not have been elected. During my firstterm in office, I focused on increasing county services to our dis-trict; holding the line on taxes and fees and improving efficiencyat the county. Every year we have approved balanced budgets,reduced the county subsidy to the health and hospital system,reduced the jail population, cut staff and recruited some of thebest government professionals across county government. Noneof these reforms would have been possible without the leader-ship of President Preckwinkle and my colleagues on the board.

In the past four years, we were able to secure tax incentivesfor several businesses that are redeveloping industrial sitesaround the district and adding hundreds of jobs. We successful-ly lobbied for funding for affordable housing, flood remediationand road improvements. We supported legislation to reducegreenhouse gases, to make our County Lobbying Ordinancemore transparent and to streamline our revenue collection pro-cedures to help more people to pay their fines and fees. We areexpanding the offerings at the Cook County Forest Preserve andare now connecting several bike paths near the Brookfield Zoo.

My second term focus will be to continue moving forwardon our agenda of investing in the 16th District and makingcounty government more efficient. With our looming pensionchallenges and turmoil in Springfield, there will be difficultdecisions to make and undoubtedly a lot of pain. My efforts willbe to reduce the impact on the hard-working families of CookCounty, but to work with President Preckwinkle to make thosetough decisions to keep Cook County moving in the right direc-tion toward progress and prosperity. It won’t be easy, but withyour support we will continue to look for new ways to make the16th District an even better place to live, work and invest.

Before she was a politi-cian, Judy Baar Topinka wasan award-winning journalist.

Topinka, 70, died early Dec.10, less than a day after shesuffered a stroke. She wasthe first woman in Illinoisto serve in two state consti-tutional offices. She had justwon re-election in Novemberas state comptroller.

Topinka served the publicas a journalist before devot-ing her life to public serviceas an elected official.

She attended NorthwesternUniversity’s Medill School ofJournalism and graduatedwith a degree in 1966. Aftergraduation she worked parttime for the Berwyn, Ciceroand Stickney-Forest ViewLife Newspapers before beinghired full time in 1971. In herjournalism career, Topinkawas a reporter, educationeditor, feature writer, featureeditor and photographer. Shewon awards from the IllinoisWomen’s Press Association,the Illinois Press Associationand the Illinois State MedicalSociety.

Topinka, a Republican,morphed into one of the mostoutspoken politicians inIllinois and was a trailblazerfor women in politics.

“She was a great publicservant with unlimited fightin her, not only for issues, butfor people she believed in,”said U.S. Rep. Dan Lipinski,D-Western Springs. “Judy

knew how to get things doneand was willing to do what ittakes to get them done. Shewas one-of-a-kind and will bedearly missed.”

Topinka, a lifelong River-side resident, won electionto the Illinois House in 1980.She moved to the state Senatein 1984. Ten years later, shewas elected to the first of herthree terms as state treasur-er. In 2006, she unsuccessful-ly ran against Rod Blagojev-ich for Illinois governor. Shereturned to public office in2010, when she was electedstate comptroller.

During her gubernatorialbid in 2006, Topinka de-scribed Illinois as “a mirac-

ulously wonderful place tolive.” But she also believedit was being hurt and abusedby those in office, which iswhy she decided to run forgovernor.

“If I don’t stop it, I’d becomplicit in watching it godown the tubes, and I don’twant to do that,” Topinkasaid.

In every stop along theway, Topinka had one thingin mind: Making Illinois agreat place to live. Her stylemight have been consideredunorthodox. Her personalitymight have been off-puttingto some. But her dedicationto Illinois and public servicecan’t be questioned.

Riots were shamefulIn response to whomever said

the police officer should havebeen charged was completelywrong. The grand jury saw allthe evidence and made sure allbases were covered. They tooktheir time. It’s shameful that itwas turned into a riot situation.Too many people nowadaysare just looking to start trouble.The people that really sufferedwere the people who lived in thecommunity. The lost property,stores in their own backyards.The police officer’s life is ruinedbecause of the incident and willlive with this tragedy the restof his life. Now more than everpolice have to be very careful onwhat they do, especially whenrace is involved. If the shoe wason the other foot, you think therewould have been riots? We allknow the answer to that. Thiscountry is really going downhill.

Commuter tax in Chicago?Here we go again, yet another

politician in Chicago callingfor a tax on commuters whomwork in Chicago? Why don’tthe mayors in the surroundingsuburbs offer the same tax toChicagoans who commute toour towns? That way we couldgenerate tax revenue to holddown our own town’s taxesor increase spending whereit’s needed. Suburban mayorsshouldn’t be intimidated by

Chicago and should stand up forthe citizens in their communi-ties. The number of people livingin Chicago and working in thessuburbs could be a great newsource of income, too. Sad thatthis country is coming to suchmethods to raise money.

On Ferguson, Mo., protestsAfter watching protest march-

es throughout the U.S., I’ve notyet seen the one sign that wouldstop the behavior leading tothe marches. The sign wouldread, “Avoid confrontations withpolice; don’t engage in crime.”

What is torture?The cry baby liberals are at

it again. Imagine those poorbabies – those terrorists – whokilled thousands of Americans.Some got water boarded, weredeprived of sleep or confined tosmall spaces. That’s not torture.If you want to see torture, go to atorture museum or get capturedby ISIS. The CIA got informa-tion to stop future attacks. movies are enjoyed and stories are shared gathered by the fireplace - amajor focal point in the room. Give this cozy centerpiece a warm new lookby creating a decorative display for your mantel.

Draping a festive garland is one way to achieve a distinctive display.Do-it-yourself banners and garland have become increasingly popular as agreat way to personalize your decor.

To make your own, start with a heavy fabric, like burlap or the kindused for upholstery, and cut enough pennants for your favorite holidaysaying, like “Let it Snow.” Then using a snowflake stencil, spray paint thepattern with a silver color. WINFIELD – It was a sun-ny and chilly December daywhen my companion and I de-cided to head to Union HouseAmerican Kitchen in Winfieldfor lunch.

The space was inviting assoon as we stepped inside,where the high, white-paintedwood ceilings and decor feltreminiscent of historic Amer-icana. The lighting fixturesover the tables were styledafter old-fashioned bulbs, andbehind a long, wooden barthat could easily seat 15, was achalkboard with a plethora ofcraft beers and drink specials.

The restaurant is a small-plate gastropub that ourwaiter explained focuses onlocally harvested and seasonalingredients.

Since we were first-timersat the restaurant and newbiesto the small-plate scene, ourwaiter suggested we orderseveral selections to share.

Menu items range fromsalads to seafood and steak,so after much discussion, mycompanion and I selected fourplates to split between us.

I couldn’t resist orderingthe fried pickles as an appe-tizer. Silver-dollar-sized slicesof dill pickle were coated inAmerican Patriot beer batterand then fried. A creamyavocado and buttermilk sauceaccompanied the half-dozenslices for dipping. Not greasy,they were absolutely deli-cious, with the sauce offeringa cool complement.

Crab hush puppies calledout to my seafood-aficionadocompanion. They were madewith dried corn and crabmeatshaped into ping-pong-ball-sized portions and fried. Thefour hush puppies resting on asweet and spicy honey peppersauce were very tasty, and thecrabmeat was fully present,not hidden behind the corn.

A bourbon pork skewerwas next. The tender porkwas glazed in garlic andbrown sugar and had a side ofsriracha cream for dipping.Again, the pairing of the saucewith the entree proved to beperfect.

Our final plate was thechicken-fried chicken. It was,by far, the largest item weordered, and could be consid-ered a full-sized meal. A chick-en breast – flattened, breadedand fried – lay atop mashedpotatoes and was topped witha fried egg and white coun-try gravy. My companiondevoured nearly the entire

plate without speaking, onlysmiling between bites.

While we were a little fryheavy in our order, therewere plenty of selections tosatisfy any appetite, includ-ing the pan-seared scallops,Gulf shrimp brochette, grilledromaine salad, shrimp andgrits, and a grilled portobello,zucchini and squash salad.

The website notes the kitchenuses grass-fed beef and wild-caught seafood.

My companion was a littleworried that small plateswould mean certain hungerafter the meal was finished,but that was not the case.Another visit to Union HouseAmerican Kitchen is certainlyon the horizon.

ELMHURST – RiversideBrookfield has owned theMetro Suburban Conferencein boys basketball, but theleague’s new two-division splitoffers up new opponents andchallenges for the Bulldogs towin a 14th straight conferencetitle.

RB made sure early in theconference schedule to reas-sert its dominance against apair of new league rivals overthe weekend.

The Bulldogs beat IC Cath-olic 69-42 on the road Fridayand followed up with a 94-60win against Aurora CentralCatholic the next night.

Both the Knights andChargers figure to be in thetop half of the league this sea-son.

Sam Johnson had a dou-ble-double in both games with23 points and 13 reboundsagainst the Knights and 28points and 19 rebounds againstACC, but It wasn’t just John-son contributing over theweekend.

With senior guard KevinFitzgerald out and startingpoint guard Daniko Jacksongoing down with an ankle in-jury against IC, a number ofplayers on the team steppedup to help the Bulldogs keeprolling.

“Everyone can play,” John-son said. “I think coming in[before the season] we knewwe were going to be strongand I think we showed it sofar.”

Senior Ryan Hanley cameoff the bench to score 14 pointsat IC and had 10 more againstACC. Sophomore Henry Tre-lenberg scored in double fig-ures in both games duringthe weekend. Jalen Clantonscored 18 points against theChargers in Jackson’s ab-sence.

“We’ve got a strong team,”coach Tom McCloskey said.“Guys on the bench, Paul [Sit-kiewicz] and Ryan have reallycontributed heavily.”

Johnson’s emergence asa scorer and rebounder wascoupled with a strong defen-

sive performance.On Friday, he matched

up with IC standout junior

Rhashaun Epting.Epting is 6-foot-6 with

good athleticism and theability to hit the outside shot.Johnson, a 6-foot-7 forward,stuck with Epting through-out the game and limited himto 13 points and just two inthe first half.

“He’s strong, he’s fast,and he can shoot so it’s hardto guard him,” Johnson said.“Everything was going for

us this game. We were run-ning, we were hitting shots. Ithought we played very good.This was our first road gameso I thought we did good forour first road game.”

TO ISSUE $4,000,000 WORKING CASH FUND BONDS

PUBLIC NOTICE is hereby given that on the 11th day of December, 2014, the Board of Education(the "Board") of School District Number 92-1/2, Cook County, Illinois (the "District"), adopted aresolution declaring its intention and determination to issue bonds in the aggregate amount of$4,000,000 for the purpose of increasing the Working Cash Fund of the District, and it is the intentionof the Board to avail of the provisions of Article 20 of the School Code of the State of Illinois, and alllaws amendatory thereof and supplementary thereto, and to issue said bonds for the purpose ofincreasing said Working Cash Fund. Said Working Cash Fund is to be maintained in accordance withthe provisions of said Article and shall be used for the purpose of enabling the District to have in itstreasury at all time sufficient money to meet demands thereon for expenditures for corporate purposes.

A petition may be filed with the Secretary of the Board (the "Secretary") within thirty (30) days afterthe date of publication of this notice, signed by not less than 1,106 voters of the District, said numberof voters being equal to ten percent (10%) of the registered voters of the District, requesting that theproposition to issue said bonds as authorized by the provisions of said Article 20 be submitted to thevoters of the District. If such petition is filed with the Secretary on or before the 5th day of January,2015, an election on the proposition to issue said bonds shall be held on the 7th day of April, 2015.If such petition is filed with the Secretary within thirty (30) days after the date of publication of thisnotice and after the 5th day of January, 2015, an election on the proposition to issue said bondsshall be held on the 15th day of March, 2016. The Circuit Court may declare that an emergencyreferendum should be held prior to either of said election dates pursuant to the provisions of Section2A-1.4 of the Election Code of the State of Illinois, as amended. If no such petition is filed within saidthirty (30) day period, then the District shall thereafter be authorized to issue said bonds for thepurpose hereinabove provided.
